This letter report presents the results of our Subsurface Exploration and Geotechnical
Engineering Evaluation for the above -referenced site. The approximate locations of the
explorations performed for this study are presented on the Site & Exploration Plan, Figure 1..
Soil logs with interpretive descriptions of the subsurface conditions encountered at the test
pit locations are also enclosed.
The purpose of this study was to establish general subsurface conditions at the site from
which recommendations regarding foundation design and site improvement could be
formulated. The scope of our services consisted of a field exploration program, visual
assessment of site conditions, geotechnical engineering analyses, and preparation of this
report.
The geotechnical conclusions and recommendations contained in this report are base.d on the
soil conditions encountered in the 3 hand -excavated -test pits advanced on the subject parcel.
It should be noted that soil conditions may vary across the site and from those disclosed by
our test pits. For this reason, we recommend that we be allowed to observe prepared
foundation subgrade conditions and other geotechnically relevant items covered bythis report.
SITE AND PROJECT DESCRIPTION
The proposed new residence will be constructed at 18106 Andover Street in Edmonds,
Washington. The subject parcel is currently occupied by a wood -frame residence which is
reportedly approximately 40 years old. The site slopes down to the north and east to a paved
driveway. The current structure includes a basement/garage which partially to fully daylights
on the north and east sides. An 8-foot embankment slopes rapidly down to. the adjacent lot
at the west property line. A 5-foot high rockery wall is situated along the western half of the

south property line on the adjacent property. From the top of this rockery, an embankment
slopes up approximately 5 feet at an estimated angle of 2H: 1 V (Horizontal:Vertical) to the
neighboring, fenced yard.
From plans provided to us, we understand the new residence will consist of a 2 story, wood
frame structure situated at the approximate location of the existing house. The lower story
will be a daylighted basement including a garage, storage area, and root cellar. Although
finished floor elevations were not printed on the plans provided to us, we estimate that the
basement floor elevation will be approximately at elevation 100. Based on this information,
we anticipate that temporary cut slopes on the order of 10 to 12 feet high will be required to
construct foundation elements along the south edge of the structure.
SUBSURFACE EXPLORATION
'The subsurface exploration program performed for this project consisted of excavating 3 test
pits by hand methods at the approximate locations shown on the Site & Exploration Plan,
Figure 1. The exploration locations were determined by hand taping from existing site
features and should be considered accurate only to the degree implied by this method. The
explorations extended from 2.5 to 6.0 feet below the existing ground surface and were
advanced and logged in the field by a geotechnical engineer from our firm.
The exploration logs enclosed with this letter are based on interpretations made in the field.
The logs indicate the various types of soils encountered at the exploration locations. The
relative densities of the soils indicated on the logs are interpretive descriptions based on the
excavation characteristics and evaluation of the excavated soils. The logs also indicate the
depth where the strata or characteristics of the strata changed, although the changes
indicated may have been gradual.
Hand -excavated test pit TP-1 advanced near the northeast corner of the future structure
revealed a thin layer of fill material including large amounts of rotten wood and some glass
and organic -rich soil extending from the surface to approximately 0.9 feet. From 0.9 to 2.0
feet, our test pit revealed what we interpreted to be native deposits of loose, moist, orange -
brown silty fine sand with some gravel. At approximately 2 feet the subsurface material
became tan and graded to medium dense with an increased small gravel content. Below 3
feet, the material gradually became denser and wetter. This medium dense, moist to wet, tan
silty sand with some gravel extended to the full 4-foot depth explored.
Test pit TP-2, excavated near the northwest corner of the future residence, revealed
approximately 6 inches of sod and topsoil. From a depth of approximately 0.5 to 4.0 feet,
this exploration encountered a medium dense, moist to wet, gray -tan slightly silty medium to
coarse, gravelly sand with some randomly occurring cobbles. Below 4 feet, the material
appeared to become slightly denser with a slightly decreased silt content. This material
extended to the full 6-foot depth explored.

Test pit TP-3, excavated on the south side of the future residence, revealed 6 inches of sod
underlain by medium dense to dense deposits of moist to wet, gray gravelly silty sand.
Based on the conditions encountered in these 3 explorations, it appears that the project site
is generally underlain by medium dense to dense deposits of somewhat silty, gravelly sand
with occasional cobbles. No groundwater was encountered in any of our test pits. However,
it is possible that perched groundwater conditions could develop above zones of siltier soils
which would slow the downward percolation of surface water and force lateral migration of
this moisture which could daylight in excavations.
CONCLUSIONS AND RECOMMENDATIONS
In our opinion the proposed development of the site is feasible from a geotechnical standpoint.
The soils encountered at the site in our test pit excavations are favorable for support of the
proposed structure. It appears that slopes excavated for construction of the south
basement/root cellar wall will require temporary shoring to avoid over -steep cuts and provide
adequate set backs from the existing rockery. Specific geotechnical recommendations for this
project are presented in the following paragraphs.
Prior to site grading, any site surface and groundwater should be collected and routed away
to a proper drainage. Mitigative measures to collect/divert seepage away from the building
pad should be completed as soon as possible to protect exposed subgrades. This could be
done by constructing collection ditches at the base of cuts where groundwater seepage
occurs. Once surface water runoff and groundwater seepage are controlled, all building and
pavement areas should be cleared of trees, stumps, brush, sod, topsoil, and uncontrolled fill
materials if encountered.
All fill placed in foundation and pavement subgrade areas should be placed as "structural fill".
All surfaces to receive structural fill should be stripped of topsoil, loose and soft to medium
stiff native materials, and any existing fill material. Based on the subsurface conditions
encountered at our explorations, we anticipate that stripping depths on the order of 2 % to 3
feet will be required when native soils are encountered at the surface and deeper in areas of
uncontrolled fill deposits. Structural fill should be placed in loose lifts not exceeding 8 inches
in thickness. Individual lifts should be compacted such that a density of at least 90 percent
of the modified Proctor maximum dry de * nsity (ASTM:D-1 557) is achieved. Where the ground
to receive fill slopes more steeply than 5H: 1 V, the base of the fill should be tied to the firm,
stable subgrade by appropriate keying and benching. The suitability of soils used for
structural fill depends primarily on the gradation and moisture content of the soil when it is
placed. Silty soils containing more than about 5 percent fines by weight, such as the site
soils, cannot be consistently compacted to a firm and non -yielding condition when the
moisture content is more than about 2 percent over optimum. The optimum moisture content
is that which will allow the greatest density under a given compactive effort. Site soils
consist primarily of silts and, as such, would be difficult� or impossible to compact during wet

weather. Even during the summer, delays in grading may occur due to precipitation or the
presence of surface or groundwater. In wet weather or wet site conditions, fill placement
may require the use of imported, select granular material.
Permanent cut slopes should be planned with slopes no steeper than 2H: 1 V. . If slopes are to
be made steeper than this, an engineered retaining structure is suggested such as a
conventional retaining wall or other pre -manufactured engineered block wall such as a
geotextile-reinforced "Keystone" wall. Where possible native vegetation should be maintained
on slopes to protect slope soils from erosion. Vegetation should be reestablished on cut
slopes or fill embankments as soon as possible and slopes should be protected from runoff
until vegetation is thoroughly established. Runoff should be routed away from slope faces as
well.
The stability of temporary cut slopes is a function of many factors, including the following:
the presence and abundance of groundwater, the type and density of the various soil strata,
the depth of cut, surcharge loads adjacent to the. excavation, and the length of time the
excavation remains open. Consequently, it is exceedingly difficult to pre -establish a safe and
"maintenance -free" cut slope angle. This should therefore be the responsibility of the
contractor who would continuously be at the job site to observe the nature and condition of
the subsurface materials encountered.
We recommend that any temporary cut or excavation deeper than 4 feet be adequately sloped
or braced to prevent injury to workmen from localized sloughing and spalling. For preliminary
estimating purposes, such temporary, unsupported cut slopes within the gravelly sands should
not exceed 1 H: 1 V (Horizontal:Vertical). If seepage zones are encountered in the temporary
cut slopes, the inclination of the excavation walls may have to be flatter (on the order of
1.5H: 1 V). Temporary slopes should be draped with Visqueen or other means to protect them
from the elements and minimize sloughing or erosion. All excavations should be completed
in accordance with applicable federal, state, or local safety codes. The, provisions for
adequate. sloping or bracing of the excavation should be made the responsibility of the
contractor.. The contractor would be present on site on a full-time basis and would therefore
be able to provide the most suitable excavation sloping or shoring system, as well as
monitoring its performance.
From the plans provided.to us, it appears that temporary cut slopes on the order of 10 feet
high will be requiredfor construction of the south basement wal,l footing located 10 to 12 feet
laterally from the existing rockery to the south. We re -commend that a, minimum horizontal
setback.of 5 feet be provided from the toe of the rockery to the top of the cut.slope. It
appears that cuts made at the maximum recommended slope angle of 1H:1V would not
provide this minimum lateral setback. In addition, gross slope stability could be reduced if the
angle extending from the base of the cut to the top of the rockery is steeper than 1 H: 1 V. We
anticipate that the cut will therefore require a near -vertical component extending to a height

at - which the soils can subsequently be cut at a slope of 1 H: 1 V to daylight at the minimum
recommended setback distance of 5 feet from the rockery base. The vertical component of
the cut must be provided with a suitable shoring system to provide for worker safety and
maintain gross slope stability. For temporary slope bracing, one possible system could include
stacked concrete ecology blocks placed against the cut surface. The blocks should be
embedded at least 1 foot at the toe, be stacked no more than three high and battered at least
1 H:6V. Any space between the blocks and cut surface should be immediately backfilled with
pea gravel. Following construction of the basement walls, backfilling of the excavation should
be accomplished without removal of the ecology blocks which would continue to provide
embankment support during the backfilling procedure. Alternatively, a more elaborate shoring
Isystem could be designed or a slope easement obtained from the neighboring property owner.
Retaining walls or basement walls backfilled on one side only, which are constructed so as
to allow some deflection during backfill placement, may be designed to resist an active
pressure equivalent to a fluid weight of 35 pounds per cubic foot (pcf). Backfilled walls that
-are restrained structurally from lateral movement or by stiffness, can be designed for an
equivalent fluid unit weight of 55 pcf. A minimum width of 2 feet of free -draining, clean,
gran * ular backfill should extend from the base of the wall to within 1 foot of the ground
surface, to preclude the buildup of hydrostatic pressures. The upper foot of backfill should
consist of silty soils intended to cap the wall drainage material and reduce surface water
infiltration directly into the backfill zone. To resist sliding, an allowable passive resistance of
275 pcf, expressed as an equivalent fluid pressure, may be assumed for each foot of
penetration below the lowest adjacent slab grade or ground surface, neglecting the first foot.
An allowable foundation base friction coefficient value of 0.35 is recommended. Surcharges
due to sloping ground, adjacent footings, vehicles, construction equipment, etc. must be
added to the equivalent fluid unit weight. For a uniformly distributed load behind a backf illed
wall, the corresponding, uniformly distributed lateral earth pressure would equal 35 percent
of the vertical load for a yielding wall and 55 percent of the vertical load for a non -yielding
wall. These surcharge pressures should be added to the equivalent fluid pressures. These
values incorporate a factor of safety of at least 1.5. We recommend that we be retained to
Ireview these design values if they are applied to walls greater than 12 feet in height.
The proposed residence may be supported by conventional spread footings. We recommend
that footings founded on the medium dense or denser granular native soils encountered in our
test pits, or structural fill which was placed over suitable native deposits and compacted to
at least 90 percent of the modified Proctor maximum dry density, be designed for a maximum
allowable soil bearing capacity of 2,000pounds per square foot (psf). This bearing capacities
may be increased by up to one-third to accommodate transient, dynamic forces such as
seismic or wind loadings. The foundation should not be set in or above loose or disturbed soil,
uncompacted fill, or any existing uncontrolled fill or topsoil, such as the near -surface soils
encountered in test pit exploration TP-1.

The contra ctor should avoid disturbance of the bearing soils and limit traffic across the
prepared building pad, foundation areas, or prepared subgrades when the ground is damp or
wet. All footings should have a minimum width of 12 inches. We recommend that the base
of all exterior spread footings be located at least 1.8 inches below the lowest adjacent grade
or floor slab. Interior footings must penetrate at least 12 inches below surrounding grade.
We recommend that the condition of all footing excavations be observed by a representative
of AGRA prior to concrete placement to confirm that the condition of the bearing soils are
consistent with those assumed during design.
Garage floor slabs and other slab -on -grade floors should be founded on either undisturbed,
native medium dense or denser granular soils encountered in our test pits or on properly
placed and compacted structural fill. We recommend that floor slabs be underlain by a
minimum 4-inch thickness of "clean", coarse sand and gravel, crushed rock or pea gravel to
serve as a capillary break and working surface. The capillary break should contain at least 50
percent (by weight) gravel size particles larger than the U.S. No. 4 Sieve. The fines content
of the capillary break should be limited to 3 percent by weight passing the U.S. No. 200
Sieve, based on the minus No. 4 soil fraction. An impervious moisture barrier should also be
placed beneath the slab.
We recommend that the residence be provided with a perimeter footing drain system to
collect any available water. The footing drain system should consist of at least a 4-inch
diameter perforated pipe fully enveloped in pea gravel or washed rock. The invert of the drain
pipe should be installed at or slightly below the adjacent footing base. The footing drains
should discharge by a tightline drain network away from the building via gravity to a storm
sewer or other suitable discharge point. Site grades should be planned to slope away from
the house, and to avoid surface ponding. Roof and surface runoff should not discharge into
the footing drain system. Instead, a separate tightline drain network should be installed.
Runoff should not be allowed to flow across the surface of site slopes as this could lead to
increased erosion.
CLOSURE
The conclusions and recommendations presented in this report are based upon the data
obtained from the test pit explorations shown on the Site & Exploration Plan. The number,
location and depth of the explorations were completed within the site and scope constraints
so as to yield the information to formulate our recommendations. If any modifications of the
project as discussed in this report are made, we recommend that we be provided the
opportunity to review the recommendations and considerations provided herein to determine
whether any changes are appropriate. The integrity and performance of foundation systems
depend greatly on proper site preparation and construction procedures. We recommend that
AGRA Earth & Environmental be retained to provide the geotechnical engineering services
during earthwork and foundation construction phases of the project.
