returned your call, but you were on holiday, so I left a message with
your office giving MY work telephone number, but received no call.
Mr. Black is Chief &igineer..on an..oil tanker and is presently at sea.
He telephoned home yesterday from Valdez, Alaska giving an estimated
date of arrival in San Francisco of October 21, 1990 pending weather
conditions. He hopes to be relieved of his duties and arrive home
sometime during the week of October 21st.
I shared your letter with him and he said that he would get back to you
as soon as possible to establish a mutual meeting time.

I have received complaints allegeding that grading work on your
property has blocked a natural drainage ditch causing the diversion of
a water flow on adjacent properties. Jim Walker, City of Edmonds
Hydraulic Engineer, visited your site on September 12, 1990, and had
reason to believe that grading on lot 1 had recently caused a blockage
of a drainage channel as shown on your short plat drawing,as a natural
drainage channel.
Please take action to restore the drainage channel to its previous
configuration, allowing for a natural drainage to occur. Inspectors
from our office will re -visit the site in two weeks to determine if the
channel has been opened. No additional action will be necessary if the
drainage channel is restored.

Judy Shuman, 17513 - 76th Ave. W.,. complained about a neighbor
"filling" a drainage channel while clearing trees. A letter from her
and a copy of the short plat showing the "hatural drainage" channel are
attached.
I visited the site at her request and saw that the channel appeared to
have been recently blocked. Areas of her yard were saturated with
groundwater. Please investi.gate and determine if a violation of the
Uniform Building Code, Chapter 70, occurred.

6. The proposal is consistent with other applicable regulations and standards.

mitigate its impacts on critical areas and/or does not comply with the criteria in ECDC 23.40.160 and
the provisions of the City of Edmonds critical area regulations. See attached findings of

SUBJECT: SIDE SEWER PERMIT #6818 FOR 17513 - 76TH AVE. W.,
. AND PROPER PERMIT I'SSUANCE PROCEDURE —
On all future side sewer permits, please have the applicant fill out
the standard '.'Application for Side Sewer Permit". Through the com-
pletion of this application (sample attached) we acquire vital infor-
mation,such as property boundaries, building location, easement numbers,
a legal description, L.I.D. and assessment numbers. In addition, the
applicant provides a drawing. In reviewing the drawing,.we can head off
numerous problems before they happen. The drawing should contain:
1 . Site Plan.
2. Material type and size.
3. The approximate location of bends,
cleanouts and inspection tees.
4. The proximity of the water service
in relation to other utilities.
one obvious advantage to completing this easy exercise is that the appli-
cation can be turned into an as -built in the field, thus eliminating the
need to redraw a duplicate drawing at a later date. The procedure I have
described has been successfully used for years.
In reviewing Permit #6818 (attached), important information is missing,
such as the L.I.D. number and a proposed drawing. There is no indication
of the type and size of material.
Please provide each applicant with the side sewer information handout and
insist on a complete application. Everyone will benefit from the proper
issuance and documentation of these installations.
Feel free to contact me if'you require additional information sheets or
application forms.

and at minimum intervals of 1001 along sewer line run.
j. Trenches within City right-of-way must be restored to original
conditions. Contractors shall be responsible for right-of-way failure
due to poor compaction of fill.
k. Side sewer must be left uncovered until inspected and approved
by the City.
