System Sensor's 13'" series smoke detectors represent a significant advancement In
conventional detection. The 13 family Is founded on three principles: Installation
ease, Intelligence, and Instant Inspection.
Installation ease. The i3 line redefines installation case with its plug-in design.
This allows an installer to pre -wire the bases included with the heads. The large
wire entry port and in -line terminals provide ample room for neatly routing the
wiring inside the base, The base accommodates a variety of back box mountipg
methods as well as direct mounting with drywall anchors. To complete the
installation, i3 heads plug-in to the base with a simple Stop -Drop 'N Lock
action.
Intelligence. 13 detectors offer a number of intelligent features to simplify
testing and maintenance. Drift compensation and smoothing algorithms are
standard with the i3 line, to minimize nuisance alarms. When connected to the
2W-MOD loop ECSt/maintenance module, or a panel equipped with the i3
protocol, 2-wire i3 detectors are capable of generating a remote maintenance
signal when they are in need of cleaning. This signal is indicated via an LED
located at the module and the panel. To read the sensitivity of i3 detectors, the
SENS-RDR is a wireless device that displays the sensitivity in terms of percent
per foot obscuration.
Instant Inspection. The 13 series provides wide angle red and green LED indica-
tors for instant inspection of the detector condition, indicating: normal standby,
out-of-sensitiviry, alarm, or freeze trouble conditions. When connected to the
2W-MOD loop test/maintenance module or a panel with the i3 protocol,
the EZ Walk loop test feature is available on 2-wire i3 detectors. This feature
verifies the initiating loop wiring by providing LED status indication at each
detector.

The 27813- 1110 is UL and California State Fire Marshal
listed and is available as a normally open circuit device.
This dual action pull station is molded from Lexan and is
supplied with screw terminals for easy field connection. A
tool operated reset feature is supplied standard. The unit
may be mounted semi -flush using a 4" square back box
and plaster cover with a single gang opening having an
overall minimum depth of 2 1/4" or may be surface mounted
to a 276B-RSB backbox.
APPLICATIONS
General alarm contacts,for fire alarm systems in schools,
hospitals, factories and industrial applications. The con.
tacts are rated 3 amps resistance load at 30VAC and 1

The Globe Quick Response GL Series Sprinklers are a low
profile yet durable design which utilizes a 3mm frangibleglass ampule
as the thermosensitive element. This provides sprinkler operation
approximately six times faster than ordinary sprinklers. While the
Quick Response Sprinkler provides an aesthetically pleasing appear-
ance, it can be installed wherever standard spray sprinklers are
specified when allowed by the applicable standards. It offers the
additional feature of greatly increased safety to life and is available
in various styles, orifices, temperature ratings and finishes to meet
many varying design requirements. Quick Response Sprinklers

should be used advisedly -and under the direction of approving

authorities having jurisdiction.
The heart of Globe's GL Series sprinkler proven actuating
assembly is a hermetically sealed frangible glass ampule that contains
a precisely measured amount of fluid. When heat is absorbed, the

DESCPUPTIONAND OPERATION
The Globe Model D Dry Pipe Valve is the vital control
unit in dry pipe automatic sprinkler systems, where super-
visory air under pressure is used to prevent freezing that
would certainly occur with ordinary wet pipe systems.
The Dry Pipe Valve is the connecting link between the
source of water supply and the automatic sprinklers, and
must react promptly when it receives a signal from the
protected area that a fire condition has developed and
water is therefore quickly needed. This signal is generated
by the opening of one or more sprinklers which causes a
quick drop in system supervisory air pressure resulting in
a loss of the differential force ratio.
The single clapper assembly design in the Globe Model
D Dry Pipe Valve, provides a differential force ratio of
approximately 6:1 between system air pressure and water
supply pressure. Once the valve has operated, a special
latch holds the clapper open until manually reset by
qualified personnel. . I
The body of the Dry Pipe Valve is constructed of high
tensile strength cast iron having considerable ductility to
reduce damage in field handling.
All interior operating parts are machined from highly
corrosive -resistant copperalloys, each having high strength
and good wear resistance.
Rubber parts are of selective materials which have
good abrasive resistance and long life expectancy in terms
of resiliency.

Series 717 FireLock check valve is a CAD -developed design that is hydrodynamically efficient. A totally
rubber encapsulated disc on 4 - 12'(100 - 300 mm) sizes provides superior corrosion resistance. This
single disc design incorporates a spring assisted feature for non -slamming operation. For systems
requiring a Riser Check option refer to section 10.09.
The 4* (100 mm) and larger sizes are provided with upstream and downstream drains and a welded -in
nickel seat design. All sizes of Series 717 can be installed in the vertical or horizontal position to provide
leak -free sealing under conditions as low as five feet of head. Each valve is factory tested to 500 psi
(3440 kPa). The 2112 and 3" (65 and 80 mm) sizes are UIJULC Listed and 4'(100 mm) sizes and larger are
UL/ULC Listed and I'M Approved for services up to 250 psi (1725 kPa). Sizes 4 - 87100 - 200 mm (except
165.1 mm size) are VdS approved.
Grooved ends allow fast, easy installation withjust two Victaulic couplings or the valve may be mounted
to flanged (ANSI CL.1 50) equipment using either to Victaulic Style 741 Vic -Flange or Style 744 FireLock
flange adapters on either end.

INSTALLATION ANDTEST PROCEDURES
The Potter PS 1 OA Series Pressure Actuated Switches are designed for
the detection of a waterflow condition in automatic fire sprinkler systems
of particular designs such as wet systems with alarm check valves or
dry pipe systems. They may also be used to provide a low pressure
supervisory signal. They may be adjusted to operate on pressure
between 4 and 20 PSI (0.27 and 0.4 BAR).
MOUNTING: Device should be mounted in upright position (threaded
connection down). Requires NEMA type 4 conduit hub for outdoor
Installations.
TESTING: Theoperationof the pressure alarm switchshould betested
upon completion of installation and periodically thereafter in accordance
with the applicable NFPA codes and standards and/or the authority

FIELD ADJUSTMENTS: The operating point of the switch (or
switches on the PS40-2A) can be adjusted to any point
between 10 and 175 PSI (0.7 and 12.1 BAR) by turning the
adjustment knob(s) clockwise to raise the actuation point,
and counter -clockwise to lower the actuation Point. In the
case of the PS40-2A, the two switches operate completely
independently of one another, and each switch may be
adjusted to actuate at any point the system requires. Final
adjustment should be made with a pressure gauge.

Function - For bracing pipe against sway and seismic
distrubances. Functions as a Longitudinal Sway Brace
Connection when attached to a lateral brace pipe. When
used with other Tolco Listed Sway Brace products, this
combination bracing restricts piping movement in ten-
sion and compression both laterally and longitudinally.
Although the Fig. 907 can be correctly installed on
either side (inside or outside) of the Fig. 1000, bracing
connection location is important and requires the Fig.
907 to be positioned to within a maximum distance of 3
inches from the braced pipe. As close as physically poss-
ible is recommended.
Features - No threading of the bracing pipe is required.
Simply tighten engaging screws until heads bottom out
bpen design allows for easy inspection of pipe en-
gagement

I told them we need 150'to the far corner of the building. No loop appears to be needed. The building is 122 x 70 or so.
I ran the fireflow for the building also. As a VN unsprinklered building they need 2500 gpm for 2 hrs = 3 hydrants. I took a
drive to site. The have two hydrants spaced at 580'. This is also a BC zone requiring 300'spacing Oust on the edge of
IRS). They'll need an additional hydrant for 300' spacing, about where their entry will be on 76th Av W.

I visited today. The sprinkler system is approved and in service. There is a (local) bell on the exterior that will sound if the
sprinkler activates.
The fire alarm system has been tested and all devices are operable. The project still has no remote monitoring as no
phone lines have been connected to the building. I will return on Wednesday to test the link from the alarm panel to
monitor when the phone line is installed. Suites 103 and 101 are near finished and carpeted. The alarm system is active
in these suites (local only). In suites 100 and 102 the smoke detector protective covers remain installed and will not be
removed until carpeting is installed and construction dust removed.
Address and lockbox are installed. PIV is secured in the open position.
I can approve a temporary occupancy on suites 103 and 101 at this time for the activities of moving furniture and business.
Doing so in this state is not deemed an immediate "condition hazardous to life and property". I would expect that
Wednesday when telephone monitoring is established that business may commence without other safeguards.
I'm at training all day Tuesday but will be monitoring my mobile 425 754-1829.

I went today to provide details regarding an interest in temporary occupancy by the owner.
I conducted a hydrostatic test on entire sprinkler system with drops at 200 psi for 2 hours.
The waterflow test switch activation was witnessed and acknowledged at the FACP.
Higher temp sprinklers have been installed in the proximity of ceiling heaters in ste 103 storage area.
Fire sprinkler provided in sprinkler riser/FACP room. The entire system interior/exterior is drypipe sprinkler.
The following are required remedies noted for approval of temporary occupancy (IFC 104.1):
Post building address and suite numbers (Stes. 100-103)
Connect telephone line for off -site fire protection and detection monitoring.
Fire sprinklers:
Install sprinkler in exterior gas room (02 for vet).
Repair compressor regulator.
Test hi/lo acknowledgement at FACP.
Provide padlock for PIV.
Fire alarm:
Provide proper smoke detection coverage (per plans) in Ste 100 lobby.
Provide 2 hornstrobes in central area of Ste. 100, replacing strobes -only.
Provide strobe -only in restroom adjacent to Ste 103 storage area.
I was informed that it would be Monday before most of these corrections would/could be made.

Boardmember Utt thought the modulation worked and he liked the idea of the bay windows, even if they are over public
right-of-way, he thought it made a more interesting street scape. He did have a concern in that it seemed as though there
was not enough brick being used with the mass of the building and suggested using more brick to infill and create a base
and a structure from which the brick comes up and supports the building. He thought that if cost was an issue as far
doing that much brick, he suggested not using it and finding another way to express the vertical elements of the building.
He also thought it appeared as though the cornice or the cap to the building had not been entirely designed and was more
of a concept and suggested that it needed to be more detailed, with more interest and shadows, and something that would
tie it into the historical vocabulary of some of the buildings around downtown.
Chairman Michel explained that if the applicant wants to change a product in their plans, the applicant would need to
return to the board or staff to do that.

Senior Planner Meg Gruwell recalled the Architectural Design Board to its previous review of the application and the
board's request that the map that is presented show that what is approved is what the applicant wants, that the elevations
are correctly labeled, that more details about the sidewalk improvements are provided, and that more background on the
design is provided.
Meg Gruwell pointed out thitt the applicant has returned with modifications to the original proposal, including a new
1,500 square foot addition that will be on the Olympic View Drive side and will hold an open floral display with an
enclosed potting room. She noted that an espresso stand has also been proposed on the site plan and will be moved from
across the street to the property, and it will be resided and repainted in a matching color. The landscaping has been
updated and she confirmed that the Red Leaf Norway Maple is not on the list of recommended city street trees, nor on
the list of prohibited street trees, and she prefer -red that the applicant find a recommended street tree.
Ms. Gruwell reported that the City of Lynnwood is managing the Olympic View Drive improvements and she had
spoken with City Engineer Lyle Chrisman about the project. Mr. Chrisman reported that Lynnwood plans to make their
new sidewalks match up with the ones that the applicant installs on the Olympic View Drive side.
As far as pedestrian orientation, Ms. Gruwell reported that the board had suggested that the sidewalk on the comer be
tied into the sidewalk plan for the building, and staff thought that perhaps a visual connection might accomplish that
such as a striped walkway. She pointed out that the applicant had drawn curb cuts on Olympic View Drive and she
thought that that was pedestrian -friendly.
Ms. Gruwell explained that Lyle Chrisman had reported that an 8-foot aisle width for traffic circulation for the espresso
stand was not going to meet city code and would need to be revised. Mr. Chrisman also had expressed concern about
whether the back access was going to be one way or two ways and if that would work for the circulation pattern for the
espresso stand. She had rechecked the zoning to the north, confirming that it was Neighborhood Business, and noted
that the applicant would not be required to have the same 15-foot landscaped setback, although, the applicant had not
chosen to change that at the present time.

Kathleen Taylor explained that the issue of the enIFAchment of bay windows was addressed by the City Council two

years ago. In terms of the height of the buildin�, sheloted that the building could go up to 30 feet, provided that the
Architectural Design Board approves it as an Arall modillated design. In terms of the first floor issue, she reported that
staff spent a considerable amount of time looking at it a'n�"d- felt that it was impossible for the applicant to construct
anything without being willing to work th the applicant on& codes. Staff s opinion is that it does meet the zoning
code requirements, but she noted that code does not have a eefinition of "first floor."

On building design, Ms. Gruwell thought that the detailing on the Olympic View Drive side had added modulation
because of the 1,500 square foot addition, but the level of detailing was not the same on the 76th Avenue side. She felt
that the new addition had a slight step up on the 76th side that was not carried around the comer on to the Olympic View
Drive side. She pointed out that the windows had not changed and the applicant was uncertain as to what was being
asked of them to do. Ms. Gruwell presented some slides and discussed the layout of the property.
Regarding the site plan, Warren LaFon explained that he knew that Meg Gruwell had been urging the applicant to push
the building forward so that it would be more pedestrian -oriented, but he felt that the difference in the height of the side
block at mid -site and the floor of the building was about 4 feet and it would not be pedestrian -oriented. He felt that the
building was put back because the occupants could have deliveries in the back, and customers would not have to walk
around the back of the building to get to the front.
Mr. LaFon knew from the last meeting's tape recording that someone'had asked why the applicant did not move the
access sidewalk down to the middle of the site for access up to the building. He explained that that is -because it is not
into a gentle sloping sidewalk anymore, but into a stairway, which brought up a question of liability and how it would
look and it would take landscaping out right in the middle of the building.
Mr. LaFon recalled that one of the board members did not like the windows. He did not know whether it was the size,
the color, the slider, or the trim, but he felt that the windows reflected what is going on in the building for the uses inside
and that they did not need to be changed.
Bill Lund explained that the espresso stand and the flower �hop are owned by the same person who has decided to
become a part of the center. He stated that the espresso stand is 8 by 10 and needs to be resided and painted the same as
the main building. He thought the 12-foot drive for the espresso stand could be handled by moving the stand about a
foot to achieve the drive width. He felt that the fagade was geared to a future conversion to office space and that there
would be a similar entryway, fagade change for the utilities on the roof, and a better -looking modulation.
Mr. Lund noted that the Edmonds design criteria states that the design should fit into the neighborhood and he felt that
the design being presented, the entryways especially, and the types of material or shapes of material that are seen in
Perrinville do seem to fit. He felt that Perrinville has not changed in 30 years and did not think that Perrinville had
caught up with being pedestrian -oriented. He felt that the design fit the area and the owners' criteria. He did not think
that there would be any trouble changing the type of tree proposed. He explained that the City of Lynnwood was going
to connect to the sidewalk that the applicant is putting in.
Boardmember Christianson inquired about the traffic circulation for accessing the espresso stand. Mr. LaFon described
the manner in which customers could access the site from different entries.
Boardmember Utt suggested using a more residential look with the windows and the fagade and the detailing, and
perhaps having a segmented upper series of window panes. He thought that by breaking down the master building walls
and creating a base band by using trim board or changing the paint a little would help.
Mr. LaFon stated that the applicant could put little mullions inside the glass in the basic window.
Hearing no further comments from the audience, Chairman Michel moved into board deliberations.
Boardmember Nielsen thought the building needed attention to the windows and detail to break up the front. Regarding
the sidewalk situation, she understood that that would be taken care of with the City of Lynnwood. Ms. Gruwell
concurred.
Boardmember Utt thought that some window treatment, with a little bit of extra detail in the top of it and breaking up
horizontally by using trim board and different coloration, would create more interest. Mr. LaFon felt that a couple of

spots where that could be'done and would be the east entry canopies, and a band could be put across the gutter line to
break that up.
Boardmember Utt suggested that the applicant could run a band around the base of the building, like a wainscoting
effect.

Chairman Michel clarified whether the "architectural look of the building" included, as an example', grids inside the
glass. Boardmember Utt concurred.
c. FELE NO. ADB-03-44: Application by Taylor Gregory Butterfield Architects for a mixed -use building, to
include 22 condominium units, 21,108 square feet of commercial space, and a subterranean parking garage
with 72 stalls. The site is located at 505 56'Avenue South and is zoned Community Business (BC).
Bob Gregg, 16550 76" Avenue West, Edmonds; Brad Butterfield, 654 5dAvenue South, Edmonds; and Shawn Parsons,
were present.
Associate Planner Kathleen Taylor presented the application for the project at 505 5`b Avenue South, located between 5d'
Avenue South and Holly Drive. She explained that the applicant proposes approximately 9,400 square feet of office
space, with 8,000 square feet of retail space on the first level of a 3-story building, a subterranean parking garage,
residential condominiums on the upper 2 floors, and the garage will take vehicular access and exit off of Walnut Street.
Ms. Taylor provided a video presentation of the project and discussed the subject and surrounding properties.
Ms. Taylor described that the proposal has 3 different building designs represented in the overall building and she
believed that was to break up the fNade and take away from the over-all size of the building to make it appear as if it is
several different buildings connected. She felt that the building would transition well at the comer of 5d'and Walnut and
that the style chosen would coordinate well. She pointed out that the main pedestrian access would be on 5h Avenue
South, centered in the middle of the building, and that the building would be set back substantially to allow for a
courtyard area. There would also be a trellis. She discussed that there are bay windows and decks that encroach over the
public right-of-way and it is up to the Architectural Design Board to determine whether there is sufficient compensation
for the city in this regard. She noted that the. applicant has proposed a number of areas for the public in terms of
courtyard area and walkway and thought that the city would benefit from the overall design.
Ms. Taylor stated that she reviewed the project as to whether it met with the city code requirements and pointed out the
breakdown in terms of achieving the parking needs. Regarding setbacks, she explained that the applicant could build all
the way to the property line in every area, except where the property is adjacent to residentially -zoned property directly
