Planning • Parks and Recreation • Engineering August 18, 1993 Ann Landberg 16900 Talbot Road Edmonds, WA 98026 Dear Ms. Landberg: After investigation of your water meter at 16900 Talbot Road for high consumption on the billing period of July 22, 1993, the Water Section could find no evidence of a problem with your water meter. An -investigation of your sprinkler system showed no faults and the landscaping showed no visibility of any leak repair which clearly would have been evident with the amount of water consumed. The meter was pulled -and tested for accuracy. The internal plumbing showed no visual signs of a leak or any recent.repairs. The meter proved to be 100% accurate at low flows and 101% at high flows. A new meter was installed and monitored from July 28, 1993 through August 18, 1993 and showed no signs of a leak or sporadic consumption_. In -lieu of the findings.and based on the past consumption history, I am requesting our Water Billing.Department to issue a new bill that charges you for an average bill for the same time last year. The City will absorb the unexplained excessive usage at this time. If this occurs in the future and all test results show no problems, the City will not allow such an adjustment as our meters test 100%accurate and will not over -register without water actually going through this device. I understand that some shrubs have been planted around the sanitary sewer cover which prevents access to this facility. This is the only way we have to check and see that no build up has begun in our line. By checking these we may be able to prevent someone, possibly you, from,having a flooding problem from your sewer facility.
