Re: Drainage concerns on High Street
Dear Mr. O'Connor:
Thank you for inviting me out on a rainy day to observe your need for drainage
improvements in your neighborhood. I have spoken with the City Engineer, Jim Walker,
regarding a solution to this problem. My understanding is that Don Fiene, Hydraulics
Engineer, will proceed to design a drainage pipeline that connects to the city's existing
drainage system. Public Works will then review the design with the Engineer Division to
determine if it is feasible to construct the system using city forces or whether it requires an
outside contractor. Once this determination is made, we can let you know what the cost
will be for you and each of your neighbors.
I know that Don is extremely busy with other drainage concerns as well. I would suggest
that you contact Jim Walker at 771-0220, extension 327 to find out when Don can schedule
time for the High Street drainage project. I have every hope that we can solve your
neighbor drainage problem.

Thanks to you and Don for coming to inspect the accumulation of rain water In our area last Friday
afternoon. It was very encouraging to my neighbors and me, who greatly appreciated your responsiveness. We
have been struggling with this problem for some time. Some of these people have already had water In their
houses, garages and basements. Olav Sola pumped out a measured 700,000 gallons of water from his land last
year following the Christmas and New Year's storms last year. He was charged $3000 for this service.
The present city drain system here., which benefits mainly the three people In the north end of High
Street who had drains Installed, supplies an adequate foundation for extending the system for the thirteen
people on the south end of High Street. I might add that there Is a vastly larger output of storm drain water at
this south end of High Street. One of the biggest problems is the water that collects on the street leading up the
hill. People cannot get their mail without difficulty. A good drain here would go a long way to solving our
problem. Easements are available.
I might add that another basis for this letter was a conversation with Jim Walker several years ago. I
told him at that time that we. might have a future drainage problem here on High Street. He advised to speak
with the people on the hill above me about this matter, as I have now done.
