Dear Dr. Leland:
I have reviewed your account and will allow a credit for February 1996 billing period in
accordance with our City policy. The policy states that the customer will.be billed at the
retail rate based upon the average water consumption for the. same period during the
previous year. In addition, the excess water lost from the leak will be billed to customer at
the City's wholesale rate with a 15% surcharge added for administrative cost. Only one
leak credit will be granted in any three year period.

On 23 Feb 96 you sent 'me a letter indicating that my water meter reading
had been much higher than usual, suggesting some, type of leak in the system.
I subsequently determined that the leak, which was substantial, was
somewhere 'in the underground- pipe feeding my house.
I then asked a plumber to give me an estimate on cost for fixing the leak, and
was told it would cost $500 to determine the location of the leak, and $300
to $500 more to dig up the pipe and repair the leak.
Since the amount seemed excessive to me, I spent about 30 m inutes checking
for Water flow noise in the garden hose outlet pipes and determined that one
of two areas was probably the source of the leak.
I then hired a Vietnamese ' refugee.(at $7/hr rather than the $60/hr-the
plumber quoted for digging) and had both areas dug Up. The leak turned out
to be about 6 f ' eet underground, near one of the hose outlet pipes. I estimate
it leaked about 1 cup every 2-3 seconds when the water pressure was turned
on. I repaired this section with new pipe, tested for leaks again (none
found), and reburied. the pipe.
As instructed in your letter,.l called Utility Billing, and was told I� should
write to you with the information above, and inquire about some reduction in
the excess billing due to this leak, which was unknown�to me prior to the
meter reading being brought to my attention.
My u ' sual winter water usage is about 1200 ft3. The usage f . or the period
when the leak was noted-was.6100 ft3, clearly dramatically above the
normal use. It's clear that this leak accounted for the nearly 5000 ft3
difference.
I would very much -appreciate your consideration for a reduction in my
billing for the period 12/28/95-2/22/96.
