April 20, 1990
TO: Jeannine Graf, Permit Coordinator
VIA: Noel Miller, Construction Engineer
FROM: Gordie Hyde, Engineering Coordinator n{
SUBJECT: CHRISTOPHILIS RIGHT-OF-WAY PERMIT
I have no opposition to this proposed work as long as 6" extruded
concrete curb is placed on existing thickened edge through the entire
project. That will enable street drainage to stay on the street and
"improvement" drainage to stay in the new system. It also will keep
cars from cutting the corner at 171st and Talbot.
City crews will relocate the street sign on the opposite corner.
It appears that drainage will not follow arrows shown on the plan, but
a combination of swale and new curb should adequately direct drainage
into the new basins.

SUBJECT: Christoplilis RW Permit

Prior to the.issuance of the subject permit the following is required.:
✓1. The proposed drainage system plan should be initialed approved.
/2. The approved site plan should show the location of the required
curbing. Specifications for curbing should be attached for the
contractor.
3. I believe a second RW permit should be required, one for the
proposed drainage system installation and one for the paving, since
two different contractors will be working on this project. Do you
concur?
4. Dan has written a note that perhaps a maintenance agreement be
required by the City for this drainage system. Has this been
submitted -and approved? Is this still a requirement?

MEMORANDUM

L
DATE: April 5, 1990
TO: Noel Miller, Project Engineer
FROM: Jeannine L. Graf, Permit Coordinator J^/,jf►F
SUBJECT: Proposed paving of right-of-way @ 17017 Talbot Road
The City has received a permit application for proposed paving of City
right-of-way at the subject location. The owner of the property Mr.
Christophilis has filed for the permit, Olds Olympic is the contractor.
The following questions have been raised but there is not enough
documentation or appropriate approvals for me to issue the permit.
1. It appears the proposed paving exceeds 2000 square feet. Although,
when the Christophilis house was built and a drainage system was
installed, it was NOT sized for future work such as this proposal. It
seems that a separate drainage system would be required. Some catch
basin information is provided but it is unclear if this is a viable
system and if it was approved by the Engineering Department.
2. Bobby Mills has attached a note which seems to be requiring that
curbing be installed. If so, where, and to what standards?
3. The plan seems to indicate be some type of structure or gate on the
west side of the brick fence. This structure should not be allowed to
encroach into City right-of-way without a street use permit.
no giyV c4vYe - on (y C GY2-j- _ O i _
4. According to street
'_use requirements, Mr. Christophilis should be
required to obtain a street use permit i he intends to use -this
right-of-way for parking etc.,AVe-eI( PfiY'VAaA-&.tit
5. I would also like Gordie Hyde to address this proposal for possible
street hazards.
Please inform me in writing of the decision on this permit.

SUBJECT: ANASTASIOS CHRISTOPHILS
On Tuesday, May 15, 1990, Dr. Bill Alley, resident of 17122 Talbot
Road, told me of his displeasure with the paving, curbing, and storm
drainage work that was done by Mr. Anastasios Christophils under
right-of-way construction permit 90-137. I told him that to the best
of my knowledge, all of the work had been done under the permit and in
conformance with the requirements. I did tell him I would perform a
site inspection to verify the situation.
On Wednesday, May 16, 1990, I called Dr. Alley back to inform him that
Mr. Christophils had indeed performed per the permit and, while the
shoulder had been eliminated, the situation was not unlike any other
typical roadway with curbs on both sides. When Dr. Alley asked me to
write a letter telling him that the roadway was safe and that no hazard
existed, I balked because it seems I would be accepting liability for
any accident that may occur there. I responded by telling him that if
he wrote a letter to me stating his concerns, I would be glad to
respond to his letter in writing. He said "you certainly will" and
hung up.

existed, I balked because it seems I would be accepting liability for
any accident that may occur there. I responded by telling him that if
he wrote a letter to me stating his concerns, I would be glad to
respond to his letter in writing. He said "you certainly will" and
hung up.
