The policy states that the customer will be billed at the retail rate based upon the average water consumption for the same period during the previous year. In addition, the excess water lost from the leak will be billed to customer at the City's wholesale rate with a 15% surcharge added for administrative cost. Only one leak credit will be granted in any three- year period. Box 2008 Edmonds, WA 98020-3163 Subj: Water/Sewer Bills for the periods 2/25/98 to 4/28/98, and May/June, Request for Credit Attn: Mr. Jim Waite Dear Mr. Waite: As you can see from the attached water/sewer bill, it is for an unusually high amount due to an unusually high consumption of water: 94 CCF as opposed to our usual consumption rate which ranges from 12 to 18 CCF. We received a notice from your department at about the time of the last meter reading in late April that it appeared that we had a water leak in our water service line. Upon checking this out, it proved to be true, as evidenced by a steady stream of water running down our driveway that did not subside after the end of heavy rains. We obtained a bid from a contractor to get the leak fixed, which came to nearly $3,000. This reflected a full replacement of the existing plastic line with copper, which we wanted because there is a history of recurring leaks in plastic lines on our street. Since we felt that this was an exceptional amount of money to pay for this kind of fix, we discussed ways to get the contractor's bill down, and found that we could get the work done for about $500 if we were to do all the excavation and backfill work. For us, the savings were worth the extra work. But as you might guess, the manual digging of the trench, on evenings and weekends did not go as quickly as the contractor's crew would have ... and the leak continued while we did the excavation. After the trench was ready, the contractor laid a new line for us, which was done on May 30, 1998. See attached bill. Please note that we did take measures to minimize water loss during the month while the leak existed. We turned off the water at the meter at night, and while we were gone during the day. Toward the end of the period when the leak was getting worse, we resorted to filling the bathtub to flush the toilets, and water containers in the kitchen for cooking, and only turning on the water at the meter to refill the tub and take showers. Since the bulk of the consumption was due to the water line leak, and we feel we took reasonable and responsible measures to mitigate the loss of water while the line was leaking, we are requesting a credit on our water/sewer bills starting with the 2/28-4/28 bill, and extending through May 30, the date of the repair. Our request is that you adjust our Mar/Apr and May/Jun billings to reflect our normal consumption rate per our bills during the same period last year in the Mar/Apr and May/Jun billing cycles: 12 CCF and 18 CCF respectively, at current rates.
