The purpose of our assessment was to determine whether the site soil and groundwater conditions would support an on -site storm water disposal system consisting of a Pre -Designed Flow Control BMP as described in City of Edmonds Handout E72B. Our work included making visual observations of subsurface soil and groundwater conditions exposed in five hand borings and preparing this letter. PROJECT LOCATION The subject property consists of a residential lot located within the SE'/4, of the NE'/4, Section 7, Township 27N, Range 4E, on the west side of 76th Avenue West in Edmonds, Washington (see Figure 1). SITE DESCRIPTION A site and exploration plan (Figure 2) prepared by HWA utilizing site plans provided by the owners architect, depicts the approximate footprints of the proposed new garage structure and concrete driveways. GEOLOGY Geologic information for the project area was obtained from the map entitled Preliminary Surfrcial Geologic Map of the Edmonds East and Edmonds West Quadrangles 21312 30th Drive SE by Mackey Smith (1975). This map shows the near -surface deposits in the Suite Ito vicinity of the subject property consist of Quaternary aged Whidbey Formation. Project No. 2013-026-21 The Whidbey Formation consists of a medium bedded sand, silt and clay. This unit considered to be of non -glacial fluvial origin. The Whidbey Formation soils are generally compact and relatively impermeable, and locally susceptible to slope instability. A portion of this map depicting the geology as mapped by Smith (1975) for the local project vicinity is shown on Figure 3. :`G According the Soil Survey of Snohomish County map prepared by the Natural Resources Conservation Service (MRCS -web soil survey) the soils within the local project area are comprised of Alderwood-Urban, 8 to 15 percent slopes which may contain Kitsap, Ragnar, Indianola and Everett soils. Kitsap soils, which correlate with the Whidbey Formation are comprised of soils developed over lacustrine sediments. Locally, these soils have been disturbed during urbanization and consist of silt loam to silty clay loam. Permeability of Kitsap soils is slow and they often exhibit seasonal perched water at shallow depth. SITE EXPLORATION On April 12th, 2013, a geologist from HWA observed the site soil conditions exposed in five hand auger borings. The hand auger borings were conducted to depths ranging from 4 to 5 feet. Site soil conditions encountered were described by our geologist at each of the hand auger locations. The approximate locations of the hand auger explorations are shown on Figure 2. The locations were chosen in areas where infiltration trenches or bioretention facilities could potentially be installed. A legend of the terms and symbols mentioned on the hand boring logs is presented on Figure 4. Logs of the hand borings, indicating observed seepage and soil conditions are attached as Figures 5 through 9. Soil samples were taken at selected intervals within each hand boring excavation and sealed in plastic bags for future examination. SOIL PROFILE The subsurface soils encountered in the test pits are consistent with the mapped geology of the site area and are described briefly as follows: Topsoil: - Surficial topsoil layers were encountered in all hand borings, and consisted predominately of very loose, dark brown, somewhat organic, sandy silt to silty sand with woody debris. This soil unit ranged from about 5 to 15 inches in thickness where hand borings were conducted. Shallow, perched groundwater was encountered in this soil unit at location where it was immediately underlain by fine grained native soils at the locations ofHH-1, HH-2 and HH-4 at depths ranging from 4 to 15 inches below the existing ground surface. Undocumented Fill: - Beneath the topsoil at the locations of HH-3 and HH-5, a layer of loose to soft, light brown to brown, silty sand to sandy silt was encountered that appeared to consist of Fisher Residence Infiltration Evaluation 2 HWA GEOSCIENCES INC. April 22, 2013 HWA Project No. 201.3-026-21 locally derived native glacial soils used as fill during past grading practices. Where encountered, this soil layer ranged from at least 2 to 3 or more feet thick. Glacial Drift:- Beneath the topsoil at the locations of HH-2 and HH-4, a layer of medium dense to dense, light brown to reddish brown, silty sand with gravel was encountered that appeared to consist of glacial drift soils. These soils were weathered near the surface and exhibited a somewhat heterogeneous structural appearance (i.e. without bedding). Where encountered, this soil layer ranged from at least l to 1.5 feet thick. Whidbey Formation: - At depth, in all of the hand borings except HH-5, a layer of medium stiff to stiff; olive gray to grayish brown; silty clay to clayey silt with varying amounts of fine sand was encountered. Locally, this soil unit contained thin beds of silty sand that were saturated at the time of our exploration. This material is interpreted as belonging to the Whidbey Formation. The silt and clay layers contained in the Whidbey Formation are relatively impermeable and typically cause localized perched groundwater conditions. Sandy soil that is interbedded with (between) or overlies a silt or clay layer is often saturated during the wet season. Because of the somewhat layer -cake nature of the Whidbey Formation comprised of alternating clay and sandy (often water bearing) layers when it is exposed along hillsides, it can be subject to slope instability. GROUND WATER Ground water seepage was observed in all hand borings except HH-2, within sandy layers either perched on the top or sandwiched between the silts and clays of Whidbey Formation soils. We expect, this situation is somewhat seasonal, being most common during wet season periods, when locally infiltrating water may become perched on the surface of shallow low permeability deposits at this site. Color mottling exhibited by the glacial drift and Whidbey soils indicate that seasonal perched groundwater seepage levels may rise to within about 1 to 2 feet of the surface on site. However, it is anticipated that ground water conditions will vary depending on the season, variations in local subsurface conditions, and other factors. CONCLUSIONS In general, the site is underlain by interbedded silts and clays that are overlain by a thin veneer of undocumented fill and/or glacial drift soils. The fine grained silt and clays soils are relatively impermeable, likely with an infiltration rate of much less than 0.125 inches per minute, and, therefore, not suitable as stormwater receptors for pre -designed LID BMP's such as infiltration trenches or bioretention cells (City of Edmonds Handout #E72B). The relatively coarse grained soils interbedded with the silts and clays encountered on site were for the most part saturated during the time of our exploration which also coincides with the time of the year when the need to control stormwater is paramount and therefore are not likely to have capacity to effectively accommodate additional water. Consideration should be given to alternative measures such as on -site detention coupled with overflow conveyed to the nearest public stormwater disposal system or discharge area, as appropriate. CONDITIONS AND LIMITATIONS We have prepared this report for your information in support of the permitting of a residential development on your property. Experience has shown that subsurface soil and groundwater conditions can vary significantly over small distances and over time, hence, we may not have seen every condition and even those we saw can change with time. The scope of work did not include environmental assessments or evaluations regarding the presence or absence of wetlands or hazardous substances in the soil, surface water, or ground water at this site. Cited sections of the Edmonds Community Development Code can be found on the City of Edmonds website at www.edmondswa.gov. The associated LiDAR map indicates that the subject parcel is fairly,level at 76th Avenue West and slopes gently to the west over the bulk of the site. The parcel falls off near the western edge of the,site and there is a steeper section adjacent on.the southwest. Soils on the.,eastern . 2/3 of the site are identified as Alderwood Urban land complex (8% - 15% slope) while the western 1/3 of the site is Alderwood-Everett gravelly sandy loams (25% - 70% slope). As a result, the slopes in excess of 15% are classified as a potential erosion hazards and the portion that exceeds 40% is a potential landslide hazard area. Allowed Activities & Exempt Proposals - Certain activities are allowed in or near critical area buffers as specified in ECDC 23.40.220. Similarly, certain development proposals may be exempt from Critical Areas requirements (ECDC 23.40.230). If you have any questions about whether your proposed development qualifies as an allowed or exempt activity, please contact a Planner for more information. General Report Requirements Critical Areas Reports identify, classify and delineate any areas on or adjacent to the subject property that may qualify as critical areas. They also assess these areas and identify any potential impacts resulting from your specific development proposal. If a specific development proposal results in an alteration to a critical area the critical areas report will also contain a mitigation plan. You have the option of completing the portion of the study that classifies and delineates the critical areas and waiting until you have a specific development proposal to complete the study. You may also choose submit the entire study with your specific development application. Please review the minimum report requirements for all types of Critical Areas which are listed in ECDC 23.40.090.D. There are additional report requirements for different types of critical areas (see below). Note that it is important for the report to be prepared by a qualified professional as defined in the ordinance. There are options on how to complete a critical areas study and an approved list of consultants that you may choose from. You may contact the Planning Division for more information. General Mitigation Requirements for all Critical Areas are discussed in ECDC 23.40.110 through 23.40.140. Erosion Hazard Areas Erosion Hazard areas include Alderwood and Everett series soils on slopes of 15 percent or greater, among others. Landslide Hazard Areas are further defined in ECDC 23.80.020.A. In addition to the general requirements for Critical Areas reports referenced above, specific Critical Area report requirements for Erosion Hazard Areas (which are one of the Geologically Hazardous Areas) are provided in ECDC 23.80.050. Note that Stable Erosion Hazard Areas may have limited report requirements at the director's discretion. At'a minimum an erosion and sediment control plan prepared in compliance with the requirements in ECDC Chapter 18.30 shall be required. Development is restricted within an Erosion Hazard Area and must meet additional criteria. For erosion hazard areas with suitable slope stability, an erosion and sediment control plan prepared in compliance ECDC 18.30 will be considered to meet the Critical Areas "Study Required" determination. The determination of "suitable slope stability' will be made by both the Planning and Engineering divisions of the City of Edmonds. In areas where the slope stability is not suitable, projects within Erosion Hazard Areas will require a report by a licensed Geotechnical Engineer or other qualified professional. Note that it is important for the report to be prepared by a qualified professional as defined in the ordinance. Report requirements are Page 12 given in;ECDC 23.80.050, and more generally in ECDC 23.40.090.D. Development standards are given in ,ECDC 23.80.060 and 23.80.070. Landslide Hazard Areas Development is restricted within a Landslide Hazard Area and its buffer. Projects that will intrude into these areas will require a report by a licensed Geotechnical Engineer. Geologically hazardous areas include areas susceptible to erosion, land sliding, earthquake, or other geological events. They pose a threat to the health and safety of citizens when incompatible development is sited in areas of significant hazard. Such incompatible development may not only place itself at risk, but also may increase the hazard to surrounding development and use. The criteria that are applied depend on the amount that the buffer is reduced. The buffer can be reduced to a minimum of ten (10) feet (with an additional)15' building setback per ECDC 23.40.280) if a report is,prepared that meets the standards listed in ECDC 23.80.050). The alteration must also meet the requirements listed ECDC 23.80.060. In addition, proposals to reduce the buffer to less than ten (10) . feet must comply with the design standards listed in ECDC 23.80.070.A.3. Development is restricted within a Landslide Hazard Area and its buffer. Projects that will intrude into these areas will require a report by a licensed Geotechnical Engineer.
