Based on my review of all available information and adopted policies of the City, I recommend that a determination of nonsignificance, be issued. The only environmental concerns addressed by the SEPA map and by the Environmentaa impact,. and, the only concern redily visible from the subjet sit is slope stablity and errosion potential. The subject site slopes steeply down to the west at an average grae of 19.5 %. The stepp slope issues are mitigated through adopted City Ordinance found in § 19.05 of the Edmonds Community Development Code. Therefore no additional mitigations will be required to assure no substantial imapct to the site or the surrounding area. Box 1267 Kent WA, 98035 RE: Corrections required for the Planning Division on Building Permit Application # 974 for Duane Systad Dear Ms. Graff: This letter is a follow-up to our phone conversation of November 19, 1992 at 4:30 p.m. In this phone call I stated that I need some specific information added to the application before I can proceed with the processing. First there are several omissions and incorrect answers on the City of Edmonds Environmental Checklist. I will itemize these by the page number and line. • Page 1, Line A.4. The date that the checklist was prepared has been omitted You must provide the date that the checklist was prepared. • Page 4, Line B. Le. The amount and type of fill has been omitted. You must indicate the quantities of material to be cut and the quantities of fill. • Page 4, Line B. It This question asks if erosion could occur due to the proposed project. This question has been answered no. The City questions this answer because any time soil is exposed erosion could occur. The topographic map provided and field inspection of the site reveal that the subject property is quite steep. The steepness of the slope amplifies any erosion that could occur in a particular soil type. You may want to consult with your geotechnical engineer for the answer to this question. • Page 5, Line B. Lh. This question asks for proposed measures to reduce and control erosion or other impacts. The question has been answered N/A. The City questions this answer for the same reasons as I stated above for line B. I.f. Again, you may want to consult with your geotechnical engineer. • Page 9, Line BA.b. The question asks what type of vegetation will be removed or altered. The answer is that overgrowth and stumps will be removed. The removal of this type of vegetation on a steep slope will frequently result in slope failure and substantial erosion. There may be acceptable ways to accomplish the clearing stated, but the methods may be severely restricted. Again, you may want to consult with your geotechnical engineer. In addition, the City has not received the required soils.report. The Planning Division and State Law require that the soils report be complete and approved by the city or the City's geotechnical consultant prior to the beginning of the SEPA (State Environmental Policy Act) process. Therefore I can take no further action on this permit application until the required soils report is received by this office and then reviewed by the City and the City's geotechnical consultant. 1: The other problem that we discussed on the phone relates to the legal status and dimensions of the lot. In reviewing the proposal the City is required to determine whether or not the lot is a legal lot according to the State subdivision laws and the City ordinances. This review indicates that the lot was created from a larger lot by a short subdivision in 1973 (file number S-33-72). This file indicates a much smaller lot than the lot shown on your site plan and described by the legal description which you provided. At the time of subdivision S-33-72, the local and State subdivision laws were different. Therefore it is possible that the dimensions of the lot were changed, and that the City has no record of this change. The City needs you to provide the City with documentation of the creation of the lot. If the dimensions are different from the submitted plans, the City will need a new site plan to match. If it is determined that the lot is not a legal lot, you may be required to take what ever action is necessary to make the lot legal. Be aware that if the site plan changes, your setbacks and lot coverage will also change, and that you must still meet the setback and lot coverage requirements. In addition to these concerns, there is a problem with your height calculations. The City requires that a stable datum point elevation be provided for reference. This point must be a fixed point at a stated elevation. Examples of acceptable datum points are the elevation of a manhole cover, a catch basin, a street monument, or a spike driven into the asphalt of the street. The purpose of this geotechnical evaluation is to present our findings to allow you to petition the City of Edmonds for waiving the requirement of Chapter 19.05 of the Edmonds Community Development Code, and to provide general recommendations for site development and foundation design for the proposed development. The site is located in Edmonds, Washington, as shown on the Vicinity Map, Figure 1. For our use in this evaluation, we were provided by Lovell-Sauerland and Associates, Inc. with an undated plot plan titled "Terhune Homes, Inc., Duane and Maudi Systad," which is presented in Figure 2. We understand the planned residence will have a basement which will be below grade on the east side and daylighted on the west side. SCOPE OF SERVICES Specifically, our scope of services includes: 1. Review the geologic and soil conditions at the site based on published geologic maps, 2. Provide general recommendations for site development and foundation design. and, 3. Prepare a written report to document our findings and recommendations. Mr. Duane Systad November 23, 1992 File No. 394-01 Page 2 SITE CONDITIONS SURFACE CONDITIONS A geotechnical engineer from our office visited the site on November 18, 1992. The site is 7y+h approximately rectangular in shape, totalling about 0.6 acre. .It is fronted on the east by Rtk Avenue West, and bounded on the north, south and west by single-family residences. The topography in the vicinity of the site generally slopes moderately to steeply from the east to the west, with a gentle cross slope down from the north to the south. Within the lot the ground slopes from the east to the west generally in gradients of 33% or less, with local gradient slightly over 40% near the northwest corner. The total topographical relief across the lot is about 40 feet, from a high point at the northeast to a low point at the southwest corner. The lot has previously been cleared. Presently the lot is mostly covered with wild grass, with a thick growth of berry bushes along the western boundary. A depressed area in the northeast portion of the site was observed during our site visit, which may be the result of soil being removed previously from the site. Signs of slope instability, such as surface tension cracks, erosion channels, water seepage, recent soil movement, etc., were not observed at the site. GEOLOGIC AND SOIL CONDITIONS The Geologic Map of the Edmonds East and Part of the Edmonds West Quadrangles Washingion, by J. P. Minard, published by U. S. Geological Survey in 1983, was referenced for the geologic and soil conditions at the site. According to this map, the surficial soil unit covering the site and its immediate vicinity is mapped as an advance outwash deposit (Qva), as shown in Figure 3. It was deposited by meltwater flowing from the advancing front of the glacier. The advance outwash consists mostly of gray, clean, well -drained, stratified gravelly sand. The sediments typically coarsen upward. Fine-grained sand and some silt are common in the lower part of the unit and may occur sparingly in the upper part. The upper portion of the advance outwash may be stained by iron oxide precipitated from groundwater. The advance outwash in its undisturbed state is generally medium - dense to dense, and is capable of supporting light residential structures without excessive settlement. A shallow pit dug manually in the central east area of the lot encountered a tannish -brown to brown, dense, gravelly sand, overlain by about 12 inches of root mat and topsoil. In the central west area, a gray -brown, medium -dense, gravelly sand exposed on the surface was observed. COUVRETTE GEOTECHNICAL ENGINEERING, INC. Mr. Duane Systad November 23, 1992 File No. 394-01 Page 3 GROUNDWATER CONDITIONS We were informed by Mr. Brian Mercil of Lovell-Sauerland that water seepage had been observed near the southwestern corner of the site and a French drain was installed along the western boundary to drain the water. The seepage was probably due to the groundwater perched on top of the more silty strata at depths and emerged out of the slope at the lower elevation of the site. The groundwater level at the site will fluctuate seasonally, depending on precipitation, surface runoff, ground cover, and other factors. Higher groundwater level can be expected during the wetter months of the year. CONCLUSIONS AND RECOMMENDATIONS GENERAL Based on the subsurface conditions observed at the site and the geologic and soil conditions indicated in the above geologic map, it is our opinion that the site is suitable for the planned development from the geotechnical viewpoint. A subsurface exploration of the site will not be required if the following guidelines for site development and foundation design are followed. SLOPE STABILITY The site is outside the Meadowdale slide area as shown on the Landslide -Hazard Map prepared by GeoEngineers Inc. The advance outwash at the site is generally dense and well -drained. It is our opinion that the potential for soil movement to occur at the site should be relatively low. SITE PREPARATION AND GRADING The site preparation should include clearing and grubbing within the construction limits. The surficial root mat and the topsoil within areas of the building and driveway should be stripped. After the surficial unsuitable soils have been removed and the site excavated to grades, the exposed surface should be compacted to a non -yielding condition using a self-propelled vibratory compactor. Any new fill required should be placed and compacted as outlined in the STRUCTURAL FILL section of this report. EROSION CONTROL Due to the well -draining nature of the advance outwash at the site, it is our opinion that the erosion hazard of the site should be relatively low. Disturbance to and removal of existing vegetation at the site should be minimized. The vegetation disturbed or removed outside of the construction limits should be re -seeded or re -planted as soon as practical. The new vegetation should be of species capable of adapting to the site environment and should be maintained until they are fully established. COUVRETTE GEOTECHNICAL ENGINEERING, INC. File No. 394-01 Page 4 A layer of jute netting or other erosion mat may be placed in areas removed of vegetation to reduce erosion potential and to help the new vegetation take hold. A silt fence should be erected along the downhill side of the construction to contain sediments that may be washed down the slope. EXCAVATION AND FILL SLOPES Excavation up to about 10 feet in depth may be required along the eastern face of the proposed building. Under no circumstances should temporary excavation slopes be greater than the limits specified in local, state and national government safety regulations. The on -site sandy soils are generally cohesionless, and can cave suddenly without warning when excavated in overly steep slopes. Temporary cuts greater than four feet in height should be sloped at an inclination no steeper than 1.25HAV. The above slope inclination is only applicable to cuts above groundwater table. If slopes of these inclinations or flatter cannot be achieved or if excavations greater than 4 feet in depth are required, temporary shoring would be required. Recommendations for shoring design are beyond the scope of this report. Permanent fill embankments constructed in accordance with the STRUCTURAL FILL section in this report should be inclined no steeper than 2.5H:1V. All permanently exposed slopes should be planted with appropriate species of vegetation to reduce erosion and improve the stability of the slopes. The vegetation should be maintained until it is established. BASEMENT WALLS Basement walls should be backfilled in accordance with the recommendations provided in the STRUCTURAL FILL section of this report. Basement walls restrained horizontally on top are considered unyielding and should be designed for a lateral soil pressure under the at -rest condition. Basement walls restricted at the top from rotation and with level backfill should be designed for a lateral soil pressure of 65 pounds per cubic foot (pcf) equivalent fluid weight (EFW). We would be available to provide you with the design lateral pressure if sloping ground surface behind walls is used. Backfill material within a horizontal distance of 15 inches of the basement walls should be of a clean, free -draining, granular, structural fill, containing no more than 5% by weight of fines passing the No. 200 sieve, based on the fraction passing the No. 4 sieve. This free -draining backfill should be COUVRETTE GEOTECHNICAL ENGINEERING, INC. Mr. Duane Systad November 23, 1992 File No. 394-01 Page 5 compacted to the minimum dry density recommended in the STRUCTURAL FILL section of this report. The top 12 inches of backfill should consist of compacted, relatively -impermeable, on -site soils. The backfill material for the basement walls should be compacted with a hand -operated compactor. Heavy compaction equipment should not be allowed within a horizontal distance from the wall equal to the wall height. FOUNDATIONS Conventional footing foundations may be used to support the planned building. Footing foundations should be placed in the undisturbed, dense outwash deposit. Standing water should not be allowed to accumulate in footing trenches. All loose or disturbed soil should be removed from the foundation trenches or properly compacted prior to pouring concrete. Exterior footings should extend at least 18 inches below the adjacent ground surface and interior column footings 12 inches below the bottom of adjacent slab. Minimum foundation widths of 16 and 24 inches should be used for continuous and individual spread footings, respectively. For footings recommended above, an allowable soil bearing pressure of 2,500 psf (pounds per square foot) may be used for the footing design. A one-third increase in the above allowable bearing pressures may be used when considering short-term transitory wind or seismic loads. Structural loading information was not available when this report was prepared. Based on our experience of single-family residential structures supported on similar soil conditions and for the above allowable soil bearing pressure, we estimate that the maximum total post -construction settlement should be 3/4 inch or less and the differential settlement across the building width should be 1/2 inch or less. Lateral loads can be resisted by friction between the foundation and the subgrade or the passive earth pressure acting on the below -grade foundation. For the latter, the foundation must be poured "neat" against the undisturbed soil, or backfilled with a clean, free -draining, compacted structural fill. We recommend that an allowable lateral passive pressure of 250 pounds per cubic foot (pcf) equivalent fluid weight (EFW) and an allowable coefficient of friction of 0.35 between the footings and the soils be used. These values include a safety factor of 1.5. The ground behind the basement walls should be level or sloping upward for a horizontal distance at least 3 times the basement wall embedment depth, in order to fully develop the above passive pressure. STRUCTURAL FILL Structural fill is the fill material under footings, slabs -on -grade, pavements, and behind retaining walls where the underlying soils support loads. The structural fill should consist of clean soils with COUVRETTE GEOTECHNICAL ENGINEERING, INC. Mr. Duane Systad November 23, 1992 File No. 394-01 Page 6 particles no larger than four inches and should be free of organic and other deleterious substances. The structural fill should be placed with a moisture content near its optimum moisture content. The optimum moisture content is the water content in the soil which allows the soil to be compacted to the highest dry density for a given compaction effort. The on -site clean gravelly sand soil with little fines is suitable to be used as structural fill. The on -site soil contains excessive fines should only be used under dry weather conditions. Imported structural fill, if required, should be of clean, free -draining, granular soil containing particles no more than 5% (by weight) finer than the No. 200 sieve based on the fraction of the material passing No. 4 sieve, and should have individual particles not greater than 4 inches. Imported structural fill should be stockpiled separately from the on -site soils and covered with plastic sheets to prevent rainfall infiltration. The structural fill should be placed in lifts of no more than 10-inches in its loose state, compacted to a minimum percentage of the maximum dry density determined by ASTM D1557-78 (Modified Proctor Method) as follows: Application Under footings, slabs and walkway Roadway/driveway/parking area subgrade % of Maximum Dry Density 95 % 95% for top 12 inches and 90% below We recommend that Couvrette Geotechnical Engineering, Inc. be retained to evaluate the suitability of imported structural fill, if required, and to monitor the placement and compaction operation during construction for quality assurance of the earthwork. SLAB -ON -GRADE FLOORS Slab -on -grade floors should be placed on firm subgrade prepared as outlined in the SITE PREPARATION AND GRADING and the STRUCTURAL FILL sections of this report. Where moisture control is critical, the slab -on -grade floors should be placed on a capillary break which' is in turn placed on the compacted subgrade. The capillary break should consist of a minimum four -inch - thick layer of free -draining gravel containing no more than 5% (by weight) passing the No. 4 sieve. We recommend that a vapor barrier such as a 6-mil plastic membrane be placed over the capillary COUVRETTE GEOTECHNICAL ENGINEERING, INC. Two to four inches of sand may be placed over the vapor barrier to aid the curing of the concrete. SITE DRAINAGE Surface Drainage: The ground surface should be graded such that surface water is directed away from buildings. Water should not be allowed to stand in any area where footings, slabs, or pavement are to be constructed. The final ground surface should be sloped at a gradient of 3% minimum for a distance of at least ten feet away from buildings, except in the areas that are to be paved. Surface water should be collected by permanent catch basins and drain pipes and be discharged into a permanent storm sewer. Subsurface Drainage: Should- groundwater seepage be encountered during construction, we recommend that the contractor slope the bottom of excavation and collect the water to ditches and small sump pits, from which the water can be pumped and discharged into a permanent storm drain. The footing drain system should have a minimum of 12 inches of vertical fall before it is tied into the storm sewer system. We recommend that sufficient cleanouts be installed at strategic locations to allow for periodic maintenance of the footing and the downspout drain lines. USE OF REPORT This report is prepared for specific application to this project and is for the exclusive use of Mr. Duane Systad and his consultants and representatives. This report, in its entirety, should be provided to prospective contractors for their estimating and bidding 'purposes, but our report, conclusions and interpretations should not be construed as a warranty of the subsurface conditions. The scope of our services does not include services related to construction safety precautions and our recommendations are not intended to direct the contractors' methods, techniques, sequences or procedures, except as specifically described in this report for consideration in design. We recommend that CGE be retained to perform a general review of the final design and specifications for the proposed development to verify that the earthwork and foundation recommendations have been properly interpreted and reflected in the design and construction documents. We also recommend that CGE be retained to provide monitoring and testing services for the geotechnical portion of the construction work. This is to verify the subsurface conditions at the site and to observe compliance with the design concepts, specifications or recommendations. It will also allow for design changes in the event subsurface conditions differ from those anticipated prior to the start of construction. The purpose of this geotechnical evaluation is to present our findings to allow you to petition the City of Edmonds for waiving the requirement of Chapter 19.05 of the Edmonds Community Development Code, and to provide general recommendations for site development and foundation design for the proposed development. The site is located in Edmonds, Washington, as shown on the Vicinity Map, Figure 1. For our use in this evaluation, we were provided by Lovell-Sauerland and Associates, Inc. with an undated plot plan titled "Terhune Homes, Inc.,: Duane and Maudi Systad," which is presented in Figure 2. We understand the planned residence will have a basement which will be below grade on the east side and daylighted on the west side. SCOPE OF SERVICES Specifically, our scope of services includes: 1. Review the geologic and soil conditions at the site based on published geologic maps, 2. Provide general recommendations for site development and foundation design. and, 3. Prepare a written report to document our findings and recommendations. i Mr. Duane Systad November 23, 1992 File No. 394-01 Page 2 SITE CONDITIONS SURFACE CONDITIONS A geotechnical engineer from our office visited the site on November 18, 1992. The site is 7V4h approximately rectangular in shape, totalling about 0.6 acre. .It is fronted on the east by 3* Avenue West, and bounded on the north, south and west by single-family residences. The topography in the vicinity of the site generally slopes moderately to steeply from the east to the west, with a gentle cross slope down from the north to the south. Within the lot the ground slopes from the east to the west generally in gradients of 33% or less, with local gradient slightly over 40% near the northwest corner. The total topographical relief across the lot is about 40 feet, from a high point at the northeast to a low point at the southwest corner. The lot has previously been cleared. Presently the lot is mostly covered with wild grass, with a thick growth of berry bushes along the western boundary. A depressed area in the northeast portion of the site was observed during our site visit, which may be the result of soil being removed previously from the site. Signs of slope instability, such as surface tension cracks, erosion channels, water seepage, recent soil movement, etc., were not observed at the site. GEOLOGIC AND SOIL CONDITIONS The Geologic Map of the Edmonds East and Part of the Edmonds West Quadrangles. Washin on, by ]. P. Minard, published by U. S. Geological Survey in 1983, was referenced for the geologic and soil conditions at the site. According to this map, the surficial soil unit covering the site and its immediate vicinity is mapped as an advance outwash deposit (Qva), as shown in Figure 3. It was deposited by meltwater flowing from the advancing front of the glacier. The advance outwash consists mostly of gray, clean, well -drained, stratified gravelly sand. The sediments typically coarsen upward. Fine-grained sand and some silt are common in the lower part of the unit and may occur sparingly in the upper part. The upper portion of the advance outwash may be stained by iron oxide precipitated from groundwater. The advance outwash in its undisturbed state is generally medium - dense to dense, and is capable of supporting light residential structures without excessive settlement. A shallow pit dug manually in the central east area of the lot encountered a tannish -brown to brown, dense, gravelly sand, overlain by about 12 inches of root mat and topsoil. In the central west area, a gray -brown, medium -dense, gravelly sand exposed on the surface was observed. COUVRETTE GEOTECHNICAL ENGINEERING. INC. Mr. Duane Systad November 23, 1992 File No. 394-01 Page 3 GROUNDWATER CONDITIONS We were informed by Mr. Brian Mercil of Lovell-Sauerland that water seepage had been observed near the southwestern corner of the site and a French drain was installed along the western boundary to drain the water. The seepage was probably due to the groundwater perched on top of the more silty strata at depths and emerged out of the slope at the lower elevation of the site. The groundwater level at the site will fluctuate seasonally, depending on precipitation, surface runoff, ground cover, and other factors. Higher groundwater level can be expected during the wetter months of the year. CONCLUSIONS AND RECOMMENDATIONS GENERAL Based on the subsurface conditions observed at the site and the geologic and soil conditions indicated in the above geologic map, it is our opinion that the site is suitable for the planned development from the geotechnical viewpoint. A subsurface exploration of the site will not be required if the following guidelines for site development and foundation design are followed. SLOPE STABILITY The site is outside the Meadowdale slide area as shown on the Landslide -Hazard Map prepared by GeoEngineers Inc. The advance outwash at the site is generally dense and well -drained. It is our opinion that the potential for soil movement to occur at the site should be relatively low. Z SITE PREPARATION AND GRADING The site preparation should include clearing and grubbing within the construction limits. The surficial root mat and the topsoil within areas of the building and driveway should be stripped. After the surficial unsuitable soils have been removed and the site excavated to grades, the exposed surface should be compacted .to a non -yielding condition using a self-propelled vibratory compactor. Any new fill required should be placed and compacted as outlined in the STRUCTURAL FILL section of this report. . EROSION CONTROL Due to the well -draining nature of the advance outwash at the site, it is our opinion that the erosion hazard of the site should be relatively low. Disturbance to and. removal of existing vegetation at the site should be minimized. The vegetation disturbed or removed outside of the construction limits should be re -seeded or re -planted as soon as practical. The new vegetation should be of species capable of adapting to the site environment and should be maintained until they are fully established. COUVRETTE GEOTECHNICAL ENGINEERING, INC. Mr. Duane Systad November 23, 1992 File No. 394-01 Page 4 A layer of jute netting or other erosion mat may be placed in areas removed of vegetation to reduce -erosion potential and to help the new vegetation take hold. A silt fence should be erected along the downhill side of the construction to contain sediments that may be washed down the slope. EXCAVATION AND FILL SLOPES Excavation up to about 10 feet in depth may be required along the eastern face of the proposed building. Under no circumstances should temporary excavation slopes be greater than the limits specified in local, state and national government safety regulations. The on -site sandy soils are generally cohesionless, and can cave suddenly without warning when excavated in overly steep slopes. Temporary cuts greater than four feet in height should be sloped at an inclination no steeper than 1.25HAV. The above slope inclination is only applicable to cuts above groundwater table. The total height of excavation at the above -recommended slope should not exceed 15 feet. If groundwater is encountered. during excavation, the construction work should be immediately halted, and we be informed to evaluate and revise the cut slope as necessary. Surface runoff should not be allowed to flow uncontrolled over the top of cut slopes into the excavated area. Exposed cut slopes should be covered with plastic sheets during periods of rain to minimize erosion and sloughing. If slopes of these inclinations or flatter cannot be achieved or if excavations greater than 4 feet in depth are required, temporary shoring would be required. Recommendations for shoring design are beyond the scope of this report. Permanent fill embankments constructed in accordance with the STRUCTURAL FILL section in this report should be inclined no steeper than 2.5HAV. All permanently exposed slopes should be planted with appropriate species of vegetation to reduce erosion and improve the stability of the slopes. The vegetation should be maintained until it is established. BASEMENT WALLS Basement walls should be backfilled in accordance with the recommendations provided in the STRUCTURAL FILL section of this report. Basement walls restrained horizontally on top are considered unyielding and should be designed for a lateral soil pressure under the at -rest condition. Basement walls restricted at the top from rotation and with level backfill should be designed for a lateral soil pressure of 65 pounds per cubic foot (pcf) equivalent fluid weight (EFW). We would be available to provide you with the design lateral pressure if sloping ground surface behind walls is used. Backfill material within a horizontal distance of 15 inches of the basement walls should be of a clean, free -draining, granular, structural fill, containing no more than 5% by weight of fines passing the No. 200 sieve, based on the fraction passing the No. 4 sieve. This free -draining backfill should be COUVRETTE GEOTECHNICAL ENGINEERING, INC. The top 12 inches of backfill should consist of compacted, relatively -impermeable, on -site soils. The backfill material for the basement walls should be compacted with a hand -operated compactor. Heavy compaction equipment should not be allowed within a horizontal distance from the wall equal to the wall height. FOUNDATIONS Conventional footing foundations may be used to support the planned building. Footing foundations should be placed in the undisturbed, dense outwash deposit. Standing water should not be allowed to accumulate in footing trenches. All loose or disturbed soil should be removed from the foundation trenches or properly compacted prior to pouring concrete. Exterior footings should extend at least 18 inches below the adjacent ground surface and interior column footings 12 inches below the bottom of adjacent slab. Minimum foundation widths of 16 and 24 inches should be used for continuous and individual spread footings, respectively. For footings recommended above, an allowable soil bearing pressure of 2,500 psf (pounds per square foot) may be used for the footing design. A one-third increase in the above allowable bearing pressures may be used when considering short-term transitory wind or seismic loads. Structural loading information was not available when this report was prepared. Based on our experience of single-family residential structures supported on similar soil conditions and for the above. allowable soil bearing pressure, we estimate that the maximum total post -construction settlement should be 3/4 inch or less and the differential settlement across the building width should be 1/2 inch or less. Dz; -0 1 7 Lateral loads can be resisted by friction between the foundation and the subgrade or the passive earth pressure acting on the below -grade foundation. For the latter, the foundation must be poured "neat" against the undisturbed soil, or backfilled with a clean, free -draining, compacted structural fill. We recommend that an allowable lateral passive pressure of 250 pounds per cubic foot (pcf) equivalent fluid weight (EFW) and an allowable coefficient of friction of 0.35 between the footings and the soils be used. These values include a safety factor of 1.5. The ground behind the basement walls should be level or sloping upward for a horizontal distance at least 3 times the basement wall embedment depth, in order to fully develop the above passive pressure. STRUCTURAL FILL Structural fill is the fill material under footings, slabs -on -grade, pavements, and behind retaining walls where the underlying soils support loads. The structural fill should consist of clean soils with COUVRETTE GEOTECHNICAL ENGINEERING, INC. Mr. Duane Systad November 23, 1992 File No. 394-01 Page 6 particles no larger than four inches and should be free of organic and other deleterious substances. The structural fill should . be placed with a moisture content near its optimum moisture content. The optimum moisture content is the water content in the soil which allows the soil to be compacted to the highest dry density for a given compaction effort. The on -site clean gravelly sand soil with little fines is suitable to be used as structural fill. The on -site soil contains excessive fines should only be used under dry weather conditions. Imported structural fill, if required, should be of clean, free -draining, granular soil containing particles no more than 5% (by weight) finer than the No. 200 sieve based on the fraction of the material passing No. 4 sieve, and should have individual particles not greater than 4 inches. SLAB -ON -GRADE FLOORS Slab -on -grade floors should be placed on firm subgrade prepared as outlined in the SITE PREPARATION AND GRADING and the STRUCTURAL FILL sections of this report. Where moisture control is critical, the slab -on -grade floors should be placed on a capillary break which is in turn placed on the compacted subgrade. The capillary break should consist of a minimum four -inch - thick layer of free -draining gravel containing no more than 5% (by weight) passing the No. 4 sieve. Two to four inches of sand may be placed over the vapor barrier to aid the curing of the concrete. SITE DRAINAGE Surface Drainage: The ground surface should be graded such that surface water is directed away from buildings. Water should not be allowed to stand in any area where footings, slabs, or pavement are to be constructed. The final ground surface should be sloped at a gradient of 3% minimum for a distance of at least ten feet away from buildings, except in the areas that are to be paved. Surface water should be collected by permanent catch basins and drain pipes and be discharged into a. permanent storm sewer. Subsurface Drainage: Should groundwater seepage be encountered during construction, we recommend that the contractor slope the bottom of excavation and collect the water to ditches and --- — wKVRF— small sump pits, from which the water can be pumped and discharged into a permanent storm drain. A footing subdrain system should be installed around the perimeter of the planned building. The subdrain should consist of a four -inch -minimum -diameter, perforated or slotted, rigid PVC pipe, laid a few inches below the bottom of the footings, with a gradient sufficient to generate flow by gravity. The footing subdrain should be tightlined to discharge into a permanent storm dra' {system. bC—. X4,V Under no circumstance should roof drains be connected to the footing drain system. The roof downspout drain system must be separately tightlined to discharge. The footing drain system should have a minimum of 12 inches of vertical fall before it is tied into the storm sewer system. We recommend that sufficient cleanouts be installed at strategic locations to allow for periodic maintenance of the footing and the downspout drain lines. The enclosed Covenant to Notify and Hold Harmless form is required. The form shall be executed by the owners, notarized and returned to the City. 2. A site restoration bond in the amount of $25,000 shall be required to ensure the protection of cut slopes during the foundation installation. The bond shall remain in force until final grading and slope vegetation is installed and approved by the City. 3. A licensed professional engineer shall be on site to monitor general excavations, subdrainage installation, make recommendations for shoring if applicable and verify grading yardage. Field reports shall be submitted to the City for review. 4. Foundation bearing footings and soil compaction shall be determined by a licensed professional engineer who has reviewed the Couvrette subsurface exploration reports and the foundation design. Field reports shall be submitted to the City for review. 5. The contractor shall post a a general contractor public liability insurance policy. The purpose of this geotechnical evaluation is to present our findings to allow you to petition the City of Edmonds for waiving the requirement of Chapter 19.05 of the Edmonds Community Development Code, and to provide general recommendations for site development and foundation design for the proposed development. The site is located in Edmonds, Washington, as shown on the Vicinity Map, Figure 1. For our use in this evaluation, we were provided by Lovell-Sauerland and Associates, Inc. with an undated plot plan titled "Terhune Homes, Inc., Duane and Maudi Systad," which is presented in Figure 2. We understand the planned residence will have a basement which will be below grade on the east side and daylighted on the west side. SCOPE OF SERVICES Specifically, our scope of services includes: 1. Review the geologic and soil conditions at the site based on published geologic maps, 2. Provide general recommendations for site development and foundation design. and, 3. Prepare a written report to document our findings and recommendations. Mr. Duane Systad November 23, 1992 File No. 394-01 Page 2 SITE CONDITIONS SURFACE CONDITIONS A geotechnical engineer from our office visited the site on November 18, 1992. The site is 7q+A approximately rectangular in shape, totalling about 0.6 acre. .It is fronted on the east by -7—th Avenue West, and bounded on the north, south and west by single-family residences. The topography in the vicinity of the site generally slopes moderately to steeply from the east to the west, with a gentle cross slope down from the north to the south. Within the lot the ground slopes from the east to the west generally in gradients of 33% or less, with local gradient slightly over 40% near the northwest corner. The total topographical relief across the lot is about 40 feet, from a high point at the northeast to a low point at the southwest corner. The lot has previously been cleared. Presently the lot is mostly covered with wild grass, with a thick growth of berry bushes along the western boundary. A depressed area in the northeast portion of the site was observed during our site visit, which may be the result of soil being removed previously from the site. Signs of slope instability, such as surface tension cracks, erosion channels, water seepage, recent soil movement, etc., were not observed at the site. GEOLOGIC AND SOIL CONDITIONS The Geologic Map of the Edmonds East and Part of the Edmonds West Quadrangles. Washington, by J. P. Minard, published by U. S. Geological Survey in 1983, was referenced for the geologic and soil conditions at the site. According to this map, the surficial soil unit covering the site and its immediate vicinity is mapped as an advance outwash deposit (Qva), as shown in Figure 3. It was deposited by meltwater flowing from the advancing front of the glacier. The advance outwash consists mostly of gray, clean, well -drained, stratified gravelly sand. The sediments typically coarsen upward. Fine-grained sand and some silt are common in the lower part of the unit and may occur sparingly in the upper part. The upper portion of the advance outwash may be stained by iron oxide precipitated from groundwater. The advance outwash in its undisturbed state is generally medium - dense to dense, and is capable of supporting light residential structures without excessive settlement. A shallow pit dug manually in the central east area of the lot encountered a tannish -brown to brown, dense, gravelly sand, overlain by about 12 inches of root mat and topsoil. In the central west area, a gray -brown, medium -dense, gravelly sand exposed on the surface was observed. COUVRETTE GEOTECHNICAL ENGINEERING, INC. I Mr. Duane Systad November 23, 1992 File No. 394-01 Page 3 GROUNDWATER CONDITIONS We were informed by Mr. Brian Mercil of Lovell-Sauerland that water seepage had been observed near the southwestern corner of the site and a French drain was installed along the western boundary to drain the water. The seepage was probably due to the groundwater perched on top of the more silty strata at depths and emerged out of the slope at the lower elevation of the site. The groundwater level at the site will fluctuate seasonally, depending on precipitation, surface runoff, ground cover, and other factors. Higher groundwater level can be expected during the wetter months of the year. CONCLUSIONS AND RECOMMENDATIONS GENERAL Based on the subsurface conditions observed at the site and the geologic and soil conditions indicated in the above geologic map, it is our opinion that the site is suitable for the planned development from the geotechnical viewpoint. A subsurface exploration of the site will not be required if the following guidelines for site development and foundation design are followed. SLOPE STABILITY The site is outside the Meadowdale slide area as shown on the Landslide -Hazard Map prepared by GeoEngineers Inc. The advance outwash at the site is generally dense and well -drained. It is our opinion that the potential for soil movement to occur at the site should be relatively low. SITE PREPARATION AND GRADING The site preparation should include clearing and grubbing within the construction limits. The surficial root mat and the topsoil within areas of the building and driveway should be stripped. After the surficial unsuitable soils have been removed and the site excavated to grades, the exposed surface should be compacted to a non -yielding condition using a self-propelled vibratory compactor. Any new fill required should be placed and compacted as outlined in the STRUCTURAL FILL section of this report. EROSION CONTROL Due to the well -draining nature of the advance outwash at the site, it is our opinion that the erosion hazard of the site should be relatively low. Disturbance to and removal of existing vegetation at the site should be minimized. The vegetation disturbed or removed outside of the construction limits should be re -seeded or re -planted as soon as practical. The new vegetation should be of species capable of adapting to the site environment and should be maintained until they are fully established. COUVRETTE GEOTECHNICAL ENGINEERING, INC. Mr. Duane Systad November 23, 1992 File No. 394-01 Page 4 A layer of jute netting or other erosion mat may be placed in areas removed of vegetation to reduce erosion potential and to help the new vegetation take hold. A silt fence should be erected along the downhill side of the construction to contain sediments that may be washed down the slope. EXCAVATION AND FILL SLOPES Excavation up to about 10 feet in depth may be required along the eastern face of the proposed building. Under no circumstances should temporary excavation slopes be greater than the limits specified -in local, state and national government safety regulations. The on -site sandy soils are generally cohesionless, and can cave suddenly without warning when excavated in overly steep slopes. Temporary cuts greater than four feet in height should be sloped at an inclination no steeper than 1.25H:1V. The above slope inclination is only applicable to cuts above groundwater table. The total height of excavation at the above -recommended slope should not exceed 15 feet. If groundwater is encountered during excavation, the construction work should be immediately halted, and we be informed to evaluate and revise the cut slope as necessary. Surface runoff should not be allowed to flow uncontrolled over the top of cut slopes into the excavated area. Exposed cut slopes should be covered with plastic sheets during periods of rain to minimize erosion and sloughing. If slopes of these inclinations or flatter cannot be achieved or if excavations greater than 4 feet in depth are required, temporary shoring would be required. Recommendations for shoring design are beyond the scope of this report. Permanent fill embankments constructed in accordance with the STRUCTURAL FILL section in this report should be inclined no steeper than 2.5HAV. All permanently exposed slopes should be planted with appropriate species of vegetation to reduce erosion and improve the stability of the slopes. The vegetation should be maintained until it is established. BASEMENT WALLS Basement walls should be backfilled in accordance with the recommendations provided in the STRUCTURAL FILL section of this report. Basement walls restrained horizontally on top are considered unyielding and should be designed for a lateral soil pressure under the at -rest condition. Basement walls restricted at the top from rotation and with level backfill should be designed for a lateral soil pressure of 65 pounds per cubic foot (pcf) equivalent fluid weight (EFW). We would be available to provide you with the design lateral pressure if sloping ground surface behind walls is used. Backfill material within a horizontal distance of 15 inches of the basement walls should be of a clean, free -draining, granular, structural fill, containing no more than 5% by weight of fines passing the No. 200 sieve, based on the fraction passing the No. 4 sieve. This free -draining backfill should be COUVRETTE GEOTECHNICAL ENGINEERING, INC. Mr. Duane Systad November 23, 1992 File No. 394-01 Page 5 compacted to the minimum dry density recommended in the STRUCTURAL FILL section of this report. The top 12 inches of backfill should consist of compacted, relatively -impermeable, on -site soils. The backfill material for the basement walls should be compacted with a hand -operated compactor. Heavy compaction equipment should not be allowed within a horizontal distance from the wall equal to the wall height. FOUNDATIONS Conventional footing foundations may be used to support the planned building. Footing foundations should be placed in the undisturbed, dense outwash deposit. Standing water should not be allowed to accumulate in footing trenches. All loose or disturbed soil should be removed from the foundation trenches or properly compacted prior to pouring concrete. Exterior footings should extend at least 18 inches below the adjacent ground surface and interior column footings 12 inches below the bottom of adjacent slab. Minimum foundation widths of 16 and 24 inches should be used for continuous and individual spread footings, respectively. For footings recommended above, an allowable soil bearing pressure of 2,500 psf (pounds per square foot) may be used for the footing design. A one-third increase in the above allowable bearing pressures may be used when considering short-term transitory wind or seismic loads. Structural loading information was not available when this report was prepared. Based on our experience of single-family residential structures supported on similar soil conditions and for the above allowable soil bearing pressure, we estimate that the maximum total post -construction settlement should be 3/4 inch or less and the differential settlement across the building width should be 1/2 inch or less. Lateral loads can be resisted by friction between the foundation and the subgrade or the passive earth pressure acting on the below -grade foundation. For the latter, the foundation must be poured "neat" against the undisturbed soil, or backfilled with a clean, free -draining, compacted structural fill. We recommend that an allowable lateral passive pressure of 250 pounds per cubic foot (pcf) equivalent fluid weight (EFW) and an allowable coefficient of friction of 0.35 between the footings and the soils be used. These values include a safety factor of 1.5. The ground behind the basement walls should be level or sloping upward for a horizontal distance at least 3 times the basement wall embedment depth, in order to fully develop the above passive pressure. STRUCTURAL FILL Structural fill is the fill material under footings, slabs -on -grade, pavements, and behind retaining walls where the underlying soils support loads. The structural fill should consist of clean soils with COUVRETTE GEOTECHNICAL ENGINEERING, INC. Mr. Duane Systad November 23, 1992 File No. 394-01 Page 6 particles no larger than four inches and should be free of organic and other deleterious substances. The structural fill should be placed with a moisture content near its optimum moisture content. The optimum moisture content is the water content in the soil which allows the soil to be compacted to the highest dry density for a given compaction effort. The on -site clean gravelly sand soil with little fines is suitable to be used as structural fill. The on -site soil contains excessive fines should only be used under dry weather conditions. Imported structural fill, if required, should be of clean, free -draining, granular soil containing particles no more than 5% (by weight) finer than the No. 200 sieve based on the fraction of the material passing No. 4 sieve, and should have individual particles not greater than 4 inches. Imported structural fill should be stockpiled separately from the on -site soils and covered with plastic sheets to prevent rainfall infiltration. The structural fill should be placed in lifts of no more than 10-inches in its loose state, compacted to a minimum percentage of the maximum dry density determined by ASTM D1557-78 (Modified Proctor Method) as follows: Application Under footings, slabs and walkway Roadway/driveway/parking area subgrade % of Maximum Dry Density 95 % 95% for top 12 inches and 90% below We recommend that Couvrette Geotechnical Engineering, Inc. be retained to evaluate the suitability of imported structural fill, if required, and to monitor the placement and compaction operation during construction for quality assurance of the earthwork. SLAB -ON -GRADE FLOORS Slab -on -grade floors should be placed on firm subgrade prepared as outlined in the SITE PREPARATION AND GRADING and the STRUCTURAL FILL sections of this report. Where moisture control is critical, the slab -on -grade floors should be placed on a capillary break which is in turn placed on the compacted subgrade. The capillary break should consist of a minimum four -inch - thick layer of free -draining gravel containing no more than 5% (by weight) passing the No. 4 sieve. We recommend that a vapor barrier such as a 6-mil plastic membrane be placed over the capillary COUVRETTE GEOTECHNICAL ENGINEERING, INC. Mr. Duane Systad November 23, 1992 File No. 394-01 Page 7 break to keep moisture from condensing on the bottom of the slabs. Two to four inches of sand may be placed over the vapor barrier to aid the curing of the concrete. SITE DRAINAGE Surface Drainage: The ground surface should be graded such that surface water is directed away from buildings. Water should not be allowed to stand in any area where footings, slabs, or pavement are to be constructed. The final ground surface should be sloped at a gradient of 3% minimum for a distance of at least ten feet away from buildings, except in the areas that are to be paved. Surface water should be collected by permanent catch basins and drain pipes and be discharged into a permanent storm sewer. Subsurface Drainage: Should groundwater seepage be encountered during construction, we recommend that the contractor slope the bottom of excavation and collect the water to ditches and small sump pits, from which the water can be pumped and discharged into a permanent storm drain. A footing subdrain system should be installed around the perimeter of the planned building. The subdrain should consist of a four -inch -minimum -diameter, perforated or slotted, rigid PVC pipe, laid a few inches below the bottom of the footings, with a gradient sufficient to generate flow by gravity. The footing subdrain should be tightlined to discharge into a permanent storm drain system. Under no circumstance should roof drains be connected to the footing drain system. The roof downspout drain system must be separately tightlined to discharge. The footing drain system should have a minimum of 12 inches of vertical fall before it is tied into the storm sewer system. We recommend that sufficient cleanouts be installed at strategic locations to allow for periodic maintenance of the footing and the downspout drain lines. USE OF REPORT This report is prepared for specific application to this project and is for the exclusive use of Mr. Duane Systad and his consultants and representatives. This report, in its entirety, should be provided to prospective contractors for their estimating and bidding purposes, but our report, conclusions and interpretations should not be construed as a warranty of the subsurface conditions. The scope of our services does not include services related to construction safety precautions and our recommendations are not intended to direct the contractors' methods, techniques, sequences or procedures, except as specifically described in this report for consideration in design. We have not performed any subsurface explorations at the site. ADDITIONAL SERVICES Detailed design plans for the proposed development were not available at the time this report was prepared. We recommend that CGE be retained to perform a general review of the final design and specifications for the proposed development to verify that the earthwork and foundation recommendations have been properly interpreted and reflected in the design and construction documents. We also recommend that CGE be retained to provide monitoring and testing services for the geotechnical portion of the construction work. This is to verify the subsurface conditions at the site and to observe compliance with the design concepts, specifications or recommendations. It will also allow for design changes in the event subsurface conditions differ from those anticipated prior to the start of construction. Presented in this letter are the soil and groundwater conditions of the site encountered in this subsurface exploration. Previously we performed a geotechnical evaluation for this site based on the geological and soil information indicated on a published geologic map. The purpose of this subsurface exploration is to obtained soil and groundwater data at the site to supplement our previous geotechnical evaluation. Our conclusions and geotechnical recommendations from the previous geotechnical evaluation are documented in a letter report dated November 23, 1992. The soil and groundwater conditions at the site do support our previous conclusions and recommendations. Based on the subsurface conditions at the site, it is our conclusion that the construction of the proposed residence can be achieved by conventional construction methods. It is also our opinion that the requirement of Chapter 19.05 of the Edmonds Community Development Code may be waived as the potential of soil movement or slope instability at the site and the risk of damage to the subject site or adjacent properties due to the proposed development are minimal. SUBSURFACE CONDITIONS The subsurface conditions at the site were explored with five test pits excavated by a tire - mounted backhoe to depths from 7.5 to 9.67 feet on December 28, 1992. The approximate locations of the test pits are shown on the attached Plot Plan, Figure 1. Test Pits 1 through 4 were located around the location of the proposed residence, while Test Pit 5 was located near the southwest corner of the lot where seepage had previously been reported. A geotechnical engineer from our office was Mr. Duane Systad December 30, 1992 File No. 394-01 Page 2 present during the explorations, who examined the soils and geologic conditions encountered and maintained logs of the test pits. The soils were visually classified in general accordance with the Unified Soil Classification System, a copy of which is presented in Figure 2. The logs of the test pits are attached herewith. The site is covered with a thin layer of duff. A thin layer of pea gravel fill was encountered at the surface in Test Pit 3. About 2 to 3 feet of loose sand fill were encountered in Test Pits 4 and 5. Generally, a layer of tan to tan -gray, moist, medium dense, gravelly medium -coarse sand with some cobble was encountered to a depth of about 3 to 4 feet. Underlying the gravelly sand with cobble is a gray, slightly moist, dense, medium -coarse sand with trace gravel to the depths of the test pits. The gravelly sand with cobble and the sand with trace gravel encountered at the site are advance outwash deposit. It was deposited by meltwater flowing from the advancing front of the glacier. The advance outwash consists mostly of gray, clean, well -drained, stratified gravelly sand. The sediments typically coarsen upward. Fine-grained sand and some silt are common in the lower part of the unit. The upper portion of the advance outwash may be stained by iron oxide precipitated from groundwater. Groundwater was encountered only in Test Pit 5 at a depth of 9.5 feet. We understand that seepage had been a problem near the southwest corner of the subject lot for the adjoining property, and French drain was installed along the west property line. Seepage was not observed anywhere within the lot, including the southwest corner, during our site exploration. It is likely that the installed French drain along the west property line has been draining and lowering groundwater as evidenced by the groundwater level encountered in Test Pit 5. CONCLUSIONS The advance outwash at the site is well -drained due to its granular nature and high permeability. Therefore, the erosion hazard at the site should be low. The potential for soil movement or slope instability at the site is also very low because of the dense and well -drained nature of the advance outwash. Although groundwater level may fluctuate seasonally, due to the low groundwater level encountered only in the lowest portion of the site, it is our opinion that groundwater should have little impact to the construction of the proposed development. In light of the subsurface conditions encountered in our site explorations, it is our conclusion that our previous recommendations for site development, grading and foundation design are still valid. The advance outwash in its undisturbed, unweathered state is generally medium -dense to dense, and is Mr. Duane Systad December 30, 1992 File No. 394-01 Page 3 capable of supporting light residential structures without excessive settlement. Conventional sloped cut and backfill method can be used for the construction of the below -grade portion of the structure. Footing foundations should be placed on the undisturbed, tan gravelly sand with cobble or the gray sand with trace gravel deposit. The clean advance outwash deposit of sand and gravelly sand at the site is suitable for use as structural fill. The excavated advance outwash material to be used for structural fill should be stockpiled separately from other unsuitable on -site soils and should be covered with plastic sheets to prevent rainfall infiltration.. CLOSURE The subsurface conditions at the site were explored with five backhoe test pits. The soil and groundwater conditions described herein may vary from those actually encountered at the site during construction. The nature and extent of such variations may not become evident until construction. If variations appear then, Couvrette Geotechnical Engineering, Inc. (CGE) should be retained to re- evaluate the recommendations of this and our previous reports, and to verify or modify them in writing prior to proceeding with the construction.
