This report summarizes the existing surface and subsurface conditions within the project site and provides opinions and recommendations regarding site development. Our services were completed in general accordance with the contract signed by you on December 17, 2004. The project site is located on sloping ground in the Eagle's Crest residential neighborhood in Edmonds. The site consists of a vacant lot between two existing single family residences. A small portion of the lot is relatively flat along 72"d Place West, and the remainder of the lot slopes steeply down to the southwest into a small ravine. The flat area is grass covered, while the sloping area is generally covered with trees and underbrush. ' Project plans include a multi -level single-family residence to be placed on the steep slope. It is our understanding that the residence will include a daylight basement and attached garage. Based on preliminary plans, it appears that the residence will cover most of the slope within the property. Specific ' plans for stormwater management were not available at the time this report was written. The City of Edmonds has required a geotechnical evaluation for this site to address construction on steep slopes. The evaluation is to include an assessment of steep slope stability and recommendations for ' foundation design. We visited the site on February 15, 2005 to evaluate site conditions with a deep soil boring and slope ' inclination measurements. In general, we encountered compact silty sand with gravel overlying relatively clean sand with gravel. We interpreted these materials to be native glacial soils. 1 Geotechnical Engineering Elkation Soyer Residential Property Edmonds, WA June 3, 2005 NGA File No. 405704 Summary - Page 2 It is our opinion, from a geotechnical engineering perspective, that the proposed single-family residential project is feasible. In our opinion, the slope is stable under current site conditions. The soils underlying ' the site exhibit high strength and are considered to have a low potential for deep-seated sliding, provided that our recommendations presented in this report are followed. We recommend deep spread footings for the downhill foundation line. The spread footings should be a minimum of five feet deep below finished grade. Shallow spread footings could be utilized for interior footings. All exposed areas on sloping ground should be protected from erosion during construction. Stormwater from impervious surfaces should be routed to an appropriate discharge location. Specific recommendations for site development are presented in the body of this report. Geotechnical Engineering Evaluation Soyer Residential Property 17016 — 72"d Place West Edmonds, Washington INTRODUCTION This report presents the results of our geotechnical engineering evaluation of the residential property designated as Lot 8 of the Eagle's Crest residential neighborhood located at 17016 — 72"d Place West in Edmonds, Washington, as shown on the Vicinity Map in Figure 1. The purpose of this study is to explore and characterize the site subsurface soil and groundwater conditions, and to provide recommendations for site development. The site consists of a single-family residential lot. Most of the property consists of steeply sloping ground. Current project plans consist of constructing a single-family residence on the slope within the central portion of the site. Cuts on the order of about 10 feet are proposed for this site. We have been requested to provide geotechnical opinions and recommendations for site development. To aid in the preparation of this report, we have been provided with an untitled, undated, plat map and untitled, undated site plan showing the proposed house location. We also have been provided with a topographic drawing by C & C Surveying titled, "Topography Survey for Halit Soyer — 17016 — 72"d Place West Project," dated March 1, 2005. Design Lines provided to us a drawing titled, "Halit A.R. Soyer — Custom Residence — Daylight Basement," dated April 26, 2005. SCOPE The purpose of this study is to explore and characterize the site surface and subsurface soil and groundwater conditions, and to provide geotechnical recommendations for the proposed single-family residence. Specifically, our scope of services includes: 1. Review available geologic and soils maps of the area. 2. Explore the site subsurface soil and groundwater conditions. The site was explored with a geotechnical boring. The drill rig was subcontracted by NGA. 3. Measure slope inclinations and construct cross sections, as necessary. 4. Document our findings, observations, and recommendations in a written geotechnical engineering report. SITE CONDITIONS Surface Conditions The site is irregular in shape covering approximately 0.1 acre. The site is bordered to the northeast by 72"d Place West. Single-family residences border the site to the northwest and southeast. Residential property borders the site to the southwest. The site layout is shown on the Site Plan in Figure 2. In general, the site occupies part of a northwest -southeast trending ravine and ridge area, with the site access at the top of the ridge. The ridge slopes steeply down to the southwest and exhibits about 30 feet of vertical relief. Tall trees and underbrush cover most of the site. We did not observe any groundwater seepage on the slope at the time of our visit. A cross section was constructed to illustrate site topography, subsurface soil conditions, and the proposed location of the residence. Cross Section A -A' is presented as Figure 3. Subsurface Conditions Geology: The geologic units for this area are shown on the geologic map titled Preliminary Surficial Geologic Map of the Edmonds East and Edmonds West Quadrangles, Snohomish and King Counties, Washington, by Mackey Smith (U.S.G.S., 1975). The site is mapped as Quaternary Vashon till (Qvt). Quaternary Esperance Sand (Qe) and Quaternary Whidbey Formation (Qw) underlie the site at depth, as indicated by the map. Vashon till generally consists of a compact mixture of clay, silt, sand, and gravel. Moderately to well - sorted, compact sand makes up most of the Esperance Sand. The Esperance Sand is interpreted to be part of a geologic deposit known as outwash, or sand and gravel deposited by flowing water. The Whidbey formation generally consists of compact clay, silt, and sand. Our explorations generally encountered NELSON GEOTECHN/CAL ASSOCIATES, INC. The ' silty sand with gravel is generally consistent with the description of the Vashon till, and the sand with silt and gravel is generally consistent with outwash materials. Explorations: The subsurface conditions within the site were explored on February 15, 2005 with one soil boring and a shallow hand auger excavation on the slope. The approximate location of our soil boring is shown on the Site Plan in Figure 2. A geologist from Nelson Geotechnical Associates, Inc. (NGA) was present during the exploration, examined the soils and geologic conditions encountered, obtained samples of the soils, and maintained a soil log. The soils were visually classified in general accordance with the Unified Soil Classification System, presented in Figure 4. The soil boring log is presented as Figure 5. We present a brief summary of the subsurface conditions in the following paragraph. For a detailed description of the subsurface conditions, the soil logs should be reviewed. About 0.5 feet of topsoil was encountered at the surface in the exploration. In general, we encountered compact silty sand with gravel in the upper 18 feet of our soil boring. We encountered compact sand with silt and gravel from 18 feet to 31.5 feet in our exploration. Hydrologic Conditions Moist soil conditions were encountered at depth. We did not encounter groundwater seepage in our exploration. However, perched water could occur on top of the compact silty soils during extended periods of wet weather. Perched water occurs when surface water infiltrates through more permeable soils and accumulates on top of underlying, less permeable soils. The more permeable soils consist of the thin layer of topsoil. The less permeable material consists of the compact silty soils. Perched water does not represent a regional groundwater table within the upper soil horizons. Perched water tends to vary spatially and is dependent upon the amount of rainfall. We would expect the amount of groundwater to decrease during drier times of the year and to increase during wetter periods. NELSON GEOTECHN/CAL ASSOCIATES, INC. Geotechnical Engineering Eftation Soyer Residential Property 17016 — 72nd Place West Edmonds, WA June 3, 2005 NGA File No. 405704 Page 4 SENSITIVE AREA EVALUATION Erosion Hazard The criteria used for determining erosion hazards includes soil type, slope gradient, vegetation cover, and groundwater conditions. The erosion sensitivity is related to vegetative cover and the specific surface soil types, which are related to the underlying geologic soil units. The Soil Survey, Snohomish County Area, Washington, by the Soil Conservation Service (SCS) was reviewed to determine the erosion hazard of the on -site soils. The surface soils mapped on this site were classified by the SCS classification system as Alderwood-Urban land complex (2 to 8 percent slopes) and Alderwood-Everett gravelly sandy loams (25 to 70 percent slopes). We interpreted site conditions to more closely relate to the Alderwood-Everett soils. The Alderwood-Everett soils are described as having a high erosion hazard when stripped of vegetation. All undisturbed, vegetated areas should have a low to moderate hazard for erosion, depending on how surface water is controlled on the site. Seismic Hazard We reviewed the 2003 International Building Code (IBC) seismic site conditions. Since medium dense to dense soils were encountered underlying the site at depth, the site conditions best fit the IBC description for Soil Class D. Hazards associated with seismic activity include liquefaction potential, amplification of ground motion, and increased sliding potential in areas of sloping ground. Liquefaction is caused by a rise in pore ' pressures in a loose, fine sand deposit within the groundwater table. Amplification of ground motion is usually caused by the presence of soft, wet soil deposits. It is our opinion that the compact soils interpreted to underlie the site have a low potential for liquefaction or amplification of ground motion. Also, deep-seated sliding potential of the site slopes should not be increased by a design seismic event due to the high strength of the site soils. The potential for shallow slough -type movement on the slopes could be increased if a significant seismic event is experienced when the surface soils are wet. NELSON GEOTECHN/CAL ASSOCIATES, INC. Geotechnical Engineering Eflation 0 Soyer Residential Property 17016 — 72nd Place West Edmonds, WA June 3, 2005 NGA File No. 405704 Page 5 Landslide Hazard/Slope Stability The criteria used for the evaluation of potential landslide hazards include soil type, slope gradient, and groundwater conditions. The sloping ground at the site had an inclination up to 27 degrees, or 50 percent. Recent sliding within this area was not evident. The soils within the steep slope are inferred to consist of compact sandy soils that typically have good strength. We did not observe signs of deep-seated slope failures. Accordingly, it is our opinion that there is not a significant potential for deep-seated slope instability within these slopes. Relatively shallow failures as well as surficial erosion are natural processes and are to be expected on these slopes. It is our opinion that while there is potential for erosion, soil creep, and shallow failures on the steep slope, there is not a significant potential for deep-seated slope failure under current site conditions. Proper site grading and drainage should help maintain current slope stability conditions. Protection of steep slope areas should be performed as required by the City of Edmonds. Vegetation on the slope should be managed such that the soils are not exposed and allowed to erode. CONCLUSIONS AND RECOMMENDATIONS General It is our opinion, from a geotechnical standpoint, that the proposed residence construction is compatible with site conditions, provided that all of our recommendations for site development are incorporated into the design and followed during construction. It is also our opinion that the soils that underlie the site and form the core of the site slopes should be stable with respect to deep-seated earth movements. The residence could be supported on conventional spread footings, provided that the foundation excavations are advanced through any surficial topsoil or soft material and extended into medium dense or better native soils. Furthermore, we recommend that the downhill footing lines be extended a minimum of five feet below finished grade to key the residence into the slope and reduce sliding potential. All footings, including pier pads, should be structurally tied together to form a rigid system. NELSON GEOTECHN/CAL ASSOC/A TES, INC. We recommend that temporary cuts be sloped back for worker safety as recommended in the Temporary and Permanent Slopes subsection. If the recommended inclinations could not be maintained, temporary shoring should be considered. Also, grading on the site should be performed in a fashion that maintains slope stability, not reduce it. We should be retained to review final grading plans and observe earthwork. Water from the surrounding area at the site should be routed around the planned foundation excavation to reduce the potential for erosion and cut slope failure. The steep slopes should be protected from erosion. Vegetation should cover sloping ground to reduce the potential for erosion. Stormwater runoff should be routed to an appropriate discharge location. Specific recommendations for erosion control and slope protection are presented in this report. We recommend that stormwater runoff from impervious surfaces be routed to an appropriate stormwater system. Stormwater discharge from impervious surfaces should be subject to City of Edmonds regulations. Stormwater should not be allowed to flow uncontrolled over site slopes. Most of the soils underlying this site are considered moisture -sensitive and will disturb easily when wet. To lessen the potential impacts of construction on the slope and to reduce cost overruns and delays, we recommend that construction take place during the drier summer months. Erosion Control and Slope Protection Measures The erosion hazard for the on -site soils is considered high for exposed soils, but actual erosion potential will be dependent on how the site is graded and how water is allowed to concentrate. Best Management Practices (BMPs) should be used to control erosion. Areas disturbed during construction should be protected from erosion. Measures taken may include diverting surface water away from the stripped areas. Silt fences or straw bales should be erected to prevent muddy water from flowing over the site slopes. Disturbed areas should be replanted with vegetation at the end of construction. The vegetation should be maintained until established. Final grading should incorporate appropriate erosion control measures to route stormwater runoff to an appropriate discharge location. NELSON GEOTECHN/CAL ASSOCIATES, INC. Specifically, we recommend that the slope not be disturbed or modified through placement of any fill or the removal of any soil outside the approved development areas. Replacement of vegetation on the slope should be performed per City of Edmonds regulations. Site Preparation and Grading Site preparation should consist of stripping any topsoil, undocumented fill, or loose soils to expose medium dense or better native material in foundation, pavement, and slab -on -grade areas. The stripped material should be hauled off -site and not stockpiled on site. If the ground surface, after stripping, should appear to be loose, it should be compacted to a non -yielding condition. Areas observed to pump or weave during compaction should be reworked to structural fill specifications or over -excavated and replaced with properly compacted structural fill or rock spalls. If significant surface water flow is encountered during construction, this flow should be diverted around areas to be developed and the exposed subgrade maintained in a semi -dry condition. Most of the soils underlying this site are considered moisture -sensitive and will disturb easily when wet. To lessen the potential impacts of construction on the slope and to reduce cost overruns and delays, we recommend that construction take place during the drier summer months. If construction takes place during the wet season, additional expenses and delays should be expected. Additional expenses could include additional erosion control and temporary drainage measures to protect the slope, placement of a blanket of rock spalls to protect exposed subgrades, and the need for importing all-weather materials for structural fill. Temporary and Permanent Slopes Temporary cut slopes are proposed for the construction of the foundation and retaining walls of the daylight basement area. The temporary excavation for the back wall of the daylight basement will be up to approximately ten feet in height. Final grading plans were not available at the time this report was prepared. Stability of cut slopes is a function of many factors, such as the type and consistency of soils, depth of the cut, surcharge loads adjacent to the excavation, length of time a cut remains open, and the presence of surface or groundwater. It is exceedingly difficult under these variable conditions to pre - NELSON GEOTECHN/CAL ASSOC/A TES, INC. Therefore, it should be the responsibility of the contractor to maintain safe slope configurations, since the contractor is continuously at the job site, able to observe the nature and condition of the cut slopes, and able to monitor the subsurface materials and groundwater conditions encountered. The following information is provided solely for the benefit of the owner and other design consultants and should not be construed to imply that Nelson Geotechnical Associates, Inc. assumes responsibility for job site safety. Job site safety is the sole responsibility of the project contractor. We recommend that temporary cuts in the on -site, medium dense weathered soils near the surface be no steeper than 1.5 Horizontal to 1 Vertical (1.5H:IV). We recommend that temporary cuts in the on -site, dense to very dense unweathered soils be no steeper than 1H:1V. If groundwater conditions are encountered, we would expect that flatter inclinations would be necessary. We recommend that cut slopes be protected from erosion. Such protection measures may include covering cut slopes with plastic sheeting and diverting surface runoff away from the top of cut slopes. We do not recommend vertical slopes for cuts deeper than four feet, if worker access is necessary. We recommend that cut slope heights and inclinations conform to appropriate OSHA/WISHA regulations. If these temporary inclinations are not feasible due to boundary constraints and/or soft and wet conditions, temporary shoring or a combination of safe slope inclination and shoring should be considered. Permanent cut and fill slopes should be no steeper than 2H:1V. However, flatter inclinations may be required in areas where soft soils are encountered. Permanent slopes should be vegetated and the vegetative cover maintained until established. Structural Fill General: Fill placed beneath foundation footings, slabs, pavement, or other settlement -sensitive structures should be placed as structural fill. Structural fill, by definition, is placed in accordance with prescribed methods and standards, and is monitored by an experienced geotechnical professional or soils technician. Field monitoring procedures would include the performance of a representative number of in - place density tests to document the attainment of the desired degree of relative compaction. The area to receive the fill should be stripped of topsoil and organic material and be thoroughly compacted to a non - NELSON GEOTECHN/CAL ASSOC/A TES, INC. Sloping areas to receive fill should be benched for added stability. The benches should be level and have a minimum width of four feet. Materials: Structural fill should consist of a good quality, granular soil, free of organic material and other deleterious material, and be well -graded to a maximum size of about three inches. All-weather fill should contain no more than five -percent fines by weight (soil finer than U.S. No. 200 sieve, based on that fraction passing the U.S. 3/4-inch sieve). The use of the majority of on -site soils as structural fill should generally be feasible provided that this material can be moisture -conditioned to near -optimum moisture content for compaction. The use of the on -site soils as structural fill will be very difficult, if not impossible, in wet conditions. We are available to evaluate the suitability of the soils intended for use as structural fill and to provide recommendations for soil conditioning or alternative materials as necessary. Fill Placement: Following subgrade preparation, placement of structural fill may proceed. All backfilling should be accomplished in uniform lifts up to eight inches thick. Each lift should be spread evenly and be thoroughly compacted prior to placement of subsequent lifts. All structural fill should be compacted to a minimum of 95 percent of its maximum dry density. Maximum dry density, in this report, refers to that density as determined by the ASTM D-1557 Compaction Test procedure. The moisture content of the soils to be compacted should be within about two percent of optimum so that a readily compactable condition exists. It may be necessary to over -excavate and remove wet soils in cases where drying to a compactable condition is not feasible. All compaction should be accomplished by equipment of a type and size sufficient to attain the recommended degree of compaction. ' Foundations Residence foundations could consist of conventional spread footings resting on the native compact soils ' interpreted to underlie the site. We recommend that the downhill foundation line extend a minimum of five feet below finished grade for soil bearing considerations as well as erosion and surface sliding hazard considerations. Shallow spread footings could be utilized for the remainder of the residence. All footings should be structurally tied together to form a rigid system. ■ Where loose soils are encountered at footing subgrade elevation, the loose materials should be over - excavated to expose suitable bearing soil. If footings are supported on structural fill, the ' fill zone should extend outside the edges of the footings a distance equal to one-half of the depth of the over -excavation below the bottom of the footings. Our exploration indicated competent native soil should typically be encountered within one to two feet below the existing ground surface. We recommend a depth of five feet below finished grade for the downhill foundation line. These footings should bear directly on the native material. Other footings should extend at least 18 inches below the ' lowest adjacent finished ground surface for frost protection and bearing capacity considerations. Minimum foundation footing widths of 15 inches should be used for continuous spread footings for two- story structures per International Building Code (IBC). Isolated footing pads should be a minimum dimension of 24 inches. Footings should also be sized based on anticipated loads and allowable soil ' bearing pressure. Standing water should not be allowed to accumulate in footing trenches. All loose or disturbed soil should be removed from the foundation excavation prior to placing concrete. ' For foundations constructed as outlined above, we recommend an allowable design bearing pressure of not more than 2,000 pounds per square foot (psf) be used for the footing design for footings founded on the medium dense or better soils or structural fill extending to the native competent material. A design bearing pressure of 3,000 psf could be used for retaining wall footings with a minimum width of three ' feet placed on undisturbed, compact, native soils. A representative of our firm should evaluate the foundation bearing soil. We should be consulted if higher bearing pressures are needed. Current ' International Building Code (IBC) guidelines should be used when considering increased allowable bearing pressure for short-term transitory wind or seismic loads. Potential foundation settlement using ' the recommended allowable bearing pressure is estimated to be less than one inch total and 1/2 inch differential between adjacent footings or across a distance of about 20 feet, based on our experience with I similar projects. ' Lateral loads may be resisted by friction on the base of the footing and passive resistance against the subsurface portions of the foundation. A coefficient of friction of 0.35 may be used to calculate the base ' friction and should be applied to the vertical dead load only. Passive resistance may be calculated as a triangular equivalent fluid pressure distribution. An equivalent fluid density of 250 pcf should be used for passive resistance design for a level ground surface adjacent to the footing. For sloping ground not steeper than 2H:1 V we recommend a passive resistance of 150 pcf. These recommended values incorporate safety factors of 1.5 and 2.0 applied to the estimated ultimate values for frictional and passive resistance, respectively. To achieve this value of passive resistance, the foundations should be poured "neat" against the native medium dense soils or compacted fill should be used as backfill against the front of the footing. We recommend that the upper one foot of soil be neglected when calculating the passive resistance. Slabs -on -Grade Slabs -on -grade, if utilized, should be supported on subgrade soils prepared as described in the Site Preparation and Grading subsection of this report. We recommend that all floor slabs be underlain by at least 6 inches of free -draining sand or gravel for use as a capillary break. We recommend that the capillary break be hydraulically connected to the footing drain system to allow free drainage from under the slab. A suitable vapor barrier, such as heavy plastic sheeting (6-mil minimum), should be placed over the capillary break material. An additional 2-inch-thick sand blanket may be used to cover the vapor barrier. This sand blanket is to protect the vapor barrier membrane and to aid in curing the concrete. Retaining/Basement Walls We have been informed that basement walls are planned for the new residence. The lateral pressure acting on subsurface retaining walls is dependent on the nature and density of the soil behind the wall, the amount of lateral wall movement which can occur as backfill is placed, wall drainage conditions, and the inclination of the backfill. For walls that are free to yield at the top at least one thousandth of the height of the wall (active condition), soil pressures will be less than if movement is limited by such factors as wall stiffness or bracing (at -rest condition). We recommend that walls supporting horizontal backfill and not subjected to hydrostatic forces, be designed using a triangular earth pressure distribution equivalent to that exerted by a fluid with a density of 35 pcf for yielding (active condition) walls, and 50 pcf for non - yielding (at -rest condition) walls. These recommended lateral earth pressures for a drained backfill are based on the assumption of a horizontal ground surface behind the wall for a distance of at least the subsurface height of the wall, and do not account for surcharge loads. This would include the effects of traffic loads, floor slab loads, foundation loads, slopes or other surface loads. The lateral pressures on walls may be resisted by friction between the foundation and subgrade soil, and by passive resistance acting on the below -grade portion of the foundation. Recommendations for frictional and passive resistance to lateral loads are presented in the Foundations subsection of this report. Site Drainage Surface Drainage: The finished ground surface should be graded such that stormwater is directed away from structures. Water should not be allowed to stand in any area where footings, slabs, or pavements are to be constructed. Final site grades should allow for drainage away from the structure. If possible, we suggest that the finished ground be sloped at a minimum gradient of 3 percent for a distance of at least 10 feet away from the structure. Surface water should be routed to an appropriate discharge location. Stormwater runoff from impervious surfaces should be collected in catch basins and yard drains and routed away from sloping ground and into solid drainpipe to minimize the potential for soil erosion. Stormwater runoff plans should conform to City of Edmonds regulations. If a crawl space is utilized under the residence, the ground surface in the crawl space should be sloped to a low point and covered with crushed rock. Water generated in the crawl space should be collected in a solid pipe and routed into the stormwater system or to an approved location. Subsurface Drainage: If perched or groundwater is encountered during construction, we recommend that the contractor slope the bottom of the excavation and collect the water into ditches and small sump pits where the water can be pumped out and routed to an appropriate discharge location. We recommend the use of footing drains around the residence and behind all retaining walls. Footing drains should be installed at least 1-foot below planned finished floor elevation. The drains should consist of a minimum 4-inch-diameter, rigid, slotted or perforated, PVC pipe surrounded by free -draining material wrapped in a filter fabric. We recommend that an 18-inch-wide zone of clean (less than 3 NELSON GEOTECHN/CAL ASSOCIA TES, INC. Pea gravel is an acceptable drain material or drainage composite may also be used instead. The free -draining material should extend up the wall to 1-foot below the finished surface. The top foot of soil should consist of impermeable soil placed over plastic sheeting or building paper to minimize surface water or fines migration into the footing drain. Footing drains should discharge into tightlines leading to an appropriate collection and discharge point with convenient cleanouts to prolong the useful life of the drains. Roof drains should not be connected to footing drains. USE OF THIS REPORT NGA has prepared this report for Mr. Halit Soyer and his agents, for use in the planning and design of the proposed single family residence on this site only. The scope of our work does not include services related to construction safety precautions and our recommendations are not intended to direct the contractors' methods, techniques, sequences, or procedures, except as specifically described in our report for consideration in design. There are possible variations in subsurface conditions between the explorations and also with time. Our report, conclusions, and interpretations should not be construed as a warranty of subsurface conditions. A contingency for unanticipated conditions should be included in the budget and schedule. We recommend that NGA be retained to provide monitoring and consultation services during construction to confirm that the conditions encountered are consistent with those indicated by the explorations, to provide recommendations for design changes should the conditions revealed during the work differ from those anticipated, and to evaluate whether or not earthwork and foundation installation activities comply with contract plans and specifications. All people who own or occupy land on hillsides should realize that landslide movements are always a possibility, although the likelihood is low that such an event .will actually occur. The slope should be periodically inspected by the landowner, especially after a winter storm. If distress is evident, a geotechnical engineer should be contacted for advice on remedial/preventative measures. The probability that landsliding will occur is substantially reduced by the proper maintenance of drainage measures at the site. Therefore, the landowner should recognize the responsibility for performing such maintenance. Consequently, we recommend that a copy of our report be provided to any future landowners if the NELSON GEOTECHN/CAL ASSOCIATES, INC. Report dated June 3, 2005, Letter dated August 18, 2005 Dear Ms. Coccia: In accordance with your request and authorization, our firm has completed a Peer Review of the report titled, "Geotechnical Engineering Evaluation, Soyer Residential Property, Edmonds, Washington, Prepared for Mr. Halit Soyer". The report was prepared by Nelson Geotechnical Associates, Inc. and is dated June 3, 2005. We also reviewed the letter prepared on August 18, 2005 by Nelson Geotechnical Associates, Inc., titled, "Geotechnical Engineering Letter, Critical Areas and Plan Review, 17020 - 72"4 Place West, Edmonds, Washington, NGA File No. 405704". Our review of documents included the building plans titled, "Custom Residence, Daylight Basement, for Halit A. R. Soyer, 22910 - 90'h Avenue W, #13-25, Edmonds, WA 98028, drawn on May 16, 2005 and revised on August 18 2005, by Design Lines of Everett. WA and the untitled and undated site plan (that was resubmitted to the City of Edmonds on September 6, 2005) that was provided to our firm by your office. Our scope of work included review of these documents, as well as review of the published geologic information for the site vicinity and review of the Critical Areas Report Requirements and development standards for Geologically Hazardous Areas, Sections 23,40.090 and 23.80 from the Edmonds Community Development Code. In addition, we conducted a slope reconnaissance at the site to assess the surface conditions. No subsurface exploratory work was conducted as a part of this review. The site is currently undeveloped. A steep (up to 50 percent) slope is located on the majority of the property, and is fairly heavily vegetated with trees and brush. As we conducted our limited slope traverses we looked for any signs that would indicate past slope failures or features indicating possible future instability. Our site reconnaissance revealed some surficial sloughing of the on -site soils, but no areas of down -dropped material, tension cracks, or scarps that would be indicative of deep-seated failure were noted. The trees on the site appeared to be growing fairly straight, with no obvious bowing or bending of the trunks. It is also our opinion that the current plans generally conform to the recommendations presented in the geotechnical report and follow up letter. It should be understood, that due to natural geologic processes such as weathering and erosion due to precipitation, drying, wind, and other natural weathering processes, that the slope areas within the property will slowly retreat toward the east, however these are generally long term processes that will likely have a limited affect on the building during the design life of the structure (50 to 75 years maximum), provided proper drainage and erosion control features are implemented. Erosion and retreat of the slope is typically maintained at a relatively low rate with this type of slope environment, if the natural vegetation is left in place, to the greatest extent possible (outside areas designated for landscaping and structural development) and landscaping and other permanent erosion control features are in place. It should be noted that the rate of slope retreat may accelerate if shallow slides and slope movement take place without proper mitigation. Typically erosion of exposed soils will be most noticeable during periods of rainfall and may be controlled by the use of normal temporary erosion control measures, i.e., silt fences, hay bales, mulching, control ditches or diversion trenching and contour furrowing. Erosion control measures should be in place before the onset of wet weather. permanent erosion control features should be in place following completion of construction, prior to the subsequent wet weather season. All areas stripped of vegetation should be re -planted with rapid growing species. If root systems will not be well established before the onset of wet weather, placement of Jute Mat or geofabrics should be considered in conjunction with re -planting. proper long term erosion control and surface water runoff control measures should be implemented to help maintain stability of surface slope soils and reduce the chance for surface sloughing. The recommendations presented in the referenced geotechnical documents, regarding drainage and erosion control measures, should be followed. We hope that this letter provides the information required at this time.
