The plan cannot be scaled for height. Adjustments have been made in the calculations and roof pitches
already to make this house fit the lot and the height restrictions. The top of the ridge will be 21'— 5 3/8"
above the average existing grade elevation or 24'— 11 " above the average p�� grade. The height
calculations on the site plan clearly indicate the relationship between the average existing and the average
original grade. If the information is confusing on the elevation, cross out the existing grade and use the
average original grade of 346.00 feet with a 24'- 11" building height above this original average grade. In
any event, the house height as proposed is still below the 25' max. height allowed from original ave . ra . ge
grade. I am aware that the actual and maximum heights should be measured from the average onginal
grade elevation. This is what I attempted to indicate in the height calcs on the site plan.
If you need me to come in and mark this out more Cleary on the drawings, please advise.

The purpose of this letter Is to inform you that in response to a citizen's complaint on a possible slope
failure and dangerous condition to a private driveway located to the north of Lot 17 at 18019 69fl' Place
West, City officials and City Geotechnical consultants conducted a site inspection on September 13, 2004
and observed over excavation of the building lot in question exposing a near vertical cut slope on the
north side of the property and the sloughing of materials beneath the shared driveway pavement.
Please note that the primary purpose of the investigation was to determine if the cut slope and material
sloughing created an impact to the adjacent driveway. Please refer to the attached Landau Associates
technical memorandum discussing this matter. It is the opinion of the City's geotechnical engineer that
the excavation is overly steep, threatens the a*djacent shared driveway and that vehicle traffic should
immediately be limited from access on the southerly 6 feet of the driveway pending a geotechnical
evaluation by the developer's geotechnical engineer. Therefore, pursuant to Uniform . Building Code
Section 3307, entitled Excavation and Grading, as Building Official for -the City, I have officially ordered
the developer (Westar Development Company, Inc) that the southerly 6 feet of the access driveway shall
be immediately barricaded from vehicle use and access pending further geotechnical investigation.
Furthermore, as a joint property owner of the access driveway you are ordered not to use this portion of
driveway as it may be susceptible to further failure until repaired under the direction and supervision of
the property owner's licensed geotechnical engineer. The City understands that reducing the width of the
driveway is a temporary inconvenience however, the City must take prudent action to safeguard public
safety. The requirements of the Building Official as noted in this letter are appealable within 14 calendar
days to the City Hearing Examiner by filing a formal written appeal and filing fee of $230.00 pursuant to
ECDC 20.105.010A.

This is in response to your letter dated September 13, 2004, Denise and Ricardo �
Schwedhelm's letter dated September 12, 2004, and Padmaja Vrudhula' s e-mail dated
September 12, 2004, all expressing concerns regarding the private de' velopment project at
18019 690'Place West.
The City has investigated the concerns expressed in the above correspondence and taken
the following actions:
Issued a Correction Notice to Westar Construction, the builder of the project at
18019 69tb Place West, directing them to do the following:
o Remove the dirt that is covering the water meters.
o Properly and completely Cover the stockpiled dirt on the site with plastic
sheeting and anchor the plastic sheeting in place.
o Support and protect the exposed water service line (that serves 18021 69t'
Place West), and repair or replace the water service line per City
standards.
0 Issued an Order to Correct Violation to Westar directing the following actions:
o Immediately install lighted barricades along the access driveway serving
18015, 18017, and 18021 69th Place West.
o Obtain the services of a licensed geotechnical engineer to perform a
detailed site investigation and submit a plan that includes temporary and
permanent erosion control and slope protection measures and monitoring.
o Immediately perform any work deemed emergency by the geotechnical
engineer.
o Report any additional slope sloughing or failures or driveway undermining
immediately to the City Engineer.

Provided written notice to the property owners of 18015, 18017, and 18021 69h
Place West informing them that the City's geotechnical engineer has conducted a
site inspection and determined that the excavation is overly steep and threatens
the driveway serving their properties. It also notified these property owners that
the City Building Official has directed Westar to barricade the access driveway to
prevent vehicles for using the southerly 6 feet of its width and that these property
owners are not to use this southerly 6 foot width of the driveway for vehicles
pending further geotechnical investigation.
We will continue to monitor this situation until all corrective actions have been
completed. If any of your Homeowners' Association members have questions, I would
ask that you please coordinate them through you to avoid duplication and submit them to
me in writing at the above address or by e-mail to me at bowman@ci.edmonds.wa.us. I -
