Dear Mr. Dewey and Mrs. Kawamoto,
The Engineering Division has reviewed your request to use a portion of the unopened
right-of-way (180 th ), that runs along the south edge of your property, to access your lot.
City Code does not prohibit access off of the unopened right-of-way, as long as the
requirements of Chapter 18, Edmonds Community Development Code (ECDC) are met.
This- includes, but is not limited to the following:
1 . You will be required to develop a portion of the right-of-way per City standards.
2. If the total impervious area of the on -site deVelopment combined with the impervious
area within the right-of-way exceeds 2000 square feet you will be required to provide
storm water quality control.
3. No driveway shall be so located as to create a hazard to pedestrians, bicyclists or
motorists or invite or compel illegal or unsafe traffic movements.
4. Driveway slopes shall not exceed 14 percent unless authorized by the Public Works
Director.
5. Street slopes shall not exceed 12 percent unless authorized by the Public Works
Director.
Further review of your project will be performed once formal plans have been submitted

Driveway Access Clarification
Dear City of Edmonds Engineering Department,
During the planning stages of an addition and remodel to our home located at 17930 69th
Avenue West, an engineering issue has come up that we would like to have clarified by
the City. We are interested in building a detached garage on the western portion of our
lot. Access to this garage would be from an unopened, 20-foot wide right-of-way along
the southern boundary of our property. Before moving forward with purchasing plans
and hiring a contractor, we would lik& confirmation from the City that this access point is
acceptable. This letter includes figures and pictures in support of our request. -
Our lot is No. 16 of the Cherry Hill Tracts subdivision, platted in 1954.when the area was
part of unincorporated Snohomish County (figure 1). Right-of-way dedication of 20-feet
from the southern property line reduced the width of our lot to approximately 60 feet.
The house -was built soon after, with an addition constructed in the 1980's. This area
was later annexed to the City of Edmonds in the mid-1990's.
We have put together a drawing of where and how we propose constructing a driveway
from the public r-o-w at the SW comer of the property (figure 2). A nice evergreen tree
sits just outside the property line and the access is proposed to be shifted south in order
to preserve it. A portion of the Official Street Map showing our lot is attached for your
reference (figure 3). We have also included a photo taken from the southwest corner of
our lot, facing east (figure 4). Our lot has the benefit of public right-of-way along the front
(69th Avenue West), along the side (the 20-foot unopened r-o-w), and at the SW corner
(1 801h Street SW). This situation is very similar to the property located at 801 Caspers
Street, where an adjacent unopened street right-of-way is used for vehicular egress.
We have reviewed the regulations found in ECDC 18.80 for streets and driveways. It
would appear that the addition of a driveway at this location does not violate the City
standards. Please confirm that this access point is acceptable to,the Engineering

Re: Tree Concern In The Public Right -of -Way
Dear Mr. Dewey:
We have reviewed your concern regarding a mature Douglas Fir tree, which may
pose a hazard to your property. Due to the recent clear cutting on the adjoining
property, it appears that the tree is now subjected to heavier wind forces. In
consideration of the City allowing you to remove the tree, you are required to plant
three replacement trees of at least 3" caliper measured 4 feet from the ground.
The trees should be Douglas Fir and/or western red cedar and be planted in the
vicinity of the tree to be removed.
