Number: 434600201401 and 434600300801 Determination: Study Required Determination #: CRA-2007-0087 Applicant: Ken Skutt Owner: Ken Skutt CRITICAL AREAS RECONNAISSANCE REPORT: STUDY REQUIRED During review and inspection of the subject site, it was found that the site contains and/or is adjacent to an Erosion Hazard Area, pursuant to Chapters 23.40 and 23.80 of the Edmonds Community Development Code (ECDC). GENERAL CRITICAL AREAS REPORT REQUIREMENTS Critical Areas Reports identify, classify, and delineate any areas on or adjacent to the subject property that may qualify as critical areas. They also assess these areas and identify any potential impacts resulting from your specific development proposal. If a specific development proposal results in an alteration to a critical area, the critical areas report will also contain a mitigation plan. You have the option of completing the portion of the study that classifies and delineates the critical areas and waiting until you have a specific development proposal to complete the study. You may also choose to submit the entire study with your specific development application. • Please review the minimum report requirements for all types of Critical Areas that are listed in ECDC 23.40.090.D. There are additional report requirements for different types of critical areas (see below). • Note that it is important for the report to be prepared by a qualified professional as defined in the ordinance. There are options on how to complete a critical areas study, and there is an approved list of consultants that you may choose from. You may contact the Planning Division for more information. • General Mitigation Requirements for all Critical Areas are discussed in ECDC 23.40.110 through 23.40.140. STUDY REQUIREMENT — EROSION HAZARD AREA It appears that this property contains or is adjacent to an Erosion Hazard Area. Erosion Hazard Areas include: • Those areas with Alderwood and Everett series soils on slopes of 15 percent or greater. • Any area with slopes of 15 percent or greater and impermeable soils interbedded with granular soils and springs or ground water seepage. • Areas with significant visible evidence of ground water seepage, and which also include existing landslide deposits regardless of slope. 0 DEVELOPMENT PROPOSALS ASSOCIATED WITH EROSION HAZARD AREAS Development within an Erosion Hazard Area must meet additional criteria. • For erosion hazard areas with suitable slope stability, the only critical area study needed is an erosion and sediment control plan prepared in compliance with the requirements set forth in Chapter 18.30 ECDC as part of the construction documents. This option is at the director's discretion, per Edmonds Community Development Code section 20.80.050.G. • In areas where the slope stability is not suitable, projects within Erosion Hazard Areas will require a report by a licensed Geotechnical Engineer or other qualified professional. Note that it is important for the report to be prepared by a qualified professional as defined in the ordinance. • Report requirements are given in ECDC 23.80.050, and more generally in ECDC 23.40.090. D. • Development standards are given in ECDC 23.80.060 and 23.80.070. ALLOWED ACTIVITIES Certain activities are allowed in or near critical area buffers as specified in ECDC 23.40.20. If you have any questions about whether your proposed development qualifies as an allowed activity, please contact a Planner for more information. EXEMPT DEVELOPMENT PROPOSALS Certain development proposals may be exempt from Critical Areas Requirements (ECDC 23.40.230). If you think that a specific development proposal may be exempt, contact a Planner for more information. The following observations were made.. The rockery wall is constructed with large three to four man quarry rock. The rock appears to be strong, dense, durable weather resistant ledge rock similar to Monroe Quarry rock. Most of the bottom rock was placed 8-inches to 12-inches below the existing surface. The area behind the rockery was filled with clayey type soil varying in depth from 2 to 5 feet at the rock wall to approximately 1 foot of depth 40 feet east at the base of the slope from Olympic View Drive. Directly behind the rockery on the fill side 2-112 inch minus crushed quarry rock was placed. By scratching the top it appears that the 2-112 inch rock was at least 18 inches thick extending to the bottom of the rockery. In examining the placement of the individual rocks generally they are satis- factorily seated except in some instances a better selection of rock shape 4 h may have been used. Due to the limited number of rocks needed for the wall y lh selection is minimal. A few top rocks were put on point loadino which caused them to rock. It was suq ested that they be shimmed ua to stabilize them, s more to correct an unsafe condition than for structural value. f Past experience with several hundred ton of rockery placed in the City of Edmonds, it is my opinion that the rockery wall is more than adequate to support the fill behind it. Since the construction was not witnessed by me, this conclusion is based on the premise that a minimum thickness of 12 inches of gravel was placed behind the wall along its entire length to the full depth of the rock wall and that the bottom rocks were placed firmly in the ground. The rockery supporting the southwest corner of the pool area was already in place. Pat Wilson, Assistant City Engineer, figured calcu- lations on rockery stability and was, not satisfied with the job. His recommendation on this job reads as follows: "The second and third courses appear to be improperly keyed into the base course and into each other. This poses a potential hazard to the property immediately downhill from the site. We, therefore, strongly suggest that the applicant fur- nish for our review a licensed Civil Engineer's certification calculation for the stability of the rockery." DS/jf I I° ,- COPY' STREET June 20, 1980 File No. 7261 Mr. Hal Reeves Acting Building Official City of Edmonds Civic Center Edmonds, Washington 98020 Dear Mr. Reeves: FLE Reid, Middleton & Associates, Inc. Engineers • Surveyors • Planners a Et Li v ru JUN 2 51990 Dir. Of Public Works Upon request from Bill Heide, B & H Design, I examined the rockery wall con- structed at 18510 Olympic View Drive. The following observations were made. The rockery wall is constructed with large three to four man quarry rock. The rock appears to.be strong, dense, durable weather resistant ledge rock similar to Monroe Quarry rock: Most of the bottom rock was placed 8-inches to 12-inches below the existing surface. The area behind the rockery was filled with clayey type soil varying in depth from 2 to 5 feet at the rock wall to approximately 1 foot of depth 40 feet east at the base of the slope from Olympic View Drive. Directly behind the rockery on the fill side 2-1/2 inch minus crushed quarry rock was placed. By scratching the top it appears that the 2-1/2 inch rock was at least 18 inches thick extending to the bottom of the rockery. In examining the placement of the individual rocks generally they are satis- factorily seated except in some instances a better selection of rock shape may have been used. Due to the limited number of rocks needed for the wall selection is minimal.. A few top rocks were put on point loading which caused them to rock. It was suggested that they be shimmed up to stabilize them, more to correct an unsafe condition than for structural value. Past experience with several hundred ton of rockery placed in the City of Edmonds, it is my opinion that the rockery wall is more than adequate to support the fill behind it.. Since the construction was not witnessed by me, this conclusion the premise that a minimum thickness of 12 inches of gravel was the wall along its entire length to the full depth of the rock the bottom rocks were placed firmly in the ground.
