During review and inspection of the subject site, it was found that the site appears to contain
and/or is adjacent to a Steep Slope Hazard Area pursuant to Chapter 20.15B of the Edmonds
Community Development Code (EC DC). Uo determine if a Steep Slope Hazard Area does
exist, a topographic survey prepared by a -Licensed Land Surveyor delineating Steep Slope
Hazard Areas must be completed. Any slope over 40% with more than 20 feet. of rise will be
classified as a Steep Slope Hazard Area. A 50 foot buffer is required from both the top and
toe of the slope. A 15 foot building setback is required from the 50 foot buffer.
For development of any kind which is proposW within the critical area, 50 foot buffer or 15
foot buffer setback, it must be shown that thz development will not adversely impact the
Critical Area or its buffer, by doing one or possibly both of the following depending on the
outcome of the study:
1. For development proposals which will occur within the 50 foot buffer, but no closer
than 10 feet from the top or toe of the slope, the 50 foot buffer requirement may be
reduced to 10 feet if a study is completed by a licensed geologist or geotechnical
engineer which clearly demonstrates that the proposed buffer alteration will have no
adverse impact upon the site, the public or any private party. All Critical Area
Studies, except those done by a licensed geotechnical engineer, must be completed
under a three party contract where the City hires the professional required, and the
applicant pays for the study (pursuant to ECDC Section 20.15B. 150).
2. If development must occur within the critical area, buffer, and/or buffer setback, and is
not identified as an exception per ECDC Chapter 20.15B, a Reasonable Use Exception
and Variance must be obtained pursuant to ECDC 20.15B. 180A and 20.15B.040C.

All proposed development of the subject lot must meet the requirements of Chapter 19.05
(Building Permits - Earth Subsidence and Landslide) of the Edmonds Community
Development Code.
If the property owner wishes to apply for a specific development permit which they feel
would not impact the Critical Areas located on the site, they may submit their proposal to
the Planning Department for review. If the Planning Department finds that the proposed
development permit will not adversely impact a Critical Areas or its buffers, a conditional
waiver may be issued on a project by project basis.
The site is also in an area designated on the Critical Areas inventory as Slopes with Erosion
Potential. All proposed development must have an erosion control plan approved by the City of
Edmonds Engineering Department.

Dear Juergen,
This letter follows our site visit last Monday morning wherein I had opportunity to examine the boundary
and topographic features of the property. My remarks shall all be made with reference to the City of
Edmonds Short Plat No. S- 17-85, filed under recorder's number 8902220070.
With respect to boundary control, we were able to recover monumentation at the northeast and southeast
comers of the Exception Parcel; the southeast comer of Lot A and the northeast, southwest and southeast
comers of Lot B. These positions were identified based on monument material, occupation lines and rough
tape distance measurements. Accordingly, their locations are presumptive in that they have not been
verified by survey measurements to the control set forth in the legal description.
The Exception Parcel and Lot A are accessed by a narrow paved lane located along their east boundary
lines. Lot A, your eastern property, is occupied by a single family residence and garage which slopes
slightly from east to west. Running along the west boundary of Lot A is a 4 to 5 foot high retaining wall
constructed from railroad ties.
Lot B, the western property, has been clear-cut and is unimproved. It also slopes from east to west
approximately 10% - 15%, as does the timbered parcel lying to the south. * Thewestern boundary line of
Lot B has been graded to facilitate * the construction of a proposed street, running from north to south.
Therefore, at the southwest comer of said lot, there is a cut -bank approximately 8 feet lower than the
natural ground surrounding the southwest comer. This area, together with the retaining wall, are the only
areas I observed which resulted in a grade break that is greater than the modest slopes of the natural
topography.
Although, these observations are general and preliminary in nature, I believe them to be accurate based on
my site review.

This letter is an addendum to our geotechnical study dated February 16, 1999 for the
proposed Kneifel residence at 157xx 72 d Avenue West in Edmonds.
According to the 1984 GeoEngineers report and Landslide -Hazard Map and the Roger
Lowe Associates report of 1979, the subject site is not within the Meadowdale Landslide
Hazard area and therefore is not subject to the requirements of Edmonds Community
Development Code Chapter 19.05. This was confirmed by our . site reconnaissance of Lot
B and the surrounding area.

The City is in receipt of the HWA GeoSciences Inc. geotechnical study, dated 2/16/99,
for the subject site. T ' he soils report is required due to the proximity of the site to the
designated Meadowdale Landslide Hazard Area mapped by Roger Lowe Associates. in
1979 and updated by GeoEngineers in 1984. During the pre -application meeting with the
City on 1/22/99 it was noted to you that the geotechnical. engineer of record must state in
the repo ' A that the site is not located within the Meadowdale Landslide Hazard area and
thus not subject to the requirements of Edmonds Community Development Code Chapter
19.05 for developm ent. In reading the HWA report I cannot find such a statement. Be
advised, before HWA can make such, a declaration they must familiarize themselves with
the Roger Lowe report, map and GeoEngineers supplement report and map.
Note, this geotechnical report may or may not satisfy the steep slope requirements of the.
Critical Areas determination. I have forwarded a copy of the report. to-.-Kaj,7issa�'.'
