The m6dif ication requested i's to- permit the, addition of one- additional lot being created by this short plat to access over the existing 14 foot wide--paved-drive. The standard requirement 'for 3�-L4 lots' is 16 feet of paving within a 20 foot wide 'easement; 5-9 lots require 20 feet of paving in a 30 foot easement. ' Presently, access from Talbot Road is provided by a twenty foot wide easement, ten.feet located on the subject property and ten feet on the adjacent site to the northeast. Special conditions exist on this property that are not normally encountered in other requests for subdivi,sion of property. The existing apartment structure and -the house to the northeast create a limited width access corridor to the westerly portion of the subject site and the contiguous property lying to the northeast. Presently two other properties utilize this corridor for access. The 9 unit apartment complex -provides nine -.parking spaces fronting Talbot Road and has secondary parking in the rear (wesb of the building. The nine spaces along Talbot Road met the parking requirements of Snohomish County when permits for the com plex were issued. Annexation of this site into the City of Edmonds created the non -conforming condition. Assuming for the purposes of discussion that the current two space pet unit requirement applies, then the parking requirement for four units is met by the Tal-bot Road or easterly spaces. The -existing drive would. then provide access to the rear. or west lot which serves the remaining f ive.. units, � the existing Johnson resi;dence and - the - new lot to be created, plus the two additional current users. When the Medic 7 unit arrived we had someone on the road to direct them. The fire department said that at least six of us are going to need to change our addresses. Is there a way to get the process going before something else happens? (When we tried this first time, someone in the Edmonds Developmental Services told us that they do not communicate with the fire department on such matters. Let's hope things have changed.) The existing steep slope on the western end of the subject property has slopes in the range of 85% for a vertical distance of approximately 56 feet. The Critical Areas Ordinance requires slopes of this magnitude to have a special study performed when there is to be a disturbance within the critical area. In this particular instance no work is proposed or anticipated within the critical area.
