CITY OF EDMONDS
PLANNING DMSION
June 15, 1992
TO: JEFFREY S. WILSON, AICP, CURRENT PLANNING SUPERVISOR
FROM: JOHN BISSELL, CODE ENFORCEMENT TECHNICIAN
SUBJECT: CRITICAL AREAS STUDY FACTS AND CONDITIONS
CA-55-92 Lot located at 17024 76th Av. W.
Bob and June Drew have submitted critical areas checklist for their property located at 17024 76th Ave.
W. A stream passes along the west end of the subject property. The stream is mapped on the Critical
Areas Map and is labeled as a class 2b stream. The 2b classification requires a twenty five foot buffer
from the top of the bank of the stream and a 15 foot building setback from the edge of the buffer.
Therefore the Planning division required that the applicant provide the City with a critical area study
which delineated the edge of the bank of the stream and showed that the proposed construction would
meet the required stream setbacks.
The applicant provided the City with a site plan drawn by the Applicant's architect, Rick Anderson.
This site plan delineated the edge of the stream, the stream buffer and the building setback. Jeffrey
Wilson of the Planning Division and Don Feine of the Engineering Division inspected the site and agreed
that the information that the applicant provided was sufficient for the study.
Therefore I recommend that the following condition be required with the approval of a building permit
for the subject site:
1. The applicant provide the City with a Native Growth Protection Easement for the portion of the
property within 25-feet of the stream bank. As shown on the study site plan (reviews 6/2/92). This
easement must state that no construction or alteration of the 25 foot stream buffer is allowed. This
easement must be recorded with the Snohomish County Recorder's office prior to the issuance of a
building permit.
2. The applicant must provide the City with an easement stating that no structures are allowed to be
built within 15 feet of the 25 foot stream buffer. This easement must be recorded with the
Snohomish County Recorder's office prior to the issuance of a building permit

SUBJECT: SEWER PUMP ODOR PROBLEM AT 17024 - 76TH AVE. W.
On January 15, 1992, Everett Akau and I visited Mrs. Diane Broughton
to investigate her odor problem. We checked her vents and found no
odors. We then checked her crawl space for possible leaks and there
were none. We also checked the pump tank which was buried and it also
had no odor coming out of the tank.
I feel that there is no odor coming from this house as the trunk line
is not connected directly to allow odors to back up into the vent as
they have a pressure line.

Dear Mr. Miller,
-'Matra r! 1992

... WON S DEPT.
Thank you very much for sending Ron Holland and Everett Allen
to my house yesterday to check the sewer system on my. property.
To` no one's surprise, I guess, but to my relief, they found
nothing ithat would indicate malfunction.
Mr. Holland said the odor would be fairly constant if it were
originating here, and it would be responsive to activity in my
own plumbing, which is not the case.
Everett showed me where the pump is buried, explained they
are not allowed to unearth it on private property, but told me
there was no evidence of anything that would justify digging it up.
The ground there is undisturbed, there is no odor coming from it,
and there's been no backup in my tub or toilets.
Mr. Holland also explained that with the trap that would have been
used when my sewer was connected to the main line, and the
electric tite-line pump I have, I wouldn't be getting backup gases
from the main line on 76th. That was good to hear too.
Could I get something on paper showing that they were here, a
memo, form, whatever, confirming the inspection and finding
nothing that would indicate trouble with my sewer.? Just some-
thing I could wave like an exorcist's cross at Lynnwood's Public
Works people the next time they're pressuring me to go through
and on my house to check it out?
Again, I do want to express my gratitude to you, to Mr. Hahn,
and the two ,inspectors who came here. I really appreciate it.
Sincerely,
Diane Broughton
