Traffic Safety Issues
Related to the 80thAve W Hill
Since the "Angler's Crossing" subdivision was approved our citizen group has
turned their attention to the one remaining issue that we were concerned about
........ traffic safety on 80th Ave W.
There is a ma
jority consensus among local residents that the current day traffic
safety problems on 801h Ave will worsen as vehicle and pedestrian traffic increases.
What about the "hill"9
The hill of concern is located immediately north of the'
intersection of 184 with 801h Ave W
L3 It is short and steep — 12% grade or greater
Li In many respects it is a "blind" hill
u Sight distance is extremely inadequate
o Going south from above the hill, there is no vision of the
downslope until you reach the crest of the hill
u Going north up the hill, no vision of what's above the hill until you
are within 40 feet of the crest
u The City recognized this problem years ago and so posted
a Snowy and icy conditions as well as fog make this hill even more
dangerous
u Entrance to "Angler's Crossing" will be at the base of the hill

Neighborhood Concerns
Why are we concerned
three (3) accidents in past few years, all related to sight
distance problems on or immediately above the hill.

amount of vehicle and pedestrian traffic has greatly increased
in past two (2) years and is expected to do so in the future
"Angler's Crossing" subdivision will add additional traffic making the
hill an even more dangerous place to walk and drive
an estimated 30-35 school age children from the 27 new homes will
be potential pedestrians either walking to Seaview Elementary or to a
school bus stop
families living in the subdivision will, with their children,
be crossing 80th to go to Seaview Park .

80th Ave HUI Accident History
This information highlights the serious nature of the "hill"
May 5, 2006 head-on collision near the top of the hill
November 2004 a neighbor pulled out of her driveway only to be hit
by a car coming up over the hill. Total loss accident
Few years prior a neighbor living just above the hill turned into his
driveway surpriismig a car northbound up the hill. That car lost control
and struck a south bound car
And, a few years prior a neighbor living on the crest of the hill backed
into the street and was hit by a car going northbound up the hill

Why the Re -grade and Sidewalk Request?
LJ The re -grade is needed to provide for adequate sight
distances thereby reducing the traffic safety issues with
respect to the hill and potential for auto and pedestrian
related accidents.... The Best Management Practice
LI More than 80 local residents fully support the need for re-
grading 80thAve W, and the installation of sidewalks north
of Seaview Park as well as on the south side of 184thwest
of 80th up the hill towards the baseball field. Seventy-five
have signed the petition
0 Re -Grade information
LI An estimated 100-125 feet of pavement needs to be re -graded with
the crown cut down approximately 30-36 inches and feathered to
both the northerly and southerly directions
LI From information provided by the Public Utilties Department, there
are no utilities in either lane of travel. The city water line is along
the fog line on the west side of the street.
L3 The Gas Company indicates the natural gas line is along the fog line
on the east side

Local Residents Answer to Funding Issues
With the following available funds this project should be considered as
.'financially constrained"
Proceeds from the sale of city owned property to the developer of
O'Mgler's Crossing"..... $220,000. The property sold is adjacent to the 80th
Ave hill.
"traffic impact" fees from the new "Angler's Crossing" subdivision of
$225699.44.

A safer 80"h Ave W is needed for aH Edmonds
residents
Traffic safety on 80th Ave W. will undoubtedly become a greater problem
with increased vehicle and pedestrian traffic in part coming from the
"Angler's Crossing" subdivision.
The lack of sight distance that was recognized by the City many years ago
needs to be addressed now before more accidents occur.
Funding for mitigating this traffic safety problem should come from the
"funding opportunities" previously discussed. There is not a need to look
for funding from other sources.
The traffic impact fees should be used in the area as laid out in the Edmonds
Development Code, Section 18.82. 100 "use of fimds" A. 1. B. and C.
Also, as needed, any proceeds from the city's land sale should remain here
since the land being sold is here in our local community and is immediately
ad acent to the 80th Ave hill.
As Edmonds citizens we are hopeful that you will see the seriousness of
this traffic safety issue as we do and move the re -grading of the 80th Ave
hill and sidewalk improvement project to the 2008 CIP list recogruizing
that it is a "financially constrained" project.
