S-95-23 I have had the opportunity to visit the site, review the environmental checklist, geotechnical report submitted by the applicant and the proposed plat map. A copy of which are filed in the official file for this permit. Based on my review of all available information and adopted- polic . ies of the 'City, I recommend that a mitizated determination of nonsignificance be issued. A site investigation revealed that the topography varies in steepness from 'nearly flat at the 2 s western end to greater than 35% slopes at the eastern end' with the slope rising from west to ea t with many stands of native.and ornamental trees. The site investigation also revealed that there is some emerging ground water on the site. Some of this ground water has been collected �in a hand dug trench. The water that flows in this trench is diverted into man made, cement lined ponds. These features do not appear to. meet the definitions of streams, or wetlands as found in the Edmonds Community Development Code, but these features do indicate a high level of ground water. City records pertaining to development both to the north and south of the subject property also indicate a largevolume of ground water on the slope where the subdivision is proposed. Based on my review of all information and adopted policies of the City, I am recommending that the proposal be c ' hanged or clarified to include the following mitigating measures so that an MDNS can be issued. Recommended M[itieation Measures: 1. The upper segment of the subsoil is dark yellowish -brown and dark brown very gravelly sandy loam about 23 inches thick. The lower part is olive brown very gravelly sandy loam about 5 inches thick. A weakly cemented hardpan is usually found at a depth of between 20 and 40 inches. My only question in this matter would be the elevation of the property with respect to 76th Avenue West and the Lynnwood trunk line. If this residence can in fact connect to the line, this should probably be done in the near future. Also the fact that this property may be included in a future Local Improvement District for th&t area would also enter the picture, all of which I am sure you have the answers on.
