The Critical Areas Checklist contained on this form is
to be filled out by any person preparing a
Development Permit Application for the City of
Edmonds prior to his/her submittal of a development
permit to the City.
The purpose of the Checklist is to enable City staff to
determine whether any potential Critical Areas are, 'or
may be, present on the subject property. The
information needed to complete the Checklist should
be easily available from observations of the site or
data available at City Hall (Critical Areas inventories,
maps, or soil surveys).
An applicant, or his/her representative, must fill out
the checklist, sign and date it, and submit it to the
City. The City will review the checklist, make a
precursory site visit, and make a determination of the
subsequent steps necessary to complete a development
permit application.
Please submit a vicinity map along with the signed
copy of this form to assist City staff in finding and
locating the specific piece of property described on
this form. In addition, the applicant shall include
other pertinent information (e.g., site plan, topography
map, etc.) or studies in conjunction with this Checklist
to assist staff in completing their preliminary
assessment of the site

During review and inspection of the subject site on February 23, 1999 it was found that the
site contains and is adjacent to a Category 2B stream without salmonoids pursuant to
Chapter 20.15B of the Edmonds Comm' unity Development Code.
Based on these findings, prior to.submission of any development permit, you will be
required to submit the following for review by the Planning Department:
1. Submit a site plan prepared by a Licensed Surveyor showing the location of
the Category 2B stream and delineating the required 25-foot buffer and 15-
foot additional building setback. The 25-foot buffer *is measured on each side
of the stream from the top of the bank, with the additional building setback
line measured from the edge of the buffer.
2. If the results of the above survey determine the lot unbuildable or that no
addition/alteration may be done due to the buffer/setback area, any
development which is not identified as an exception per ECDC Chapter
20.15B must receive a Reasonable Use Exception or a Variance pursuant to
ECDC 20.15B.180A and 20.15B.040C).
If you feel that your project will not adversly impact the critical area then you may request
that a conditional waiver be granted for your specific project.
Conditional Waiver Criteria (all criteria must be found to apply):
xxx There will be no alteration of the Critical Area or its required buffers;
xxx The development proposal will not impact the Critical Area in a manner
contrary to the goals, purposes, objectives and requirements of the
Critical Areas ordinance;
xxx The development proposal meets the minimum standards of the Critical
Areas ordinance;

CONDITIONS OF MITIGATION
HENDRIX HOMES BUILDING PERMIT
This determination of nonsignificance is subject to the following
conditions:
1. All excavation and grading shall comply with Chapter 70 of the
Uniform Building Code, 1989 edition.
2. The Applicant shall obtain a building permit from the Building
Department and comply with a'll conditions of permit approval.
3. The applicant shall submit a drainage plan to the City
Engineering Division and follow the required guidelines.
4. The applicant shall use a filter fabic fence along the stream
during construction in order to prevent sedimentation of the
stream. In addition, the applicant is to make every effort to
keep all exposed ground cove ' red during construction to
minimize erosion on site.

After review of the subject building permit application, we have the
following comments:
1. Construction hours are: WEEKDAYS ........... 7:00 a.m., to 10:00 p.m.
WEEKENDS/HOLIDAYS..10:00 a.m. to 6:00 p.m.
2. A Right -of -Way Construction Permit is required for any work on
City property.
3. Connection to City water system required. Fees paid.
4. Connection to City sanitary sewer system-requi�ed; obtain separate
permi t. Fees paid.
5. Water and sewer lines to be separated by 10 foot minimum.
6. Driveway must be paved a minimum of 20 feet back from City
right-of�way; separate permit required.
7. Driveway slope not to exceed 14%.
8. Back water valve required if downstairs plumbing is below
elevation of upstream manhole.
9. Builder/Owner responsible for containing all temporary runoff and
erosion control on site. Construction may not impact neighboring.

10. No -burning of 'construction refuse without approval from Fire Dept.
11. Street to be kept clean of debris, dirt, mud, and construction
materials. Contractor responsible for dust control.
12. Inspection required on drainage system, catch basin installation,
driveways, and sidewalks. A final engineering inspection is -
required prior to the building division granting occupancy.
13. Repair or replace all defective existing curb, gutter, and
sidewalk. If intersection is involved, instal.lation of wheelchair
access may be required.
