This alternative long-term care is in a family setting for people who can no longer stay at home unattended. Adult family homes are typically licensed to care for up to four residents however, WAC 398-76-160#1 states a maximum of six adults may be permitted by DSHS.. The successful applicant receives a state licensed certificate stating the maximum number of residents permitted. LOCAL ZONING REOUIIIEMENTS: In terms of location and zoning purposes within local jurisdictions, WAC 388-76-190#2 states, "An adult family home shall be considered a residential use of property for zoning purposes. Adult family homes shall be a permitted use in all areas, zoned for residential or commercial purposes, including areas zoned for single family dwellings." LOCAL SIGN REGULATIONS: Signs for licensed adult family homes in single family dwellings.may only contain the name and address of the resident of the building (3 square feet maximum, no permit required). For information on signs for adult family homes that are located in comm ercial zones contact the Planning Division for sign area limitations and other design criteria including permitting requirements. STATE BUILDING & FIRE CODE REOUIREMENTS: WAC 388-76490#1 States, "Each adult family home shall meet applicable local licensing, building, and housing codes and state and local fire safety regulations. The applicant shall be responsible for checking with local authorities to ensure all local codes are met." The 1994 amended edition of the Washington State Building C ode includes the new occupancy designation for Licensed Care Facilities of which Adult Family Homes are included. adu1tho.docj1g6/95 J. BUILDING & FIRE CODE REOUIREMENTS: State licensed Adult Family Homes containing living facilities (including provisions for sleeping, eating, cooking and sanitation) for six (6) or fewer residents are designated as an LC/R3 occupancy and are subject'to the following requirements: 1. A Compliance permit is required (fee $90.00) to ensure building and fire codes are met. The applicant must provide complete floor plans (scaled 1/4"-1') showing all rooms, areas, doors, smoke detectors, and dimensions of all sleeping room windows specifically, noted. a. All sleeping rooms must meet emergency egress requirements by providing a door that leads directly to the outside or a window with a minimum net clear openable area of 5.7 square feet, a minimum clear openable height of 24 inches and minimum clear openable width of 20 inches. The sill height cannot be more than 44 inches above the finished floor. Minimum sleeping room area of 70 square feet is required with a headroom clearance of not less than 7'6" in all habitable rooms. b. Smoke detectors are required to be hard wired and interconnected within each -sleeping. room and one placed in the outside hallway of sleeping rooms. Smoke detectors shall receive their primary power from the building wiring and be provided with a battery backup. Yiring shall be permanent and without a disconnecting switch, Detectors shall sound an ala-r'm audible in all sleeping areas of the dwelling unit in which they are located. C. In new construction (regardless of the number of residents) the home must comply to,the State Barrier Free Code for accessibility (see LJBC 313). When an adult family home is established in an existing building any barrier free alteration required by DSHS shall be installed per code with a building permit. 2. A copy of the state adult family home license shall be submitted with the compliance permit. 3. A notification Covenant (attached) with notarized owner signature shall be submitted with the compliance permit. 4. Address numbers shall be placed in a conspicuous place on the exterior of the building to be plainly visible and legible from the street or road fronting the property. Minimum size 6 inch letters of 3/4 inch stroke in contrasting color of the building., 5. A Fire Exit plan shall be developed for emergency evacuation of residents and be posted in a conspicuous place. A minimum of 2A:IOB:C fire extinguisher shall be provided at an approved location and� be easily accessible. (See State Licensing requirements) 6. A City Busines's License is required prior to receiving residents. Adult family homes are exempt from zoning home occupation permit requirements.
