SUBJECT: CURTAIN DRAIN Y 17217 76th Ave. W.
At the request of Mrs. Strom on September 9, 1983, 1 visited the sub-
ject house and took the attached photos of the curtain drain that is
being reconstructed. The hole that the drain will go into is about
I foot wide and 2-1-, feet deep and 30 feet long.
The Stroms were preparing to reconstruct the drain. The drain had pre-
viously filled with sand and had become inoperable. The pipes that had
originally been in the drain were on the ground and were full of sand.

Dear Mrs Adams,
. I am writing this letter to AGAIN bring to your attention
the matter of a mud flow onto my property at 17217 - 76th Ave.
West, Edmonds. This mud flow has "occurred as a result of changes
made on the property behind us by a Mr. Kirschner who is building
a new residence on Braemar Drives I further wish to call AGAIN
to your attention that I would like to meet with an appropriate
city official to discuss the diversion of this mud flow from my
property.
Contrary to your committment on the phone last Monday, April
4th, I have received no contact from any city official to discuss
this matter, nor has any city official ever contacted me on this
matter, despite my efforts to communicate my concerns.
To review, in brief, the history of this mud flow which is
filling my newly constructed drainage ditchs
Dec. 18, 1982: Flow of mud onto my property first noted.
Dec. 22, 19821 My wife goes in person to City Engineering
Dept., then on Dayton St.0 and makes first
report to city of this mud flow. She is
told -by a city employee that this matter would
be reported to - Gerry Hauth who" wbulid.`,.-
see to it that the mud flow was stopped
immediately and who would contact Mr. Kirschner,
directing him to contact me for the purpose
of working out rectification of any damage
caused by the mud flows She was further told
that Gerry Hauth would contact us to make sure
that his instructions to Mrs Kirschner had been
carried out.
No action whatsoever was ever taken as a
result of this first contact.
Dec. 27, 1982s My wife makes a second report to the Engin-
eering Dept* and as a result,.GerrY Hauth
and Dan Smith view the mud flow that day. She
is told again that Mrs Kirschner will be
ordered to divert the mud flow away from my
property and that Mr. Kirschner will be told
contact me for the purpose of rectification
of damage by the mud flow.
Subsequent to this interaction# no action
that is discernable by me is taken.

cleaned the mud flow in my patio:on Dec.
30th. If this is indeed so, I see no evidence
of it. Mud is still present in apparently the
same amount as before.
Jan- 5, 1983t Mr. Kirschner cleans some mud away and places
some dried vegetation resembling hay on my
property.
Jan. 9P 1983t Mr. Kirschner visits my property.
About 3 weeks laters My wife visits the City Engine�6jrin'g
Dept. and makes contact with you. Problem
is re -stated, and you give my wife your card.

SUBJECT: 'DRAINAGE 'COMPLAINT: 17217— 76TH AVE.'WEST
Mr. Robert Strom of 17217 - 76th Ave. West has made several com-
plaints regarding mud flowing from a building site at 7503 Braemar
Drive, which is adjacent'to his property. Each of these complaints
has been investigated by the Building Division -,*with Engineering
assistance, but the action taken by the Building Official has not
satisfied Mr. Strom.
Our inspection on April 15, 1983,revealed that the temporary ero-
sion control at the site is allowing silt and sand onto Mr. Strom's
property. The drainage plan did'not include temporary erosion con-
trol measures.
Since this construction is causing problems, I recommend that we
require the builder at 7503 Braemar Drive to submit a temporary ero-
sion control plan for our approval.
Please let me know what action you are taking so that I can answer
Mr. Strom.
