Subject: 18826 Olympic View Drive, Bank Erosion Concerns
I visited this site at about 10 A.M. this morning in response to a call made to our office.
met with Mary and Caleb Caldwell the owners of the property. They showed me an area
on the bluff to the west of their property that they were concerned about. I noticed some
sloughing that had occurred that was out beyond a small fence in the backyard. It didn't
appear that their house was in imminent danger and they expressed that feeling as well.
They were concerned about future sloughing/ sliding, etc and asked for some advice and
explain what the City could do regarding the situation. I explained to them that if the
house was deemed to be a danger, that the City could post notice to warn them regarding
problems or on worse case request that they vacate. I explained that such notice would
come from the Building Official. I also told them about the importance of tight lining all
their roof and driveway drainage. Mr. Caldwell seemed to be aware of this policy and
seemed to have it fairly well addressed. He showed me his downspout system which
collected and conveyed to a flexible pipe system that continued down to the bottom of
the slope.
He also showed me one area at the north end of his property where his parking area and
some of the City's Overlook Park drained. He mentioned that he was planning on placing
a Yard Drain to collect this drainage and then route it to his tight line system. I
mentioned that I would talk to the Parks Department and/or Public Works regarding the
Park, parking area drainage to see what might be done there as well.
I told Mr. Caldwell that I would send him three pamphlets regarding vegetation
management and other guidelines for Puget Sound Bluff property owners (which I have
subsequently put in the mail to him). I also mentioned that the proper expert for him to
give him to contact regarding his concerns with the Bluff and the stability of his property
would be a Geotechnical Engineer. He mentioned that a study had been performed with
the last few years by a Geotechnical Engineer for his neighbor's property. I told him it
might be a good idea to review that report and perhaps speak to that Engineer regarding
his concerns.

SUBJECT: VENTING PROBLEM ON SANITARY SEWERS

Recently, the City of Edmonds sent you a letter stating you may have vent problems,
which allows the toilets in your home to vent through the toilet bowl, when our sewer
cleaner truck is cleaning the main line. This letter was sent to you after our crews had
advised our office of remodels to the house at the above address. Another concern
was the possiblity of new owners.
On March 6, 1996 City crews, at your request, ran a cleaner truck through the line your
house is attached to, to determine whether or not the problem still exists. According to
our conversation on March 7, 1996, at 8:30 am, you stated that no water had been
discharged after the crews ran through the line three (3) times.
I have, at your request, taken your house off our list of potential problem areas. You
will no longer be notified of our cleaning operation schedules.

RE: Venting of Your Plumbing Fixtures
Dear Ms. Amie:
The city's sewer cleaning records show that the home at this address is
experiencing problems with the venting of some of your plumbing fixtures when
the city crew is conducting cleaning operations of the city sewer line in front of this
address.
The city's cleaning operation is essential for both you and your neighbors. It
cleans debris in lines to prevent plugs, prevents corrosion and potential future
collapse, and achieves a better flow characteristic in the public sewer lines. We
need to do this often -- perhaps even 3 times a year -- in some critical areas. The
city's cleaning operations typically involves the utilization of a high pressure water
jet..
The problem which occurs at the home is the result of a high pressure surge
through your internal plumbing system. A properly constructed plumbing system
is designed to easily vent this additional pressure without any visible impact at
your residence. An undersized venting pipe (or not having enough vents) cannot
handle the pressure surge, and the only release that's available is then through
your toilet (or another fixture). The Uniform Plumbing Code typically requires a 2"
vent, and further requires a separate vent for each plumbing fixture which is
connected to the sewer (a toilet, a sink, a shower). Your home may not have an
adequate venting system (you either have a 1-1/4" vent, or not enough of them),
and you therefore may continue to experience the pressure surges or you may be
experiencing a plugged vent.
The city does not have a choice as far as discharging its responsibility in cleaning
the public sewer line. It is therefore up to you to take corrective measures as to
how to improve your own venting system.

The city has come up with two options that will remedy your problem:
Option #1 Upgrade stack vents for toilets and other fixtures which are
experiencing problems to required sizes.
Option #2 Install a cleanout outside of house per attached
specifications. Enclose box so it can vent properly when
excess pressure is put on house lines. This option would be
the cheapest and simplest way of correcting this problem. At
the same time, it would allow access to sanitary sewer lines if
stoppage should occur. This vent cleanout would allow a
place for backup in lines to go before entering your house and
causing costly damage.
The city would appreciate your expeditious cooperation in this matter. The city
must continue proper maintenance of its sewer lines, but we obviously do not wish
to see continued problems occurring on your property because of poorly designed
vents. A plugged vent will be your responsibility to correct these deficiencies.
We cannot keep notifying you each time we come out to clean the line. It's up to
you to have a plumbing system that conforms to code. Option #2 is a relatively
simple one to construct.

This letter is in response to your request for a Critical Areas Review conditional
waiver. I have reviewed the proposed project to do an interior remodel and small
addition (98.75 sq.ft.) within an existing covered patio area at 18226 Olympic View
Drive. Because the project is within the boundaries of the existing structure and does
not appear to affect the Steep Slope Hazard Critical Area on the property, no Critical
Areas Study will be required for this project.
Please be advised that work in addition to that which is described for this project in
your letter dated March 28, 1994 may require further review to determine if a study is
required.
When submitting for the subject permit, please bring a copy of this letter with your
application for reference.

I am hereby requesting that the Planning Department review the
proposed project at the above -referenced site for the purpose of
granting a conditional waiver from the requirements of the Critical
Areas Ordinance.
Project Description: The proposed project consists of an interior
renovation and a small addition of 98.75 square feet. The addition
involves enclosing an existing covered patio area. The entire addition
is to take place under the existing roof. The existing roof, gutters and
down spouts will not be altered except to perform maintenance and
repairs. The existing finished grade will not be altered. The amount
of impervious surface will not be increased. The new spread footings
will be ten feet further from the top of the bank than the existing
basement footings
Enclosed please find a copy of the site 'survey, a site plan of the
proposed project,and a photocopy of photographs of the project area.
As you know the project area is quite visible and accessible from the
adjoining park should you wish to visit the site.

Critical Areas Checklist
The Critical. Areas Checklist contained on
this form is to be filled out by any person
preparing a Development Permit
Application for the City of Edmonds pno�
to his/her submittal of a development
permit to the City.
The purpose of the Checklist is to enable
City staff to determine whether any
potential Critical Areas are or may be
present on the subject property. The .
information needed to complete the
Checklist should be easily available from
observations of the site or data available at
City Hall (Critical Areas inventories, maps,
or soil surveys).
An applicant, or his/her representative,
must fill out the checklist, sign and date it,

visit, and make a determination of the
subsequent steps necessary to complete a
development permit application.
With a signed copy of this form, the
applicant should also submit a vicinity map

Waiver Criteria (all criteria must be found to apply):
XXX There will be no alteration of the Critical Area or its required buffers;
XXX The development proposal will not impact the Critical Area in a manner
contrary to the goals, purposes, objectives and requirements of the
Critical Areas ordinance;
XXX The development proposal meets the minimum standards of the Critical
Areas ordinance;
XXX The above findings are based on the following conditions of approval:
During review and inspection of the subject site on March 22, 1994 it was found that the site
contains Alderwood-Everett Series Soils, has been identified as one which has Steep and
Unstable Slopes on the Critical Areas Map, and is considered Geologically Hazardous pursuant
to Chapter 20.15B of the Edmonds Community Development Code. Based on these findings,
a Critical Areas Study will be required to determine the extent of the Geologically Hazardous
Area. There are two categories of Geologically Hazardous Areas present (see
20.15B.070.A3): Erosion Hazard Areas, and Steep Slope Hazard Areas.
The preliminary report that the Planning Department requires prior to submission of any
developent permit application is a topographic survey prepared by a Licensed Land Surveyor
combined with a soils report prepared by a Geotechnical Engineer which delineates the two
categories of Geologically Hazardous Areas on site.
1. Erosion Hazard Areas occur with Alderwood Soils located on slopes greater than 15 %.
2. Any slope over 30% with more than 10-feet of rise will be classified as a Steep Slope
Hazard Area. A 50-foot buffer is required from both the top and the toe of the slope.
All Critical Areas Studies must be completed under a three party contract where the City hires
the professional required, and the applicant pays for the study (pursuant to ECDC Section
20.15B.150. The applicant may suggest qualified professionals for the City's approval.
After the Critical Area Study(ies) are complete, and the location and classification of the
Critical Areas are mapped, the applicant may move forward with their development plans.
Each Geologically Hazardous Area category has a specific level of information which must be
submitted before any development may occur in those areas.
1. Erosion Hazard Areas: An Erosion Control Plan approved by the City
of Edmonds Engineering Department.
2. Steep Slope Hazard Areas: Any development which is not identified as an
exception pursuant to ECDC Chapter 20.15B
must receive a Reasonable Use Exception
(Variance process pursuant to ECDC
20.15B.180A).
If the property owner wishes to apply for a specific development permit which they feel
would not impact the Critical Areas located on the site, they may submit their proposal to
the Planning Department for review. If the Planning Department finds that the proposed
development permit will not adversely impact a Critical Areas or its buffers, a conditional
waiver may be issued on a project by project basis.
