SITE DESCRIPTION
Wetland Resources, Inc. conducted a wetland delineation in September of 2004 to
locate jurisdictional wetlands and streams on the approximate 2.5 acre site located
at 18104 76th Avenue W in the city of Edmonds, Washington. The site is located as a
portion of Section 18, Township 27N, Range 4E, W.M.
This property is bounded by Olympic View Drive in the west and 76 th Avenue West
in the east; access is via 76th Avenue West. This site slopes from both the west and
east to a depression in the central portion. A single-family residence with
associated infrastructure and lawn is located on the eastern portion of the site.
The central and western part of the property are forested and contain a large
Category 2 wetland and an associated Category 2 stream, both of which extend off -
site to the north and south. This stream is the main channel of Perrinville Creek
and is known to support salmonids. Category 2 wetlands in the city of Edmonds
typically receive 50-foot protective buffers while Category 2 streams with salmonids
receive 50-foot protective buffers.
WETLAND CLASSIFICATION - COWARDIN SYSTEM
According to the Cowardin System, as described in Classification of Wetlands and
Deepwater Habitats of the United States, the on -site wetland and stream are
classified as follows:
is Wetland: Palustrine, Forested Wettand, Semi- permanently flooded.
Stream: Riverine, Upper Perennial, Streambed.
WETLAND CLASSIFICATION - CITY OF EDMONDS
Under ECDC, chapter 20.15B (Critical Areas), the on -site wetland and stream are
classified as follows:
Wetland CategorV 2: This wetland is greater than one acre in size and has three
wetland classes (emergent, scrub/shrub, and forested). Category 2 wetlands in the
city of Edmonds typically receive 50 -foot protective buffers.
Stream Category 2: This is a perennial stream that does not meet the criteria for a
Category 1 stream. However, this stream is known to support salmonids. Category 2
streams with salmonids in the city of Edmonds typically receive 50 -foot protective
buffers.
In the city of Edmonds, critical areas and their buffers may be required to be
placed in a separate critical area tract or easement. The City may also require the
critical area tract to be designated "native growth protection easement". In this
case, appropriate survey markers and permanent signage shall be installed on the
property at the boundary of the critical areas andlor their buffers (20.1.5B. 160).

BUILDING SETBACK
Pursuant to ECDC chapter 20.15B: A building setback line of 15-feet is required from
the edge of any buffer to prevent construction intrusions into the buffer. The
setback shall be identified on the site plan which is filed as an attachment to the
notice on title required by ECDC 20.15B.160(B)
WETLAND DETERMINATION REPORT
Methodology
On site, routine methodology as described in the Washing
,ton State Wetlands
Identification and Delineation Manual (Washington State Department of Ecology
Publication #96-94, March 1997), was used for this determination, as required by
the City of Edmonds during the permitting process. Under this method, the
process for making a wetland determination is basedon three sequential steps:
1) Examination of the site for hydrophytic vegetation (species present and
percentage cover).
2) If hydrophytic vegetation is found, then the presence of hydric soils is
determined.
3) Determination of the presence of wetland hydrology in the area examined
under the first two steps.
Vegetation Criteria
is The Washington State Wetlands Identification and Delineation Manual, 1997 edition,
defines hydrophytic vegetation as the sum total of macrophytic plant life that
occurs in areas where the frequency and duration of inundation or soil saturation
produce permanently or periodically saturated soils of sufficient duration to exert
a controlling influence on the plant species present. One of the most common
indicators for hydrophytic vegetation is when more than 50 percent of a plant
community consists of species rated "Facultative" and wetter on lists of plant
species that occur in wetlands.
Soil Criteria and Mapped Description
The Washineton State Wetlands Identification and Delineation Manual, 1997 edition,
defines hydric soils as those that formed under conditions of saturation, flooding,
or ponding long enough during the growing season to develop anaerobic conditions
in the upper part. Field indicators are used for determining whether a given soil
meets the definition and criteria for hydric soils.
The soils underlying the site are mapped in the Soil Survey of Snohomish Count
Area Washington as Alderwood- Everett gravelly sandy loams, 25-75 percent slopes.
Alderwood- Everett gravelly sandy loams, 25-75 percent slopes is on till plains,
terraces, and outwash plains. This unit is about 60 percent Alderwood gravelly
sandy loam and about 25 percent Everett gravelly sandy loam. Included in this unit
are small areas of Ragnar, Indianola, McKenna, and Norma soils and Terric

Medisaprists in depressional areas and drainage ways on plains. Also included are
colluvial soils, slump areas, and escarpments. Included areas make up about 15
percent of the total acreage. The Alderwood soil is moderately deep over a
hardpan and is moderately well drained. It formed in glacial till. Typically, the
surface layer is very dark grayish brown gravelly sandy loam about 7 inches thick.
The upper part of the subsoil is dark yellowish brown and dark brown very gravelly
sandy loam about 23 inches thick. A weakly cemented hardpan is at a depth of -
about 35 inches. Depth to the hardpan ranges from 20 to 40 inches.. Permeability of
the Alderwood soil is moderately rapid above the hardpan and very slow through it.
Available water capacity is low. A seasonal perched water table is at a depth of 18
to 36 inches from January to March. Springs or seep areas are common.
The Everett soil is very deep and somewhat excessively drained. It formed in glacial
outwash. Typically, the surface layer, where mixed to a depth of about 6 inches, is
very dark grayish brown gravelly sandy loam. The subsoil is dark brown very sandy
gravelly loam about 12 inches thick. The lower part to a depth of 60 inches or more
is dark brown extremely gravelly sand. Permeability of the Everett soil is rapid.
Available water capacity is low.
Hydrology Criteria
The Washinp
,ton State Wetlands Identification and Delineation Manual, 1997 edition,
states that "areas which are seasonally inundated and/or saturated to the surface
for a consecutive number of days greater than or equal to 12.5% of the growing
40 season are wetlands, provided the soil and vegetation parameters are* met. Areas
inundated or saturated between 5 and 12.5% of the growing season in most years
may or may not be wetlands. Areas saturated to the surface for less than 5% of the
growing season are non -wetlands." Field indicators are used for determining
whether wetland hydrology parameters are met.
BOUNDARY DETERMINATION FINDINGS
Categ
,ory 2 Wetland: This relatively large wetland occupies the central and western
part of this site and extends off -site to the north and south. Vegetation in this
wetland is represented by: a canopy of red alder (Alnus rubra, Fac) and Western
red cedar (Thuja plicata, Fac), with scattered Black cottonwood (Populus
balsamifera, Fac). Understory vegetation is comprised of salmonberry (Rubus
spectabilis, Fac+), Devil's club (Oplopanax horridus, Fac+), red elderberry
(Sambucus racemosa, FacU), skunk cabbage (Lysichiton americanum, Obl), lady fern
(Athyrium filix-femina, Fac), and stinging nettle (Urtica dioica, Fac+). Typical soils
in this wetland have a Munsell color of black (10 YR 2/1) and a texture of muck
from 0 to 18 inches below the surface. Soils were saturated from the surface to 8
inches below during our September 2004 site investigation.
Non -Wetland Areas: Vegetation in the non -wetland portions of the site is
dominated by maintained lawn. Species include colonial bentgrass (Agrostis tenuis,
Fac), velvetgrass (Holcus lanatus, Fac), common dandelion (Taraxacum officinale,
FacIJ), lamb's quarters (Chenopodium album, Fac), California poppy (Eschscholzia

californica, Not/Up[), red clover (Trifolium pratense, FacU), and bull thistle
(Cirsium vulgare, FacU). Typical soils in the portions of the property mapped as
non -wet have a Munsell color of very dark grayish brown (10 YR 3/2) and a texture
of gravelly sandy loam from 0 to 18 inches below the surface. Soils sampled in the
upland areas of the site were dry during our September 2004 site visit.
WETLAND FUNCTIONS AND VALUES ASSESSMENT
METHODOLOGY
The methodology for this functions and values assessment is based on professional
opinion developed. through past field analyses and interpretation. This assessment
pertains specifically to this site, but is typical for assessments of similar systems
common to western Washington.
FUNCTIONS AND VALUES COMPONENTS
Wetlands in western Washington perform a variety of ecosystem functions.
Included among the most important functions provided by wetlands are stormwater
control, water quality improvement, fish and wildlife habitat, aesthetic value,
recreational opportunities, and education. The most commonly assessed functions
are discussed. Assessments of these functions for the project site are provided
below.
EXISTING CONDITIONS
The on -site wettand is a portion of a large riparian wettand system that extends off -
site to the north and south and is associated with the Category 2 stream. The large
size of the wettand, the deep absorbent organic soil and the dense native
vegetation all allow this wettand to store stormwater and moderate stream flows.
This wetlands stores water during periods of high precipitation and releases it
during times of low flow, helping to maintain consistent stream flows. The presence
of organic soil and dense vegetation contribute to water quality improvements by
filtering sediment and pollutants from overland flows and trapping nutrients. This is
an especially valuable function as this wettand is bordered on two sides by roads
and is downstream of developed areas. This wettand and stream system provides a
valuable natural oasis in an increasingly urban area. This system provides wildlife
with a protected movement corridor as well as high quality forage and cover
opportunities. Overall, this wettand and stream system provides a high level of
functions and values. The main limitations to these values are the constraints of
development and the degraded nature of the on -site buffers which are comprised
of Olympic View Drive in the west and mowed lawn in the east.
WILDLIFE
During our site investigation several species of bird were noted. These include
winter wren, American robin, northern Flicker, bushtit, and black -capped
chickadee. Given this wetlands' association with Lake Ballinger, other resident and
migratory species would be expected to utilize the site during some portion of
their lives. No herpetofauna were noted.

USE OF THIS REPORT
This Critical Area Study is supplied to the City of Edmonds as a means of describing
jurisdictional wettand conditions, as required by the City of Edmonds during the
permitting process. This report is based largely on readily observable conditions
and to a lesser extent, on readily ascertainable conditions. No attempt has been
made to determine hidden or concealed conditions. Reports may be adversely
affected due to the physical condition of the site and the difficulty of access
which may lead to observation or probing difficulties.
The laws applicable to wetlands are subject to varying interpretations and may be
changed at any time by the courts or legislative bodies. This report is intended to
provide information deemed relevant in the applicant's attempt to comply with the
laws now in effect.
The work for this report has conformed to the standard of care employed by
wetlan ' d ecologists. No other representation or warranty is made concerning the

SITE DESCRIPTION
Wetland Resources, Inc. conducted a wetland delineation in September of 2004 to
locate jurisdictional wetlands and streams on the approximate 2.5 acre site located
at 18104 76th Avenue W in the city of Edmonds, Washington. The site is located as a
portion of Section 18, Township 27N, Range 4E, W.M.
This property is bounded by Olympic View Drive in the west and 76 th Avenue West
in the east; access is via 76th Avenue West. This site slopes from both the west and
east to a depression in the central portion. A single-family residence with
associated infrastructure and lawn is located on the eastern portion of the site.
The central and western part of the property are forested and contain a large
Category 2 wetland and an associated Category 2 stream, both of which extend off -
site to the north and south. This stream is the main channel of Perrinville Creek
and is known to support salmonids. Category 2 wetlands in the city of Edmonds
typically receive 50-foot protective buffers while Category 2 streams with salmonids
receive 50-foot protective buffers.
WETLAND CLASSIFICATION - COWARDIN SYSTEM
According to the Cowardin System, as described in Classification of Wetlands and
Deepwater Habitats of the United States, the on -site wetland and stream are
classified as follows:
Wetland: Palustrine, Forested Wetland, Semi- permanently flooded.
Stream: Riverine, Upper Perennial, Streambed.
WETLAND CLASSIFICATION - CITY OF EDMONDS
Under ECDC1, chapter 20.15B (Critical Areas), the on -site wetland and stream are
classified as follows:
Wetland Catep
,ory 2: This wetland is greater than one acre in size and has three
wetland classes (emergent, scrub/shrub, and forested). Category 2 wetlands in the
city of Edmonds typically receive 50 -foot protective buffers.
Stream Category 2: This is a perennial stream that does not meet the criteria for a
Category 1 stream. However, this stream is known to support salmonids. Category 2
streams with salmonids in the city of Edmonds typically receive 50 -foot protective
buffers.
In the city of Edmonds, critical areas and their buffers may be required to be
placed in a separate critical area tract or easement. The City may also require the
critical area tract to be designated "native growth protection easement". In this
case, appropriate survey markers and permanent signage shall be installed on the
property at the boundary of the critical areas andlor their buffers (20.15B. 160).

BUILDING SETBACK
Pursuant to ECDC chapter 20.1513: A building setback line of 15-feet is required from
the edge of any buffer to prevent construction intrusions into the buffer. The
setback shall be identified on the site plan which is filed as an attachment to the
notice on title required by ECDC 20.158.160(B)
WETLAND DETERMINATION REPORT
Methodology
On site, routine methodology as described in the Washington State Wetlands
Identification and Delineation Manual (Washington State Department of Ecology
Publication #96-94, March 1997), was used for this determination, as required by
the City of Edmonds during the permitting process. Under this method, the
process for making a wetland determination is based on three sequential steps:
1) Examination of the site for hydrophytic vegetation (species present and
percentage cover).
2) If hydrophytic vegetation is found, then the presence of hydric soils is
determined.
3) Determination of the presence of wetland hydrology in the area examined
under the first two steps.
Vegetation Criteria
The Washino
,ton State Wetlands Identification and Delineation Manual, 1997 edition,
defines hydrophytic vegetation as the sum total of macrophytic plant life that
occurs in areas where the frequency and duration of inundation or soil saturation
produce permanently or periodically saturated soils of sufficient duration to exert
a controlling influence on the plant species present. One of the most common
indicators for hydrophytic vegetation is when more than 50 percent of a plant
community consists of species rated "Facultative" and wetter on lists of plant
species that occur in wetlands.
Soil Criteria and Mapped Description
The Washington State Wetlands. Identification and Delineation Manual, 1997 edition,
defines hydric soils as those that formed under conditions of saturation, flooding,
or ponding long enough during the growing season to develop anaerobic conditions
in the upper part. Field indicators are used for determining whether a given soil
meets the definition and criteria for hydric soils.
The soils underlying the site are mapped in the Soil Survey of Snohomish Count
Area Washington as Alderwood- Everett gravelly sandy loams, 25-75 percent slopes.
Alderwood- Everett gravelly sandy loams, 25-75 percent slopes is on till plains,
terraces, and outwash plains. This unit is about 60 percent Alderwood gravelly
sandy loam and about 25 percent Everett gravelly sandy loam. Included in this unit
are small areas of Ragnar, Indianola, McKenna, and Norma soils and Terric

Medisaprists in depressional areas and drainage ways on plains. Also included are
colluvial soils, slump areas, and escarpments. Included areas make up about 15
percent of the total acreage. The Aiderwood soil is moderately deep over a
hardpan and is moderately well drained. It formed in glacial till. Typically, the
surface layer is very dark grayish brown gravelly sandy loam about 7 inches thick.
The upper part of the subsoil is dark yellowish brown and dark brown very gravelly
sandy loam about 23 inches thick. A weakly cemented hardpan is at a depth of -
about 35 inches. Depth to the hardpan ranges from 20 to 40 inches. - Permeability of
the Alderwood soil is moderately rapid above the hardpan and very slow through it.
Available water capacity is low. A seasonal perched water table is at a depth of 18
to 36 inches from January to March. Springs or seep areas are common.
The Everett soil is very deep and somewhat excessively drained. It formed in glacial
outwash. Typically, the surface layer, where mixed to a depth of about 6 inches, is
very dark grayish brown gravelly sandy loam. The subsoil is dark brown very sandy
gravelly loam about 12 inches thick. The lower part to a depth of 60 inches or more
is dark brown extremely gravelly sand. Permeability of the Everett soil is rapid.
Available water capacity is low.
Hydrology Criteria
The Washinp
ton State Wetlands Identification and Delineation Manual, 1997 edition,
states that "areas which are seasonally inundated and/or saturated to the surface
for a consecutive number of days greater than or equal to 12.5% of.the growing
season are wetlands, provided the soil and vegetation parameters are met. Areas
inundated or saturated between 5 and 12.5% of the growing season in most years
may or may not be wetlands. Areas saturated to the surface for less than 5% of the
growing season are non -wetlands." Field indicators are used for determining
whether wetland hydrology parameters are met.
BOUNDARY DETERMINATION FINDINGS
Category 2 Wettand: This relatively large wettand occupies the central and western
part of this site and extends off -site to the north and south. Vegetation in this
wetland is represented by: a canopy of red alder (Alnus rubra, Fac) and Western
red cedar (Thuja plicata, Fac), with scattered Black cottonwood (Populus
balsamifera, Fac). Understory vegetation is comprised of salmonberry (Rubus
spectabilis, Fac+), Devil's club (Oplopanax horridus, Fac+), red elderberry
(Sambucus racemosa, FacIJ), skunk cabbage (Lysichiton americanum, Obl), lady fern
(Athyrium filix-femina, Fac), and stinging nettle (Urtica dioica, Fac+). Typical soils
in this wetland have a Munselt color of black (10 YR 2/1) and a texture of muck
from 0 to 18 inches below the surface. Soils were saturated from the surface to 8
inches below during our September 2004 site investigation.
Non -Wetland Areas: Vegetation in the non -wetland portions of the site is
dominated by maintained lawn. Species include colonial bentgrass (Agrostis tenuis,
Fac), velvetgrass (Holcus lanatus, Fac), common dandelion (Taraxacum officinale,
FacU), lamb's quarters (Chenopodium album, Fac), California poppy (Eschscholzia

californica, Not/Up[), red clover (Trifolium pratense, FacU), and butt thistle
(Cirsium vulgare, FacU). Typical soils in the portions of the property mapped as
non -wet have a Munselt color of very dark grayish brown (10 YR 3/2) and a texture
of gravelly sandy toam from 0 to 18 inches below the surface. Soils sampled in the
upland areas of the site were dry during our September 2004 site visit.
WETLAND FUNCTIONS AND VALUES ASSESSMENT
METHODOLOGY
The methodology for this functions and values assessment is based on professional
opinion developed through past field analyses and interpretation. This assessment
pertains specifically to this site, but is typical for assessments of similar systems
common to western Washington.
FUNCTIONS AND VALUES COMPONENTS
Wetlands in western Washington perform a variety of ecosystem functions.
Included among the most important functions provided by wetlands are stormwater
control, water quality improvement, fish and wildlife habitat, aesthetic value,
recreational opportunities, and education. The most commonly assessed functions
are discussed. Assessments,of these functions for the project site are provided
below.
EXISTING CONDITIONS
The on -site wettand is a portion of a large riparian wettand system that extends off -
site to the north and south and is associated with the Category 2 stream. The large
size of the wettand, the deep absorbent organic soit and the dense native
vegetation all allow this wettand to store stormwater and moderate stream flows.
This wetlands stores water during periods of high precipitation and releases it
during times of tow flow, helping to maintain consistent stream flows. The presence
of organic soit and dense vegetation * contribute to water quality improvements by
filtering sediment and pollutants from overland flows and trapping nutrients. This is
an especially valuable function as this wetLand is bordered on two sides by roads
and is downstream of developed areas. This wettand and stream system provides a
valuable natural oasis in an increasingly urban area. This system provides wildlife
with a protected movement corridor as well as high quality forage and cover
opportunities. Overall, this wettand and stream system provides a high level of
functions and values. The main limitations to these values are the constraints of
development and the degraded nature of the on -site buffers which are comprised
of Olympic View Drive in the west and mowed lawn in the east.
WILDLIFE
During our site investigation several species of bird were noted. These include
winter wren, American robin, northern Flicker, bushtit, and black -capped
chickadee. Given this wetlands' association with Lake Ballinger, other resident and
migratory species would be expected to utilize the site during some portion of
their lives. No herpetofauna were noted.

USE OF THis REPORT
This Critical Area Study is supplied to the City of Edmonds as a means of describing
jurisdictional wetland conditions, as required by the'City of Edmonds during the
permitting process. This report is based largely on readily observable conditions
and to a lesser extent, on readily ascertainable conditions. No attempt has been
made to determine hidden or concealed conditions. Reports may be adversely
affected due to the physical condition of the site and the difficulty of access
which may lead to observation or probing difficulties.
The laws applicable to wetlands are subject to varying interpretations and may be
changed at any time by the courts or legislative bodies. This report is intended to
provide information deemed relevant in the applicant's attempt to comply with the
laws now in effect.
The work for this report has conformed to the standard of care employed by
wetland ecologists. No other representation or warranty is made concerning the
work or this report and any implied representation or warranty is disclaimed.

Attached are Engineering Division field.inspection notes outlining -the
events in connection with the above-.subJect incident.
The sewer line was installed in 1961 by the City of Lynnwood. We have
a reciprocal agreement with Lynnwood.whereb-,-r residents of Edmonds
adjacent to the Lynnwood line are served by this line. I -,Then connections
are made to these Lynnwood lines, we issue a.Right-of-Way Construction
Permit and a Side'Sewer Permit, which allows I the �ontractor to
install the side sewer.and work in the public right-of-way. If a stub
or lateral has been provided, these are the only permits.n"ecessary. If
a stub is not available on the line, the.contra"ctor is required to
obtain a permit from the City of Lynnwood. Even though a stub is shown
on the plans, it is common on -these older lines that these stubs are
not in the location as shown and sometimes have not, in fact, been
installed. All of the experienced contractors working in Edmonds are
aware of this and, therefore, should -be prepared to install a tap
in the line if the stub cannot be located.
Mr. Russ Johnson was issued the Right -of -Way Construction Permit on
March 15, 1979. By signing this.perm'it, Mr. Johnson agreed to hold
the City of Edmonds harmless against any claims. On March 16, 1979,
the first day of work, Mr.. Johnson was not prepared to make a tap, if
required, nor to make a connection to the stub if he were able to
locate it. He did not have shoring, pumps, etc., which would have been
required.
There also seems to bean inconsistency in the dollar amounts of the
claim. Mrs. Pontious states that*the original bid for the total
installation of the side sewer was $1,800. Now she wishes to claim
$1,800 damages for a small portion of the total excavation which did not
include any pipe nor connections.

CLAIM FOR DAMAGES
In an attempt to hook up to the City sewer line, on March 12, 1979,
we obtained a sewer map from the City of Edmonds, Water & Sewer Department,
(see Exhibit A, attached hereto) showing there was a tee for sewer hook up
in front of our property located at 18104 - 76 Avenue West, Edmonds, and
legally described as: Lot 4, Block 2, Admiralty Acres, as per plat recorded
in Volume 12 of Plats, Page 48, records of Snohomish County.
We obtained a bid from a sewer contractor, one Russ Johnson, to hook
us to this sewer line, in the amount of $1,800.00.
On March 16, 1979, N1r. Johnson attempted to hook us up to the tee,
as shown on the map, and found that there was no tee. Consequently, we
were charged the $1,800.00, plus tax of $97.20, for this day's work.
(See Exhibit B, attached hereto).
We were then advised from our contractor that he would have to hook
us on to the main sewer line if allowed to by the City of Edmonds Water
Sewer Department. The City ran a camera through the sewer line on 76th
Avenue West and verified that there was in fact no tee as shown on their
sewer line map. We were then allowed to hook up to the main sewer line.
On April 9, 1979, Mr. Johnson commenced the hook up and we I incurred
an additional $2,000.00 for this day's work.
We are claiming damages in the amount of $1,897.20 for the first day's
work by YT. Johnson in an attempt to hook us on to a tee, as shown on the
map, which tee was not there.

APPROVAL OF MINUTES OF APRIL 17, 1979 [Item (B) on Consent Agenda]
CouncilmaAlCarns had three corrections to the Minutes of April 17, 1979: (1) On
page 5 in the motion regarding the proposed Code amendments to add the RRB zone and
delete the RMD zone, after "THE MAIN MOTION CARRIED" should be added the words "WITH
COUNCILMAN GOULD VOTING NO." (2) On page 6, in the motion to postpone indefinitely
the Mayor's recommendations on the Sign Code, it should be indicated that Councilman
Herb voted no. (3) On page 8. in the motion regarding the State's final design plan
for Phase I of the 196th St. improvement, the words "MAPLEWOOD ARCH" should be changed
to "MAPLEWOOD PARK" and the words following should be eliminated and be replaced
with: "AND IN THE STATE HIGHWAY DEPARTMENT DESIGN FOR THE NEXT PHASE OF THE ROAD
WHERE 10' OF ADDITIONAL RIGHT-OF-WAY IS NEEDED, 5' WILL BE TAKEN FROM EACH SIDE OF

This claim was from William R. Pontious in�'the amount of $1,897.20, based on a sewer
map received from the City which showed a tee for sewer hookup in front of his property.
When the sewer contractor attempted to hook up to the tee there was none at that
location, and Mr. Pontious was charged $1,800 plus tax of $97.20 for that day's work.
He incurred an additional $2,000 charge for hookup to the main sewer line. His claim
was for the charge made for the first attempt to connect to the nonexistent sewer
tee. Councilman Carns inquired how this could have happened, and City Engineer Fred
Herzberg responded that this was a Lynnwood sewer line and the tee was indicated on
the completion drawings. He also said there is a standard hold harmless clause on
