The purpose of this visit was to observe the existing site conditions, and to develop opinions regarding the placement of the garage from a geotechnical engineering standpoint. The recommendations and conclusions presented in this report are professional opinions based on the visual observations made during our site visit and on previous experience with other projects in the vicinity. No deep subsurface explorations were conducted for our work. We understand that you propose to construct a garage in the general area of the existing carport. The garage will also extend up to the eastern side of the residence in the area of the carport. The slab floor of the garage will be at the same level as the pavement floor in the carport. An approximate 5-foot-tall retaining wall will be located on the eastern, upslope side of the proposed garage. SITE CONDITIONS Surface Conditions The Emerson residence is located on the western side of Talbot Road (we are assuming for this report that west is on the downslope side of Talbot Road). The residential property is located upslope of the Puget Sound in the Olympic View Drive area of Edmonds. The eastern portion of the property is developed with the residence, an attached carport, and a paved driveway. The carport and main level of the residence are situated approximately 5 to 10 feet below Talbot Road. An up-to-5-foot-tall wall is located on the eastern side of the carport to retain the slope above. It appears that an excavation was made on the eastern side of the carport in order to install the wall. The basement of the residence is about 8 feet below the carport level. Subsurface Conditions Our understanding of the subsurface conditions at the site is based on the observations made in a test hole excavated near the northeastern corner of the carport (proposed garage location) during our recent site visit and on experience gained from other projects in the site vicinity. It appears that the test hole location was in an area where a cut into the hillside was previously made to install the STREET FILE GEOTECH CONSULTANTS, INC. Emerson • • J N 03175 April 25, 2003 Page 2 carport. The soil at the ground level was native medium -dense sand that became dense at a depth of approximately 3 feet. The sand is similar to what we have found for other projects in the vicinity. However, there is usually a loose, surficial layer of sand overlying the medium -dense to dense sand. CONCLUSIONS AND RECOMMENDATIONS Conventional Foundations Based on the observations made during our site visit, it appears that the construction of the garage is very feasible from a geotechnical engineering standpoint. The structure can be supported on a conventional foundation that bears on native medium -dense to dense sand. It appears that this sand is at the ground surface on the eastern side of the carport. However, it will not be found until down to the depth of the basement footing on the eastern side of the existing residence. Therefore, an overexcavation will be needed there, and the footing should be extended down to reach the competent native sand. Continuous and isolated footings should have minimum widths of 12 inches and 16 inches, respectively. The footing subgrades must be cleaned of loose or disturbed soil prior to pouring concrete. Depending upon site and equipment constraints, this may require removing the disturbed soil by hand. Footings constructed according to the above recommendations may be designed for an allowable soil bearing pressure of 2,000 pounds per square foot (psf). A one-third increase in this design bearing pressure may be used when considering short-term wind or seismic loads. For the above design criteria, it is anticipated that the total post -construction settlement of footings founded on competent native soil will be about one-half inch. Foundation and Retaining Walls Foundation and retaining walls backfilled on only one side should be designed to resist the lateral earth pressures imposed by the soil they retain. The following recommended parameters are for the eastern wall of the garage: Active Earth Pressure ` 45 pcf Passive Earth Pressure 300 pcf Coefficient of Friction 0.50 Soil Unit Weight 125 pcf Where: (i) pcf is pounds per cubic foot, and (ii) active and passive earth pressures are computed using the equivalent fluid pressures. ' For a restrained wall that cannot deflect at least 0.002 times its height, a uniform lateral pressure equal to 10 psf times the height of the wall should be added to the above active equivalent fluid pressure. GEOTECH CONSULTANTS, INC. Emerson • April 25, 2003 • JN 03175 Page 3 The values given above are to be used to design permanent foundation and retaining walls only. The values for friction and passive resistance are ultimate values and do not include a safety factor. We recommend a safety factor of at least 1.5 for overturning and sliding, when using the above values to design the walls. Restrained wall soil parameters should be utilized for a distance of 1.5 times the wall height from corners or bends in the walls. This is intended to reduce the amount of cracking that can occur where a wall is restrained by a corner. Excavations and Slopes Excavation slopes should never destabilize existing upslope structures or exceed the limits specified in local, state, and national government safety regulations. Based upon Washington Administrative Code (WAC) 296, Part N, the soil type. at the subject site would be classified as Type B. Therefore, slopes cannot be excavated at an inclination steeper than 1:1 (Horizontal: Vertical). All permanent cuts into native soil should be inclined no steeper than 2:1 (H:V). Water should not be allowed to flow uncontrolled over the top of any slope. Also, all permanently exposed slopes should be seeded with an appropriate species of vegetation to reduce erosion and improve the stability of the surficial layer of soil. Drainage Considerations We recommend the use of footing drains at the base of all footings and backfilled, earth -retaining walls. These drains should be surrounded by at least 6 inches of 1-inch-minus, washed rock and then wrapped in non -woven, geotextile filter fabric (Mirafi 140N, Supac 4NP, or similar material). At its highest point, the perforated pipe invert should be at least as low as the bottom of the footing, and it should be sloped for drainage. All roof and surface water drains must be kept separate from the foundation drain system. The excavation and site should be graded so that surface water is directed off the site and away from the tops of slopes. Water should not be allowed to stand in any area where foundations, slabs, or pavements are to be constructed. Final site grading in areas adjacent to the house should be sloped at least 2 percent away from the building, except where the area is paved. Water from roof, storm water, and foundation drains should not be discharged onto slopes; it should be tightlined to a suitable outfall located away from slopes. LIMITATIONS The analyses, conclusions, and recommendations contained in this report are based on site conditions as they existed at the time of our site visit. If the subsurface conditions encountered during construction are significantly different from those anticipated, we should be advised at once so that we can review these conditions and reconsider our recommendations where necessary. The recommendations and conclusions presented in this report are professional opinions based on the visual observations made during our site visit and on previous experience with other projects in the vicinity. No deep subsurface explorations were conducted for our work. We understand that you propose to construct a garage in the general area of the existing carport. The garage will also extend up to the eastern side of the residence in the area of the carport. The slab floor of the garage will be at the same level as the pavement floor in the carport. An approximate 5-foot-tall retaining wall will be located on the eastern, upslope side of the proposed garage. SITE CONDITIONS Surface Conditions The Emerson residence is located on the western side of Talbot Road (we are assuming for this report that west is on the downslope side of Talbot Road). The residential property is located upslope of the Puget Sound in the Olympic View Drive area of Edmonds. The eastern portion of the property is developed with the residence, an attached carport, and a paved driveway. The carport and main level of the residence are situated approximately 5 to 10 feet below Talbot Road. An up-to-5-foot-tall wall is located on the eastern side of the carport to retain the slope above. It appears that an excavation was made on the eastern side of the carport in order to install the wall. The basement of the residence is about 8 feet below the carport level. Subsurface Conditions Our understanding of the subsurface conditions at the site is based on the observations made in a test hole excavated near the northeastern corner of the carport (proposed garage location) during our recent site visit and on experience gained from other projects in the site vicinity. It appears that the test hole location was in an area where a cut into the hillside was previously made to install the GEOTECH CONSULTANTS, INC. (NI I TY r C-4,0Y Emerson • J N 03175 April 25, 2003 Page 2 carport. The soil at the ground level was native medium -dense sand that became dense at a depth of approximately 3 feet. The sand is similar to what we have found for other projects in the vicinity. However, there is usually a loose, surficial layer of sand overlying the medium -dense to dense sand. CONCLUSIONS AND RECOMMENDATIONS Conventional Foundations Based on the observations made during our site visit, it appears that the construction of the garage is very feasible from a geotechnical engineering standpoint. The structure can be supported on a conventional foundation that bears on native medium -dense to dense sand. It appears that this sand is at the ground surface on the eastern side of the carport. However, it will not be found until down to the depth of the basement footing on the eastern side of the existing residence. Therefore, an overexcavation will be needed there, and the footing should be extended down to reach the competent native sand. Continuous and isolated footings should have minimum widths of 12 inches and 16 inches, respectively. The footing subgrades must be cleaned- of loose or disturbed soil prior to pouring concrete. Depending upon site and equipment constraints, this may require removing the disturbed soil by hand. Footings constructed according to the above recommendations may be designed for an allowable soil bearing pressure of 2,000 pounds per square foot (psf . A one-third increase in this design bearing pressure may be used when considering short-term wind or seismic loads. For the above design criteria, it is anticipated that the total post -construction settlement of footings founded on competent native soil will be about one-half inch. Foundation and Retainincil Walls Foundation and retaining walls backfilled on only one side should be designed to resist the lateral earth pressures imposed by the soil they retain. The following recommended parameters are for the eastern wall of the garage: Active Earth Pressure * 45 pcf Passive Earth Pressure 300 pcf Coefficient of Friction 0.50 Soil Unit Weight 125 pcf Where: (i) pcf is pounds per cubic foot, and (ii) active and passive earth pressures are computed using the equivalent fluid pressures. For a restrained wall that cannot deflect at least 0.002 times its height, a uniform lateral pressure equal to 10 psf times the height of the wall should be added to the above active equivalent fluid pressure. GEOTECH CONSULTANTS, INC. Emerson • April 25, 2003 • J N 03175 Page 3 The values given above are to be used to design permanent foundation and retaining walls only. The values for friction and passive resistance are ultimate values and do not include a safety factor. We recommend a safety factor of at least 1.5 for overturning and sliding, when using the above values to design the walls. Restrained wall soil parameters should be utilized for a distance of 1.5 times the wall height from corners or bends in the walls. This is intended to reduce the amount of cracking that can occur where a wall is restrained by a corner. Excavations and Slopes Excavation slopes should never destabilize existing upslope structures or exceed the limits specified in local, state, and national government safety regulations. Based upon Washington Administrative Code (WAC) 296, Part N, the soil type. at the subject site would be classified as Type B. Therefore, slopes cannot be excavated at an inclination steeper than 1:1 (Horizontal:Vertical). All permanent cuts into native soil should be inclined no steeper than 2:1 (H:V). Water should not be allowed to flow uncontrolled over the top of any slope. Also, all permanently exposed slopes should be seeded with an appropriate species of vegetation to reduce erosion and improve the stability of the sunccial layer of soil. Drainage Considerations We recommend the use of footing drains at the base of all footings and backfilled, earth -retaining walls. These drains should be surrounded by at least 6 inches of 1-inch-minus, washed rock and then wrapped in non -woven, geotextile filter fabric (Mirafi 140N, Supac 4NP, or similar material). At its highest point, the perforated pipe invert should be at least as low as the bottom of the footing, and it should be sloped for drainage. All roof and surface water drains must be kept separate from the foundation drain system. The excavation and site should be graded so that surface water is directed off the site and away from the tops of slopes. Water should not be allowed to stand in any area where foundations, slabs, or pavements are to be constructed. Final site grading in areas adjacent to the house should be sloped at least 2 percent away from the building, except where the area is paved. Water from roof, storm water, and foundation drains should not be discharged onto slopes; it should be tightlined to a suitable outfall located away from slopes. LIMITATIONS The analyses, conclusions, and recommendations contained in this report are based on site conditions as they existed at the time of our site visit. If the subsurface conditions encountered during construction are significantly different from those anticipated, we should be advised at once so that we can review these conditions and reconsider our recommendations where necessary.
