The purpose of our work was to evaluate the soil and ground water conditions at the site and provide geotechnical recommendations for the design of the proposed structure. The site is located on the west side of Olympic View Drive above the BNRR tracks. It's approximate location is shown on the Vicinity Map Figure 1, and the layout of the site is shown on Figure 2. The site is presently occupied by an existing wood frame home, which we understand was constructed in 1919. We understand the existing house is to be demolished and the proposed house will be constructed in the same location. The new structure will be a two-story wood frame stnucture with daylight basement. The lower floor elevation will be approximately the same as in the existing structutre. A driveway will extend down the east property line and curve westward to a proposed attached garage. Our work included a reconnaissance of the site, and evaluation of the condition of the existing building foundations. We also reviewed plans showing the proposed construction. A shallow hand excavation was made to observe soil conditions. No borings were made. 19730 - 64th Ave. W. Lynnwood, WA 98036-5904 Tel. 206-774-0106 Fax. 206-775-7506 ■ April 11, 1995 ' HWA Project No. 95045 OBSERVATIONS ■ The site is located at the top of a steep bank above the BNRR tracks overlooking Puget Sound. At this location the bank is 25 to 30 feet high and slopes about 1.5 horizontal to ] vertical, or slightly steeper. The slope appears to consist of dense sands and gravels. A shallow excavation made with a shovel on the slope above the house encountered light brown silty gravelly sand. This material was similar to the soils exposed on the slope two ' properties to the north. No ground water seepage was observed on the site. No horsetails or other hydrophytic plants were observed above the existing house, although a ' few horsetails were present on the lower portion of the site. Native vegetation consisted mostly of fir, cedar, maple and ferns. ' The existing house is supported primarily on continuous foundation walls, which were cast in -place. Our evaluation of theses walls indicates that the foundation of the existing building has performed well. No evidence of settlement or lateral movement was visible, tand the only cracks in the foundation walls or basement floor appeared to be a result of shrinkage. ■ CONCLUSIONS AND. RECOMMENDATIONS STABILITY ■ proposed The hillside between the railroad tracks and the building site is steep, (approximately 1.5 horizontal to 1 vertical or slightly steeper); however, it is well ' vegetated and appears to be stable. It is subject to erosion and freeze -thaw, however, and will gradually regress. Our experience with similar slopes indicated that regression will ' average 1 or 2 inches per year. To maintain the stability of the slope and minimize the rate of regression, storm water collected in catch basins and roof drains should be carried from the site in tight lines. Water should not be released or concentrated in such a way that it is ' allowed to flow over the slope. In our opinion, the proposed building site is set back sufficiently far from the top of the ' slope that there is virtually no danger that the house would be damaged by a landslide. We estimate that there is less than a 10 percent chance of damage to the proposed house ' from sliding at this site in a 25 year period. In our opinion, the proposed construction activities would not adversly affect the stability of the subject property or adjacent properties. ■ Ymgendoc 2 HONG WEST & ASSOCIATES, INC. April 11, 1995 HWA Project No. 95045 FOUNDATION DESIGN Based on our observations at the site, it is our opinion that the proposed house can be constructed essentially as planned. Foundations for the proposed structure should bear in medium dense to very dense native soils, below any existing fill. Foundations could be designed for an allowable bearing capacity of 3000 pounds per square foot (psf). Wall footings should have a minimum width of 18 inches, and column footings should have a minimum width of 24 inches. Footings should be founded at least 18 inches below the lowest adjacent exterior grade and at least 6 inches below any adjacent interior grade. Minimum footing widths may govern footing design. All foundation walls which retain soil, including those on the upslope sides of the daylight basement and the garage should be designed as retaining walls. Such walls should be designed for an equivalent fluid pressure of 55 pounds per cubic foot (pcf), plus one pound per cubic foot for each degree of upward inclination of the backslope above the ' wall. Cantilevered retaining walls which are not connected to the house could be designed for an equivalent fluid pressure of 35 pcf, plus one pound per cubic foot for each degree of upward inclination of the backslope above the wall. These pressures assume the walls are ' drained so that hydrostatic pressures cannot develop. Recommendations for wall drainage and backfilling are presented on Figure 3. The'ground surface should be sloped so that ' surface water cannot pond against foundations walls. Lateral forces would be resisted by passive earth pressure against the buried portions of ' structures and by friction against the bottom. In our opinion, passive earth pressures in backfill could be estimated using an equivalent fluid pressure of 280 pounds per cubic foot (pcf) above the groundwater table and 140 pcf below the water table. These values ' assume that the structures extend at least 18 inches below the lowest adjacent grade, and the backfill around the structure is a compacted granular fill. Where necessary,rockeries or ecology block walls could be used to achieve desired gY grade changes. We recommend that rockeries at this site be restricted in height to no ' more than 6 feet. Rockeries should be constructed in accordance with the Typical Rockery Detail provided in Figure 4. ' Ecology blocks may be used in lieu of rockeries to provide low gravity retaining walls. Ecology blocks consist of 2.5 x 2.5 x 5 foot solid rectangular concrete blocks. They ' are cast from excess concrete at concrete batch plants and are relatively inexpensive. Because of their rectangular shape, they can be stacked in a variety of ways to form ' Yeager.doc 3 HONG WEST & ASSOCIATES, INc. April 11, 1995 HWA Project No. 95045 gravity retaining walls in excess of 12 feet high. A typical ecology block wall, is presented on Figure 5. As shown on this figure, the blocks should be founded on 1-1/4-inch minus crushed rock about one foot below the existing ground surface. The blocks should be battered 1 horizontal to 4 vertical, and the space behind the wall should be backfilled to a 2 horizontal to 1 vertical (or flatter) slope. Backfill behind the wall should consist of clean freely draining sand and gravel or crushed. rock. All backfill should be compacted to a dense and unyielding surface and at least 92 percent of its modified Proctor maximum density. A four -inch diameter slotted ADS pipe should be embedded in the crushed rock below and behind the wall as a subdrain. This pipe should flow via tightline to the storm drain system. UNCERTAINTY AND LIMITATIONS ' The analyses, conclusions and recommendations presented in this report are based on the site conditions as observed during our reconnaissance, and assume that the soils observed are representative of the subsurface conditions along the route: i.e., the subsurface conditions everywhere are not significantly different than those observed. Only limited explorations were ' conducted during this'study; however, given the observed condition of the site, it is our opinion that additional explorations are not warranted, provided we have the opportunity to verify the assummed conditions during construction. If there is a substantial lapse of time between the submission of this report and the start of construction, or if conditions have changed due to construction operations at or near the site, it is recommended that this report ' be reviewed to determine the applicability of the conclusions and recommendations considering the changed conditions and time lapse. We recommend we be retained to review the plans and specifications. We also recommend we be retained to monitor the geotechnical aspects of construction, particularly, the preparation of foundation subgrades and placement of drainage materials. This report was prepared for the exclusive use of the Owner and/or Architect and Engineer in the design of the subject facility. During the process I was advised by Ms. Nolan that I would need a waiver for the slope of the driveway since the design exceeds the maximum of 14% recommended by the City, and that I should write a letter requesting a waiver and address it to your attention. This is that letter. An existing house now occupies the site and it will be demolished to make way for a new residence. The existing house does not have a garage, and access is gained by following ,:a steep unpaved path down a series of switchbacks with a few steps here and there. The pathway is difficult and dangerous enough. for a physically capable person, but Mrs. Yeager is both a senior citizen and blind. It is not logical for the Yeagers to build a new residence on this site and expect Mrs. Yeager to make her way down the steep hillside in weather either fair or foul. It is much too dangerous for the elderly and blind. Also with crime being the factor it is in our society today, and with the expectation it can only get worse, the Yeagers want the security of entering a garage prior to disembarking from their automobile. During the process of developing this project I had the occasion to discuss the driveway slope with Mr. Chrisman. He told me the recommended slope should not exceed 14% but with a waiver the slope could be up to but not exceed 20%. I spent a considerable amount of time investigating schemes with the intent of having the least possible driveway slope, but when all factors are considered including maximum possible footprint area due to slope of the site, the height necessary to generate enough floor area to make the project financially feasible, and the average grades used in the 25 foot height restriction calculations, it became clear the only solution was a driveway slope of exactly 20%. To aid in the accurate design of the driveway Mr. Yeager hired a professional surveyor to accurately determine the existing grades on the site. A copy of that survey is included in the documents submitted to the city for the building permit. A copy of the Site Plan for the project is included with this letter for your information. Please notice the that both the existing grades and the finished grades along the driveway are accurately shown. Also notice the note that no portion 2f the driveway may exceed a slope of 20%. A contract with the contractor responsible for the driveway construction will be made prior to the beginning of the work requiring that no portion of the driveway can exceed 20%. During the process I was advised by Ms. Nolan that I would need a waiver for the slope of the driveway since the design exceeds the maximum of 14% recommended by the City, and that I should write a letter requesting a waiver and address it to your attention. This is that letter. An existing house now occupies the site and it will be demolished to make way for a new residence. The existing house does not have a garage, and access is gained by following .a steep unpaved path down a series of switchbacks with a few steps here and there.. The pathway is difficult and dangerous enough for a physically capable person, but Mrs. Yeager is both a senior citizen and blind. It is not logical for the Yeagers to build a new residence on this site and expect Mrs. Yeager to make her way down the steep hillside in weather either fair or foul. It is much too dangerous for the elderly and blind. Also with crime being the factor it is in our society today, and with the expectation it can only get worse, the Yeagers want the security of entering a garage prior to disembarking from their automobile. During the process of developing this project I had the occasion to discuss the driveway slope with Mr. Chrisman. He told me the recommended slope should not exceed 14% but with a waiver the slope could be up to but not exceed 20%. I spent a considerable amount of time investigating schemes with the intent of having the least possible driveway slope, but when all factors are considered including maximum possible footprint area due to slope of the site, the height necessary to generate enough floor area to make the project financially feasible, and the average grades used in the 25 foot height restriction calculations, it became clear the only solution was a driveway slope of exactly 20%. To aid in the accurate design of the driveway Mr. Yeager hired a professional surveyor to accurately determine the existing grades on the site. A copy of that survey is included in the documents submitted to the city for the building permit. A copy of the Site Plan for the project is included with this letter for your information. Please notice the that both q� l* des and the finished grades along the driveway ar t 1 n. Also notice the note that no portion 2f the driveway may exceed a slope of 20%. A contract with the contractor responsible for the driveway construction will be made prior to the beginning of the work requiring that no portion of the driveway can exceed 20%. The first house to the south is located some distance away (more than 100 and has a parrallel view not affected in any way by the proposed addition. On the other hand, crossing the adjacent and lower neighbors property would be a simple and ideal gravity flow system. When the 1968 sewer L.I.D. line was installed around Dr. Yeager's east and south property lines, his 4" private line was professionally installed adjacent to my property line. A 4 x 4" "Y" was tm installed with a view to possible combined use where the line has a straight 1016 grade drop to a 6" Tee to the primary sewer line. Mr. Roberts and Mr. Franklin have both visited the site and recommended this proposal. I would install a back flow check valve on Dr. Yeager's side of the 4" "Y" stub. The 56' of 4" line would easily carry our combined use require- ments with additional ease due to the straight line section directly to the 6" invert. According to the Uniform Plumbing Code our new home has 26 equivalent fixture units and will be used by two adults with a temporary live at home college student.
