The City has reviewed your concerns about the drainage pipeline adjacent to your respective
properties. The drainage pipeline in question is located on private property and within a City
utility easement granted to the City for the installation, operationl- and maintenance of a sanitary
and/or storm sewer. Even though the drainage pipeline (which could be considered also a
storm sewer) is within the utility easement granted to the City, I find that the drainage pipeline is
privately owned based on the following information:
1 . When the sanitary sewer was constructed in 1969 by a local improvement district
(L.I.D.), City records show that a drainage pipeline did not exist at the time and that only
a sanitary sewer pipeline was constructed by the City as part of the L.I.D. The City
drawing does show that a small creek ran down the hillside parallel to the sanitary sewer
beginning approximately 440 feet east of 76 1h Avenue West.
2. The existing drainage pipe carries primarily groundwater along with surface runoff from
one of the adjoining properties. The pipeline does not carry any stormwater runoff from
public streets.
3. 1 find no records in the city files showing that the city constructed this pipeline; or, that a
developer constructed and deeded the pipeline to the City; or, a drawing depicting this
pipeline as a City drainage pipe. Please be aware When infrastructure improvements
are made by private parties with the intention that they be accepted by the City, aformal
dedication process is required.
4. No general benefit to the public exists from existence of this drainage pipeline. Benefits
exist exclusively to the adjoining property owners since the pipeline conveys
-groundwater from a localized area of private property on the hillside and serves as a
point of connection for one residential property, as can best be determined by City field
investigations and records.
Therefore, the City considers this drainage pipeline to be private and the maintenance

drainage pipeline, the ownership and maintenance remains with the property owners who
benefit from this drainage pipeline. This situation is analogous to a private roadway which
provides a benefit of access to a limited number of property owners.
Please note that City records show that this is the natural drainage course for the properties that
are adjacent to the pipeline. Thus, properties that subsequently developed have an inherent
right of connection as long as either the rate of stormwater/runoff from the property does not
increase from the predevelopment runoff rate; or adequate downstream conveyance capacity is
provided.
Lastly, if any excavation work is planned to repair or modify the existing drainage system, -
please notify the City Development Services Department prior to starting the work so that they
can be advised of the work and determine whether a City permit is required.

Dear Mr. Campbell:
Following your request, an engineering geologist from our office made several site visits
to the subject lot just south of the Meadowdale area in Edmonds, Washington. The
purpose of our site work was to evaluate the exposed subgrade conditions and to explore
the subsurface soils in order to prepare recommendations for foundation design and
construction. The scope of our work involved making an initial site evaluation and the
subsequent excavation of several test pits around the proposed house area.
Our initial site visit was made on November 8, 1988. At that time, the house excavation
varied from an at -grade condition along the west side to an approximately four to seven
foot cut along the upper east side of the proposed residence. Foundation forms were in -
place on the saturated subgrade on that date. Based on this initial examination, it
appeared that the building pad was underlain by some miscellaneous fills and coluvium
from upslope areas. We observed that seepage flowing down the slope had been
channeled into several rock -lined ditches going around the proposed house pad area.
Some additional seepage was entering the excavation along the toe of the four to six foot
deep cut in the uphill side of the excavation. Following our initial site visit, we
recommended that test pits be excavated around the proposed, house area to define the
subsurface soil conditions.

On November 10, 1988, a backhoe was utilized to excavate four test pits around the
building pad ar " ea. Based on these test pit observations, we observed that some loose
organic fill and "slope wash" colluvium was present beneath the western part of the pad.
No fill or organic soils were observed under the east edge of the existing excavation. This
area is underlain by firm clean to silty sands. However, some loose soils and organics
were observed under the west edge of the house. The depth of these unsuitable soils
varied from about two feet in the southwest corner up to about 5.5 feet at the northwest
corner of the house. Soils in the northwest corner varied from silty sands to organic rich
sandy layers which may be somewhat compressible.
Based on these conditions, we recommend the following foundation alternatives.
Foundations will need to be extended below the somewhat compressible scattered organic
horizons observed under the west side of the house in our test pits. Several alternative
foundation construction procedures are possible. Foundations may be "trenched" down
through the organic layers to a depth of 2 to 5.5 feet along the west side and be backfilled
with "lean" concrete mix. These excavations should be a minimum of 12 inches wide and
should be "stepped" down along the fill/colluvium contact with the firm underlying native
soils.
Alternatively, the entire subgrade or footing areas may be overexcavated and replaced
with washed rock or clean quarry rock as needed. These excavations may be made
beneath all footings and should be extended laterally a distance equal to one-half of the
depth of the over -excavation required. The over -excavation should extend beyond both
sides of the footing. For a four foot deep over -excavation below grade, a total minimum
trench width of about five feet would be needed prior to backfilling with clean gravel.
Alternatively, the entire wedge of unsuitable organic soil under the western house area
can be removed and footings can then bear on the resulting grade.
Foundations based on the firm native soils present beneath the pad area or on the
trenches backfilled with structural fill or lean concrete as described above may be
designed for an allowable bearing capacity of 2,000 pounds per square foot. Settlements
induced by this building load should be relatively minimal and should not exceed
approximately 1/4 inch differently.
An adequate drainage system will need to be provided around the house to protect it
from surface and subsurface water flows from upslope areas. Seepage was observed at
the proposed crawl space level during both site visits. The seepage will need to be
collected on the uphill side of the house and channeled to appropriate discharge facilities
so as not to create a condition of ponded water in the crawl space level.
Any lower level retaining walls will need to be provided with, a drainage blanket adjacent
to the wall which is connected to a footing drain around the wall footing. The surface
grade around the house should be sloped back so that water flows away from the
structure.

After review of the subject building permit application, we have the
following comments:
1) Construction hours are: WEEKDAYS 7:00am to 10:00pm
WEEKENDS/HOLIDAYS 10:00am to 6:00pm
2) A Right -of -Way construction permit is required for any work on
City property.
3) Connection to City water system required.
4) Connection to City sanitary sewer system required; obtain separate
permit.
5) Water and sewer lines to be separated by 10 foot minimum.
6) Driveway must be,paved a minimum of 20 feet back from City
right-of-way; separate permit required.
7) Driveway slope not to exceed 14%.
8) Back water valve required if downstairs plumbing is below
elevation of upstream manhole.
9) Builder/Owner responsible for containing all temporary runoff and
erosion control on site. Construction may not impact neighboring
properties in any way.
10) No burning of construction refuse without approval from Fire Dept.
11) Street to be kept clean of debris, dirt, mud, and construction
materials. Contractor responsible. for dust control.
12) Inspection required on drainage system, catch basin installation,
driveways, and sidewalks. A final engineering inspection is
required prior to the building division granting occupancy.
