PROJECT UNDERSTANDING The proposed remodel will consist of a new garage area on the south * east corner of the house and an additional floor on the remaining existing residence. The new foundation loads for the Kirkland Everett Tacoma 425-827-7701 425-25 9-0522 253-722-2992 www.aesgeo.c om proposed addition of a second floor to the existing residence adjacent to the steep slope will be carried by new columns. The columns will be placed just outside the existing foundation wall .and a new beam will be placed at the top of the columns, thus transferring the new loads off the existing foundation wall. Therefore, no new load will be carried by the existing foundation. I 'It is our understanding from the review of the submittal response, from the City of Edmonds that a critical areas report containing foundation soil bearing capacity recommendations and a response to the landslide hazard ordinance is required due to the location of the steep slope on the northwest corner of the property. The purpose of this study was to provide shallow subsurface soil and shallow, ground water data to be utilized in the design and development of the existing house at the above -referenced property. Our study included: • A review of selected available geologic literature; • Advancing four shallow hand auger exploration borings; and Performing limited geologic studies to assess the type, thickness, distribution, and physical properties of the subsurface sediments and shallow ground water conditions. At the conclusion of our field exploration, a geotechnical engineering study was completed to formulate our recommendations regarding site preparation, structural fill, and support of the proposed renovated structure. This report summarizes our current fieldwork and offers development recommendations based on our understanding of the project. SITE AND SUBSURFACE OBSERVATIONS The project is located at 17808 Talbot Road in Edmonds, Washington (Figure 1). The project area is bounded on the north by 178' Place SW, on the east by Talbot Road, and to the south and west by existing residential development. The existing house consists of a one-story, wood -framed residential structure with an attached, covered pool on the east side of the residence and a daylight basement level in the northwest corner of the house. A detached, two -par garage is located directly to the south of the residence. The topography is highest in the southeast corner of the property and lowest in the northwest corner of the property. Overall vertical relief across the property is approximately 30 feet. Existing slope gradients range from approximately 10 percent -in the front (east) end of the property to approximately 14 percent in the rear (west) end of the' property. Site slopes are steepest along the west half of the north side of Vh�e property where an existing segmental block wall is located along the north property line. The wall ranges to approximately 5 feet tall with slopes as steep as 60 percent above the wall in the northwest corner of the property 2 based on the existing site topographic map. The slope height above the wall ranges from approximately 6 feet tall in the northwest corner of the property to less than approximately 3 feet near the northeast comer of the existing house. We observed the exterior of. the existing dwelling, focusing on the concrete foundation sternwalls at the base of the exterior where the additional floor is planned. We observed some cracks in the sternwalls along the northern side of the existing structure along the edge of the pool area. We did not observe any cracks in the concrete slab walkways or the curb and street pavement for 178thPlace SW. gubsurface Exploration Program Out field studies consisted of advancing four shallow hand auger exploration borings to gain subsurface information about the project area. Our- explorations were approximately located in the field by estimation and measuring from known site features shown on the "Site Plan" provided to Associated. Earth Sciences, Ind. (AESI) by the client. Approximate exploration locations are shown on the attached "Site and Exploration Plan," Figure 2. The conclusions and recommendations presented in this report are based on the shallow hand auger exploration borings completed for this study. The locations and depths of the explorations were completed within site and budget constraints. Because of the nature of exploratory work below ground, extrapolation of subsurface conditions between field explorations is necessary. It should be noted that differing subsurface conditions may sometimes be present due to the random nature of deposition and the alteration of topography by past grading and/or filling. The nature and extent of any. variations between the field explorations may not'become fully evident until construction. If variations are observed at that time, it may be necessary to re-evaluate specific recommendations in this report and make appropriate changes. Four hand auger exploration borings (HA-1 through HA-4) were completed across the project area- * The hand auger exploration borings were performed by an engineering geologist from our firm. During the exploration process, grab samples were obtained at various intervals the entire length of the boring. The engineering geologist described the various types of sediments, as well as the depths where characteristics of the sediments changed, and recorded the information on the exploration logs presented in the Appendix. The samples obtained were pl . aced in watertight containers and transported to our laboratory for further visual classification and laboratory testing, as necessary. We were not able to advance hand auger borings HA-3 and HA-4 locate-:d along the north side of tht� existing residence beyond 2 to 2.5 feet below the existing ground surface due to the,. presence of loose, coarse gravel and cobbles. 3 Subsurface C6nditions Subsurface conditions on the project site were inferred from the field explorations conducted for this study, visual reconnaissance of the site, and a review of applicable geologic literature. As shown on the field logs, the observed subsurface conditions generally consisted of silty, gravelly fill soils overlying granular sediments interpreted as Vashon recessional outwa ' sh and -advance out -wash. We were not able to determine with suitable confidence the depth of the fill soils along the north side of the existing residence due to the coarse nature of the soils, as noted above. The conditions encountered in our explorations are generally consistent with the geology mapped in the project area on the ' Draft Composite Geologic Map -of the Sno-King Area, Central Puget Lowland, Washington, Derek B. Booth, Brett F. Cox, Kathy G. Troost, and Scott A. Shimel, 2004. The following section presents more detailed subsurface information beginning from the youngest (shallowest) to oldest (deepest). sediment types. Fill Fill was encountered in all our hand auger explorations. The fill ranged generally less than approximately 12 inches thick in the area of the future garage expansion in the south half of the property. As.noted above, the hand auger borings along the north side of the house did not penetrate the fill soils due' to coarse rock encountered approximately 2 to 2.5 feet below the existing ground surface. However, in boring HA-4, we were able to probe through the coarse rock to approximately 5 feet below the existing ground surface using a 1/2-inch-diameter steel probe under moderate body down pressure from the AESI ' engineering geologist. We interpret that the fill is at least 5 feet thick in this area of the property along the north edge of the house. The fill soils observed from our field explorations generally consist of loose sand with variable gravel content, variable silt content, and cobbles in places. The existing fill is not suitable to support additional building foundation loads. Excavated fill can be reused as common structural fill if it is free of organic material and debris and can be compacted to project specifications, or could be used in landscape areas. The existing fill should not be used as select structural fill or as drainage fill for the new field. . i Vashon Recessional Outwash Vashon recessional outwash was encountered in only one of our borings (HA-1) located in the area of the garage expansion in the southeast corner of the property. The recessional outwash was observed underlying the fill at this location., The bottom of the recessional outwash was encountered at a depth of approximately 5 feet below the existing ground surface. Recessional outwash was deposited by rivers and streams flowing from the melting Vashon glacier. The recessional outwash observed at the site consists of loose, to medium dense, fine to medium grained sand with a trace to few gravel and ?_ trace to few silt. The recessional outwash is typically suitable to support light foundation loads. Though not observed in our borings, recessional outwash can contain high quantities of silt and,. therefore, is said to be moisture- 4 sensitive. Care should be taken 'to protect the subgrade from degradation by heavy construction equipment. Excavated fill can be reused as common structural fill if it is. free of organic material and debris and can be compacted to project specifications. . . Vashon Advance Outwash Advance outwash was encountered in boring HA-1 and HA-2 in the s . outh half of the site in the area of the proposed garage remodel. Advance outwash was deposited into meltwater streams and lakes in front of an advancing continental glacier and was compacted by the weight of the glacial ice. The advance outwash soils observed in our borings consisted of medium dense to dense', fine to coarse grained sand with a trace to little silt and a trace *to few gravel. We observed occasional thin interbeds of hard, massive to laminated, iron oxide stained silt ranging to clayey silt. Advance outwash sediments typically possess high strength and low compressibility attributes that, are favorable for structural support. The advance outwash can contain substantial silt and are considered highly moisture -sensitive when excavated and used as fill, but can be used as common structural fill if the moisture content can be adjusted to allow compaction to A firm and unyielding condition at an appropriate density for the intended purp . ose. Care should be taken to protect the subgrade from degradation by heavy construction equipment. Hydrology Ground water seepage was not encountered in our . explorations at the time of our field investigation. -However, seasonal saturation of shallow ' soils at this site is expected to occur when perched ground water develops above siltier subsurface materials. Perched ground water occurs when rain or surface water infiltrates through upper, looser, and more permeable soils, such as the fills and weathered surficial soils on the site, and is trapped on top of or in the upper portions of the underlying, less . permeable materials. It should be noted that fluctuations in the level of the ground water may occur due to the time of the year, changes in on- and off - site land use, and variations in the amount of rainfall. GEOLOGIC HAZARD CONSIDERATIONS In out opinion,'the site should be considered to have a low risk of liquefaction during a design seismic event. Liquefaction is a condition where loose, saturated, typically sandy soils lose shear strength when subjected to high intensity, cyclic loads, such as occur during earthquakes. The resulting reduction in strength can cause differential foundation settlements. We observed no definitive evidence that the steep slope and segmental block wall alon the 9 northern side of the property has been affected by slope movements in the recent past. However, the fill soils observed along the north side of the existing structure at the top of the R slope and wall, where project plans include a one-story addition, are not suitable to support the anticipated increased foundation loads. We were not able to penetrate the existing fill soils along the north side of the existing structure to determine the depth to suitable bearing soils. Therefore; we recommend that foundation loads in this area be supported on a deep foundation. Small -diameter pipe piles are recommended in the. following sections of this report. If the foundation recommendations provided in this report areadequately implemented into the design of the structure, it is AESI's opinion that the risk of damage to the structure due to slope failure will be minimal. CONCLUSIONS AND RECOMMENDATIONS The 'proposed project will consist of a one* -story addition to the existing residential structure with a ' one-story expansion of the existing detached garage.. Based upon the geologic mapping and observed subsurface conditions, it is our opinion that the proposed improvements are feasible utili * zing a combination of conventional spread footings for the new garage and new foundation elements that support the second floor. A pin pile foundation system Ponsisting of driven, small -diameter, steel pipes could also be used around approximately the northern half of the existing house where the one-story addition is planned if suitable soils are not found within a reasonable depth upon excavation for the new foundation elements proposed outside the existing perimeter foundation. The following paragraphs discuss our geotechnical recommendations for the proposed project. Site Preparation Site preparation should begin with installation of temporary erosion and sedimentation controls, if necessary. Any surface water should be intercepted and routed to.a suitable discharge location. Although we are not aware Of any structures or buried utilities in -the planned garage construction area, if any exist, they should be removed. If demolition creates areas of excavation or disturbed soils below foundation grades, these areas should be backfilled with structural fill, as discussed under the "Structural Fill7' section. Site preparation of planned building ar . eas should include removal of all trees, brush, debris, and any other deleterious material. Additionally, the upper organic topsoil should be removed and the remaining roots grubbed. Areas where loose surficial soils exist due to grubbing operations should be considered as fill to the depth of disturbance and treated as subsequently recommended for structural fill placement. In our opinion, stable construction slopes should be the responsib ' ility-of the contractor and should be determined during constructiQn. For estimating purposes, however, we anticipate that temporary, unsupported cut slopes in the existing fill can be planned at a maximurn slope of 1.5H:lV (Horizontal: Vertical). As is typical with earthwork operations, some sloughing �1- and raveling may occur, and cut slopes may have to be adjusted in the field. In addition, WISHA/OSHA regulations should be followed at all times. If surface water or ground water seepage is encountered in temporary excavations, temporary excavation slope angles will need to be flatter than the maximum values estimated above. The on -site soils may contain a high percentage of fine-grained material, which makes them moisture -sensitive and subject to disturbance when wet. - The contractor must use care during site preparation and excavation operations so that the underlying soils are not softened. If disturbance occurs, the softened soils should be removed and the area brought to grade with structural fill. Structural FRI We anticipate that structural fill placement will be limited* to backfill of overexcavation, leveling of the lot, and in utility trenches. All references to structural fill in this letter refer to subgrade preparation, fill type, placement, and compaction of materials as discussed in this section. After stripping, planned excavation, and any required overexcavation have been performed to the satisfaction of the geotechnical engineer, the upper 12 inches of exposed ground should be recompacted to a firrn and unyielding condition. If the subgrade contains too much moisture, adequate recompaction miay be difficult or impossible to obtain and should probably not be attempted. In lieu of r6compaction, the area to receive fill should be blanketed with washed rock or quarry spalls to act as a capillary break between the new fill and the wet subgrade. Where the exposed -ground remains soft and further overexcavation is impractical, placement of an engineering stabilization fabric may be necessary to prevent contamination of the free-*. draining layer by silt migration from below. After recompaction of the exposed ground is tested and approved, or a free -draining rock course is laid, structural fill may be placed to attain desired grades. Structural fill is defined as non -organic soil, acceptable to the geotechnical engineer, placed in maximum 8-inch loose lifts with each lift being compacted to 95 percent of the modified Proctor maximum density using American Societyfor Testing and Materials (ASTM):D 1557 as the standard. The contractor should note that any proposed fill soils must be evaluated by AESI prior to their use in fills. This would require that we have a sample of the material 72 hours in advance to perform a Proctor test and determine its field compaction standard. Soils in which the amount of fine-grained material (smaller than No. 200 sieve) is greater than approximately 5 percent (measured on the minus No. 4 sieve size) should be considered moisfure-sensitive. Use of imi th moisture -sensitive soil'in structural fills should be I ted to favorable dry wea er..conditions. The on -site soils generally contained significant amounts of silt and are considered moisture - sensitive. Imported fill, if needed, should consist of predominantly granular, non -organic soil, 7 free of demolition waste or other unsuitable material, with the amount of fine-grained material limited to 5 percent by weight when measured on the minus No. 4 sieve fraction and at least 25 percent retained on the No. 4 sieve. A 'representative from our firm should inspect the stripped subgrade and be present during placement of structural fill to observe the work and perform a representative number of in - place density tests. In this way, the adequacy of the earthwork may be evaluated as filling progresses and any problem areas may be corrected at that time. It is important to understand that taking random compaction tests on a part-time basis will not assure uniformity or acceptable performance of a fill. As such, we are available to aid the owner in developing a suitable monitoring and testing program. Foundations Spread footings may be used for foundation support when founded directly on the dense sand and gravel sediments. All new and all replacement footings should be embedded at least 2 feet into the undisturbed soils. We recommend that an allowable bearing pressure of 2,000 pounds per square foot (psf) be utilized for foundation design purposes, including both dead and live loads. An increase of one-third may be used for short-term wind or seismic loading. Perimeter footings should be buried at least 18 inches into the surrounding soil for frost protection. All footings must penetrate to the prescribed bearing stratum, and no footing should be founded in or above loose soils or organic -rich soils. The area bounded by lines extending downward at 1H: 1V from any footing must not intersect another footing or intersect a filled area that has not been compacted to at least 95 percent of ASTM:D 1557. * In addition, a 1.511:1V line extending down from any footing must not daylight because sloughing or raveling may eventually undermine the footing. Thus, footings should not be placed near the edge of steps or cuts ifi the bearing soils. Anticipated settlement of footings founded on the properly prepared native soils should be less than :Y4 inch. However, disturbed soil not removed from footing excavations prior to footing placement could result in increased settlements. All footing areas should be observed by AESI prior to placing concrete to verify that the design bearing capacity of the soils has been attained and that construction conforms to the recommendations contained in this letter. Pin Pile Foundations If the excavations for the new foundations are not within reasonable depth then pin piles consisting of 2- to 4-inch-diameter, driven steel pipe sections may provide suitable support for - the improvements. The pipes shovid be driven to refusal with equipment appropriate to the pipe diameter. Multiple pipe sections should be joined with a compression fitting inside ' the pipe or welding of the pipe sections. All pipe sections and connections should be galvanized to N provide corrosion protection in the acidic, organic soils anticipated to underlie the site. Table I summarizes typical wall thicknesses, driving equipment, refusal criteria, and allowable axial compressive loads for each pipe diameter. If higher allowable loads are desired, on -site load testing of at least two piles should be performed to at least twice the design load to verify that the pile capacities are achievable in the site soils. The load test procedures should be observed by an AESI representative and the test results reviewed,by an AESI geotechnical engineer. Other equipment may alter refusal criteria. Allowable loads may be increased with acceptable load testing to twice the design load. If uplift loads are expected to be placed on the piles at any time,. the connections should also be securely welded * It should be noted that the uplift capacity of pin piles is typically -not significant, and is not used for design. Piles may be battered up to 15 degrees to develop lateral capacity. Battered piles inclined up to 15 degrees should be designed with an allowable axial co mpressive capacity equal to that usedfor vertical piles. Although vertical pin piles can provide small uplift and lateral capacities, we recommend that these contributions be neglected in designing the new foundation system. Lateral resistance at the foundation level. may be provided by passive resistance, as described in the following section. The structural engineer should provide pile spacing, locations, splicing details, foundation connection details, and any other structural design recommendations that are needed. No minimum pile spacing requirements are necessary for pin piles from a geotechnical standpoint. Since pin piles are driven until specific refusal criteria are achieved, rather than to a specific depth, accurate estimation of pile lengths is not possible. We recommend that AESI be retained to observe pile installation to confirm that our recommendations have been implemented, to verify that appropriate installation procedures.. are used, and 'that the appropriate refusal criteria are achieved. The City of Edmonds may require such special inspections as a condition of permitting. 01 Passive Resistance Grade beams and pile caps that are backfilled with structural fill may be designed for passive resistance against lateral translation using . an equivalent fluid equal to 150 pounds per cubic foot (pcf). The passive resistance value includes a factor of safety equal to 3 in order to reduce the amount of movement necessary to generate passive resistance. Floor Support We recommend that the new'floors be structurally supported on perimeter foundations and framed over a crawl space,where feasible. To mitigate differential settlement, a 1-foot-thick, imported, free -draining structural fill blanket should be provided beneath proposed slabs�on-grade. - This free -draining. blanket may also. serve as a capillary break provided that it is comprised of a uniform -size (no fines) washed aggregate. Slab -on -grade floors should also be protected from dampness.by a 10-mil thick vapor retarder plastic sheeting, directly over the capillary break gravel blanket. If crushed. . rock or other sharp aggregate is used, a more puncture-resistan�t vapor retarder product should be used. Infiltration Rates According to the City of Edmonds, code infiltration rates can be determined by grain size analysis or field testing. For the purposes of this design, two exploration pits were excavated in the area of the proposed infiltration facility. At the base of the pits at or near the elevation of the bottom of the proposed trenches, samples were taken for laboratory testing. . The test results are attached to this letter in the Appendix. Sample 1 from the west end is classified as loamy sand. Sample 2 from the east end was als6 classified as loamy sand. Both samples were classified according to the United States Department of Agriculture (USDA) classification system. Project Design and Construction Monitoring We. recommend that AESI perform a geotechnical review of the plans prior to final design completion. In this way, our earthwork and foundation recommendations may be properly interpreted and implemented in the design. We are also available to provide geotechnical engineering and monitoring services during construction. The integrity of the foundation depends on proper' site preparation and construction procedures.
