(206) 726-9716 Subject Steve & Peggy Lee Residence, 17110 - 74th Ave. W., Edmonds, WA 98026 It is my understanding that you have been unable to get the neighbor to the west of the above property to agree to honor the terms of the storm water easement on file with the City of Edmonds. As such you have requested an alternate to the original design I presented. I have contacted Neil H. Twelker who was the soils engineer, and in his original report dated October 15, 1990 had stated in conclusion 7., that he did not want any water being directed into an infiltration pit. He now clarified that this was not meant to preclude the use of a "sheetflow simulator", otherwise known as a spreader trench. Key in his mind is that the trench remains open at the top so water can overflow and is not forced under pressure into the ground. I have revised my original sheet 2 of 2 to add this as an option. It is attached to this letter. Also attached is a detail of the king County standard spreader trench. The idea is to provide at least 50' to spread out the flow. It is important to note that the area now occupied by the neighbor's house ls clearly shown on the original sewer drawings on file at the City as a drainage for this property. The spreader trench should infiltrate a significant portion of the flow since I was unable to fill my -test hole fast enough with water to get an infiltration rate. The top 3-4 feet is a very clean sand. I do recommend that a stub for the drain proposed to the west be installed so that if the sheetflow causes the neighbor to change their mind, that the pipe can be run easily. Should the City of Edmonds have any questions please have them contact me at the above number. 79 f WASH, 0 A14 C 795 N EXPRES V(.b(vt t. Rick Heide, P.E. THE PROPOSAL IS UNDER REVIEW WITH FILE V-96-47. I have had the opportunity to visit the site and review the environmental checklist, copies of which are filed in the official file for this permit. My analysis of the subject proposal includes review of Goals and Policies from the City's Comprehensive Plan and Development Standards as contained in the Edmonds Community Development Code. The proposed development, a variance to increase the permitted height of a new single family home from 25 feet to 29 feet, will regulated by the variance process and any conditions that might be -placed on the project may be placed on the Variance. An environmental impact statement (EIS) must be prepared for all, proposals with probable significant adverse impacts on the quality of the environment. The purpose of this checklist is to provide -information to help you and the agency identify impacts from your proposal (and to reduce or avoid impacts from the proposal, if it can be done) and to help the agency decide whether an EIS is required. Instrucfionsfor Applicanis. This environmental checklist asks you to describe some basic information about your proposal. Governmental agencies use this checklist to determine whether the environmental impacts of your proposal are significant, requiring preparation of an EIS. Answer the questions briefly, with the most precise information ktiown, or give the best description you can. You must answer each question accurately and carefully, to the best of your knowledge. In most cases, you should be able to answer the questions from your own observations or project plans without the need to hire experts. If you really do not know the answer, or if a question does not apply to your proposal. write "do not know' or does not apply'- complete answers to the questions now may avoid unnecessary delays later. questions ask about governmental regulations, such as zoning, shoreline, and landmark designations. Answer these questions u can. If you have problerris, the governmental agencies can assist you. The checklist questions apply to all parts of your proposal, even if you plan to do them over a period of time or on different parcels of land. Attach any additional information that will help de%cribe your proposal or its environmental effects. The agency to which you submit this checklist may ask you to explain your answers or provide additional information reasonably related to determining if there may be'significant adverse impact. Purpose and Scope 2. Existing Site Conditions 3. Developed Site Conditions 4. Erosion Sedimentation Control 5. Downstream Analysis. 1. Purpose and Scope The purpose of this report is to address any changes to the existing drainage that will be caused by the construction of a residence on the site. Development will change the runoff characteristics of the site. The addition of impervious surfaces would increase the rate and volume of stormwater runoff. Without the provision for mitigating measures downstream drainages could be adversely impacted. In addition, during construction, on -site erosion could result in sediment being transported downstream with associated negative impacts. Temporary and permanent water quality measures are proposed to mitigate potential impacts. 2. Existing Site Conditions The site is covered with grass, blackberries and scotch broom. See attached photo. Runoff coming off the road has caused small grass lined channels to form for about 10'to 75'from the road. At this time the slope flattens a little and the flow disperses back to sheet flow and infiltrates or continues as sheet flow. No channels or erosion is evident on the downslope side of the lot so it must infiltrate pretty well. 3. Developed Site Conditions The developed site conditions will consist of a single family residence and associated driveway, paths and landscaping. A 90' long 24" diameter pipe will provide detention for the 8264 sq. ft of impervious surfaces. This will discharge downhill in a 6" pipe to the existing catch basin. Based on the site inspection and slopes present the system will not be adversely impacted by this flow. Flow Summary: 2 yr. - 24 hr 10 yr. - 24 hr 100 yr. - 24 hr Predeveloped 0.02 cfs 0.03 cfs 0.08 cfs Flow Developed Flow 0 '.07 0.10 0.15 I Storage Provided: 297 cubic feet 4. Erosion Sedimentation Control Detained Flow 0.02 0.03 0.08 Erosion control will be provided by putting in a 50' long quarry rock Construction Entrance, and about 200 1. f. of silt fence. After backfill of the foundations and retention system the disturbed areas will be hydroseeded or/and straw mulched. Noter, for Powmetream Analyglo Steve & Peggy Lee Reeldence 17110 - 74th Ave. W. Ezimondrn WA 98026 Upslope there is 74th Ave. Across the street to the east are a number of lots with heavy blackberry growth adjacent to the street. Drainage flowing downhill to the west flows onto the road and to the north where the road continues and there is a house and garage. The street slopes to the north. 2. On the west side of the street someone has placed a s'm_ all curb about to the south property line. This forces flow to stay on the road until it gets to the subject property 3. Flow from the road flows onto the grassed shoulder and then downhill onto the subject ' property where it has cut a number of small channels at the week points of the sod. These extend from 10' to 75' downhill to the northwest. 4. Where the lot slope gets marginally flatter the channels stop and the flow appears to go back to sheetflow. 5. To the northwest the house at 17020 has cut down about 12'to have a level concrete play/parking area. There was no indication that flows have been going down theface of this cut and rockery. 6. The storm and sewer easement has been completely filled and landscaped. A swale starts near the base of this slope. Based on.the sewer drawings a creek used to flow down this easement. 7. The house and driveway drainage from 17020 discharges into a blackberry covered ravine. On the day I was there I could find the outlet by the noise of the discharge. 8. The house at 17103 has a catch basinand french drain at the toe of the slope in the storm easement. A 6" pipe extended up hill to the east but I could not find its point of beginning. There was a strong flow coming from this 6" pipe. The outflow runs in a 6" pipe parallel to the swale. It discharges at 9. 9. The flow from the swale and the 6" pipe combine in a ditch and cross the yard of a yellow house located at 17029 76th Ave W. There is a 12" concrete culvert crossing the driveway. The ditch has a rock lined ditch coming into -it which is the flow from 17,020 (7.) 10. The ditch picks up flow from another swale to the south of 17021. This enters the storm system at 76th Ave. W. through a steep drop onto a 12" aluminum culvert. The flow then flows through a number of 12" concrete culverts and crosses 76th. It goes down into the ravine where a 36" culvert discharges and becomes a stream which flows toward the sound and the Lynnwood sewer treatment plant. There were no indications of overtopping or constrictions at any point. This Is baged on a alte walk y Rick Holde, P.E. on Friday 412619ro In the, morning.
