The project's Site Classification will dictate the specific stormwater management
requirements applicable to your site. Completing this worksheet will help determine the amount of
regulated impervious surface and whether your project falls into the classification of a Small Site
(Category 1 or Category 2), or a Mnor Site. Please reference the Glossm (m). 10- 11), Figures D and
E, (pp. 8-9), and Examples (pp. 11-12), to assist with completion of this worksheet.
1) Is Permeable Pavement' Proposed For Use on this Site? El Yes
Refer to Stormwater Supplement Chapter 5.1
If YES, the subject area is to be considered impervious for initial sife classification purposes. Include total
permeable pavement area in the calculation of Non -Regulated, ReDlaced and/or New impervious surface
areas in the table below.
2) Determine the Amount and Type of Existing. & Proposed Impervious Surface for the Site
Refer to Stormwater Supplement Chapter 2 and Fig. C
Line 1: Identify the Non -Regulated Impervious Surface Area.
Line 2: Identify the Replaced Impervious Surface Area, dividing the total between Exempt and Regulated; either or both
may be zero. Note: For project classification purposes, Replaced Impervious may only be considered exempt
under certain conditions. Refer to the Glossary and Figure D.
Line 3: Identify the New Impervious Surface Area for your project. All impervious areas created post -July 7, 1977 or
after the date of annexation into the City are regulated & should be included in this total unless they can be
categorized separately as a Replaced -Regulated area.
Line 4: Enter the sum of the total Replaced-liegulated plus the total New impervious areas.
Line 5: Identify the total area currently mitigated by an existing city -approved stormwater management system.
Line 6: Enter the sum of the value in Line 4 less the value in Line 5 to identify the total Regulated area in which
stormwater controls have not yet been applied.
Line 7: Identify the total. area proposed to be mitigated through the use of Low Impact Development Techniques.

Edmonds Community Development Code (ECDC) and understand that an Accessory Dwelling
Unit (ADU) as defined in ECDC Section 21.05.015 is prohibited until the required ADU
permit(s) are approved and any required inspections are finalized.
I also understand that an ADU permit cannot be approved unless all the criteria in Chapter 20.21
are met, and all the necessary items are submitted, including an -affidavit of occupancy and a
covenant to be filed with the Snohomish County regarding the regulations imposed on ADUs.

The City of Edmonds Building Division has been notified by the Public
Works Department that you are currently using an incorrect address at
8620 Olympic View Drive.
The City has adopted by ordinance, the Snohomish County addressing
system; emergency response teams are trained to locate homes based on
this system. Incorrect addresses are subject to the risk of emergency
teams not locating your home in a timely manner.
In order to eliminate the possibility of delay, the ordinance is
specific in demanding that all incorrect addresses, once brought to the
attention of the City, be changed immediately. Therefore, an address
change is required on your residence. You are hereby notified of the
following address change effective immediately:

As required by the Uniform Building Code, the new address numbers must
be posted on the residence in a highly visible place, at your earliest
convenience.

On January 23, of this year, you wrote a letter to Mayor Naughten
regarding your recent address change. A copy of that letter was
forwarded to me by the planning director Mary Lou Block, for my
review and comment. I truly enjoyed the thought provoking comments
that were in your letter. Public input, like yours, is essential
when elected officials and their staff are forming the policies
that guide our daily operation. Often staff has only a rigid
ordinance to guide them when establishing procedures to implement
the laws passed by the legislators.
Addresses are regulated by Chapter 19.80 of the Edmonds Community
Development Code. As Building Official, this chapter charges me
with the responsibility of assigning new addresses and further
states in 19.80.010;

around your home in 1963. Your private driveway off Olympic View
Drive was changed to an official city street (86 Pl. W). At that
time there was no ordinance in effect to deal with address
inconsistences. A letter was sent on May 22, 1985 notifying you of
the discrepancy and requesting you contact our office regarding an
address change. Apparently, that letter did not reach you, as it
was returned to us.

Recently the matter was reopened by another city department, when
they requested the address be corrected. Your situation was
reviewed and the correction was deemed necessary because of the
magnitude of the inconsistency. While the ordinance is very clear
about its intent, I will avoid a change, and the impact it has on
a home owner, unless it is truly deemed necessary. An address
consistent with a known address system will decrease the risk of
someone not finding your home. I think the fact that our Emergency
Services had reached you in the past speaks highly of their
knowledge of our city streets but this could change at anytime with
the addition of new staffing.
While drafting this letter I was informed by Mary Lou Block that
an agreement had been reached between you and her that will assist
you in making the transition from old to new addresses. I gladly
support any agreement that will help you make this change. As you
have pointed out, it has been incorrect for some time. Therefore
I will notify the necessary departments your address change has be
postponed until June 1, 1991. At that time we will, record your
address as - 18133 86th Place West.
Again, I appreciate your input. Public input provides us with an
opportunity to review our processes and make changes if necessary.

In order to eliminate the possibility of delay, the ordinance is
specific in demanding that all incorrect addresses, once brought to the
attention of the City, be changed immediately. Therefore, an address
change is required on your residence. You are hereby notified of the
following address change effective immediately:
8620 Olympic View Drive CHANGED TO 18133 86th Place West
As required by the Uniform Building Code, the new address numbers must
be posted on the residence in a highly visible place, at your earliest
convenience.
The City will notify all applicable City departments of this address
change, it will be your responsibility to notify all others including
the Post Office. The Post Office has guaranteed postal service of up
to one year on the old address.

Thank you for your recent letter to Mayor Naughten. We appreciated
your thoughts and concerns.
You may be interested to see that the Community Services Department has
an Action Report form (enclosed) which has been used for several
years. Although the form is not used uniformly throughout the City, we
are working toward this goal. We have suggested to the Mayor that the
form be adopted City wide.
As to other concerns, the Engineering Division will be responding to
you in the near future on the traffic visibilty problem. We are
considering the options of a mirror, but the safest (and probably least
popular) option may be a right turn only. Could you give us some
feedback on the right turn only option? I am sure you realize that
hilly, curvy, heavily treed terrains present unique traffic visibility
problems. Solutions need to involve the affected residents. 'We are
open to your ideas.
