A straw bale barrier anchored with iron rod will be provided across the south landscaped area of the property. An additional straw bale barrier will be providing at the end of the driveway where existing diversion dike ends. Straw bale or silt fence barriers will be provided on the northeast corner of the property to the point where property slopes south. Barrier will also extend across the top of east facing slope. After review of the submitted letter and civil plans for the development it is understood that the request to exceed the 14% driveway slope is for the area where the driveway transitions from the driveway landing to where the driveway ties into the west neighboring driveway and that this area will not exceed 16%. The determination has been made the driveways, as they exist, do not present a traffic, pedestrian, bicycle or safety hazard nor is the public health, safety and general welfare adversely affected as required under ECDC 18.80.060. Because the driveways are constructed, are less than 20% and do not create a safety hazard to the public, your request for the subject driveway waivers is hereby approved up to 20%. CITY ENGINEER c: Street file Incorporated August 11, 1890 Sister City - Hekinan, Japan I.. • Request for Variance for Driveway Slope Tiegs Residence at 16911 Talbot Rd. 8/24/10 The new residence replaces an existing structure built in 1955 and sits at its approximate location on the lot. In order to avoid extensive reshaping of the lot behind the house to prevent runoff from draining to the house, finish floor of the new house was placed at virtually the same elevation as that of the old house. - The existing driveway, as it leaves Talbot Rd., Y's in order to serve the neighbor's residence also. This area also serves to manage some driveway stormwater runoff for both residences. It is critical to maintain a smooth transition here for the runoff to go where it is supposed to and for safety. These two factors forced us to do only the re -grading necessary to take out the large variations in slope further up the drive and to just even out the slope as it approached the entry to the house. Grades now are between 13.9% and 16%. This allowed us to slope the sidewalk from the garage ( the sidewalk was sloped to conform with ADA) to the house entry door so that it is safe for the elderly and anyone in a wheelchair to transition from the driveway to the sidewalk without a curb or other tripping hazard. Upon arrival, we observed that the raingarden grading had been completed. We observed that the organic soil had been placed within the raingarden area along with some landscaping plants. We gathered a sample of the organic -rich soil to perform an organic content test in accordance with ASTM D2974. We also observed that a block retaining wall had been constructed along the western portion of the property. We evaluated the retaining wall foundation subgrade by probing with a %2 inch diameter steel probe rod. In general the probe rod penetrated between 2 to 3 inches under moderate pressure. We interpreted this to be native soils in a medium dense condition. We observed that a 4-inch corrugated, perforated drainpipe and washed rock were going to be placed behind the wall. We have been providing our construction monitoring services on a part time basis. Our opinions and recommendations are based on our on -site observations only. The project generally consisted of constructing a two-story residence and a raingarden stormwater system. We previously issued a geotechnical engineering evaluation for this project dated May 12, 2008. We also issued an infiltration letter for this project, dated July 31, 2009. The City of Edmonds required geotechnical inspections for earthwork construction at this project site as indicated in a letter dated June 23, 2009. The geotechnical inspections included soil bearing verification, subsurface drainage installation, temporary and permanent erosion control inspections and stormwater infiltration system installation. We were retained by you to provide geotechnical engineering inspection and consultation services for the project. We monitored geotechnical related construction activities at the project site on a part-time basis from November 9, 2009 to August 10, 2010. Our observations, opinions, and recommendations regarding earthwork activities at this project site were included in Field Reports 1 through 5, which have been submitted to you. Special Inspections Summary Letter Tiegs Residence 16911 Talbot Road Edmonds, Washington August 12, 2010 NGA File No. 7871B09 Page 2 We evaluated the residence and garage foundation subgrade by observing the material exposed in the excavation and by probing with a %2-inch diameter probe rod under moderate pressure. The soils exposed at the foundation subgrade consisted of native brown -gray, fine to medium sand with silt and gravel; and gray sandy silt that we interpreted as native glacial soils. In general the footing subgrade probed approximately one to three inches and was interpreted to be medium dense to dense and should adequately support the planned loads. We observed the footing drains around the residence consisted of 4- inch PVC perforated pipes embedded in 7/8-inch drainage rock, and covered in filter fabric, extending around the perimeter of the structure per the project plans. We did not observe the installation of the footing drains around the garage. However, the contractor provided us with pictures showing a 4-inch perforated PVC pipe around the garage foundation that was covered with 1.5-inch drain rock and filter fabric similar to the footing drains around the residence. The footing drains were then directed to the raingarden stormwater system. Stormwater for the site including roof drains, footing drains and driveway drains have been directed to the raingarden system along the western portion of the property. We observed that an approximately 3 to 6 foot deep trench was excavated for the raingarden exposing fill materials in the excavation walls and brown -gray fine to medium sand with silt at the base of the excavation. The trench was then filled with two feet of washed rock and covered with filter fabric. An organic -rich soil mixture was then placed on the filter fabric to form the raingarden bottom. An overflow pipe system was placed along the western portion of the raingarden and connected to the existing stormwater system within Talbot Road. A sample of the organic -rich soils within the raingarden was evaluated for the organic content in accordance with ASTM D2974. Test results indicated that the raingarden soils contained approximately 10 percent organic content. Erosion control measures were utilized at the project site. Temporary erosion control measures generally included a silt . fence and straw bales around the excavation. We did not observe stormwater flowing uncontrolled off -site during our visits. Based on our observations while on site, materials were not tracked into public right of way or onto neighboring properties during earthwork construction. It is our opinion that temporary erosion control measures were adequate. We have previously prepared a geotechnical engineering report for this project titled "Preliminary Geotechnical Engineering Evaluation — Tiegs Residence — Edmonds, Washington," dated May 12, 2008. For our use in preparing this memorandum, we have been provided with a site plan titled "Tiegs Residence," dated June 9, 2009, prepared by Norman & Norman Designers; and Section 23.80.070 of the Edmonds Community Development Code (ECDC) provided to you by the City 'of Edmonds. We also spoke to Michael Clugston with the Edmonds Planning Department to discuss the comments raised by the City. Mr. Clugston requested that we review the proposed plans to verify that they are in accordance with ECDC Section 23.80.070 (3) and provide our opinion on the placement of the driveway. We have reviewed the site plan and found it to be in general accordance with our original report. The plan indicates that the residence will be constructed approximately 30 feet from the top of the steep east - facing slope with the driveway coming as close as 10 feet from the top of the slope. In our opinion, a 10- foot setback from the steep slope for the driveway is adequate provided that the driveway is graded to direct all stormwater runoff away from the slope. It is our opinion that the proposed residence and driveway should not decrease current safety factors against hillside sliding, provided that the improvements are constructed as recommended, and that all runoff is directed away from the slopes. We recommend that NGA be retained to provide monitoring and consultation services during construction to confirm that the conditions encountered are consistent with those indicated by the explorations, to provide recommendations for design changes should the conditions revealed during the work differ from those anticipated, and to evaluate whether or not earthwork activities comply with contract plans and specifications. All people who own or occupy homes on hillsides should realize that landslide movements are always a possibility. The landowner should periodically inspect the slope, especially after a winter storm. If distress is evident, a geotechnical engineer should be contacted for advice on remedial/preventative measures. The probability that landsliding will occur is substantially reduced by the proper maintenance of drainage control measures at the site (the runoff generated on the property should be led to an approved discharge point). I Preliminary Geotechnical Engineering Evaluation Tiegs Residence tEdmonds, Washington ' INTRODUCTION This report presents the results of our geotechnical engineering investigation and evaluation of the planned Tiegs Residence in Edmonds, Washington. The project site is located at 16911 Talbot Road as ' shown on the Vicinity Map in Figure 1. The purpose of this study is to explore and characterize the site's surface and subsurface conditions and to provide geotechnical recommendations for site development. ' For our use in preparing this report, we have been provided with a site plan titled "Tiegs — Boundary and Topographic Survey," prepared by Peterson Consulting Engineers, dated January 7, 2008. 1 The site is currently occupied by an existing residence. The planned improvements will include the ' removal of the existing residence and the construction of a new residence. A steep east -facing slope is located along the eastern property line. Final development plans were not available at the time this report ' was prepared. The current site layout is shown on the Site Plan in Figure 2. ' SCOPE The purpose of this study is to explore and characterize the site surface and subsurface conditions, and ' provide general recommendations for site development. Specifically, our scope of services includes the following: ' 1. Explore the subsurface soil and groundwater conditions within the site with backhoe- excavated test pits. The backhoe was subcontracted by NGA. ' 2. Map the conditions on the slope and evaluate current slope stability conditions. 3. Perform laboratory classification and analysis of soil samples, as necessary. 4. Provide general recommendations for earthwork, foundation support, and slabs -on -grade. 5. Provide general recommendations for pavement subgrade preparation. ' 6. Provide general recommendations for site drainage and erosion control. 7. ' Preliminary Geotechnical Engineering Evaluation Tiegs Residence ' May 12, 2008 NGA File No. 787108 Page 2 ' SITE CONDITIONS Surface Conditions The property is an irregular -shaped parcel covering approximately 0.35-acre. The site consists of a relatively level pad along the top of a steep east -facing slope and is occupied by a single-family residence. ' Pavement and lawn areas surround the residence with landscaping plants and a few scattered immature deciduous trees. The property is bordered to the north and south by residential properties, to the east by ' the steep slope, and to the west by the Talbot Road. ' The steep east -facing slope is vegetated with mature trees, blackberries, and underbrush. Most of the trees on the steep slope appeared to be straight, with a few observed to be slightly bent down slope. We t measured a slope inclination of approximately 38 degrees (78 percent), as shown on Cross-section A -A' in Figure 3. This steep slope is approximately 85 feet in height. We did not observe surface water on the ' site or seepage on the slope during our site visit on April 18, 2008. We did not observe signs of recent slope movement. ISubsurface Conditions Geology: The geologic units for this area are shown on the Geologic Map of the Edmonds East and Part ' of the Edmonds West Quadrangle, Washington by James P. Minard (USGS, 1983). The site is mapped as Till (Qvt) with the Whidbey Formation (Qw) mapped in close proximity to the site. The till is ' described as a non -sorted mixture of clay, silt, sand, pebbles, cobbles, and boulders. The Whidbey Formation is described as bedded sand, silt and clay with lenses of gravel. Our explorations generally ' encountered silty fine to medium sand and sand soils generally consistent with the description of the Whidbey Formation. Explorations: The subsurface conditions within the site were explored on April 18 2008 b excavating P P P � Y g ' two test pits to the depth of 11.0 feet below the existing ground surface using a backhoe. The approximate locations of our explorations are shown on the Site Plan in Figure 2. A geologist from ' Nelson Geotechnical Associates, Inc. (NGA) was present during the explorations, examined the soils and geologic conditions encountered, obtained samples of the different soil types, and maintained logs of the test pits. NELSON GEOTECHN/CAL ASSOCIATES, INC. tPreliminary Geotechnical Engineering Evaluation Tiegs Residence ' May 12, 2008 NGA File No. 787108 Page 3 ' The soils were visually classified in general accordance with the Unified Soil Classification System, presented in Figure 4. The logs of our test pits are attached to this report and are presented as Figure 5. ' We present a brief summary of the subsurface conditions in the following paragraph. For a detailed description of the subsurface conditions, the test pits logs should be reviewed. ' Both of our explorations encountered a surfcial layer of sod to approximately 0.3 feet. Underlying the ' sod, Test Pit 1 encountered approximately 2.2 feet of light brown, stiff, silt with trace fine to medium sand and gravel that we interpreted to be undocumented fill. Below the fill in Test Pit 1 and below the ' grass in Test Pit 2, we encountered approximately 1.0 to 2.2 feet of brown, medium dense to dense, fine to medium sand with silt and gravel, underlain by light brown to gray, dense, silty fine sand and fine sand ' with silt. We interpreted these soils to be Whidbey Formation deposits. Test Pit 1 and 2 were terminated within the Whidbey Formation deposit at a depth of 11.0 feet below the existing ground surface. IHydrologic Conditions Groundwater seepage was not encountered in either of the test pits. However, it is possible that perched ' groundwater conditions could occur on this site during extended periods of wet weather. Perched water occurs when surface water infiltrates through less dense, more permeable soils and accumulates on top of ' a lower permeability material. Perched water does not represent a regional groundwater "table" within the upper soil horizons. Perched water tends to vary spatially and is dependent upon the amount of rainfall. We would expect the amount of.perched water to decrease during drier times of the year and increase during wetter periods if perched water were to develop on this site. SENSITIVE AREA EVALUATION ' Seismic Hazard We reviewed the 2006 International Building Code (IBC) for seismic site classification for this project. ' Since medium dense to dense sand and silty sand deposits were encountered underlying the site, the site conditions best fit the IBC description for Site Class D. ' Hazards associated with seismic activity include liquefaction potential and amplification of ground ' motion by soft deposits. Liquefaction is caused by a rise in pore pressures in a loose, fine sand deposit beneath the groundwater table. The medium dense to dense silty sand interpreted to underlie the site has ' a low potential for liquefaction or amplification of ground motion. NELSON GEOTECHN/CAL ASSOCIATES, INC. Preliminary Geotechnical Engineering Evaluation Tiegs Residence May 12, 2008 NGA File No. 787108 Page 4 ' The dense soils interpreted to form the core of the site slope are considered stable with respect to deep- seated slope failures. However, the loose surficial materials on the slope have the potential for shallow ' sloughing failures during seismic events. Such events should not affect the planned structure provided the foundations are designed with the setback from the slope as described in the Foundations and Structure Setback subsections of this report. ' Erosion Hazard The criteria used for determination of erosion hazard areas include soil type, slope gradient, vegetation ' cover, and groundwater conditions. The erosion sensitivity is related to vegetative cover and the specific 'surface soil types, which are related to the underlying geologic soil units. The Soil Survey of Snohomish County Area. Washingion, by the Soil Conservation Service (SCS) was reviewed to determine the erosion hazard of the on -site soils. The site surface soils were classified using the SCS classification system as Alderwood-Urban land complex, 2 to 8 percent slopes, and Alderwood-Urban land complex, 8 to 15 percent slopes. These units are listed as having a slight erosion hazards. We anticipated that the surficial soils on the steeper portions of the slope would have moderate to high erosion potential if stripped of ' vegetation. ILandslide Hazard/Slope Stability The criteria used for evaluation of landslide hazards include soil type, slope gradient, and groundwater ' conditions. A steep west -facing slope with a gradient of up to approximately 38 degrees (78 percent) with a height of approximately 85 feet is located below the planned development area. We did not observe ' evidence of past erosion or sloughing on this slope during our site visit. We did not observe seepage on the slopes during our visit. Most of the mature trees on the steep slope appeared to be straight, with a few I observed to be slightly bowing down slope. ' The core of the slope is inferred to consist primarily of dense native soils. Inclinations of up to 38 degrees on the slope indicate high strength and internal friction angle within the underlying soils. ' Relatively shallow sloughing failures as well as surficial erosion are natural processes and should be expected on these slopes. It is our opinion that while there is potential for erosion, soil creep, and shallow ' failures within the loose surficial soils on the steep slope; there is not a significant potential for deep- seated slope failure under current site conditions. CONCLUSIONS AND RECOMMENDATIONS General It is our opinion that the planned development is feasible from a geotechnical standpoint, provided that ' our recommendations are incorporated into the design and construction of this project. The steep eastern slope is considered stable with respect to deep-seated failures. However, there is a potential for shallow ' sloughing and erosion events to occur on the slope. We anticipate that during periods of extended rainfall and/or as a result of seismic activity, shallow slough -type failures may occur on the slopes. This report is preliminary in nature and is intended to provide general opinions regarding geotechnical recommendations for site grading and earthwork. We should be retained to review the project plans prior ' to construction. We recommend that the planned residence have a minimum setback of 30 feet from the top of the steep ' slope. The structure setback will lessen the impacts of the proposed development on the slope and allow for normal slope recession during a reasonable life span of the structure. This is further discussed in the rStructure Setback subsection of this report. ' The residence foundations could be designed as conventional spread footings. These footings should extend through any loose surficial soil or undocumented fill and be founded on the underlying medium dense or better native soils or structural fill extending to these soils. Based on our exploration, medium dense soils should typically be encountered approximately two to three feet below the existing surface; I however, thicker areas of loose soil or fill may be encountered in unexplored areas of the site. ' The surficial soils encountered on this site are considered moisture -sensitive and may disturb easily when wet. To lessen the potential impacts of construction on the steep slope and to reduce cost overruns and ' delays, we recommend that construction take place during the drier summer months if possible. If construction takes place during the rainy months, additional expenses and delays should be expected. These extra expenses could include additional erosion control and temporary drainage measures to protect ' the slope, placement of a blanket of rock spalls to protect exposed subgrades, and the need for importing all-weather materials for structural fill. 1 NELSON GEOTECHN/CAL ASSOCIATES, INC. 1 1 1 11 Preliminary Geotechnical Engineering Evaluation Tiegs Residence May 12, 2008 NGA File No. 787108 Page 6 Under no circumstances should water be allowed to flow over, or concentrate on the slope; both during construction and after construction has been completed. We recommend that stormwater runoff from the roof drains, paved areas, and yard drains be collected and tightlined to a suitable discharge point away from the steep slope. The slope should be protected from erosion. We recommend that all disturbed areas be replanted to re-establish vegetation as soon as possible. The steep slope should not be disturbed or graded. Fill and stockpiled materials should not be placed on the slope or within the set back areas. Stormwater runoff should not be allowed to concentrate or flow over the slope. Specific recommendations for erosion control are presented in the Erosion Control and Slope Protection Measures subsection of this report. Erosion Control and Slope Protection Measures The erosion hazard for the on -site soils is interpreted to be slight in the flat areas and moderate to high on the steep slope east of the site, but the actual hazard will be dependent on how the site is graded and how water is allowed to concentrate. Best Management Practices (BMPs) should be used to control erosion. Areas disturbed during construction should be protected from erosion. Erosion control measures may include diverting surface water away from the stripped or disturbed areas. Silt fences and/or straw bales should be erected to prevent muddy water from leaving the site or flowing over the steep slope. Stockpiles should be covered with plastic sheeting during wet weather and stockpiled material should be placed no closer than 30 feet from the top of the slope. Disturbed areas should be planted as soon as practical and the vegetation should be maintained until it is established. The erosion potential for areas not stripped of vegetation should be low. Protection of the steep slope and setback areas should be performed as required by the City of Edmonds. Specifically, we recommend that the setback area and steep slope not be disturbed or modified through placement of any fill or removal of the existing vegetation. No material of any kind should be placed on the slope or be allowed to reach the slope, such as excavation spoils, lawn clippings, and other yard waste, trash, or soil stockpiles. Trees should not be cut down or removed from the steep slope unless a mitigation plan is developed, such as the replacement of vegetation for erosion protection. Replacement of vegetation should be performed in accordance with the City of Edmonds code. Any proposed development within the slope setback area, other than light decks or patios, should be the subject of a specific geotechnical evaluation. After erosion control ' measures are implemented, site preparation should consist of stripping any loose soils or undocumented fill to expose medium dense or better native soil in foundation, slab -on -grade, and pavement areas. The ' stripped materials should be removed from the site or stockpiled for later use as landscaping fill. Stockpiles should be covered with plastic sheeting during wet weather and stockpiled material should be ' placed no closer than 30 feet from the top of the slope. ' If the exposed subgrade soil should appear to be loose, it should be compacted to a non -yielding condition. Areas observed to pump or weave during compaction should be over -excavated and replaced ' with properly compacted structural fill or rock spalls. If loose soils are encountered in the pavement areas, the loose soils should be removed and replaced with rock spalls or granular structural fill. If significant surface water flow is encountered during construction, this flow should be diverted around ' areas to be developed, and the exposed subgrades should be maintained in a semi -dry condition. ' If wet conditions are encountered, alternative site stripping and grading techniques might be necessary. These could include using large excavators equipped with wide tracks and a smooth bucket to complete ' site grading and covering exposed subgrade with a layer of crushed rock for protection. If wet conditions are encountered or construction is attempted in wet weather, the subgrade should not be compacted as this ' could cause further subgrade disturbance. In wet conditions it may be necessary to cover the exposed subgrade with a layer of crushed rock as soon as it is exposed to protect the moisture sensitive soils from ' disturbance by machine or foot traffic during construction. The prepared subgrade should be protected from construction traffic and surface water should be diverted around prepared subgrade. ' Structure Setbacks Uncertainties related to building along steep slopes are typically addressed by the use of building ' setbacks. The purpose of the setback is to establish a "buffer zone" between the structure and the top of the slope so that ample room is allowed for normal slope recession during a reasonable life span of the ' structure. In a general sense, the greater the setback distance, the lower the risk of slope failures impacting the structure. From a geological standpoint, the setback dimension is based on the slope's ' physical characteristics, such as slope height, surface angle, material composition, and hydrology. We recommend that structures be set back at least 30 feet from the top of the eastern steep slope. It is our ' opinion that this setback is adequate for the planned residence. ' We should be retained to evaluate the residence foundation setback distances and subgrade soil prior to ' placing foundation forms. Temporary Slopes ' Temporary cut slope stability is a function of many factors, including the type and consistency of soils, depth of the cut, surcharge loads adjacent to the excavation, length of time a cut remains open, and the ' presence of surface water or groundwater. It is exceedingly difficult under these variable conditions to estimate a stable, temporary, cut slope angle. Therefore, it should be the responsibility of the contractor ' to maintain safe slope confgurations_since he is continuously at the job site, able to observe the soil and groundwater conditions encountered and able to monitor the nature and condition of the cut slopes. The following information is provided solely for the benefit of the owner and other design consultants and should not be construed to imply that Nelson Geotechnical Associates, Inc. assumes responsibility for job site safety. Job site safety is the sole responsibility of the project contractor. ' For lannin purposes, we recommend that temporary cuts in the on -site soils be no steeper than 2 P g P IP P rY P Horizontal to 1 Vertical (2 IH V . If significant groundwater seepage or surface water flow were ' encountered, we would expect that flatter inclinations would be necessary. We recommend that cut ' slopes be protected from erosion. The slope protection measures may include covering cut slopes with plastic sheeting and diverting surface runoff away from the top of cut slopes. We do not recommend vertical slopes for cuts deeper than four feet, if worker access is necessary. We recommend that cut slope heights and inclinations conform to appropriate OSHA/WISHA regulations. ' Preliminary Geotechnical Engineering Evaluation Tiegs Residence May 12, 2008 NGA File No. 787108 Page 9 ' Foundations Conventional shallow spread foundations should be placed on undisturbed medium dense or better native ' soils, or be supported on structural fill extending to those soils. Where undocumented fill or less dense soils are encountered at the planned footing elevation, the subgrade should be over -excavated to expose ' suitable bearing soil. The over -excavation may be filled with structural fill, or the footing may be extended down to the bearing native soils. If footings are supported on structural fill, the fill zone should ' extend outside the edges of the footing a distance equal to at least one-half of the thickness of the fill placed below the bottom of the footing. ' Footings, including interior footings, should extend at least 18 inches below the lowest adjacent finished ground surface for frost protection and bearing capacity considerations. The downhill footing lines ' should be deepened to satisfy the effective setback requirement. Foundations should be designed in accordance with the 2006 International Building Code (IBC). Footing widths should be based on the anticipated loads and allowable soil bearing pressure. Water should not be allowed to accumulate in footing trenches. All loose or disturbed soil should be removed from the foundation excavation prior to ' placing concrete. For foundations constructed as outlined above, we recommend an allowable design bearing pressure of not more than 2,000 pounds per square foot (psf) be used for the design of foundations supported on the ' medium dense or better native soils or structural fill extending to the competent native soils. A representative of NGA should evaluate the foundation bearing soil. We should be consulted if higher ' bearing pressures are needed. Current IBC guidelines should be used when considering increased allowable bearing pressure for short-term transitory wind or seismic loads. Potential foundation ' settlement using the recommended allowable bearing pressure is estimated to be less than one -inch total and '/z-inch differential between adjacent footings or across a distance of about 30 feet based on our ' experience with similar projects. ' Lateral loads may, be resisted by friction on the base of the footing and passive resistance against the subsurface portions of the foundation. A coefficient of friction of 0.35 may be used to calculate the base friction and should be applied to the vertical dead load only. Passive resistance may be calculated as a ' triangular equivalent fluid pressure distribution. An equivalent fluid density of 200 pounds per cubic foot (pcf) should be used for passive resistance design for a level ground surface adjacent to the footing. These recommended values incorporate safety factors of 1.5 and 2.0 applied to the estimated ultimate values for frictional and passive resistance, respectively. To achieve this value of passive resistance, the foundations should be poured "neat" against the native medium dense soils or compacted fill should be used as backfill against the footing. We recommend that the upper one -foot of soil be neglected when calculating the passive resistance. Structural Fill General: Fill placed beneath foundations, pavement, or other settlement -sensitive structures should be placed as structural fill. Structural fill, by definition, is placed in accordance with prescribed methods and standards, and is monitored by an experienced geotechnical professional or soils technician. Field monitoring procedures would include the performance of a representative number of in -place density tests to document the attainment of the desired degree of relative compaction. The area to receive the fill should be suitably prepared as described in the Site Preparation and Grading subsection prior to beginning fill placement. Materials: Structural fill should consist of a good quality, granular soil, free of organics and other deleterious material, and be well graded to a maximum size of about three inches. All-weather structural fill should contain no more than five -percent fines (soil finer than U.S. No. 200 sieve, based on that fraction passing the U.S. 3/4-inch sieve). The use of the on -site soils as structural fill may be feasible but will be dependent on moisture content of the material at the time construction takes place. We should be retained to evaluate proposed structural fill material prior to placement. Fill Placement: Following subgrade preparation, placement of structural fill may proceed. All filling should be accomplished in uniform lifts up to eight inches thick. Each lift should be spread evenly and be thoroughly compacted prior to placement of subsequent lifts. All structural fill should be compacted to a minimum of 95 percent of its maximum dry density. Maximum dry density, in this report, refers to that density as determined by the ASTM D-1557 Compaction Test procedure. The moisture content of the soils to be compacted should be within about two percent of optimum so that a readily compactable condition exists. It may be necessary to over -excavate and remove wet soils in cases where drying to a compactable condition is not feasible. All compaction should be accomplished by equipment of a type and size sufficient to attain the desired degree of compaction. NELSON.GEOTECHN/CAL ASSOCIATES, INC. ' Preliminary Geotechnical Engineering Evaluation Tiegs Residence ' May 12, 2008 NGA File No. 787108 Page 11 ' Slab -on -Grade Slabs -on -grade should be supported on subgrade soils prepared as described in the Site Preparation and ' Grading subsection of this report. We recommend that all floor slabs be underlain by at least six inches of free -draining gravel with less than three percent by weight of the material passing Sieve #200 for use ' as a capillary break. We recommend that the capillary break be hydraulically connected to the footing drain system to allow free drainage from under the slab. A suitable vapor barrier, such as heavy plastic ' sheeting (6-mil minimum), should be placed over the capillary break material. An additional 2-inch thick moist sand layer may be used to cover the vapor barrier. This sand layer is optional and is intended to protect the vapor barrier membrane during construction. Pavement Subgrade ' Pavement . subgrade preparation and structural filling where required, should be completed as recommended in the Site Preparation and Grading and Structural Fill subsections of this report. The ' resulting surface should be proof -rolled under a loaded dump truck. Areas observed to pump or weave during the proof -roll test should be over -excavated and replaced with structural fill or rock spalls to ' prepare a stable subgrade prior to placing the pavement base course. We should be retained to observe the proof -rolling and recommend repairs prior to placement of the asphalt or hard surfaces. Site Drainage g Surface Drainage: Final site grades should allow for drainage away from the top of the steep slope and ' away from the planned residence. We suggest that the finished ground be sloped at a minimum gradient ' of three percent for a distance of at least 10 feet away from the building and top of slope. Runoff generated on this site should be collected and routed into a permanent discharge system. This should ' include all downspouts and runoff generated on all hard surfaces and yards areas. Under no circumstances should water be allowed to flow uncontrolled over the slope. Water should not be allowed to collect in any area where footings, slabs, or pavements are to be constructed. Subsurface Drainage: If groundwater is encountered during construction, we recommend that the ' contractor slope the bottom of the excavation and collect the water into ditches and small sump pits where the water can be pumped out of the excavation and routed into a suitable outlet. 11 NELSON GEOTECHN/CAL ASSOCIATES, INC. 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 1 Preliminary Geotechnical Engineering Evaluation Tiegs Residence May 12, 2008 NGA File No. 787108 Page 12 We recommend the use of footing drains around structures and behind retaining walls. Footing drains should be installed at least one foot below planned finished floor elevation. The drains should consist of a minimum four -inch -diameter, rigid, slotted or perforated, PVC pipe surrounded by free -draining material wrapped in a filter fabric. We recommend that the free -draining material consist of an 18-inch-wide zone of clean (less than three -percent fines), granular material placed along the back of walls. Washed rock is an acceptable drain material, or drainage composite may be used instead. The free -draining material should extend up the wall to one -foot below the finished surface. The top foot of soil should consist of low permeability soil placed over plastic sheeting or building paper to minimize the migration of surface water or silt into the footing drain. Footing drains should discharge into tightlines leading to an appropriate collection and discharge point with convenient cleanouts to prolong the useful life of the drains. Roof drains should not be connected to wall or footing drains. We should be contacted a minimum of one week prior to construction activities and could attend pre -construction meetings if requested. ' All people who own or occupy homes on hillsides should realize that landslide movements are always a ' possibility. The landowner should periodically inspect the slope, especially after a winter storm. If distress is evident, a geotechnical engineer should be contacted for advice on remedial/preventative measures. The probability that landsliding will occur is substantially reduced by the proper maintenance ' of drainage control measures at the site (the runoff from the roofs should be led to an approved discharge point). Therefore, the homeowner should take responsibility for performing such maintenance. ' Consequently, we recommend that a copy of our report be provided to any future homeowners of the property if the home is sold.
