The site is in the NE 1/4 of section 13, Township 27, Range 3, W.M. The City has assigned a street address of 18415 — 94 1h (High) Street (Tax Parcel Number 00565600101804). Site description. The site consists of a skewed rectangled shaped a lot, with an average depth of about 207 feet and 98 feet wide. The area of the site is about 0.45 acres. Access to the site is from a shared private road off of 94 1h (High) Street west of the site. There is an existing house on site, which is proposed to be razed. Topographically the site generally slopes from east to west. The highest high point of the property is located near the front southeast corner, with the lowest point being located at the back, northwest corner. There is about 20 feet of total drop between the high and low points of the site. Majority of the drop is located on the back half of the lot (where slopes range between 18% and 20%). From the SCS soils survey for Snohomish County, the designated soil is Alderwood sandy gravelly loam. Proposed project. The current proposal is to construct a single-family resident in the location of the existing residence. The new resident will use the same private access road to access 94 1h (High) Street. An underground detention pipe is proposed to be installed near the southwest corner of site adjacent to the proposed driveway. All of the impervious surfaces from the resident and driveway, as feasibly possible, shall be collect and detained in the detention pipe vault. A small area associated with a back patio and roof area may be by-passed from the system due to it's low elevation. One half foot of dead storage in the detention pipe together with the oil/water separator tee (flow control tee) are proposed to provide water quality for the collected run-off. The discharge from the detention system will be a point discharge to the existing gutter along the north side of shared private driveway. Standard erosion control measures are proposed to be used during construction. The primary erosion and sediment control BIVIP during construction will be proper soil stabilization methods. Exposed soils shall be stabilized by application of effective bmp's that protect the soil from the erosive forces of raindrops, flowing water, and wind. Applicable practices include, but not limited to, temporary and permanent seeding, sodding, mulching, plastic covering, erosion control fabrics, matting, soil application of polyacrylamide (pam) , the early application of gravel base on areas to be paved, and dust control. The contractor shall select a soil stabilization method best suited for the particular situation. Stock piles must be stabilized and protected with sediment trapping measures. In addition, site containment of exposed soils shall be sustained by using silt fence barriers along the down -slope boundaries of the site's disturbance areas.
