During that period of time a series of water leaks in the water line from the meter to my house created a sizeable impact on the apparent water use for my residence. During the summer months I was under the impression the excessive water use was a result of landscape watering, but by late fall it was obvious that it was something more involved. My plumber was contacted in late November but could not arrange to do the investigation and work until December. During his work he discovered and corrected leaks at each end of the line plus additional leaks at the junction of the sprinkler system. A copy of his bill with an explanation is enclosed, along with copies of the last year's billing statements. My residence has only two adults living here with both of us working outside the home. Our normal water consumption is little. The dishwasher and the clothes washer each are rarely utilized more than twice a week. Daffy showering by both of us is our main use of water. Water statements up through April, 1994, reflect an additional two adults and a baby living within the residence. I would appreciate any consideration concerning an adjustment. I am aware that even with an ad ustment the customer is responsible for the basic fee. I was told that the fee is the amount charged to the City of Edmonds from the water source. For the exclusive use of: Marilyn Griffin Date of inspection: July 25, 1988 Inspecting Engineer: James D. Knittel, P.E. On July 25, 1988, 1 inspected the single-family residence located at 18410 84th Ave. W., in Edmonds, Washington. The purpose of this inspection was to identify any significant deficiencies which could contribute to long-term deterioration in the premises and/or which would be beyond the capabilities of the average homeowner to easily correct. The deficiencies have been identified and the corrections listed below are recommended. When pertinent corrections have been made, it will be ' the opinion of the inspecting engineer that the integrity of all structures of the premises is reasonably adequate, that no 6ignificant infestation or damage by wood -destroying organisms and no c . onditions likely to contribute to such infestation or damage exist, and that the plumbing, electrical, and heating systems are adequate to meet the requirements ofthe local housing code. All recommended work must be done in compliance with all applicable codes. References to Uniform Building Code in this report are to the 1970 edition. The recommended corrections are as follows: Building Exterior 1. Finish installing exterior siding. This is required for weatherproofing by Uniform Building Code (UBC) section 2516(g). See photos no. 1, 2, 3, 4, and 5. 2. Replace decayed structure under front entry steps. Provide six inches clearance above ground, or decay -resistant wood, asrequired by UBC 2516(c). Finish installing gutters, downspouts, and soffits in accordance with normal construction practice. When not led away from the house, roof water will. increase tendencies toward dampness in the basement and subsequent deterioration of finish coverings and structure. See photo no. 6. 4. Replace a decayed fly rafter at the southwest corner of'the house behind th ' e garage, and two decayed joists under the narrow deck on the east side of the northeast corner. Used lumber, painted green, was installed in these locations and in other parts.of the house. The used lumber has deter- iorated earlier than other -members exposed to weather. See photos no. 6 and 7. 5. Replace a decayed beam and post under the north deck and a decayed beam under the east deck. These members were also used before installation. See photos no. 8, 9, and 10. 6. Provide proper flashing for windows as required by UBC 1707(b)., The installation of windows is not weatherproof, and in some places is unfinished. Interior surfaces in several parts of the house show stains from window leaks. See photos no. 11, 12., 13, 14, 15, and 18. 7. Finish installing the kitchen door.to the deck as required by UBC 1707(b). The lack of a proper sill is allowing leaks into the wall. See photo no. 16. 8. Provide flashing where deck members penetrate siding. This is required by UBC 1707(b). 9. Rebuild the railing for the north deck. Connections at the deck have deteriorated such that the railing no longer provides adequate safety. This is required by Uniform Housing Code (UHC) section 601(a). 10. Repair the roof covering along edges above clerestory windows to exclude dampness as required by UHC 601(b)., Shakes are out of position over the master bedroom and deteriorated over the garage. over the bedroom, felt is not properly installed per UBC 3203(d). See photo no. 17. 11. Install flashing at junctions of roof and clerestory walls as required by UBC 3208. See photo no. 5. 12. Professionally exterminate carpenter ants. Evidence of carpenter ant infestationvas observed in the garage and in a railroad tie retaining wall. Insect infestation is inadequate sanitation per UHC 1001(b), and will eventually lead to structural damage. 14. Install windows suitable for emergency egress in two lower bedrooms per UBC 1404. 15. Revise window installations less than 18 inches above the floor to meet requirements in UBC 5406. Temporary boards have been installed to satisfy the requirement. See photos no. 18 and 19. 16. Rebuild decayed structure surrounding the hot tub. See photo no. 20. 17. Replace a post in the hot tub room which has an infestation of powder post beetles. Insect infestation is inadequate sanitation per UHC 1001(b), and will eventually lead to structural damage. See photo no. 21. 18. Reinstall structure on the north wall of the hot tub room whi ' ch is leaning. Structurels required to be installed true and plumb by UBC 2312(a). 19. Provide humidity control forthe hot tub room. This is necessary to prevent decay and insect infestation as have occurred in structure surrounding the hot tub and in a nearby post as noted above. Humidity can be controlled in several ways. The simplest and most effective is an exhaust fan controlled by a humidistat and a spring -loaded vent to admit outside air. Electrical System 20. Finish installing electrical wiring in accordance with the state electrical code. Unfinished wiring is shown in photos no. 22, 23, 24, 25, and 26. If the electrical system,was not inspected prior to covering, a governmental inspector could require removal of coverings to prove code compliance. Finish assembling furnaces, and provide return air ducting as required by Uniform Mechanical Code (UMC) section 706. See photos no. 29 and 30. 22. Provide a return air duct-1 or other provisions for heat, in the north basement bedroom. This room will not be heated sufficiently for requirements in UBC 1410 with warm air registers on the inner wall and no return duct. 23. Furnaces should be checked for proper operation and adjust- ment by qualified service personnel. Both furnaces are slow to respond to thermostat control, which is unusual for this type of furnace. Plumbing System 24. Finish installing plumbing and fixtures in accordance with Uniform Plumbing Code and normal construction practice. Unfinished plumbing is shown in photos no. 26, 27, and 28. If the plumbing system was not inspected prior to covering, a governmental inspector could require removal of coverings to prove code compliance. Limitations on Inspections This is a special report format not intended to be fully informa- tive as to all aspects and deficiencies of the premises. Certain limitations apply to any inspection, including those diligently performed by a qualified expert. The limitations on this inspection include, but are not limited to, the following: This inspection does not include an inspection for construction or other materials which might be hazardous to health; such materials may be present and not noted in this report. Mechanical equipment is inspected for operability only and may contain undisclosed defects which may significantly impair its usefulness. No inspection is made of furnace heat exchangers or other such mechanical parts of equipment for their condition. Hot tub equipment was not inspected. We carefully inspect for evidence of water leakage into basements and underfloor crawl spaces. However, the lack of evidence of past leakage does not guarantee that there will be no leakage in the future. We cannot reliably predict amounts of water which may appear in damp areas, and we cannot guarantee that any basement, underfloor crawl.space or other subgrade area will remain dry. I am competent to testify in this action. . 2. On 10-2-- 72- _1 Jim Griffin applied for and was issued a building permit for the purposes of remodeling portions of a house located at 18410 - 84th Avenue West, Edmonds, Washington 98020. 3. For several years thereafter, Mr. Griffin continued to renew the license on the grounds that the remodeling had not been completed. 4. I therefore decided to inspect the premises to determine to what extent the remodeling had been completed. 5. An inspector was sent out to inspect and prepare a punch list of items that had yet to be completed before the necessary final approval could be given. 6. The inspector found several life safety code violations which had to be remedied immediately, including defective electrical wiring and furnace installation, failure to install handrails and to provide adequate exits, improper spacing between the windows and the floors, and improperly installed fact ory built fireplace. 7. 1 informed Mrs. Griffin that the defects had to be remedied immediately or I would have to, upon the advice of the City Attorney, begin dangerous building abatement proceedings. 8. 1 was subsequently contacted by Mrs. Griffin's father who promised to immediately begin repairing the defects to bring the premises up to code if I would postpone the proceedings. 9. Mr. David was apparently able to remedy many of the minor code violations, and because it was obvious that he was working in good faith, we decided to temporarily postpone the abatement proceedings. 10. 1 have been to the house several times to review the work in progress. Two major problems which have not been remedied have to do with the plumbing and the electrical wiring. With respect to the plumbing, I was unable to tell exactly 4 which code provisions are in violation because it too is concealed and 5 partially encased in cement. However, it is apparent that the toilet 6 plumbing is not functioning and Mrs. Griffin is experiencing problems 7 with sewer gas escaping out of the kitchen sink. 8 12. 1 cannot give a final approval or completely alleviate the 9 threat of abatement proceedings until I receive a Certificate of 10 Approval from the state electrical inspector and the defective portions 11 of the plumbing are completely repaired and inspected, to assure that 12 the repairs meet code requir ements. Alternatively, if Mrs. Griffin 13 chooses not to use the bathroom, I must receive a certificate from a 14 certified plumber stating that the defect in the remodelled work does 15 not affect the safety and sanitation of the remainder of the plumbing 16 system. Yet the developer proceeded to install a drainage system anyway without any approval, contrary to the requirements of Sec. 18.30 of the ECDC. I am concerned that the unapproved drainage system has not been properly designed. The installed system directs all tight line flow to a small concrete box about 2'x 2' which will.have inadequate storage to: (1) prevent the pump from "short cycling" during operation,, thus causing it to bum out prematurely, and (2) allow for emergency storage for maintenance or replacement of the pump under rainy conditions. I am requesting that no drainage system be approved unless properlysized and designed by a Professional Engineer to take into account the above factors. Allow me call. to your attention that the City of Edmonds "Drainage System Standards" on p. I state: "Any other type of plan [other than the standard detention approach] must be prepared by a licensed engineer." If this requirement is not followed, I am concerned that the existing flooding problems for our property and other properties on 90th Ave West will be worsened over time due to inadequate performance of the system.
