Dear Clark:
During the past several weeks we have discussed with you the
methods to be used in the disposal of surface water at the
Eagle's Crest plat in Edmonds, Washington. We confirm herewith
the conclusions And recommendations of those conversations.
The area of the development consists mainly of steeply sloping
upland surface, With the -exception of the pa ' rts of the area
which have been regraded, it is covered with native vegetation,
including large old -growth evergreen trees., While.landslides of
considerable magnitude have developed not far from'this area,
where both the geology and topography are similar, Eagle's Crest
has remained stable. In order to.preserve the stability of the
area we believe the preferred method of.surface water disposal
is to conduct it to the base of the hillside'. If this cannot be
done,.the only acceptable ' alternative would be to redistribute
the discharge to the slope in order that it could escape from
the site in the same manner it,did prior to the development of
the property. We recommend against- any attempt to dispose of
surface water by forcing it into.the ground..,
Sheet -flow Simulator The principal'of the sheet--1low simulator
is�t aFt it-distr=utes the storm water over the same path (more
or less) that -it would have taken had.the dev ' elopment 'not been
made. The dovice-is constructed by'collecting' the*water from
downspoAs, d.ri,ve'way$, patios, etc., and conducting. it down the

slope by tight line, and thence to a perforated pipe placed in a
shallow trench along a.contour line. Ideally, the perforation
schedule should be varied to insure as even a distribution of'
outflow as * possible along the length of the pipe. In order to
protect the -pipe from damage or accidental displacement, it can
be covered with a few inches of coarse gravel, and perhaps a
layer of filter cloth prevent invasion ofthe gravel by slope,
wash.
We ' have reviewed the design of the system which you have
recently installed to serve portions of Lots 9 and 10, and
herewith give it our. approval.
