PURPOSE / SCOPE
The physical make-up of a passenger rail systern requires a wide vaniety of
structures, with numerous functions. At any given time, due to any given
circumstance, structural failure can occur.
GENERALPROCEDURES
If possible, stop b0fore any pdrt of the train occupies the collapsed or
compromised structure. Notify network Operatiori Center, establish job bfiefing,
assess and evaluate structures from a safe location. Inform passengers of the
situation and what responses have been initiated.
SPECMC PROCEDURES
Stop should be made with consistence to proper train handling when the situation
permits. Assessment and evaluation should include location, type of structure and
description of failure.

First Aid
PURPOSE / SCOPE
The prob ability of a passenger or on -board personnel requining first aid escalates
with each daily operation. These instances can range from a very minor incident
to a life -threatening situation. Expedient and accurate communication of
information is critical. to the reduction'of passenger/crew mernber risk
GENERAL PROCEDURES
Determine the immediate medical condition of the victim, notify Network
Operation Center of the nature of the medical emergency. Determine'station and
specific coach in the train for evacuation. Stop at the next closest station.
SPECIFIC PROCEDURES
Deten-nule medical condition of victim by utilizing first aid awareness skills,
being aware not to move the victim. Evaluate the victim's condition with
inforination including but not limited to, rate of breathing, face (red, blue, gray,
pate) detectable pulse, heart rate, consciousness or unconsciousness.

Collision or Derailment with a Vehicle
PURPOSE / SCOPE
The occurrence of a train/vehicle collision is certain to occur. Flag protection
may be necessary, Network Operation Center notification and passenger
information announcements are essential to the stabilization of the incident. The
debriefing of all ' on -board personnel in a timely mariner is critical to the emotional
well being of all crew members.
GENERALPROCEDURES
Deten-nine if other railroad traffic is in the immediate vicinity, determine if other
tracks are blocked and contact the Network Operation Center. Infonn passengers
of the situation and the notification of emergency services.
SPECTFIC PROCEDURES
Determine if flagging is necessary, inspect track and equipment, and remain
available to emergency responders. Upon release by the fire, police or other
emergency management agencies, final permission to proceed from the scene is
required from a BNSF supervisor/manager.

passenger train prior to the train's departure from an originating terminal and at
least once every 1,500 miles or every calendar day in service, whichever occurs

between cities not more than 125 miles apart must receive a Class I brake test
and an exterior mechanical inspection by Nghly qualified personnel at least once

post strength requirements due to the greater vulnerability of operating this
equ;ipment as the leading units of commuter trains -

New passenger ca rs must be able to supiport twice their dead weight while
resting on their sides or roof to protect against crusNng if the cars roll over in a
collision or derailment.

New passenger cars must also provide side impact strength to' allow the car to
derail rather than crush when impacted in the side as when stuck by anotheir rail
-vehicle in a side-swipe,collision or by a highway -vehicle at a highway -rail grade

We have conducted a preliminary assessment of FRA's Passenger Equipment Safety
Standards, Final Rule. announced on May 10. 1999 and to be published on the Federal
Register on May 19, 1999. We have also conducted a preliminary comparison of the new
requirements as they apply to Sounder Commuter Rail Cars and Locomotives.
Our assessment was conducted based on a cursory review of the Rule (almost Soo pages)
and using a summary of the Rule provided by FRA- Please, notice that we have indicated
Sound Transit's compliance status in bold fta5c type under each major porti6n of the
standards.
In addition, 'we are enclosing a SUement of Applicability and respective dates, provided by
FRA.
VVe will continue with our detail assessment of the Standards, especially with any sections
dealing with areas applicable to the Sound Transit Commuter RaN Project. Please, note that
in addition to equipment design and construction, a sigrifficant portion of the Rule addresses
operation and maintenance activitles.
We will issue a more detailed report within the next two weeks. In the meantime, please. do

infori-nation. We have also included document 212-BRA-0004, Rev. 0 which is a
matrix of all derogations with total weight calculated.
Engineering have approved these based on availability of substitutes, location,
quantity (weight) and whether they are classified or categorized by FRA or NFPA
130 guidelines.

SYSTEM MONITORING
Fire life safety issues are a part of the Sounder commuter rail System Safety Program
Plan and will be monitored regularly as outlined in the plan.
RECORDKEEPING
The BNSF and Amtrak each maintain records that pertain to the Sounder commuter rail
contract. Reporting requirements are detailed in each purchased service contract.
Other than BNSF/Amtrak data collections, no specific tracking of fire incidents is taking
place. Recommendations for fire incident recordkeeping would include using NFIRS
coding for tracking all fire or fire -related occurrences in the Hazard Database. Data
collection efforts as a whole are under review. At present, an assessment of av ailable
records and outline of recordkeeping needs is being conducted by the Joint Rail Safety
Committee (an oversight body made up of representatives of BNSF, Amtrak and Sound
Transit).

Local Responder Hands On Training
M
A unique approa - ch to training local
emergency responders (both police and fire)
is Sounder's Hands On Training (HOT).
Combining an orientation to the equipment
and rail environment hazards, Sounder,
Amtrak and the BNSF have hosted over 150
firefighters, EMS and police in training
evolutions on the equipment. This has
involved window removal, door cutout, high
angle rescue, patient extraction and SWAT
exercises. Local jurisdictions plan the type of
training they.want to provide their members,
while Sounder, Amtrak and the BNSF provide
the technical expertise, equipment and other
support as needed. These exercises are a
valuable supplement to th'e.bi-annual full-
scale exercise and.have been well received by both police and fire agencies.
REMEDIAL ACTION PLAN
Because the hazard risk assessment disclosed an acceptable level of risk based upon
the review conducted, no remedial action is necessary at this time.
FURTHER ASSESSMENT
An.additional assessment will have to be conducted when the Seattle to Everett line
nears operational status. Peculiarities in the north line operating environment, tunnels
and other hazards that do not occur on the south line will need additional review. The
Seattle to Everett line is not expected to be operational until 2002 or 2003, therefore this
portion of the review is deferred.

Crew training and communication equipment allow the crew to timely notify the
responders of a fire location.
Provide for fire department access.
Both training provided to local area responders and equipment design facilitate
quick access by firefighters to a fire on the train. Hands On Training (HOT)
provided to local area responders allows responders to learn-about.the
equipment, the rail environment and practice what they have learned on the
equipment.

Before qualification for commuter service, all engineers and conductors must pass the

NFPA 130 — Edition 2000
The BNSF, under Sounder's professional service agreement, is developing Standard
Operating Procedures for management of emergencies. At present, most of these
procedures have been completed, using the NFPA 130 — Standard for Fixed Guideway
Transit and Passenger Rail Systems — 2000 Edition, as the guiding document.
Procedures have been developed for the following:

Provide timely notification of the emergency.
Training of personnel to react appropriately to fire incidents and system design to
facilitate passenger evacuation can play an equally important part in timely
passenger evacuation and fire suppression. While there is a lack of passenger
intercom capability, this deficiency is made up for by training and additional crew
(added conductor and a custom protection officer) with cellular telephones that
have radio capability. This is an interim solution.
Provide for suppression of the fire.
Four fire extinguishers are provided per car. These are felt to be adequate
Protect escape routes.
Bombardier coach and cab cars exceed the recommended number of emergency
access/egress windows and doors. Each car has 16 bi-directional emergency
. windows, four two -panel main doors and two one -panel end doors for quick
passenger egress. The number of options available on the cars provides
adequate protection of escape routes.
Minimize the impact of fire.
Bombardier rail cars are built from components that are that are extremely
resistant to ignition, requiring a initial fire source ranging from 25 kW to 200 kW
(fire size in kilowatts) to ignite. They have interior walls and ceilings of fiberglass -
reinforced polymer, and floors partially covered with carpeting glued to a
plywood/sheet metal (playmate panels) base material. Glass windows are used.
Elastomeric materials are used for gasketing at door edges, around windows and
between cars. Polymeric materials are also used in hidden spaces
(nonpassenger-accessible space), such as cable and wiring, pipe wrap,
ventilation and air clucting. Fiberglass insulation is used'in floors, sidewall', end
wall, and air ducts in the cars. The floor covering consists of carpet and resilient
rubber matting.
Provide separation.
The Bombardier multilevel cars are equipped have stairways, which allow
passengers to move from one level to another, intervening particians and
ceilings. This design provides compartmentation of the fice that minimizes the
impact of the fire by providing some heat and smoke separation. When combined
with other safety features, separation is felt to be adequate.
Maintain the structural integrity.
Structural endurance of floors and partitions meet FRA requirements for new
equipment despite purchase prior to adoption of 49 CFR 238.
Provide for continued operation.
Power outage usually results in a loss of lighting that complicates emergency
egress. Conti ' nued operation is assured through. emergency lighting provided to
each car via batteries (located on each car in a shielded compartment at the A
end under the flooring). Battery supplied power operates lighting at 1/3 capacity
allowing more than adequate illumination for evacuation purposes even in the
event of smoke. Battery supplied power lasts 3 — 5 hours once HEP is cut off (in
field testing battery power, lasted 5.5 hours).

Fires On -board
The expected frequency of a train fire based on national statistics and contact with other
representative commuter railroads discloses only one fire incident (Metrolink) and the
national average is approximately one incident per every three million vehicle miles. At
present rates of service (two trains a day running Tacoma to Seattle), Sounder could
reasonably expect to reach three million vehicle miles in 66 years. However, this
assessment will have to be reviewed both when the Seattle to Everett service nears start
up (the north line has a different operating environment including a.mile long tunnel) and
when service frequencies on the south line increase.
FIRE SAFETY APPROACHES
Sounder has developed a number of proactive approaches to improve passenger
emergency preparedness and local responder effectiveness. As an outgrowth of its 49
CFR 239 submission, Sounder has continued to work with BNSF to develop a regional
partnership approach with area responders. This has involved worki.ng with local
representatives of the FRA, WUTC, Washington Operation Lifesaver, State Fire
Marshal, local police, local fire in developing a level of comfort in response to commuter
rail emergencies.. Sounder is also participating in regiona * I Emergency
Management/FEMA activities. See also, Chapter 11, Sounder Emergency Preparedness
Plan.
Fire Mitigation
To prevent fires or retard their growth and spread, material and product performance
testing is used to set limits on the fire properties of items that represent the major fuels in
the system. Vehicle design and compartmentation requirements along with limits on the
rate of fire growth perform the function of limiting fire spread. Extinguishing systems,
manual or automatic can also be used to control the fire'. To protect occupants from the
fire effects, detection and alarm systems notify the passengers to take appropriate
actions. These systems also notify designated employees or the public fire service to
begin fire -fighting operations and to assist occupants. Overall system design, personnel
training, extinguishing equipment, and communication systems support fire service
operations.
The goals and actions taken for fire mitigation are summarized in the following:
Control fire properties of combustible items.
Fire, smoke and toxicity derogations were derived by approved testing methods
and are attached as Appendix A. Components selected for use on the cars are
predominately those that meet FRA requirements and are by nature less
flammable, and produce little smoke, corrosive or toxic gases. Appendix A
contains details of tests conducted, amount of material present, and results.
Provide adequate compartmentation.
Compartmentation has been reviewed and is felt to be adequate. A formal fire
radiation and convection hazard assessment or fire modeling study is not felt to
be necessary given the low fire load, smoke, toxicity and flammability
.characteristics of the components, and, the number of emergency exits.

Highway/Rail Grade Crossings
There is no particular data about the frequency of fire when a highway/rail grade
crossing collision takes place. Sounder's highway/rail grade crossing study estimated a
frequency of less than one collision (0.309) per year.

Per the Washington State Utilities and Transportation Commission, the number of
railroad incidents involving vehicles and trains at highway -rail grade crossings continues
to decline from a 15-year average of 214 per year. There were 62 such incidents in
1997, 70 in 1998, and 51 in 1999. These incidents resulted in 17 fatalities over this
three-year pe.riod.
Collision is another category of accident. Collisions involve any impact of two or more
pieces of railroad on -track equipment, or impact between railroad equipment and foreign
equipment. In 1995, there were six collisions resulting in total damage of $163,326. In
1996, there were 11 collisions resulting in $339,166 property damage. In 1997, there
were 15 collisions resulting in total property damage of $336,972. The minimum
reporting requirements currently carry a $6,300 threshold for property damage.
Collision -type accidents usually result in very few fatalities or injuries. In 1995, there
were no fatalities and eight injuries. In 1996, there were no injuries or fatalities. In 1997,
two railroad employees were injured when their high rail equipment was involved in a
head-on collision.
Station Fires
Stations are "open concept" design and constructed of non-combustible materials, brick
and cement. The stations lack highly flammable materials or enclosed areas that might
trap occupants in high heat or smoke environments. The likelihood of a station fire,
outside of arson/vandalism in an isolated garbage can, is very remote. Egress from the
station, even with a full trainload of 1,500 passengers, is estimated to take less than 4
minutes. Station maps are attached as Appendix E.

EQUIPMENT CATEGORIES AND SIGNIFICANT IGNITION THREATS
Sounder equipment is all new and uniform. All 38 bi-level commuter cars are less than a
year old, and made by Bombardier. The physical differences between a cab car and
coach or trailer car are insignificant. Therefore, Sounder has one category of passenger
equipment. A list of potential ignition sources is attached as Appendix C. A potential
ignition source is defined as any train component that is a risk of initiating a fire and
which requires overheat protection. An analysis of these items and overheat protections
already in place indicate that car components do not pose a significant fire safety risk.
The risk of the potential severity or impact of a fire on -board Sounder equipment,
considering design features and potential countermeasures is acceptable with review
(3E) using the MIL -STD 882D risk assessment coding system. No credible threats
appear to exist to passengers or train crews unless that fire involves a vehicle capable of
providing additional, volatile fuels — such as liquid fuels carried by tank trucks -7 to the
immediate location of a collision.
RELEVANT FIRE SCENARIOS
Review and analysis of the resources outlined under Fire Safety History above indicates
that the.Sounder commuter rail system does not have a significant fire safety risk.
In reviewing the operating environment of the system, Sounder's greatest potential fire
safety risk occurs at highway/rail grade crossings. Sounder has already invested in
crossing studies of its proposed operating area. The study identified and prioritized those
locations where signal and/or crossing upgrades are necessary. These improvements
will take place in the next two years. Agreements with the BNSF tie any expansion of
Sounder service to these improvements taking place (i.e., the addition of any trips
beyond the current level of two north and two southbound a day).

Each car has 16 bi-direction emergency windows (eight upper and eight lower) as well
as four bi-pane.1 exit doors and two single end doors. Emergency exiting priorities from
an effected passenger car are (see also Chapter 11, Sounder Emergency Preparedness

Communications and Crew
Each car is equipped with a door control panel that includes an intercom and public '
address socket for the push -to -talk (PTT) handset. Use of the intercom requires a PTT
handset. The PTT allows a crewmember to notify the engineer of emergencies within the
train cars and Io provide updates to the passengers. Additionally, each crewmember (at
present, two conductors, an engineer and a custom protection officer) has acellular
telephone (Nextel) to communicate with each other or the Sound Transit headquarters
building. Locomotives and cab cars are equipped with a two-way radio linking them with
the National Operations Center in Fort Worth, Texas. Crewmembers are assigned
duties, passenger counts, fare inspection, etc., that keep them moving throughout the
train during operations.
The most likely source of unwanted ignitions is from passengers who intentionally set a
fire or who may smoke and carelessly discard a match or cigarette. Targets for ignition
would include the trash receptacles (which are small, made of metal and isolated), or
seats (which are fire resistant). Bathrooms, the primary unoccupied space on the
Sounder cars,are not equipped with smoke detectors, so any local alarm would have to
be sounded by passengers or passing crew. Passenger communications with the crew
require finding a crewmember as there are no intercoms or other communications
devices provided on the cars that allow for passenger use. -

Ventilation in a typical US commuter rail car is 600 cfm of fresh makeup air. Exhaust is
through leakage and, thus during evacuation, through the same safety exits used by

Sound Transit ordered 38 bi-level commuter railcars from Bombardier Transportation in
June 1998. All have been received, tested and accepted.7hese cars are the same base
unit as those operated by Tri-Rail, Metrolink, Coaster, Altamont Commuter Express, GO
Transit (Toronto), and West Coast Express.
The bi-level features two full decks with an intermediate level over the bogies, permitting
higher ceilings and better seating, stairway and door positioning. This car contains space
on the lower level to accommodate up to four wheelchairs and has a wheelchair -
accessible restroom. Low-level platform doors at quarter points enable the bi-level to
take on full loads of new passengers and be on its way in the time that it takes most
other commuter coaches to empty. Push-pull train operation reduces turnaround times.
The bi-level cars meet the structural requirements of the FRA. Additional.detail of
emerg . ency features and ac * tions in case of an emergency are contained in the Sounder
Emergency Preparedness Plan (Chapter 11).

Nevertheless, as can be seen from the charts that follow, while a number of fire
incidents are reported nationwide, virtually no incidence of serious fires
attributable to commuter rail exists and virtually no injuries to passengers or crew
have been recorded. For instance, in 1997 fires occurred at a rate of 0.3 per
million vehicle miles and injuries at a rate of 0.07 per million vehicle miles. There
were no fatalities attributable to fire. Fires comprised 3% of all incidents on
nationwide systems. Notwithstanding these favorable numbers, there has been a
very slight increase in fire frequency on commuter railroads year to year since
1990. 1

Burlington Northern Santa Fe Railwa
The BNSF is Sounder's contractor providing operations, supervision, and train
control. They maintain all required operational and dispatch records, as well as
crew reports (although there is no electronic tracking of fire related occurrences).
No incidents were reported that had any fire -related component or outcome.
Bo mbardier
Bombardier is the manufacturer of the passenger vehicles used by Sound
Transit. They have conducted extensive fire analysis in conjunction with the
Federal Rail Administration on the type of cab and coach cars purchased by
Sounder commuter rail. A Smoke, Flame and Toxicity matrix of all derogations
with total weight was provided for review (attached as appendix A). The total
weight of the derogated materials is only 40 pounds on the 120,000 pound
vehicle or 0.033%. Additionally, a list of all devices requiring temperature sensors
has been provided and is attached.as Appendix C. Materials and products that
comply with the current FRA-cited fire tests and performance are difficult to
ignite, requiring ignition source strengths of 2 to 10 times those used for similar
materials and products found outside of the rail car operating environment.
Raul Bravo and Associates
Raul Bravo and Associates is the contractor providing Quality Assurance,
inspection while under construction, vehicle testing and certification and
acceptance. They conducted a preliminary assessment of the FRA's Passenger
Equipment Safety Standards and comparison of new requirements as they
applied to Sounder commuter rail cars and locomotives (attached as Appendix
B). Test methods and performance criteria used on the Sounder cars and
locomotiv-es met the requirements of the Federal standard.
Other commuter railroads
In preparing this analysis information was received and reviewed from West
Coast Express, Altamont Commuter Express, Coaster, and Metrolink. The fire
hazard analysis for Metrolink was reviewed -and contained information not only
from Metrolink * but also from Tri-Rail of Florida. Only Metrolink reported any fires
on their service. They reported two small fires (one arson, one crossing accident
with fire) resulting in -no injuries or fatalities.

Trespass Prevention
Raise public and police awareness of the unlawfulness of, and dangers inherent
in, trespassing on railroad rights -of -way. Develop and make available sufficiently
detailed information to prepare and focus trespass prevention campaigns.
Adjacent Hazards
While there are a number of facilities (such as, a liquefied petroleum gas dispensing
plants in Auburn and Kent, and several other petrochemical operations) adjacent to
Sounder ROW, all of these are sufficiently remote frorn commuter train operations that
they pose a negligible hazard. Short of a catastrophic explosion occurring
simultaneously with a commuter train present and adjacent to the explosion location,
there are no scenarios that would make these facilities an unacceptable fire risk to
Sounder operations.
Joint Freight Operations
Shared ROW with freight operations of.the BNSF and UP railroads (UP has limited track
usage of the BNSF tracks, Argo to Black River) occur on the entire length of the Sounder
Tacoma to Seattle line. Mixed freight is shipped along Sounder's shared ROW
throughout each day and HAZMAT materials are not segregated from Sounder
operations. A review of WUTC records shows no accidents involving a HAZMAT release
and subsequent fire. Only one evacuation due to HAZMAT release potential is listed.
Sounder has also had the close cooperation of BNSF's Director of Hazardous Materials
and HAZMAT training using the Transcar training car took place in September, 2000 for
area responders as a part of a joint Sounder commuter rail/BNSF training program in
Auburn, Washington.
FIRE SAFETY HISTORY
As a start-up commuter rail only in service since September 18, 2000, Sounder has no
history of mishaps, fires, or related pre -cursor events. Therefore, in order to complete
this assessment, Sounder staff, Amtrak, the Burlington Northern Santa Fe Railway
(BNSF), Bombardier, other commuter rail properties (West Coast Express, Altamont
Commuter Express, Coaster, Metrolink), and Raul Bravo & Associates were contacted.
Additionally, fire and other mishap statistics from the National Transit Data Base and
SAMIS figures were reviewed.

9/18/00 to present. No incidents were reported that had any fire -related

OPERATING ENVIRONMENT
Most of Sounder's current operating area is rural and has limited access to the tracks.
The right-of-way routing is based on pre-existing rail lines and infrastructure owned and
operated by Burlington Northern Santa Fe Railway. There are no tunnels on the Tacoma
to Seattle line. There are 16 bridges the longest of which is 185'. Sound Transit is
working on developinga more comprehensive track profile showing access areas,
overhead, underground and adjacent features and hazards such as features that could
potentially lead to:
• a fire occurring,
• reduced access for first responders, or
-P. reduced egress for passengers and/or crews.
Highway/Rail Grade Crossings
Sounder has worked with the FRA, BNSF and local jurisdictions to identify and address
safety issues at individual intersections (see, Sound Transit's Tacoma -to -Seattle Grade
Crossing Diagnostic Project). As safety is Sounder's major goal, more than $200 million
in rail corridor improvements is being spent over the next four years--$20 million going
directly to improve safety at the 38 public highway -rail grade -crossings (planned
improvements do not include 6 private crossings) on the 42 miles of track between
Tacoma and Seattle.
Additionally, in collaboration with BNSF and local jurisdictions, Sounder is.working to:
Increase enforcement of traffic laws at crossings
Sounder is working with local law enforcement and the judiciary to support strict
enforcement of traffic laws at highway -rail crossings.
2. Continue with rail corridor crossing safety improvement reviews
Sounder has conducted comprehensive and systematic Tacoma -to -Seattle
corridor review of highway -rail crossings, identifying crossings that need
upgraded signs, protection and/Or signals, creating a priority list of crossings
needing attention. The Everett -to -Seattle and Taco m a -to- Lakewood corridor
studies are still in process.
3. Increase public education
Through cooperation with Operation Lifesaver, increase public awareness of
hazards at crossings and of motorist responsibilities at crossings.
4. Data gathering and Analysis
Investigate mishap �everity trends, the effects of enhancements to signs, signals,
lights, markings and analysis of the safety impacts of Sounder operations.
5. Construction of highway -rail crossing improvements
Based on the availability of funding, continue with highway -rail crossing

the Lakewood -Tacoma -Seattle segment, and 12 trains (six in the morning and six in the
evening) will serve the Everett -Seattle segment. Headways (the time between trains)
will be approximately 30 minutes. Some trains will run in the off-peak direction.
The Sounder will be capable of moving 6,000 people. per hour (peak direction during
rush hours).

analysis and mitigation of the hazards associated with each system during its lifecycle.
APTA's "Recommended Practice for Fire Safety Analysis of Existing Passenger Rail
Equipment," provides most of the guidance for this document. Recommended
assessment steps include:
* Compiling a fire safety history
• Reviewing recordkeeping adequacy
• Outlining the significantly different operating environments
• Preparing an equipment inventory
• Determining equipment categories and numbers
• Developing a list of significant ignition threats
• Assessing the hazard severity impact for equipment categories
• Identify relevant fire scenarios
• Estimate frequency of occurrence and consequences of fire scenarios
• Develop and execute a remedial action plan for all unacceptable fire risks
• Apply countermeasures to fire hazards that potentially frequent
Monitor, track and update the fire safety remedial action plans
In contrast to the above methods, NFPA 130 takes an essentially prescriptive approach
to fire safety. The purpose of the standard is to establish minimum requirements to
provide a reasonable degree of fire safety. However, it does allow a performance -based
approach to be used provided the approach yields equivalent or superior fire safety to
that provided by the standard. NFPA 130 indicates that a hazard load analysis and the
use of materials with appropriate properties are two means that can be used to perform
the fire risk assessment. NFPA 130.encourages the use of tests that evaluate materials
in certain * subassemblies and the use of full-scale tests. Finally, NFPA 130 provides
requirements for stations, trainways, storage and maintenance areas, emergency
procedures, and communications.
SYSTEM DESCRIPTION
On May 31, 1996, after extensive public input, the Sound Transit Board adopted Sound
Move - a Ten-Yea� Regional Transit System Plan. Sound Move is a cost-eff ective and
balanced approach to increasing our transportation system capacity by offering a mix of
HOV Expressway, regional express bus routes, commuter rail and light rail, plus new
community gateways between communities and the rest of the region. By adding
capacity and offering new choices for getting around the Puget Sound, Sound Transit
can also help keep the region's economy moving.
On November 5, 1996, voters within the three -county Sound Transit District approved an
increase in local taxes to fund the local share of Sound Move investments (a 4/10 of one
percent increase in local sales tax and a 3/10 of one percent increase in the local motor
vehicle excise tax). Sound Move's 1 0-year capital and operating cost is $3.9 billion.

INTRODUCTION
The Federal Railroad Administration recently adopted regulations aimed at improving
passenger and commuter rail equipment safety standards (49 CFR 238) and passenger
emergency preparedness (49 CFR 239). These regulations mandate that an operating
authority must meet minimum Federal safety standards for passenger equipment (this
includes fire safety planning and assessment requirements) and prescribes minimum
Federal safety standards for the preparation, adoption, and implementation of
emergency preparedness plans by railroads connected with the operation of passenger
trains, and requires each affected railroad to instruct its employees on the provisions of
its plans.
In order to comply with these Federal requirements, Sounder commuter rail developed a
Passenger Emergency Preparedness Plan and revised its System Safety Program Plan
(SSPP) to include these issues. Included in the SSPP is the part of the equipment safety
standard (49 CFR 238.103(d)) that requires a Fire Hazard Assessment. This
assessment, documented herein, is incorporated as a part of Sounder commuter rail's
SSPP and on -going hazard identification and resolution program. Accordingly, it will be
reviewed at least annually for change control purposes.
SCOPE
This Preliminary Fire Hazard Assessment applies to the Tacoma to Seattle segment of
Sounder commuter rail operations. It does not include Seattle to Everett that will be
assessed later due to the peculiar issues of that line.
METHODOLOGY OF THE ASSESSMENT
The Federal requirement for a Fire Hazard Assessment does not specify the format of
the assessment that is left to the discretion of the individual railroad conducting the self -
evaluation. Sounder commuter rail chose to conduct a performance based analysis,
where the system is evaluated according to how well it meets specific performance and
fire safety goals, as outlined in the SSPP, rather than responding to individual
prescriptive requirements. The goal is to identify and mitigate all unacceptable fire safety
risks in the system. Fire safety risks thus identified are prioritized and incorporated into
Sounder's hazard identification and resolution program for resolution (see SSPP,
Chapters 7 and 30).
Viewing this assessment from a system safety standpoint is the guide to understanding
the methodology used. An effort is made to be consistent with the Department of
Defense Standard Practice for System Safety (MIL -STD 882D), along with the American
Public Transportation Association (APTA), the "Recommended Practice for Fire Safety
Analysis of Existing Passenger Rail Equipment" (RP-PS-005-00), and the National Fire
Prevention Association (NFPA) 130 — Standard for Fixed Guideway Transit and
Passenger Rail Systems — 2000 Edition. In practical terms, this means the best parts of
each standard were used in the development of this assessment.
The Department of Defense Standard Practice for System Safety (MIL -STD 882D) was
developed to address the management of environmental, safety, and health risks that
may be encountered in the development, testing, production and disposal of systems.

issues are under review. BNSF and Amtrak both keep records and we are in the process
of determining what additional records are needed, where all records are located and
how they are accessed.
A further assessmentwill have to be conducted once the Everett to Seattle line nears
operational status. That operating environment has some elements (Great Northern
Tunnel) that are not found on the Tacoma to Seattle line. These issues are in process
and will be resolved later.
This Fire Hazard Analysis is to be incorporated into the existing System Safety Program
Plan for Sounder commuter rail to ensure monitoring and auditing of system
performance.
