This lot is part of a subdivision that has been granted a 15 x 50 access and utility easement.
The access easement does not extend to a point at which the resident would enter his
garage (see attached). Both lots are at the minimum net lot area and, therefore, give no
allowance for additional lot line or access easement adjustments.
Prior to final Engineering Division approval, the owner of 17623-76hAvenue West is .
required to construct his driveway off the access easement entering onto private property,
as shown on the approved plan.

We have reviewed your letter of April 16, 2002, and conducted a site visit at the subject
property. Based on that visit, and per your discussion with Jeanie McConnell on April 24, 2002,
the City proposes the following requirements to solve the problem regarding your driveway and
to meet the intent of the short plat requirement:
1. Construct the required 12-foot wide driveway using a maximum 4% cross slope.
2. Place. landscape -type blocks along the cut side of the slope.
3. Where possible, do additional grading to limit the height of the block wall.
The block wall cannot exceed three feet in height above the original grade in the setback area.
Landscape timbers or similar materials cannot be used between the subject driveway and the
existing asphalt driveway in order to reduce the amount of cut.
Please submit a drawing showing your proposed solution. You will need to meet all Building
Division issues that may occur with the installation of the block wall.

The purpose of this letter is to request the City of Edmonds Engineering Department be
allowed to approve the final inspection regarding this building permit notwithstanding the
side slope of the driveway.
I met with Lyle Chrisman, Jeanie McConnell and Mike Snook on site on April 12 th where
we looked at possible solutions to the side slope problem. After considering all options
Mr. Chrisman and Mr. Snook agreed this project would be an ideal candidate for
submitting a written request.. to, you. asking for a,n,, exception due to mitigating
circumstances.
Referring to the attached plan I will try to explain where the problem lies. The area
creating the problem is ouflined in dark blue. The side slope ranges from 0 degrees at
the East end to roughly 15 degrees at the West and North ends. If we excavate to the
South enough to obtain a 4-6 degree slope we will be below the house footing and will
not have enough space available to install steps to satisfy building requirements. The
light blue area is already a driveway and serves the area wonderfully. There is no
foreseeable problern with joint usage as it will always be in both property owners best
interest to cooperate with each other. I believe this in part because of the shape of the
lot. The point farthest to the East is within 10 feet of the adjoining property owners
garage. Without cooperation, the property owner with the driveway problem could block
the neighbors access to their garage.
All things considered I believe this was probably not the best thought out plan to begin
with but since It is what it is I believe the most viable solution is to grant an exception
and allow the property to be occupied. Thank you in advance for your favorable
