All signs, barricades and related equipment and their use must be in accordance with
Part IV, "Traffic Controls for Highway Construction and Maintenance Operations," of
the Manual on Uniform Traffic Control Devices, as prepared by the National Joint
Committee on Uniform Traffic Control Devices and per the City of Edmonds
Developmental Standards. Reasonable accommodations shall be made for distance
requirements in signage for geometrical conflicts.
Coordination with the City Inspector prior to all work for traffic control inspection.
Particular attention should be made to the following items:
.0 There shall be at all times reasonable pedestrian and vehicular access to and
egress from the properties adjacent to the project, so far as possible. Contact the
affected homeowners/business owners directly to prevent conflicts. The
Public Safety Department (police and fire), 771-0200 and 771-0215,
Edmonds Public Works Department 771-0235, and the Edmonds School
District Transportation Department, 24-hours prior to construction.
Proper provisions shall be made for public convenience, safety and travel.
Any asphalt concrete pavements, crushed surfacing, gravel base or water
required for maintaining traffic during the life of the project shall be placed by
the contractor immediately upon request by the engineer and/or inspector.
All unattended excavations shall be properly barricaded so as to prevent
accidents.
Construction along or across the City right-of-way shall be as per the contract
documents, City of Edmonds Standards, or as directed by the engineer and/or
inspector.

CRITICAL AREAS RECONNAISSANCE REPORT: STUDY REQUIRED
During review and inspection of the subject site, it was found that the site contains critical areas,
including a stream pursuant to Chapter 23.40 of the Edmonds Community Development Code
(ECDC).
GENERAL CRITICAL AREAS REPORT REQUIREMENTS
Critical Areas Reports identify, classify, and delineate any areas on or adjacent to the subject
property that may qualify as critical areas. They also assess these areas and identify any potential
impacts resulting from your specific development proposal. If a specific development proposal
results in an alteration to a critical area, the critical areas report will also contain a mitigation plan.
You have the option of completing the portion of the study that classifies and delineates the critical
areas and waiting until you have a specific development proposal to complete the study. You may
also choose to submit the entire study with your specific development application.
Please review the minimum report requirements for all types of Critical Areas that are listed
in ECDC 23.40.090.D. There are additional report requirements for different types of
critical areas (see below).
Note that it is important for the report to be prepared by a qualified professional as defined
in the ordinance. There are options on how to complete a critical areas study, and there is
an approved list of consultants that you may choose from. You may contact the Planning
Division for more information.
General Mitigation Requirements for all Critical Areas are discussed in ECDC 23.40.110
through 23.40.140.
REPORT REQUIREMENTS - STREAMS
A stream is located along the northern side of the subject property.
Streams are areas where surface waters produce a defined channel or bed which
demonstrates clear evidence of the passage of water. Streams need not contain water
year-round.
Streams are regulated as types of Fish and Wildlife Habitat Conservation Areas.
Streams are classified according to whether or not they run year round and whether or not
they support fish populations according to the classification system listed in ECDC
23.90.010.A.l.
• The minimum buffer widths for streams vary depending on the type of stream and are listed
in ECDC 23.90.040.D.l.
• In addition to the general requirements for Critical Areas reports referenced above, specific
Critical Areas report requirements for Fish and Wildlife Habitat Conservation Areas are
provided in ECDC 23.90.020.A to C and additional technical information requirements for
streams are listed in ECDC 23.90.020.D.
DEVELOPMENT PROPOSALS ON A SITE WITH A STREAM
Development proposals that encroach into streams or their buffers or building setbacks may be
allowed through the approval of certain processes.
The width of a stream buffer may be reduced through buffer enhancement through the
review of a Stream Buffer Enhancement Plan that meets the specific requirements
referenced in ECDC 23.90.040.D.2. The maximum amount that a buffer can be reduced
through buffer enhancement is.50%.
A buffer may also be modified through a process called buffer averaging. The criteria
applied to buffer averaging are listed in 23.90.040.D.2. The maximum amount that the
buffer width can be reduced at any single location through buffer averaging is 50%.
Development proposals that propose encroachments into buffers beyond what is allowed
through the above methods require a Critical Areas Variance or a Reasonable Use
Exception. If you think that you have a proposal that may require one of these processes,
please contact a Planner for more information.
ALLOWED ACTIVITIES
Certain activities are allowed in or near critical area buffers as specified in ECDC 23.40.20. If you
have any questions about whether your proposed development qualifies as an allowed activity,
please contact a Planner for more information.
EXEMPT DEVELOPMENT PROPOSALS
Certain development proposals may be exempt from Critical Areas Requirements (ECDC

At approximately 3:15 p.m. on June 16, 1976, 1 was dispatched to
17400 7 76th Avenue West to investigate a backed up sewer. Upon arrival,
it was determined that the resident's sewer lateral was connected into
the City of Lynnwood's sewer main trunk line. I then went inside the
residence to assess the damage, which consisted of water damage to two
carpets, many boxes, heirlooms, and various other items.
In the meantime, Hurlin Homes called to see if anyone from the City
of Edmonds had arrived. I then talked to one of the secretaries of Hurlin
Homes. She asked if gas pressure could have built up in the sewer main
causing the sewer to back up. I said it was -possible but not likely in
this case.
I then calle& f6r Jim Roberts to bring the camera to take pictures
of the damages for future reference. While waiting for him to arrive, I
went behind the house to inspect the cleanout point on the sewer lateral.
There was a hole approximately 21 deep and 1611 around with the cleanout
cap blown off, which appeared to have been caused by an excessive amount
of pressure.
After this, I -asked,'. Base to contact Sid FadenY Water/Sewer Superin-
tendent for the City of Lynnwood. Mr. Faden met with me and we discussed
the possible causes of this problbm. He then informed me that he has a
crew working at nights to check flows and infiltration. To do this, they
have to plug the trunk line to -obtain proper readings. As it turned out,
a crew had been working the previous night in the area of 76th Avenue
West; therefore,-Mr-.,.Fdden admitted his crew might have caused the problem.
I asked Mr. Faden to inform the resident what procedures to follow
in filing a claim for damages. I also asked that he inform the City of
Edmonds when work of that nature is going to be performed so that we
will know who to contact if this happens again.
