We also understand that Mr. Lawler informed you that the deck height issue can be resolved by raising the grade surrounding the deck and that the setback issue can be corrected by removal of the deck guard rail. He also pointed out that as long as the deck height is reduced to no more than 30 inches, hand rail is no longer required for the deck. In order to reduce the deck height to code -allowed height, the ground surrounding the concrete wall has to be raised with fill so that the height from the raised grade to the top of the deck be no more than 30 inches. To raise the grade, a precast concrete block wall about 10 to 18 inches tall, should be constructed along the south property line to replace the existing landscape timber tie wall. This block wall should then turn and run nort I h across the width of the lot at about 7 feet off the west side of the base of the concrete wall under the deck. This wall should be constructed with Keystone compact blocks or equal. The fill to be used to raise the ground should consist of clean granular soils free of organic, debris and other deleterious substances and with particlesnot larger than three inches. Structural fill should have a moisture content within one percent of its optimum moisture content at the time of placement. The optimum moisture content is the water content in the soils that enable the soils to be compacted to the highest dry density for a given compaction effort. Imported material to be used as fill should meet the above requirements and should contain no more than 5 percent by weight finer than the No. 200 sieve based on the fraction of the material passing.No. 4 sieve, and should have individual particles not larger than four inches. The ground over which fill is to be placed should be placed in lifts no more than 10 inches thick in its loose state, with each lift compacted to at least 90% of the maximum dry density determined by ASTM D1557 (Modified Proctor Method). The graded area should not be paved. Instead, it may be covered with a 4 to 6 inch layer of 5/8-inch crushed rock, with discrete stepping stone laid in the LIU & ASSOCIATES, INC. CORRECTION OF GUARD RAIL SETBACK According to Mr. Lawler, the deck guard rail is considered as a structural element. Therefore, guard rail of the deck should be set back at least 10 feet from the south boundary of the property. He also indicated the guard rail will not be required if the deck height is reduced to no more than 30 inches. As we understand the issue, there is a question about the rain garden sizing and the topsoil requirements. With respect to the rain garden dimensions, we have revised our calculations to reflect an infiltration rate of 2.0 in/hr, as recommended by the Geotechnical Engineer, versus the 05 in/hr previously provided (see attached). In addition, without using the saturation value for the topsoil, the attached spreadsheet shows that the maximum depth will not exceed 12" for.the 100-year event. With respect to the planting materials and topsoil mix requirements, we would recommend an adherence to the City of Edmonds standards (E-72b).
