This letter report presents the results of our Limited Geologic Hazard Evaluation and Recommendations
for the referenced project. A Krazan & Associates project geologist visited the site on January 10, 2008
to evaluate the current geologic conditions.
PURPOSE AND SCOPE
We have prepared this letter to address the applicable elements of the City of Edmonds Code
(23.40.090D, and 23.40.110 through 23.40.140) as well as the Edmonds Municipal Code — Natural
Resources — Chapter 23.80 — Geologically Hazardous Areas. In preparation of this report, we have
reviewed the published geologic information for the site. A visual assessment of the site vegetation,
slopes, and surficial conditions was also performed.
PROPOSED CONSTRUCTION
Based on our conversations with the client, we understand that the proposed construction includes the
construction and expansion of an existing upper level deck located along the western side of the existing
residence.
SITE LOCATION AND DESCRIPTION
The site is located at 16919 76"' Avenue Southwest in Edmonds, Washington. The property is nearly
rectangular with a total area of approximately 0.29 acres. The area of the proposed addition is currently
developed with an existing multiple story residential structure. The majority of the site is gently sloping
and vegetated with grasses and typical residential landscaping. A slope area is located along the western
property line and extends downward to the west at magnitudes of up to 80 percent. This slope is
approximately 10 feet tall and is vegetated grasses and shrubs typically associated with landscaping. The
site is bordered to the south, east, and north by residential structures and to th�1 est R b 76'h Avenue
Southwest.

GEOLOGIC SETTING
The site lies within the central Puget Lowland. The lowland is part of a regional north -south trending
trough that extends from southwestern British Columbia to near Eugene, Oregon. North of Olympia,
Washington, this lowland is glacially carved, with a depositional and erosional history including at least
four separate glacial advances/retreats. The Puget Lowland is bounded to the west by the Olympic
Mountains, and to the east by the Cascade Range. The lowland is filled with glacial and nonglacial
sediments consisting of interbedded gravel, sand, silt, till, and peat lenses.
The Geologic Map of the Edmonds East and part of the Edmonds West Quadrangles Washinglon,
indicates that the site is underlain by Vashon Glacial Till. Vashon Glacial Till is typically characterized
by an unsorted, nonstratified mixture of clay, silt, sand, gravel, cobbles and boulders in variable
quantities. These materials are typically dense and relatively impermeable. The poor sorting reflects the
mixing of the materials as these sediments were overridden and incorporated by the glacial ice.
FIELD INVESTIGATION
A field investigation consisting of direct observation of the site conditions, in particular the area adjacent
to the proposed deck addition. Local T-probing of the slope area as well as within the proposed column
footings to help evaluate the shallow soil characteristics, indicated medium dense or firmer native glacial
soil conditions.
GEOLOGIC HAZARDS
Landslide/Slope Hazard
An approximately 80 percent magnitude slope is located 10 feet from the proposed addition (western
end). This slope is up to 10 feet tall, and is currently vegetated with grasses and shrubs typically
associated with landscaping. We did not observe evidence of past slope movement, and there is no
evidence of likely future movement.
Erosion Hazard
The Natural Resources Conservation Service maps indicate that the site is underlain by Alderwood
Gravelly Sandy Loam (15 to 25 percent slopes). The Alderwood Gravelly Sandy Loam is a soil unit
typically derived from outwash materials. These soils are described as having "Moderate" to "Severe"
erosion potential in a disturbed state.
It has been our experience that soil erosion potential can be minimized through landscaping and surface
water runoff control. Typically erosion of exposed soils will be most noticeable during periods of rainfall
and may be controlled by the use of normal temporary erosion control measures, i.e., silt fences, hay
bales, mulching, control ditches or diversion trenching, and contour furrowing. Erosion control measures
should be in place before the onset of wet weather, if any grading occurs outside of the structure.

CONCLUSIONS AND RECOMMENDATIONS
The proposed addition to the residence may be located as proposed, approximately 10 feet from the steep
slope west of the residence. It is our opinion that this distance provides an adequate setback and buffer
during and following construction, provided adequate erosion control measures are in place during
construction. The addition may be supported on the proposed 12 by 18 inch concrete footings placed on
the medium dense native soils, or on compacted structural fill placed on the suitable soils.
We found no evidence of a landslide hazard, and recognize that the soils present a limited erosion hazard
in their current conditions. It is our opinion, based on our site observations and knowledge of the
proposed construction, that additional subsurface exploration and detailed slope stability analyses are not
required. It is also our opinion that detailed survey work and geotechnical analyses for the site slope
conditions are not warranted.
Foundation Support
The proposed structure may be supported on the proposed 12 by 18 inch shallow foundation system
bearing on the medium dense or firmer, native soils, or on properly compacted structural fill placed on
the suitable native soils.
The column footings may be designed for a net allowable bearing pressure of 2,000 pounds per square
foot (psf) dead plus live load, if the footings bear directly on medium dense or firmer native soils, or on
properly compacted structural fill placed on the suitable native soils.
Erosion and Sediment Control
Erosion and sediment control (ESC) is used to minimize the transportation of sediment to wetlands,
streams, lakes, drainage systems, and adjacent properties. Erosion and sediment control measures should
be taken and these measures should be in general accordance with local regulations. As a minimum, the
following basic recommendations should be incorporated into the design of the erosion and sediment
control features of the site:
1) Phase the soil, foundation, utility, and other work, requiring excavation or the disturbance of the
site soils, to take place during the dry season (generally May through September). However,
provided precautions are taken using Best Management Practices (BMP's), grading activities can
be undertaken during the wet season (generally October through April), but it should also be
known that this may increase the overall cost of the project.
2) All site work should be completed and stabilized as quickly as possible.
3) Additional perimeter erosion and sediment control features may be required to reduce the
possibility of sediment entering the surface water. This may include additional silt fences, silt
fences with a higher Apparent Opening Size (AOS), construction of a berm, or other filtration
systems.

4) Any runoff generated by dewatering discharge should be treated through construction of a
sediment trap if there is sufficient space. If space is limited other filtration methods will need to
be incorporated.
To prevent erosion after the project, the homeowner should limit the removal of native vegetation in the
area on and adjacent to the slope, although we understand that the slope is part of the adjacent property.
Vegetation should not be removed from slope areas without protection of exposed soils, and immediately
re-establishing permanent erosion control on the site. Water flow on the slope should be limited, and
roof, footing, and yard drains should not be directed toward, or onto the slope.
LIMITATIONS
Geotechnical engineering is one of the newest divisions of Civil Engineering. This branch of Civil
Engineering is constantly improving as new technologies and understanding of earth sciences improves.
Although your site was analyzed using the most appropriate current techniques and methods,
undoubtedly there will be substantial future improvements in this branch of engineering. In addition to
improvements in the field of geotechnical engineering, physical changes in the site either due to
excavation or fill placement, new agency regulations or possible changes in the proposed structure after
the time of completion of the soils report may require the soils report to be professionally reviewed. In
light of this, the owner should be aware that there is a practical limit to the usefulness of this report
without critical review. Although the time limit for this review is strictly arbitrary, it is suggested that
two years be considered a reasonable time for the usefulness of this report.
Foundation and earthwork construction is characterized by the presence of a calculated risk that soil and
groundwater conditions have been fully revealed by the original foundation investigation. This risk is
derived from the practical necessity of basing interpretations and design conclusions on limited sampling
of the earth. Our report, design conclusions and interpretations should not be construed as a warranty of
the subsurface conditions. Actual subsurface conditions may differ, sometimes significantly, from those
indicated in this report. The recommendations made in this report are based on the assumption that soil
conditions do not vary significantly from those disclosed during our field investigation. The findings and
conclusions of this report can be affected by the passage of time, such as seasonal weather conditions,
manmade influences, such as construction on or adjacent to the site, natural events such as earthquakes,
slope instability, flooding, or groundwater fluctuations. If any variations or undesirable conditions are
encountered during construction, the geotechnical engineer should be notified so that supplemental
recommendations can be made.
The conclusions of this limited report are based on the information provided regarding the proposed
construction. If the proposed construction is relocated or redesigned, the conclusions in this report may
not be valid. The geotechnical engineer should be notified of any changes so that the recommendations
can be reviewed and reevaluated.
The geotechnical information presented herein is based upon professional interpretation utilizing
standard engineering practices and a degree of conservatism deemed proper for this project. It is not
warranted that such information and interpretation cannot be superseded by future geotechnical
developments. We emphasize that this report is valid for this project as outlined above, and should not

CRITICAL AREAS RECONNAISSANCE REPORT: STUDY REQUIRED
During review and inspection of the subject site, it was found that the site contains and/or is
adjacent to critical areas, including Geologically Hazardous Areas, pursuant to Chapters 23.40 and
23.80 of the Edmonds Community Development Code (ECDC).
Topography in the vicinity slopes fairly steeply from east -to -west (generally, 15%-25% slope). The
subject parcel follows this trend and also exhibits a more significant drop on the western parcel
boundary in excess of 50%.
GENERAL CRITICAL AREAS REPORT REQUIREMENTS
Critical Areas Reports identify, classify, and delineate any areas on or adjacent to the subject
property that may qualify as critical areas. They also assess these areas and identify any potential
impacts resulting from your specific development proposal. If a specific development proposal
results in an alteration to a critical area, the critical areas report will also contain a mitigation plan.
You have the option of completing the portion of the study that classifies and delineates the critical
areas and waiting until you have a specific development proposal to complete the study. You may
also choose to submit the entire study with your specific development application.
• Please review the minimum report requirements for all types of Critical Areas that are listed
in ECDC 23.40.090.D. There are additional report requirements for different types of
critical areas (see below).
• Note that it is important for the report to be prepared by a qualified professional as defined
in the ordinance. There are options on how to complete a critical areas study, and there is
an approved list of consultants that you may choose from. You may contact the Planning
Division for more information.
• General Mitigation Requirements for all Critical Areas are discussed in ECDC 23.40.110
through 23.40.140.
STUDY REQUIREMENT — EROSION HAZARD AREA
It appears that this property contains or is adjacent to an Erosion Hazard Area. Erosion Hazard
Areas include:
• Those areas with Alderwood and Everett series soils on slopes of 15 percent or greater.
Any area with slopes of 15 percent or greater and impermeable soils interbedded with
granular soils and springs or ground water seepage.
• Areas with significant visible evidence of ground water seepage, and which also include
existing landslide deposits regardless of slope.
DEVELOPMENT PROPOSALS ASSOCIATED WITH EROSION HAZARD AREAS
Development within an Erosion Hazard Area must meet additional criteria.
• For erosion hazard areas with suitable slope stability, the only critical area study needed is
an erosion and sediment control plan prepared in compliance with the requirements set
forth in Chapter 18.30 ECDC as part of the construction documents. This option is at the
director's discretion, per Edmonds Community Development Code section 20.80.050.G.
• In areas where the slope stability is not suitable, projects within Erosion Hazard Areas will
require a report by a licensed Geotechnical Engineer or other qualified professional. Note
that it is important for the report to be prepared by a qualified professional as defined in the
ordinance.
• Report requirements are given in ECDC 23.80.050, and more generally in ECDC
23.40.090. D.
• Development standards are given in ECDC 23.80.060 and 23.80.070.
STUDY REQUIREMENT — LANDSLIDE HAZARD AREA
It appears that this property contains or is adjacent to a Landslide Hazard Area.
• A Landslide Hazard Area is any area with a slope of forty percent (40%) or steeper and
with a vertical relief of ten (10) or more feet (except areas composed of consolidated
bedrock).
• Landslide Hazard Areas are further defined and illustrated in ECDC 23.80.020.13.
• In addition to the general requirements for Critical Areas reports referenced above, specific
Critical Area report requirements for Landslide Hazard Areas are provided in ECDC
23.80.050.
DEVELOPMENT PROPOSALS ASSOCIATED WITH LANDSLIDE HAZARD AREAS
Development is restricted within a Landslide Hazard Area and its buffer.
• Projects that will intrude into these areas will require a report by a licensed Geotechnical
Engineer.
• The criteria that are applied depend on the amount that the buffer is reduced.
• The buffer can be reduced to a minimum of ten (10) feet (with an additional 15' building
setback per ECDC 23.40.280) if a report is prepared that meets the standards listed in
ECDC 23.80.050. The alteration must also meet the requirements listed in ECDC
23.80.060.
• In addition, proposals to reduce the buffer to less than ten (10) feet must comply with the
design standards listed in ECDC 23.80.070.A.3.
ALLOWED ACTIVITIES
Certain activities are allowed in or near critical area buffers as specified in ECDC 23..40.20. If you
have any questions about whether your proposed development qualifies as an allowed activity,
please contact a Planner for more information.
