This letter is concerning the Perrinville L.J.D. Project. My name is Keith Collingridge
and I reside at 18423 74 1h PL. W. We were to connect to the sewer system. The reason for my
not complying with the hook up is failure to realize the timetable of the project. My wife and I
had moved to this house within the past year and a half, she than lost her job and money was a
little tight. Since there was no timetable on the letters or language that stated a deadline I was
unaware of the immediate need to hookup. We knew that we would be paying for the $12,000
but decided to wait on the hook-up to the sewer system. I included in this packet copies of all the
letters sent out the public. As you can see there is no time listed on any of the early mailings.
When I was made aware of the timetable I sought out Acorn Construction, for they had the best
bid on the job. I called your office to first to find Acorns number then to inform you that I was
started the project. I had spoken with Dan, the owner of Acorn, and he informed me that he could
start the job at the beginning of the week following Labor Day. He than informed me that he was
stuck out at a job and could not start my project till mid month. I than went to the office and
found out that my fine would have to be paid before I can get the permit. So here is the catch 22;
we didn't have the money for the hook-up right now but have barrowed and saved to do it, but -we
don't have the money to pay the fines and the longer we go without the permit the more it costs in
fines. We want to comply with the city but need another avenue. Due to the fact that it was a
responsibility of mine to find out this information I can pay $500.00 in fines and than begin the

project is aimed at improving fire flow protection and capacity in the area. The project is

assessment. The funding will come from Citywide water utility funds. Street overlays
are also planned for 2002 throughout the LID area.
Following award of a construction contract for the waterline project this fall, the City will

Shoreline Construction Company has completed the construction of approximately 60% of the
se . wer system in the Perrinville L.I.D. area. It is anticipated that the project will be complete by
April 1, 2001. 1 have received many calls regarding (1) connection to the sewer system and
(2) how the project will be paid for. Although these items were discussed briefly at the last
public meeting, I would like to update you regarding these issues.
Connections to the sewer main will be permitted when Shoreline has completed
construction for the entire project area. (Estimated date is April 1, 2001.) The purpose
for waiting until that time is (1) to alleviate questions regarding the responsibility for
restoration [the side sewer contractor versus Shoreline] and (2) to prevent additional
congestion in the construction area.
• Perrinville L.I.D. owners will not be subject to the new $730 sewer connection charge
recently passed by the City Council. A side sewer permit fee of $60 to cover inspection
costs will be the only fee collected by the City for connecting to the sewer system.
• There is no change in the assessment figures ($12,000 for each lot in L.I.D. 215 and
.$13,750for each lot in L.I.D. 216), and no change is anticipated at this time' * The final
costs will be consolidated following completion of construction. Owners will then have
the option of either paying off the entire assessment in a lump sum or paying the
assessment plus interest over a period of ten years. The interest rate will be tied to a bond
procured by the City. If using the paynient option, the first payment would be due
approximately one year after project completion.
• Prior to completion of the project, another public meeting will be held to discuss the
issues of connecting to the sewer and payment for the improvements.

Shoreline Construction Company has completed the construction of the sewer system in the Perrinville
L.I.D. area. The City will allow side sewer connections beginning March 26, 2001. Enclosed for your
information are side sewer requirements and material specifications. The following are answers to some
frequently asked questions.
How do I know the depth of my sewer stub? The easiest way is to take the lid off the cleanout
at the property line/right-of-way and measure down. We have additional depth information on
file, but you will have to visit City Hall to obtain it.
What permits are required and how much do they cost? Perrinville L.I.D. owners will not be
subject to the new $730 sewer connection charge recently passed by the City Council. A side
sewer permit fee of $30 to cover inspection costs will be the only fee collected by the City for
connecting to the sewer system, with only one notable exception. If existing interior plumbing
needs to be reversed (typical daylight basement procedure), an additional building permit
requirement and inspection fee ($30) will be incurred.

According to Section 18. 10 of the Edmonds Community Development Code, it is illegal for any

you are not connected to sewer) shall be assessed against you until a sewer permit is issued and
