Dear Sir:
The attached correspondence which we received recently indicated that in
order to abide by city ordinances we should connect to the existing sewer
or to notify you of our intent to execute an agreement to form an LID.
Attached is a photo copy of the property in question, Section 155-02, which
is co -owned by James E. Ross and Leslie H. Ross, Jr., and Section 155-01,
which is owned by Captain Norman L. Bunker. It is our intent to develop
Sections 155-01 & 02 with Mr. Bunker and to form an LID in the future.
The existing houses on the property described above are represented by the
blue squares. It would seem appropriate to us to make the sewer connection
to bn East-West sewer line in the future rather than connect to the sewer
on 72nd West at present. In addition, the sewer line for the houses on
Section 155-02 would be approximately 220 feet in length. Also, the smaller
of the two houses on Section 155-02 will most likely be removed when the
property is sub -divided and developed.
In view of the above mentioned facts, it seems appropriate to us that we
not connect to the sewer at this time. If there are further questions,
please feel free to contact anyone of the following parties.

Re: Sewer Connection For Property Located
at 17709 - 72nd Avenue West, Edmonds
Dear Mr. Ross:
The matterof your sewer connection for the above
referenced property has been investigated by the Engineering
and Water/Sewer Departments. It has been concluded that a
waiver is to be granted you on the sewer connection of your
property because your property is over 200 feet from the
existing main line sewer. Also, it is proposed to remove
the house within two years and the property platted with
new sewers.
Although a waiver for the connection of your property
has been granted, it will be honored only if the following
stipulations are strictly adhered to:
1. Existing septic system shall be maintained properly.
2. Should any problems arise with the septic system,
the owner shall immediately connect to the sewers.

Dear Mr. or Mrs. Ross:
on July 15, 1974, you indicated your intent to execute an agreement
to form a Local Improvement District in the future, for the purpose of
connecting the sanitary sewer system on your property at 17709 72nd Avenue
West,.Edmonds, to the City of Edmonds' main line sanitary sewer system.
Suchconnection was required to comply with City of Edmonds Ordinances,
copies of which were furnished you with the submittal -dated May 1, 1974.
'Initially, we were under the assumption that there would be several
property owners opting to,utilize the L.I.D. method to install the
sanitary sewer from their private facility to the City sanitary sewer
main. Presently, within the entire City of Edmonds, your property is
one of only twenty-one properties in violation of City Ordinance, and
remaining to be connected. For several reasons, that number is not
economically feasible when forming.a. L.I.D. for the originally planned
purpose. The small size of the Local Improvement District,would carry
high contract, interest, administrative,. and design costs.. This may
very well result in the property owner paying up to one7third more than
he can secure through private negotiation with a local Side -.Sewer
Contractor.
As a -result, it is necessary to abandi
on.tihe idea of.formation' of a
Local improvement District and, further necessary that-yOu'comply with
the Ordinances m
entioned by -making the side -sewer connection within.60
days of the date.of.this letter (January 31, 1975). Extensions of -this
date may not be granted; thereforel prompt attention to side -sewer
application and payment of connection fees should be initiated. Failure
to Comply will result in termination of water service to the subject
property in accordance.with Edmonds City*Code 11.16.240. Your prompt
response would be appreciated since it is not -our desire to discontinue
your water service.
