SUBJECT: Traffic Calming and Safely Issues on 72 "d Avenue West

I am writing this letter to report on progress of the traffic -calming program items
established for your neighborhood as mentioned in my November 3, 1999 letter. The
following have been completed.
I . The school bus stop ahead signs have been installed on 72 d Avenue West and
180'h Street SW for the eight bus stop locations.
2. A su rvey letter was mailed to .666 residents for the pedestrian study addressing
walkway areas. The results of the survey are being tabulated. Please allow
approximately two weeks for a summary. The survey letters will be copied to the
City of Lynnwood so that they will have the information that impacts their
proposed projects.
3. The new speed and volume study was completed for January. I have enclosed
those copies for your informational use.
In reviewing the above data, following are recommendations based on your approval as
the neighborhood representative.
• The data presented in the speed and volume study still pinpoints single vehicles
above the speed limit spaced throughout the day. This is a difficult situation for
the Police Department to enforce, since there is no time grouping for effective
enforcement. I have requested that the Police Department use the speed monitor
machine. This machine posts speeds so drivers are made aware of the speeds they
are traveling. This can be an effective tool in bringing about public awareness.
• Based o n the survey, the City of Edmonds Comprehensive Walkway Plan will
address improvements to your area. Public input will be welcome during the
planning phase. Prioritization and funding will be decided through the political
process. Funding options are currently being discussed.

o Since we have received the speed study data, it is recommended we proceed with
the neighborhood watch program. This is best presented at a neighborhood
meeting. If you would like to begin this program, please contact me with a time
frame so. that the meeting place can be established and invitation letters sent.

Thank you for your coordination work within the neighborhood regarding the traffic and safety
issues the city is currently investigating. The city has received observation letters from the
residents that are very instrumental in finding solutions to your neighborhood concerns. The'
following is an outline of the activities that have been completed and the proposed course of
action items in finding solutions for your traffic issues
I A speed and volume study was completed on April 30,1999
and May 6,1999. At your request, Trish Hughes will be
contacted for new locations on 72 d Ave West that will better
determine the observations of the neighborhood sometime this
week.
2. The school district was contacted with regards to the locations
of the bus stops for the children in the area. Please verify the
locations and times of use in order to request the proper signage
for the area.
