RE: REVIEW LOT ON BLUFF IN EDMONDS FOR STABILITY

Dear Dr. Olswang.
A field inspection of the above referenced lot was made on August 28, 1970 in
your presence.
The following observations were made:
1\ The'back 50 foot portion of Lot B slopes downward to the front""
approximately 5 feet. The next 20 feet slopes down an addi-
tional 5 feet or so. The remaining 50 feet more or less, at
the front, slopes down possibly an additional 50 feet.
2\
The surface of the upper portion is covered with silt and some
gravel to approximately 2 inch size. The surface of the bank -
is covered with a combination of silt and humus. All underlying
materials will classify generally as fine to medium sand with
some binder. Various layers of gravel to 2" size and different
sands are also encountered. These layers are generally one.inch
to 2 feet in thickness,
3\ No evidence of slippage of the bank is evident. This statement
applies to all of Lot B, the portion -of Lot C that is not eroded
and along the bank face north of Lot Be
4\
The natural cover on the slope of Lot B has been brushed clean.
It is anticipated that it will regain its former growth before
erosion can become a problem. If not, means should be used to
help restore the ground cover. This lack of ground cover could
cause severe erosion to take place.
5\ Lot C adjoining Lot B on the south is questioned for value as a
usable lot. A deep eroded gully has formed here. This gully
probably averages 50 feet in depth, 50 feet in length and extends
back an estimated 100 feet or more. Erosion here was caused by
storm water discharge. This eroded area is identified on Plate I
as "E-L" and is shown'in approximate size and location. A much
smaller eroded area, identified as "E-S" lies immediately to the
north.

The slopes of the eroded banks vary from near vertical (1 in
12) to approximately 450 (12 in 12) in area "E-L". Area "E-S"
shows a definite undercutting.
The banks in "E-L" would probably stand a long time if it
were not for the runoff which logically will increase if not di-
verted and for the fact that it is impossible to maintain a steady
moisture condition. Sand on the bank face is dry and the binder
weathered to where a key readily scratches in 12". Prevailing
wind and rain will wash away the binder in the sand causing further
erosion. Subsurface flow of water is possible. The inspection was
made when subsurface flow was at or near the probable minimum. Dur
ing.January a considerable flow could possibly be observed. Only
very minor seepage was seen at a fault -like line.
The back and one side bank of "E-S" show considerable under-
cutting. This is due to seepage which is still evident in some
areas. The sand simply falls out in curved plates when wet
(sloughs). The general composition here is a slightly larger size
of sand intersperced with gravel layers.
Wasting in "E-L" and "E-S" "though slightly different will be
the same when the same size particles and same moisture, wind and
rain condition are involved. As a rough estimate possibly 10,000 11�
cubic yards have been wasted. To restore this, provide bank pro- -Ja'
tection and divert water might easily cost upwards to an approxi- �otol"' N
tZmate $40 ,000 depending upon exactly what is done.�,, ram .jt

The following conclusions were made:
1. There is no immediate danger to Lot U against bank slippage: To "�� ,I
�7 here very conceivably coul d be danyer to Lot a i n 20 to 3U years r ^,�G, 60
if the erosion in Lot C is not controlled. We have insufficient , r v
data with which to construct an actual erosion rate. At the prpr
sent, a house may be safely founded on spread footings ,uBe"a
point at least 60 feet from the back side of Lot "El' This would
be approximately 10 feet past the first break but 10 feet behind
the second (steep) break. It would be possible to go further out
yet if proper foundations are used, provided loads are founded
well under the ground surface on piers or piles.
2. It would seem prudent to further examine Lot a on the basis of
Lot C. Certainly responsibility for drainage (owner, city, county)
must be determined. Furthermore corrective measures and a time
schedule to either halt further erosion or better yet, restore the
\ lot should be ascertained in writing at this time. It would seem
that it would be incumbent upon the present owner to make this de-
termination.

3. Lot C could well be a hazard. Children can fall over the bank,
someone could fall in after dark, a driver could go over the edgef.,
because of a blind spot or accidentally hitting the wrong pedal.
We trust that this report and conclusions contained herein answer your questions-
and will be an aid to you in making your decision.
We would be happy.to review and outline corrective measures for lot C upon a.
formal request from the Owner or you. `This could be a comprehensive thing and
can go from protection.of the existing bank to full restoration and would in -
elude drainage routing and diversion and coordination with the responsible
parties. It is not the intent of this report to cover this in detail.'

CU4149 THOMAS SMITH - Conditional Use Permit for professional business office at
7833 196th St. S.W. (RML)
This office will be in the Union Heating Oil building and the application
was for an individual Conditional Use Permit, rather than a blanket permit.
The applicant is a Certified Public Accountant. This use would be consistent
with others in the area and would not cause a substantial increase in
traffic. There is a large amount of parking on the site. A declaration of
nonsignificant adverse environmental impact was on file. Ms. Luster recom-
mended approval because this use would not be detrimental to the public
health, safety, and welfare; the proposed office would not have an impact
on the area traffic; no changes will be made to the structure or the site;
and it will be located in an existing building. The public portion of the
hearing was opened. The applicant said the office will be used on a part-
time basis.and the number of clients will range from 5-10 per week. The
public portion of the hearing was closed. Mr. Roy felt this was a good
location for the use. MRS. DERLETH MOVED, SECONDED BY MR. HATZENBUHLER, TO
APPROVE CU-41-79 BECAUSE IT MET THE CONDITIONAL USE REQUIREMENTS, IT WILL
NOT BE DETRIMENTAL TO THE NEIGHBORHOOD, AND IT WILL BE IN HARMONY AND
COMPATIBLE WITH THE NEIGHBORHOOD IN WHICH IT WILL BE LOCATED. THE MOTION
CARRIED.
V4749 A/B CONSTRUCTION COMPANY - Variance from.required front yard setback at
18418 Olympic View Dr. (RS-12)
A 20' front yard setback is required and the application was for a 10'
reduction. A previous proposal was denied and in the current proposal the
overall size of the house was reduced and it was moved back from the easement.
The easement will be improved. The site has some topographic problems.
The Building and Engineering Divisions recommended approval because the
house will be a safe distance from the embankment and a reasonable distance
from the easement and turnaround. A 15' setback from the turnaround will
be maintained. Ms. Luster said this proposal should not substantially block
any views. The house across from it sits above it. Placing the house 15'
from the easement alleviates the concerns about backup area on the site and
area for turnaround. This will not amount to a rezone. Ms. Luster felt
that because of the topography on the site and the embankment on the west
portion.of the property there would be an undue hardship on the applicant
to try.to meet all required setbacks, especially the front yard setback.
She recommended approval because this appeared to be a minimum variance,
the applicant was keeping a safe distance from the easement as well as from
the embankment, and building closer to the bank could create slide conditions.
The public portion of the hearing was opened. H. A. Larkins of 18416
Olympic View Dr. asked how high the structure would be. Ronald Johnson of
A/B Construction Company said it would be about 17' higher than the pavement
as it will be constructed on several levels. Mr. Larkins said he had no
objection if it would amount to only 1 1/2 stories. The public portion of
the hearing was closed. Mrs. Derleth suggested that perhaps a height
limitation should be placed on the structure because of the location. This
was discussed, and Ms. Luster cautioned that if a limit was set there
should be some leeway allowed because when the land is cleared it will not
be the same as it appeared before clearing. The public portion of the
hearing was reopened to discuss this with the parties. Mr. Johnson said
they are trying to keep the building as low as possible and he did not
think 18' above the highest point of the pavement would be a problem, but
he would prefer not having a restriction. Mr. Larkins reiterated what he
had said previously. Ms. Luster said the Engineering Division will require
special studies on the stability of the soil and will not let them go much
closer to the embankment. The public porton of the hearing was closed
again and the Board discussed possible restrictions. MR. ROY THEN MOVED,
SECONDED BY MR. LERAAS THAT V4749 BE APPROVED WITH THE TWO FLOOR HEIGHTS
NOT TO EXCEED 8' EACH AND THE ROOF PITCH NOT TO EXCEED 5 IN 129 BECAUSE IN
CONSIDERING THE TOPOGRAPHY OF THE LOT HE FELT MOVING THE HOUSE. BACK WAS THE
BEST SOLUTION THAT COULD BE ARRIVED AT, SO WITH THE ABOVE HEIGHT RESTRICTION
HE FELT THAT CONCERNS ABOUT VIEW OBSTRUCTION WOULD BE ADDRESSED REASONABLY
AND FEASIBLY. MOTION CARRIED.
