Our review was conducted at your request in support of your submittal for approval by the City of Edmonds for permitting of a remodel of the existing residential structure. We understand, as currently planned, remodel activities affecting the site are limited to a new entry way addition and driveway replacement, a new deck support system that eliminates the existing vertical posts, and redirection of stormwater from on -site infiltration downslope via a BNSF approved hillslope conveyance and diffuser system. Recommendations in this letter are based on a limited site reconnaissance that was conducted on June 4, 2015 as part of a pre -purchase survey. We did not conduct site mapping or subsurface exploration for this review. PROJECT DESCRIPTION A site plan, (see Figure 2) obtained from your contractor Design Works Construction, depicts the existing developed lot that is situated on a marine bluff that declines from the top of bank to the northwest at approximately 1.2 H : 1.0 V (40 percent grade) over a height of about 60 feet. The existing residential structure is set back from the top of bank about 26 feet at its closest point (at the northwest building corner). The upland area is gently inclined towards the east and currently supports several large trees. The hillslope portion of the lot is generally covered with small trees, or grass and blackberry shrubs. Surface drainage systems are in -place and appear to be functioning. Based on a communication from your Designer/Contractor we understand that inspection by camera of the pipes indicated the system collects and conveys runoff to an on -site infiltration trench located along the west side of the house. GEOLOGY Geologic information for the project area was obtained from the map entitled Geologic Map of the Edmonds East and Part of the Edmonds West Quadrangles, Washington (WDGER); Scale 1:24,000; by James P. Minard (1983). This map shows the near -surface deposits in the vicinity of the subject property consist of Vashon aged Glacial Till. Glacial Till deposits consist of dense to very dense, silty sand with gravel, cobbles and boulders deposited directly along the sole of the advancing ice sheet. GEOLOGIC HAZARD REVIEW In accordance with the criteria outlined in City of Edmonds Ordinance 23.80 Geologically Hazardous Areas, specifically Section 23.80.020 Designation of specific hazard areas the steep marine bluff area is considered a potential landslide area. In addition, portions of the subject property (steep slope area) can be classified as a potential erosion hazard area due to the presence of Alderwood — Everett gravelly sandy loams, 25 to 70 percent. However, the existing native soils are mapped as soils that were glacially consolidated, and relatively dense. As such they may be subject to shallow sliding or soil creep due to weathering, but are not likely subject to deep-seated slope failure. Current plans do not include significant disturbance of the steep slope except for as required to install the hillslope stormwater conveyance pipeline. We understand that the remodel plans as currently proposed will include three activities that could potentially impact site soils: 1. The proposed driveway replacement involves removal of existing concrete pavement and replacement with permeable pavers. 2. The existing deck supports will be replaced with a steel beam cantilever support system tied directly to the existing residential foundations. 3. The existing on -site stormwater infiltration system will be replaced by installing a downslope drainage system that discharges off -site along the slope toe, using a design approved by BNSF. September 4, 2015 HWA Project No. 2015-000-21-Task 11 In our view, the proposed site activities involved with the replacement of the driveway will not appreciably increase the potential for soil erosion since the area under consideration is relatively flat to gently sloping. In fact the installation of pervious pavers will locally serve to reduce runoff. Currently, the existing wooden deck supports serve adequately, however the presence of the roots of the large tree adjacent to the stairs poses a potential conflict with the deck foundation pads, which over time would require reworking of the supports. The installation of a steel beam/bracket support system eliminates the need for future repairs and moves deck support loads further back away from the existing top of slope. However, we have not observed the condition of the bearing soils at this location and recommend that the foundation condition and geometry be evaluated by a structural engineer to determine whether the existing footing will support the additional loads that will be imposed. Once this information is provided, we can then evaluate the soils to verify they are adequate to support the additional loading. We understand that the existing stormwater system discharges into an onsite infiltration pit/trench located west of the existing house. The proposed plan includes collection and conveyance of the stormwater downslope via a tightline piping system anchored to the slope. Water will be discharged below the slope toe in the BNSF right of way through a diffuser. In our opinion, this is a very desirable scenario and will serve to increase stability of the soils near the top of the bank by reducing potential for soil softening and strength loss due to excessive moisture content. During installation we recommend that soil disturbance by minimized along the slope. Any areas denuded of topsoil within stormwater pipeline alignment limits should be covered with bark or wood chips. Silt fencing should be installed along slope as appropriate. Based on our observations, we conclude that, at the present time, the slopes are stable. Additionally, in our opinion, the planned remodel, if properly constructed, can improve surface and subsurface drainage; thereby, potentially increasing site stability and reducing the risk of future slope instability. CONDITIONS AND LINIITATIONS We have prepared this letter for your use during the application for permitting of your proposed residential remodel, as necessary. Experience has shown that subsurface soil and ground water conditions can vary significantly over small distances and over time, hence, we may not have seen every condition and even those we saw can change with time. The scope of work did not include environmental assessments or evaluations regarding the presence or absence of wetlands or hazardous substances in the soil, surface water, or ground water at this site.
