Edmonds Dear Mr. Bowman, The Estates at Olympic View Crest Homeowners Association wishes to express several concems regarding the construction of lot 17. There appears to be several issues that are not in compliance with erosion control measures and safety standards. The private road has been undermined due to a 10 — 12 foot deep cut along the edge of it. There appears to be a loss of the road base. The plywood safety barrier that was constructed was ineffective in that it blew into the lot sometime during the night of September I &. Larry Seitz was notified the following day, via fax, that this had occurred. So fair, there has been no effort to rectify the problem. The Association is concerned about the long term stability of the road. We request that corrective measures be implemented to restore the integrity of the road base. We also request that a maintenance bond naming the homeowners association as additional insured be posted by Westar'Development for any future maintenance or repair of the road, should additional settlement or deterioration of the private road occur along the edge of property line. Another area of concern is the exposed soil. There appears to be a lack of proper erosion control in these areas. Finally, the existing water line that serves the lower lot 18 has already been damaged during the excavation, leaving the homeowner with soil in the water and a risk of contamination. The locate wires have been broken and the line is lying on the ground resulting in the potential for additional damage during subsequent construction activities. The water line must be adequately supported to prevent any future damage and needs to be subsequently backfilled with sand or pea gravel during the backfill process to prevent any future damage to this service. Muzzy 18017 69h Place West Edmonds, WA 98026 425-670-8845 I am contacting you on behalf of Olympic View Crest Homeowners' Association, especially those who are responsible for the future maintenance and upkeep of the private road under discussion. Long-term stability of the road remains in question due to improper excavation of the adjacent building site. In her letter of September 14, 2004, Jeanine Graf included a technical memorandum from Landau Associates to Dave Gebert expressing several concerns about the stability of the excavated bank and water line. In response, Ms. Graf ordered Westar Development Company Inc to impose road use restrictions pursuant to UBC Section 3307 because, as she stated, the driveway "may be susceptible to further failure until repaired under the direction and supervision of the property owner's licensed geotechnical engineer." (emphasis added). Per your letter of September 15, 2004 to Ron Trickett, Homeowners Association President, Westar was ordered to: • "Obtain the services of a licensed geotechnical engineer to perform a detailed site investigation and submit a plan that includes temporary and pennanent erosion control and slope protection measures and monitoring." • "Immediately perform any work deemed emergency by the geotechnical engineer." • "Report any additional slope sloughing or failures or driveway undermining immediately to the City Engineer." Several homeowners observed continued sloughing of the middle and upper portions of the bank undermining the edge of the roadway. I contacted the City Building Department in late November to again express my concerns regarding the continued erosion of the slope, requesting an inspection prior to commencement of work on the retaining wall while the bank was still exposed. During the week of December 6, pallets of landscaping blocks were delivered to the site and work on the wall began during the week of December 13. In my absence, my wife contacted the City again and an inspector was dispatched to the site. In his letter dated December 17 2004, Mr. Lyle Chrisman wrote that the " . . . inspector looked at the site and reported there was no undermining and the contractor was in the process of installing a block wall." Further "according to the inspector, the block wall will not be very high . . At this time, the landscape block wall is complete, with portions reaching 60-inches in height. The retaining wall is constructed of common garden landscaping blocks. Manufacturers of this type of block recommend structures not exceed 48-inches in height nor be subject to surcharges from sloped banks and or roads. At this time, I am requesting the City provide the following documents to be kept in the records of the affected property owners and homeowners association. I . A copy of the final report to the City from the licensed geotechnical engineer as to the efficacy of the repair to the slope 2. Evidence refuting residents' claims of bank sloughing and undercutting of road edge 3. Evidence that the repair was made under the direction and supervision of a licensed geotechnical engineer 4. Presented in this letter are our findings and Conclusions. As stated in our 3/2/2005 letter, the block wall adjacent to the neighbor's driveway is within about 4 feet of the driveway at its closest point. Between the driveway and the block wall. the ground slopes down at about 2H:IV to 5H:IV from the driveway to the block wall. A typical section of the most critical case is presented on Plate I attached hereto to show the potential Impact of the traffic load of the neighbor's driveway on the concrete block wall. We estimate that the equivalent traffic load for passenger vehicles and light trucks oil the t-- driveway will be about 100 psf. Assuming the pressure envelope of the traffic load spreads downward at a 45-degree plane as shown on Plate 1. It shows that the pressure envelope of the traffic load on the neighbor's driveway would pass Linder the block wall. Presented in this letter report are our findings and conclusions. A curving Keystone * segment concrete block wall (hereinafter referred to as Wall 1) is constructed to line a toe cut along the north and west lot lines, and a straight wall (hereinafter referred to as Wall 2) line the south lot line of the subject residence. Wall 2 is a single -tier wall lining the south side of the driveway and garage of the subject residence, and stands at about 4 feet tall. About the middle half of Wall I splits into two tiers', with the lower tier wall stands up to 3 feet 4 inches tall and the upper tier up to 2 feet 8 inches tall, and the upper tier wall is set back at 2.0 feet from the lower tier wall. Wall I is within about 15 to 20, feet of the sidewalk to the west and within about 4 feet -of the neighbor's driveway to the north at its closest point. The area between Wall I and the sidewalk is now covered with grass sod and shredded bark, and the area between Wall I and the neighbor*s driveway is mostly bare. You stated that a perforated PVC drain pipe is installed along,the base in front of the lower tier wall, and that crushed rock filled trenches are constructed under the base -course of the lower -tier block wall at to 4 points to hydraulically connect the sand backfill to the drain pipe in front of the wall. . The drain pipe is then tightlined to the drain line of the roof drain system. You also informed us that free -draining sand is used to backfill the block walls, and that the sand backfill is placed in lifts no more than 12 inches thick with each lift compacted with a vibratory plate compactor to a non - yielding state. It is our,opinion that the block walls constructed as you described should have adequate drainage control provision. As presented on our 10/29/04 letter, the original surficial soil unit at the residence site and its vicinity is mapped as advance outwash deposits of dense to very -dense, slightly silty. fine to medium sand with a trace to some gravel. The native undisturbed advance outwash soils are quite stable. We understand the roadbed of the neighbor's driveway to the north is constructed with structural fill placed over the advance outwash deposit. The structural fill was compacted to at least 95% of the maximum dry density determined by ASTM D1557 (Modified Proctor method), monitored and certified by Nelson-Couvreue Associates. It is our o . pinion that cut slopes or fill embankments at 2H:lV in such structural fill -material or in the compacted sand backfill of the block walls should be able to maintain stability. The surficial soils on the slope next to the north neighbor*s driveway may, have been disturbed by construction traffic. The disturbed soils should be compacted with a vibratory plate compactor to a non -yielding state, and the slope should be seeded and covered with a layer of straw mulch. Shrubs may also be planted on the slope to provide erosion protection. With multi -tier walls, the general rule of thumb is that the upper -tier wall should be set back from the lower -tier wall a horizontal distance at least equal to the height of the lower -tier wall in LIU & ASSOCIATES, INC. This is based on the assumption that the pressure envelope of the foundation load of the upper -tier wall spreads downward at a 45-dearee angle. In dense native soils or structural fill. the pressure develop may actually be spreading downward at a steeper angle, and thus requires less setback of the upper wall. The Keystone block walls constructed on the subject residence appear to be stable, with no signs of movement, such as tilting, bulging or sliding. The pressure envelope from the upper -tier foundation load does hot appear to an adverse impact on the stability of the lower -tier wall of Wall 1. Based on our observation of the conditions of the Keystone walls built on the subject residence site, it is our conclusion that the one -tier portion of the block walls is stable. The two -tiered portion of the walls appears to be stable without any discernable movement, even though the upper -tier is not set back far enough from the lower -tier wall according normal rule of practice. Structural fill should have a moisture content within one percent of its optimum moisture content at the time of placement. 'rhe optimum moisture content is the water content in the soils that enable the soils to be compacted to the highest dry density for a given compaction effort. The on -site advance outwash soils meetinL, the above criteria may be used as structural fill provided that their moisture content carl be controlled to close to its optimum moisture content. The transitional beds soils of clayey slit to silty clay excavated out of the lower elevation of the building footprint excavation are unsuitable, for use as structural fill. According to this publication. the surficial soil C! unit at and in the vicinity ofthe residence site are mapped as Advance Outwash (Qva)- The Advance Outwash deposits consist of stratified sand and gravel with minor amounts of silt and clay, deposited by the meltwater of advancing glacial ice. The Advance Outwash deposits are glacially overridden and is generally dense to very dense in its natural, undisturbed state, c,.\cept the top 2 to 4 -feet -which tnay be weathered to a loose to medium -dense state. It can stand in steep cuts or natural slopes over an extended period oftime when undisturbed. When exposed on slopes of poor vegetation cover and subjjected to storm runoff. the Advance OUtwash deposits can be gradually eroded and may slough to a flatter inclination. The soils exposed on the cut slopes consist of up to 5 feet of loose to mediurn-dense fill with wood debris. brick fraurnents, waste concrete... etc. Tlic fill is underlain by 2 to 4 Feet of brown, medium -dense, sligAitly silty fine to mediurn sand, which is in turn underlain by gray, dense to vcry-dense fine to coarse sand Nvith a trace gravel to the bottom of excavation. It does not appear diat there has been any sluffing of the driveway in question- Furthermore the backfill will be restored in such a manner that I do not seethe need for additional, engineering. '1he purpose of thp visit was to mess potential excavation slope stability concerns that could impact the adjacent driveway. OBSERVATIONS I The excavation conditions were observed from the -private dziveways bounding the property on the north and south sides. We did not enter the excavation. At the time of our visit no construction work was being conducted andit was raining- Rain had been Ming intermittently overnight and during the daylight hours preceding our site visit. A temporary, moveable wood fence %w present along the south side of the north driveway. The driveway is about 15 ft wide and asphalt paved. T'he excavation for the basement of the proposed residence Wended down into what appeared to be gray, glacially-cousolidated soil. Brown soil that appeared to be topsoil was present between the gray soil and remnants of a sod line that were visible around portions of the excavation. Fill appears to be present in some areas, in Rarticular the upper portions of the north side of ft -mcavation appear to be fill. ne north side of the excavation is near -vertical for the lower approximately 4 to 5 ft, steeply sloping above the ne2r-vertical slope, then near -vertical again for the upper portion of the slope. The top of the excavation on the north side comes up to the edge of the pavement for the driveway that services residences north and east.of the subject excavation. The soil exposed in the. upper portion of the slope beneath the pavement appears to be angular quarry spill material that is sloughing into the excavation. We understand that this waterline services the residence to the cast and the, line was bmken during excavation for the basemnt and bas been temporarily repaired. Portions of the waterline are suspended in air as the pipeline traverses betwe-m the excavation sides and the bottom o t the excavation. ExcAvAmN STABiLfry The excavation contains near -vertical portions and the overall slope inclination appears to be significantly steeper than i 2H: 1V (horizontal : vertical) slope. In our opinion, the excavation is overly steep and threatens the adjacent driveway to the north. Sloughing and failure of uiaterial into the excavation could be expe bted to continue and could undermine the south portion of the driveway oil the north side of the excavation. This could present a h=rd to vehicles traversing the driveway. In our opinion, the present situation presents a danger to any vehicle traversing the south side of the 15 ft wide driveway. At tbis' time, we reconnnend that (he teMorary fence or other temporary barricades be moved so tlmt vehicle traffic is pievented from access to at least the southerly 6 ft width of the driveway. It will also be important that the driveway be monitored for signs of cracldng or settlement that could be warrung signs of movement that could ftu-ther endanger the stilbility of the driveway. If such signs are observed, it may be appro . priate to prevent all vehicle traffic on the driveway until the adjacent excavation is backfilled or otherwise. stabilized by shoring. Worker safety in and around the excavation is the responsibility of tJte contractor. Howevc-, we note that the excavation i I s steeper than that prescribed by WISELA, and according to WISHA.excavaLtion requirements (WAC 296 455), should either be flattened or temporary shorirqv- provided- t WATERLM STABILM The waterline has been temporarily repaired, but is presently exposed and partial.1y suspended near the base of the excavation.
