Conveyance Capacity Calculations
1. Purpose and Scope
The purpose of this report is to address the changes to the existing drainage that
will be caused by the construction of two new homes and associated driveways.
This development will change the runoff characteristics of the site. The addition of
impervious surfaces could increase the rate and volume of stormwater runoff.
Without the provision for mitigating measures downstream drainage's could be
adversely impacted. In addition, during construction, on -site erosion could result
in sediment being transported downstream with associated negative impacts.
Temporary and permanent water quality measures are proposed to mitigate
potential impacts.
2. Existing Site Conditions
The SCS soil types from Snohomish County Map Sheet #50 is Alderwood (map
symbols 4/5). Alderwood is a group C soil.
The site is composted of two separate, partially developed lots previously the
yard of parcel A, each having a little over a % acre for a combined total of 0.58
acres. The upper lot (Parcel B) slopes to the west at about 5% to a steep bank at
the back of Parcel C (the front lot). The front lot then slopes west to Horneview
Drive at about 1 %.
Homeview Drive has had ditches on both sides with culverts under streets and
driveways. These ditches have been filled in both in front of the lot and
downstream on our side of the road and replaced with 12" PVC pipe and catch
basins. A 4" stub for the site drainage system was provided on site when the
system was installed.
This is an infill project with some trees and grass existing. Per my conversation
with Don Fiene the existing condition could be modeled as meadow conditions.
The surrounding lots are developed with houses and yards and have been in
place for a long time.
3. Design Philosophy
The design is in accordance with requirements of the City Drainage Handout and
discussed with City personnel for projects with over 5000 s.f. of impervious. 2, 10,
and 100 yr precipitation amounts have been used as specified in the City Code.
Given the existing state of the lot it was agreed modeling the existing condition as
meadow instead of forested was reasonable. I was to attempt to meet the
existing" condition with the 2, 10 and 100 yr flows. The minimum size orifice
allowed is 5/8".
Existing and developed future impervious areas were modeled using a SCS
based hydrograph program called Hydragraphs for Windows, version 6.0, by
Hydraflow. The Cn values for Group C soils were used to reflect the site soils
shown on the SCS map and confirmed on site. As required the entire lot areas
were used in the calculations for the detention tank sizing. The Cn for the existing
condition was used as 85 with a tc of 36.4 minutes calculated for sheefflow over
grass at the existing slopes, discounting the steeper areas which would be
conservative. For the developed condition a Cn of 98 was used for all impervious
areas and a Cn of 86 for the landscaped/grassed areas. The tc for the developed
will be the same flow path over landscaped grass so it will be the same as the
original meadow condition used.
The peak flows from the proposed impervious areas were mitigated by designing
a detention tank that would store the difference between the design "existing"
meadow condition, and the developed impervious condition. The 10 release is
met due to the use of a secondary as well as primary orifice, and the 100 yris
met by the addition of a third orifice.
The tank designed is a 5' diameter, 28' long tank with 36" stubs into 54" catch
basins at both ends. These will provide in excess of the equivalent storage
volume of a 38' long tank as required by the calculations. The primary orifice is
W, the secondary is 2' up from the bottom of the tank and is 1.25", and the
tertiary is 2.8' up from the bottom of the tank and is also 1.25". The riser and
discharge pipe is 4".

4. Developed Site Conditions
The developed site conditions will consist of two new residences, access drives
and parking. These are shown on the attached site plans submitted to the City
with the building permit applications. As the difference between the existing and
proposed conditions consists mainly of the impervious surfaces, all impervious
surfaces possible will be captured and piped to a common detention tank serving
the two lots. Landscaping will sheetflow as it does now and could be directed into
the proposed catch basins.
5. Erosion Sedimentation Control
Silt fence will be provided at the west, south and north edge of the areas of
disturbance before the small slope to Homeview Drive and above the slopes as
shown on the site plans. Filter fabric will also be placed under the grates of the
catch basins until the landscaping is established.
Permanent erosion control will be provided by pavement of the access drive and
flow through the detention tank with the discharge riser piped direct to the road
drainage system.
6. Upstream and Downstream Analysis
The site has about 150' of area upslope between the lot boundary and 73' Ave
W. No evidence of concentrated flows were evident crossing the lot line. Any
sheetflow will continue to sheet flow across the lot as previously, entering the
stree syste—m—�tfthe exist ng catbh- basin at the corner of Homeview Drive and 74'
Pl. W. where site sheefflow ends and the site detention tank discharges.
The downstream system starts at that point on the west edge of the property with
the existing catch basin taking street and lot drainage into the street drainage
system. This system has intermittent 12" concrete or PVC pipe and open ditch
systems on each side of the street, flowing down (south) to Olympic View Drive.
Here the flow joins with the flow coming down Olympic View flowing to the west in
12" concrete pipe. There are a series of catch basins on the north side of Olympic
View before intersecting two developments at the corner of Olympic View and 76 th
Ave. W. To the west of 76' is Perrinville Creek which is piped under the
developments from the south flowing north.
I could not trace the flow through the developments. It does not appear the flow
goes directly to the Creek. The side culvert at 761 has been plugged and it
appears flow is rerouted into detention systems. Since we are detaining our flow
and it is a very small portion of the flow at this point in the downstream, I believe it
is appropriate to say the proposed development will not have any adverse affect
on any downstream development.
Given the size of the existing culverts and no proposed increase in flow off site,
there should not be any adverse downstream impacts from this project.
7. Erosion Risk Assessment
Slope, Soil Type and Relative Risk of Erosion during Construction
Slopes in the area of development are 0-8%. The soil type in the areas of
development are Group C. Erosion hazard for these soils given these slopes are
considered slight. Given the collection and mitigation of all impervious flows, and
piping to the street system, the risk of erosion from this site is slight. During
construction the risk of erosion due to concentrated flows is moderate due to the
steep slopes along the back of parcel C where rockeries will be installed.
However, the rockery and associated drains with the silt fence at the area of
disturbance will act to disperse flows, and the detention system will trap floatables
and silt from the drives, but these measures must be installed and maintained.
Location of Critical Areas and Related NGPA Areas
I No identified areas will be directly impacted.
Risk to Fishbearing Streams or Bodies of Water from Proposed Construction
The runoff from the site going to the street system to the west is limited to
detained and treated flow which will be similar to the existing. VVith the adequate
erosion control measures proposed for this project there should be no adverse
impact to the downstream systems.
Potential for Slides or Ground -Movements
There are no features evident on this site indicating a great potential for slides or
natural ground movements.
Sources of Erosive water other than Rainfall
No other concentrated sources of water from upstream exist. No evidence of any
channels or ditches providing water to the development were evident.
Conclusion
The risk for erosion for this site will be greatest during construction and build -out.
BMP's will be specified to keep erosion potential at a minimum. Given the Type C
soils with the proposed landscaping and asphalt, and the flow direct to the street
system, this should be achieved at a high level for minimal risk. With proper
installation and maintenance of BMP's it should be possible to keep material
transported off site at their pre-existing levels.
Upon completion of the project, areas of greatest risk will be disturbed areas and
concentrated discharge points for collected rainwater. As such these should be
kept at a minimum. To mitigate these occurrences all areas should be
mulched/planted such that this risk is minimized prior to the rainy season with
constant re-evaluation of risk. All dispersion trenches or other areas of potential
point discharge are to be armored/mulched such that erosion at these points are
minimized.

It is the general intention of this option to model a structure that consists
of a standpipe weir with an orifice attached to the lower side of the
standpiM near the invert. The standpipe is connected to the upstream
end of Culvert A. All flows from the orifice and weir are combined and
routed to Culvert A. As you will notice, Culvert! A does not have a
Multi -Stage option. it is always the final outflow structure.
You may have more than one orifioe I you need. In fact you can q=*1y

This easement herein conveyed to said owner of Parcel "B", their successors
and/or assigns and shall be a binding covenant not to be severed and shall run
with the land.
This easement shall be for any and all utilities as needed to facilitate said Parcel
"B" herein and all maintenance expense and upkeep shall be the responsibility of

CRITICAL AIREJAS CHECKLIST

The purpose of the Checklist is to enable City staff to
