The subject site is located south of Olympic View Drive on the west side of 86 th Place West in Edmonds, Washington. The site is approximately 0.5 acres in size, and is currently undeveloped. The site topography descends toward the northwest and has an overall elevation change of approximately 25 feet. Vegetation onsite consists of lightly wooded areas and shrubs. We understand the subject site is to be developed with a single family residence and associated utility improvements. We understand grading activities will include fills of up to four to eight feet, with a proposed four foot landscape rockery. Clearing of portions of the site will be required to perform the proposed development activities. Page 2 Based on site reconnaissance, the subject site does not exhibit signs of slope instability or erosion hazards; scarps, hummocky terrain, rills, seeps, or springs were not present. The site is currently vegetated and stable. As part of this geotechnical evaluation, two test pits were excavated in order to characterize subsurface conditions; test pit logs are provided as an attachment. Soil observed at the test pit locations exhibit dense recessional outwash conditions to a depth of approximately three to four feet, underlain by dense to very dense glacial till. Groundwater seepage was observed in both test pits at an approximate depth of two feet. The referenced NRCS soil survey identifies the site soils as Alderwood gravelly sandy loam, 15 to 25 percent slopes. Critical Area Assessment As part of this geotechnical evaluation, a critical area assessment was I completed. Landslide and erosion hazards (with respect to the planned development) were evaluated. This evaluation concludes that landslide hazard areas are either not present, or are sufficiently setback from the development and will remain undisturbed. A similar conclusion regarding erosion hazards is also made. Landslide Hazard Areas Section 23.80.020.B of the referenced Edmonds City Code defines a potential landslide hazard area as follows: "I. Areas of ancient or historic failures in Edmonds which include all areas within the earth subsidence and landslide hazard area as identified in the 1979 report of Robert Lowe Associates and amended by the 1985 report of GeoEngineers, Inc.; 2. Any area with a slope of 40 percent or steeper and with a vertical relief of 10 or more feet except areas composed of consolidated rock; 3. Any area potentially unstable as a result of rapid stream incision or stream bank erosion; and 4. any area located on an alluvial fan, presently subject to, or potentially subject to severe risk of damage as a result of earthquake -induced ground shaking, slope failure, settlement, soil liquefaction, lateral spreading, or surface faulting. " As part of the geotechnical investigation, landslide hazards (as defined above) were assessed based in part on the following: * Site reconnaissance (including traversing all slope areas), 0 Subsurface investigation (test pits).. * Geologic and soil survey map review., 0 Topographic map review., Earth Solutions NW, LLC Echelbarger Investments, LLC May 2, 2013 ES-2724.01 Page 3 Based on the geotechnical investigation, the planned development areas of the property (and areas immediately adjacent) do not meet the Edmonds City Code definition of a landslide hazard area. Further, the findings of the subsurface investigation combined with a reconnaissance of the slope areas indicate overall good soil strength and stability characteristics. Erosion Hazard Areas Section 23.80.02.A of the referenced Edmonds City Code defines a potential erosion hazard area as follows: "I. Those areas of the city of Edmonds containing soils that may experience sever to very sever erosion hazard. This group of soils includes, but is not limited to, the following when they occur on slopes of 15 percent or greater- a. Alderwood soils (15 to 25 percent slopes); b. AlderwoodlEverett series (25 to 70 percent slopes); c. Everett series (15 to 25 percent slopes); 2. Any area with slopes of 15 percent or greater and impermeable soils interbedded with granular soils and springs or ground water seepage; and 3. Areas with significant visible evidence of ground water seepage, and which also include existing landslide deposits regardless of slope. " Similar to the assessment of Landslide Hazard Areas, erosion hazards were evaluated based on site reconnaissance, subsurface investigation, and geologic map review. Based on the overall geotechnical investigation, the erosion hazard throughout the planned development area can largely be characterized as moderate. From our review of the planned development activities, the proposed construction will not increase the erosion hazard. However, with respect to development activities, erosion control measures (typical of all construction sites) will need to be managed through implementation of Best Management Practices during construction. Based on the results of our critical area assessment, and our understanding of the proposed development, in our opinion, the proposed development is feasible from a geotechnical standpoint. In our opinion, the proposed development (including clearing and grading activities) will not increase the threat of a geologic hazard to adjacent or abutting properties beyond predevelopment conditions. Recommendations Based on the results of our geotechnical evaluation and review of the proposed plans, in our opinion, the proposed development is feasible from a geotechnical standpoint. In our opinion, the proposed residential structure can be supported on conventional spread and continuous and spread footings bearing on competent native soils, re -compacted native soils, or structural fill. There were no known downstream problems and the system appears to have adequate capacity. The outflow from both lots 4 and 6 are proposed to tie into the existing storm system on Olympic View Dr. A 10-inch SD pipe is proposed to convey the outflow towards the existing storm system where the system will step down to an 8-inch SD pipe. Refer to the calculations attached to the letter for more details. The total site includes impervious area of 0.21 Ac and total pervious area of 0.60 Ac. The total developed I 00-yr flow was determined to be 0. 15 cfs, please see attached WWHM project report.
