During review of the subject submittal, it was found that the following information, corrections, or clarifications need to be addressed. Please respond to the following items, so that I can complete my review: I . Setbacks: The subject property is located within the RS-12 zone which has 25-foot street and rear setbacks and 10-foot side setbacks. The existing residence is I I feet from the street property line and the existing covered front porch is 13 feet from the street property line. The site plan notes City of Edmonds Interpretation 2006-1 which would allow for the enclosure of the front porch area. However, the site plan shows new deck and steps within the setback area. Another City of Edmonds Interpretation (1994-1) allows steps within the setbacks provided they are not more than 8-inches above grade for single-family properties.. The architectural plans indicate the stairs and deck would be I foot 9 inches tall. The new deck and stairs would be an expansion of the nonconforming front set back and not allowed by the City's zoning code. Please revise the proposal so the steps and deck do not extend beyond the existing roof line of the covered front porch or are no more than 8 inches in height beyond the existing roof line of the covered front porch. 2. Geotechnical Report: A conditional critical areas waiver was issued for the property in 1992 under file number CRA 19920073. The subject property contains slopes of 40% on the west side of the house which are considered potential landslide hazard areas according to Edmonds Community Development Code (ECDC) 23.80.020. The conditional waiver in 1992 was for an addition at that time and included a condition that "the applicant must follow all steep slope regulations required by the building official." The City of Edmonds updated its critical area regulations in 2004 which now requires geotechnical reports for work within a landslide hazard area or its required buffer (50 feet from top of slope, plus a 15-foot building setback). Please submit a geotechnical report consistent with the requirements of ECDC 23.80.050 and making the specific findings required in ECDC 23.80.060 and 23.80.070.A. 1 and A.2.
