Street Overlay. Approximately 5 years ago, we developed a citywide street overlay program that divided the City into zones for a systematic approach to prioritizing and accomplishing street overlays. At that time, the zone that your neighborhood is in was programmed for overlays in the 2006 to 2007 timeframe. There were also a number of other high priority streets in your zone that were in far worse condition than the streets in your neighborhood. With the voter approval of initiative I-776 in November 2002, the City of Edmonds lost about 46% of our recurring annual revenues to our transportation/street capital projects program. As a result, we had to make drastic reductions in our street overlay program. To put this into perspective, in 2001 and 2002, we accomplished about $2,045,000 of overlays, or a little over $1,000,000 per year. Since the passage of I-776 (i.e., in the four years from 2003 through 2006), we have only been able to accomplish a total of about $1,075,000 in overlays, or less than about $270,000 per year. As a result, we have fallen several years behind the plan we developed in 2001, and during this time the condition of our streets has continued to deteriorate. On the positive side, however, in June of this year, the Edmonds City Council adopted a new policy that will dedicate additional City revenues to the transportation/streets capital projects. Subject to City Council approval of our revised 6-year capital improvement plan and our capital budget, we are expecting that we will have an average of about $750,000 to $800,000 per year for street overlays over the next 5 or 6 years. • Incorporated August 11, 1890 • 11 .. Unfortunately, I can't tell you just yet when your streets may be scheduled for overlay. However, in the next couple months, we will be re-evaluating the condition and priority of our streets, and developing a new 5 to 6 year street overlay plan and priority list that incorporates the City Council's recently adopted funding policy. We hope to have our updated plan completed by early November. If you will check back with Noel Miller, Public Works Director, at 425 771 0235, or me at 425 771 0220, in early November, we hope to be able to tell you then when you might expect your streets to be overlaid. Walkway. The public right of way along Olympic View Drive in this location is within the Lynnwood city limits. The City of Lynnwood has a major roadway improvement project under design that will install sidewalks on both sides of Olympic View Drive from 76th Avenue W to 168th Street SW, including the specific area where you are requesting a paved walkway. Jesse Perrault, the Lynnwood Project Manager, has informed me that, subject to obtaining the necessary funding, they hope to begin construction on their project in the summer of 2007. He also asked me to let you know that their project also includes a left -turn lane for 170th Place SW and a new lighted crosswalk on Olympic View Drive at 172"a Street SW. I also talked with the neighbor, Vance Spangler, about this and the children playing late at night. This is a problem with the neighbor, and is not a safety problem. I did not ask to have the hoop removed, but they will try to control the late night playing. Vance Spangler is a school teacher at Terrace Junior High and has had problems before with his neighbor. He will try to con- trol the kids.
