Per the request of the Snohomish County E911 Office, in, preparation of the GIS driven
NWS (New World Systems) CAD (Computer Aided.Dispatch) which is to go into effect
June 2015, 1 have attached a spread sheet of corrected addresses for the City of
Edmonds. These addresses were corrected due to an audit check by Snohomish County
for even and odd addresses to be on the correct side of the street. The spread sheet
contains parcel, owner, old address and new corrected address.
Owners have been notified through a separate mailing.
If you have anyquestions regarding this letter, please contact a City of Edmonds Permit
Coordinator at 425-771-0220. Please contact our office if you wish to be removed from
future address change notifications.

Snohomish County will be implementing a county -wide advanced technology system in June that will vastly
improve police, fire, and emergency medical emergency responses t ' hrough the 9- 1 -1 system. In preparation
for this event, Snohomish County Enhanced 9-1-1 Office is validating all addresses located in the : -
Geographic Information System (GIS) for emergency responses throughout the entire county. A recent audit
by the county has identified a considerable number of buildings in the City of Edmonds whose addresses are
not consistent with the approved protocol for -addressing buildings,. which could result in delayed emergency
responses to those locations. The current address above has been identified as one of these. In an effort to
cooperate with Snohomish County, as well as Fire District I and the Edmonds Police Department to improve
fire and public safety for all types of emergency response, the City of Edmonds will be changing the above
address to:

The main purpose for this particular change is to properly align odd and even address numbers on opposite
sides of the street, and ensure they are in proper numerical sequence.
'We understand that this change may cause 'You some inconvenience, and even some financial expense, and
we apologize for that. However, please understand that the change will provide additional assurance that
police, fire, and public works services are quickly able to find your address during your emergency. For your
convenience, we have enclosed a USPS addressing kit, which will help you make the appropriate
notifications to your utilities, creditors, in*s'urance companies, magazine subscriptions, etc.
In order to be prepared for the upcoming upgrade to the E911 system, we anticipate that this address change
will need to take effect by June 8, 2015, the date when Snohomish County E911 will implement the new

Dear Mrs. Swift,
I have checked with our risk management/liability association regarding the use of the Type 3 warning sign that was
attached to the end of the guardrail adjacent to your property on Soundview Place. As a member of the State of
Washington risk liability pool, the City is required to follow accepted engineering guidelines and standards. These
guidelines and standards are, used to defend the City's actions in case an accident occurs in the City's right-of-way.
So, even though you are not in agreement, the Type 3 warning sign that currently exists is the correct sign to use in
this situation.
One other possibility for you to consider is for the City to relinquish ownership of this portion of the Soundview right-of-
way since there is no public roadway for the City to maintain. In order to do this, the property owners that adjoin the
portion of the Soundview right-of-way, north of the actual end of the street pavement, can petition the City to vacate
the street right-of-way. Once the City no longer owns the property, you may do as you wish with the Type 3 sign, as
the City will no longer have ownership of the guardrail.
Let me know if you are interested in this approach and I will have Engineering staff give you more details. in the street
vacation process. Otherwise, I can be no further help to you regarding this matter.

Thank you for sending us the letter written January 8, 1986
to Jack Adams and Rosalind Armour regarding the filling and berm-
ing on their property adjacent to ours, as well as information
regarding the final grading of said property as approved on
August 5, 1985, and the temporary erosion control plan.
We will address the latter first. According to the copy of
temporary erosion control plan we have in front of us, consisting
of a series of lines drawn in red ink by an unidentified person
and bearing no date or signature of approval from your office,
(although your letter indicates that Jerry Hauth approved this
plan verbally), several berms are permitted around the property
during the construction phase for the purpose of curbing run-off.
These berms were bulldozed into place on December 30 and 31, 1986
and unfortunately divert the run-off on the north side from their
property to our property.
The berm extends about 42 feet easterly along the lot line
and rises f rom a minimum height of 3 f eet to a maximum height
close to 5 feet where it joins fill of that depth along the west
side of the garage foundation. The tailing from this berm de-
scends at an angle of more than 45 degrees and ends at the lot
line. Since the Adams property has always been lower than ours
at the same point on the lot line, water has never drained from
it to the north as it is now doing. (For substantiation, please
refer to photographs I have on file with your department or feel
free to check the situation personally.) The city requests in
Item 1. of the letter to the Adams that all surface water on
their land be contained there. Thus it is apparent that the berm
should be moved back so that the tailing ends well south of our
property line and water no longer drains in our direction.
Should Item 1. fail to be enforced, the City of Edmonds will be
held liable for any damages along with the Adams.
The final grading as approved by the City in August shows no
fill on the west side of the garage. We are assuming that the
fill there up to nearly five feet in depth and covering an area

approximately 35 feet long and 12 feet wide is part of the tem-
porary erosion control plan and that any permanant changes in the
grading plan approved by the city on August 5, 1985 will be sub-
ject to Chapter 18.40, Grading and Retaining Walls, of the city's
building code, with special attention to Item 7. of said chapter.

SUBJECT: SHORT SUBDIVISION S-10-81 - ENGINEERING REQUIREMENTS
Thank you for your letter of June 18, 1981, in regard to monument require-
ments on S-10-81. The word "locate" as used in the Engineering Requirements
is intended in the legal sense to mean to set or establish in a particular spot
or as an alternative to seek out and determine the location of, by recourse to
legal documentation. As discussed with you by Mr. Pat Wilson of this office on
June 19, 1981, the requirement i.s not that you go out and look at the monuments,
but that your surveyor set and show on his drawings or document and show on his
drawing, the monuments required by the Public Works Director pursuant to Chapter
20.75 and particularly, subsection 20.75.135 of the Community Development Code.;
To two monuments cited in the Engineering Requirements of S-10-81 are
considered necessary for uniform monumenting, present review and future reference.
The City, therefore, feels that these monuments cannot be I(waive�re �Dwe`ver, �, .
after further research of our records and consultation with your surveyor,. t-4
Mr. Leroy Middleton, we feel the requirements can be modified to reflect the. 07
following information:
A. In regard to the existing cased monument at the intersection of
Soundview Place and Wharf Street: the City has no record of when
or by whom this monument was placed. However, Mr. Leroy Middleton
has indicated to us that this monument was known by him for approx-
imately twenty years and has been used by him as the intersection of vi)
the above said streets. If Mr. Leroy Middleton will signify his oe

recovery. This monument will be in grass area and need not be cased.

It is the opinion of Leroy Middleton of Reid, Middleton
Associates that since all the land at the north end of Sound
View Place has been subdivided, this additional monument is
not necessary. However, if you still feel that a monument is
essential in this particular spot, please call me at 776-2391
so that we can discuss its location.
